Abstract

Indonesia has 440 regencies/cities which 279 among them are the region that belong to sea/coastal based on fisheries. Most of their potential source is from marine resources both marine biological diversity or not. The aim of this research is a model for regency/city based on fisheries industry know the effect and as far as the effect’s some components which interact in the establisment. The research is held on Kabupaten Administrasi Kepulauan Seribu DKI Jakarta Province. The analysis and model development is done by Structural Equation Modelling (SEM). Based on the result of analysis is founded important several components that are reacted and correlated positive significantly in the developing of Kabupaten Administrasi Kepulauan Seribu such as between implementation of central government authority and regional government authority with the job fisheries also the establishment of job fisheries. This condition gives double effect of the goal of fisheries development and the highly society welfare on the Kabupaten Administrasi Kepulauan Seribu oriented by developing regency based on fisheries industry. Through this study, hope the government of Kabupaten Administrasi Kepulauan Seribu could review several development policies as soon as possible to be more oriented in using sea resource based on fisheries industry mainly on the area as conservations is synchronized and harmonized between regional development and regional function. Besides that fishery businessman in their establishment of fishery industry, can formulate the ideal model to develop their business planning with responsibility of implementation the function and care in using.

Abstract

Sea surface temperature (SST) and chlorophyll-a (chl-a) are the important oceanographic parameters determining the abundance and distribution of marine pelagic organism, include skipjack tuna. The aim of this research is to determine the relationship between SST and chl-a concentration with production of skipjack tuna off eastern coast of Southeast Sulawesi. Such relationship can be used to identify potential fishing ground of skipjack tuna.SST was derived by NOAA-AVHRR 16 and the data was collected from Lembaga Antariksa dan Penerbangan Nasional (LAPAN). Chl-a was derived from TERRA-MODIS satellite and the data were obtained from Colorado Center of Astrodynamics Research (CCAR) website. Skipjack tuna production data were obtained from direct observation and pole and line fishermen reports (log book) from March to June 2004.The lowest SST occured at March, while the highest at April and May 2004. The higher SST indicated a flow of water mass from nothern area to southern area. From March to May 2004, there was no significant change in chl-a concentration. In that period, the chl-a concentration was relative low and uniformly distributed but significant spatial variation was observed in June. The optimum observed SST for skipjack fishing in the studied area ranged from 25 to 26 °C and from 31,5 to 32,5 °C ; the optimum chl-a concentration ranged from 0,38 to 0,52 mg/m3. SST did not show strong influence on the catch of skipjack tuna ; the catch of skipjack tuna more influenced by chl-a concentration. The most productive fishing ground ; i.e. the potential fishing area off estern coast of Southeast Sulawesi are between Wawonii Island and Menui Island and eastern Umbele Island/northwestern Menui Island.

Abstract

This research discusses on the development analysis of fishing fleet in Kupang Regency, Nusa Tenggara Timur. The objective of the research is to develop a conceptual model in developing fishing fleet based on CCRF.The data from representatives sources have been collected through a survey methods by using questionnaires. In order to achieve the research objective, some methods such as SWOT, LGP, AHP and scoring on CCRF have been used to analyze the data.The result show that based on the analysis and combining with certain scenarios that used in the research, fishing unit that prostective to be developed gradually are hand line (pancing ulur), trap (bubu) and long line (rawai), meanwhile purse seine can be developed within maximum number of fleet

Abstract

Development of fishery activity shall be conducted base on the characteristic of potency owned by a territotial water region. South Java water region has a characteristic condition of fisheries resources which need a specific management. Based on a fishery resources potency, South Java water region has a very big potency, but fishery activity just develop in a certain places only, namely Palabuhan Ratu, Cilacap and Prigi. The research has aim to build a model of fisheries development which is adopted by a regional characteristic. Method of the system approach used to analyse the problem and develop the model. System engineering compiled in a model with three submodels are 1) fishery effort (submodel USAHA), 2) requirement of PP/PPI, functionality and accessability (submodel PELABUHAN) and 3) policy and institution (submodel LEMBAGA). Firstly model determined commodity’s priority, strategy of model implementation using interpretative structural modellig (ISM) technique. The study resulted two models are 1) tuna fisheries development model and 2) coastal fisheries development model. At tuna fisheies development model, its expressed that tuna fishery business represent a high risk business, the government policy which do not support the business like increasing the fuel price giving big impact for continuing the business. Fishing port which capable to support tuna fishery’s business are PPS Cilacap and PPN Pelabuhan Ratu. Developments are require to be done by the intregrated institution which can accommodate the stakeholder needs. At the model of fisheries coastal development, the commodity’s priority are bonito, skipjack, white pomfret, hair tail, lobster, shrimp and anchovy. Fishery business covering gillnet multifilament, gillnet monofilament, purse seiner, trolling,’payang’, trammel net and ‘pancing rawai’. The effort can be done in middle scale or small scale. Existing PP/PPI mostly can be able to support fisheries acivity in each region. Role of KUD, HNSI and group of fisherman require to be improved for fisherman empowerment. Strategy of implementation model require to pay attention to the system which is a key element for succeeded the system.

Abstract

The present of an artificial reef on sea floor may lead to the creation of a vortex current or wake zone, and eddies on the downstream side of the reef. This wake zone could attract fish by providing shelter; turbulence at the edge of wake zone would attract pelagic species; and upwelled current and sediments or nutrients might also benefit certain pelagic species. However, there presently are insufficient data to suggest a universally valid relationship between habitat enhancement and the flow-reef-sediment interaction. The creation of vortex current on the sea bottom is difficult to observe, so it is usually conducted in a scaled-down experiment. This study was to determine the vortex current formation on the reef model and observed the response of fish samples at the different current velocities. A cubic reef type (12.5 cm) was placed in a water circulating tank. The measurement was made by running black colored particles; and the boundaries of downstream flow were determine by tracking the movement of each particle. Vortex current was clearly observed behind the reef model at the current velocity of about 34.75 cm/sec; and the fish tend to concentrate at the center or behind the reef model; but current weakens or vortex current disappear, fish were scattered.

Abstract

Fisheries sustainability is determined by several interacting factors such as ecology, technology, social, economic and ethics (including law and institution). Objective of this study is to determine the sustainability status of small capture fisheries in view of ecological, technological, social, economic, and law (including institutional) dimensions. Rapfish, a quantitative analysis technique, is used to assess sustainability status of fisheries in the coastal area of Serang (Banten) and Tegal (Central Java). In Pasauran Serang, jaring udang currently is in sustainable status, while payang bugis is in less sustainable. In contrast, jaring rampus, bundes and payang gemplo in Tegal are not in sustainable status especially for the ecological dimension. At regional scale, the sustainability status of fisheries in Serang is better than the fisheries in Tegal. The study shows that ecological dimension is the weakest dimension in order to manage and promoting small scale fisheries sustainability in Tegal. This study reconfirms the need to apply comprehensive and integrated bio-technico-socioeconomic aspects in developing fisheries management.

Abstract

Artificial reefs exhibit significant potential as an instrument in rehabilitation of coastal ecosystems or at least as an alternative to decrease the harvesting pressure on natural reefs by creating new fishing grounds. However, their utilization as reef fishing grounds in practice, may not be optimal without significant support of protected nursery ground reefs. This research was done to study the effectiveness of some artificial reef designs as nursery ground of target species. Three types of reinforced concrete block reef designs were chosen and constructed, they were cube, trapezium and combination in shapes; 0.5 m2 in total volume each; and a unit of patch reef used in comparison. The results show that natural reef still dominated the abundance of total individual species observed; but in the term of fish biomass showed that combination design more abundance than natural reef and the other two reef designs. This result indicated that reef designs (which have been constructed), in an optimal circumstance exhibit a significant potential as a nursery ground of coral fishes.

Abstract

The Indonesian fishermen usually use ice and salt as refrigerants to keep of catch before it is landed. The amount of refrigerants bringing in a trip usually only based on the prior experienced of senior fishermen without any exact estimation.This paper tries to analyze the amout of ice in a trip of a fishing vessel (KM. Duta Mulia) in Pekalongan by calculating heat receiving in fish holds. By this approximation, the minimum amout of ice that needed in a trip can be obtained. the fishermen usually bring 20.000 kg ice in a trip (40 day).One of the result shows the minimu amout of ice that needed for refrigerating 17.460 kg catch within 40 day is 13.180.692 kg. Based of this result, the fisherman might reduce the amout of ice that they usually bring in a trip.Keywords: fish hold capacity, insulations, and heat load

Abstract

The small pelagic in Jeneponto is highly potential, but since 2001-2004 years there are degradation indication of haul activity wich marked by degradation of mini purse seine number. The objectives of the research are: 1) to estimate the level of MEY exploiting of small pelagis becoming target of mini purse seine, and 2) to determine production factors which is playing a part in improvement of productivity of mini purse seine. The production surplus method, Gordon Schaefer model and multiple regression analysis were used in this study. The result from bio-economic analysis showed that at actual condition have come near optimum level for exploiting of small pelagic. The optimum catch of small pelagic is 3.783.376,09 kilo grams per year with standard effort of 8.723 trip per year. Specially far mini purse seine, optimum effort is 47% from standard effort or equivalent by 26 unit of gears. Production factors that give signifiront effect to fish production of mini purse seine are machine strength, mini purse seine length and number of lamp.Keywords: optomization, mini purse seine, bio-economic

Abstract

The background of choosing this topics is to realize that unfavorable condition is occur in the national sea transports in which is a very weak competitiveness in having a cargoes share. Archipelagic state of Indonesia comprises 17,506 islands, has 5.8 million kilometers square of waters, and a large amount of market cargoes, however national armada just only can contribute a small number of national incomes, that marked by reaching only five percent share of the total export-import cargoes and only fifty percent share of the total domestics cargoes, in which the rest of them are occupied by foreign armada. Those are caused of the maritime sector income loss that in amount of U5D 18,4 millions yearly that consist of USD 12,4 millions in cargoes share and USD 6 millions in transhipment oportunities. The purpose of this study is to obtain the capability of Indonesian sea transport within globalization era by formulating a design the empowerment strategy to support decision making policy in sea transportation solving problem. The dilta are collected from interviewing and filling the polling by eighteen competence officers of the maritime stakeholders that come from three maritime institutions such as the regulator, the actors, and the users. SWOT analysis, computerized influence / dependence (I/D) matrix, and importance and performance analysis (IPA) methods are used for analyzed data. The results of this study is showed that the influence on and the dependency of the five key factors in technoware, the six key factors in humanware, the four key factors in infoware, and the five key factors in orgaware are founded to high, and should be developed.
