Abstract

ABSTRACT The phenomenon of displaying confiscated cash derived from corruption cases by law enforcement agencies in large amounts has become an increasingly prominent practice in the public communication of law enforcement in Indonesia. This practice raises an ontological question concerning the nature of confiscated money, namely whether it functions as an instrument for recovering state losses or merely as a symbolic representation of successful law enforcement. This study aims to examine the ontology of confiscated money and critically analyze the spectacle of law enforcement through the perspective of Guy Debord’s Society of the Spectacle and legalistic ethics. This study employs a normative-philosophical legal research method using philosophical and conceptual approaches and utilizes secondary data consisting of legislation, institutional reports, and scientific literature related to asset recovery. The findings reveal that confiscated money possesses material, juridical, and symbolic dimensions; however, the practice of visual exposure risks creating a legal spectacle that obscures the accountability of asset recovery. Therefore, strengthening evidence-tracking transparency, reforming asset governance, and accelerating the enactment of the Asset Forfeiture Bill are necessary to promote substantive justice and the restoration of public rights. ABSTRAK Fenomena ekspos uang sitaan hasil tindak pidana korupsi oleh aparat penegak hukum dalam jumlah besar telah menjadi praktik yang semakin menonjol dalam komunikasi publik penegakan hukum di Indonesia. Praktik ini memunculkan persoalan ontologis mengenai hakikat keberadaan uang sitaan, yakni apakah diposisikan sebagai instrumen pemulihan kerugian negara atau sekadar representasi simbolik keberhasilan penindakan hukum. Penelitian ini bertujuan membedah ontologi uang sitaan serta mengkritik praktik tontonan hukum melalui perspektif Society of the Spectacle Guy Debord dan etika legalistik. Penelitian menggunakan metode hukum normatif-filosofis dengan pendekatan filosofis dan konseptual serta memanfaatkan data sekunder berupa peraturan perundang-undangan, laporan kelembagaan, dan literatur ilmiah terkait pemulihan aset. Hasil penelitian menunjukkan bahwa uang sitaan memiliki dimensi material, yuridis, dan simbolis, namun praktik ekspos visual berpotensi membentuk spektakularisasi hukum yang mengaburkan akuntabilitas pemulihan aset. Oleh karena itu, penguatan transparansi alur barang bukti, reformasi tata kelola aset, dan percepatan pengesahan RUU Perampasan Aset diperlukan untuk mendorong keadilan substantif dan pemulihan hak publik.

Abstract

ABSTRACT The presence of Niccolò Machiavelli in modern political discourse is often reduced to a symbol of cunning and the amorality of power through the term Machiavellianism, thereby positioning his thought as synonymous with political practices that justify any means to achieve power. However, a more comprehensive reading demonstrates that Machiavelli was deeply concerned with state stability, the rule of law, and the public good (res publica). This article aims to reexamine Machiavelli’s ethics of power by distinguishing the orientation of leadership between a leader who builds institutions for the public interest and a master or tyrant who employs power as an instrument of personal domination. This study employs a qualitative method using an analytical-descriptive library research approach through a historical-hermeneutic reading of Il Principe (The Prince) and Discorsi sopra la prima deca di Tito Livio (Discourses on Livy), supported by academic literature on Machiavellian republicanism. The findings indicate that these two works are not contradictory; rather, they represent two complementary political contexts, namely personal leadership during times of crisis and law-based governance under stable conditions. Other findings reveal that Machiavelli distinguishes between a leader and a tyrant based on the orientation of power, while political corruption is understood as the corruption of civic virtue that weakens public institutions. This article concludes that Machiavelli’s ethics is more appropriately understood as an ethic of public responsibility, in which political legitimacy rests on the capacity to maintain stability, institutions, and the continuity of collective life. ABSTRAK Keberadaan Niccolò Machiavelli dalam diskursus politik modern sering direduksi sebagai simbol kelicikan dan amoralitas kekuasaan melalui istilah Machiavellianisme, sehingga menempatkan pemikirannya seolah identik dengan praktik politik yang menghalalkan segala cara. Padahal, pembacaan yang lebih komprehensif menunjukkan bahwa Machiavelli memiliki perhatian besar terhadap stabilitas negara, supremasi hukum, dan kepentingan umum (res publica). Artikel ini bertujuan untuk menelaah kembali etika kekuasaan Machiavelli dengan membedakan orientasi kepemimpinan antara pemimpin yang membangun institusi demi kepentingan publik dan tuan atau tiran yang menjadikan kekuasaan sebagai sarana dominasi personal. Penelitian menggunakan metode kualitatif dengan pendekatan studi pustaka (library research) yang bersifat analitis-deskriptif melalui pembacaan hermeneutika sejarah terhadap Il Principe dan Discorsi sopra la prima deca di Tito Livio, serta didukung literatur akademik mengenai republikanisme Machiavelli. Hasil penelitian menunjukkan bahwa kedua karya tersebut tidak bersifat kontradiktif, melainkan merepresentasikan dua konteks politik yang saling melengkapi, yakni kepemimpinan personal pada situasi krisis dan pemerintahan berbasis hukum pada kondisi stabil. Temuan lain menunjukkan bahwa Machiavelli membedakan pemimpin dan tuan berdasarkan orientasi penggunaan kekuasaan, serta memahami korupsi politik sebagai pembusukan civic virtue yang melemahkan institusi publik. Artikel ini menyimpulkan bahwa etika Machiavelli lebih tepat dipahami sebagai etika tanggung jawab publik yang menempatkan legitimasi kekuasaan pada kemampuan menjaga stabilitas, institusi, dan keberlangsungan kehidupan bersama.

Abstract

Weekly installment-based cooperative loans are a commonly utilized source of financing among rural communities. However, their impact on household consumption patterns and financial planning, particularly within agrarian communities with irregular incomes, remains insufficiently explored in empirical studies. This study aims to analyze the effects of the number of cooperative memberships, total loan amount, and weekly installment value on these two aspects among rural households in Boawae District, Nagekeo Regency. A descriptive-verificative quantitative approach was employed involving 150 respondents selected through purposive sampling from seven villages. Data were analyzed using multiple linear regression with the assistance of SPSS version 26. Simultaneously, the three independent variables significantly influenced both consumption patterns (F = 20.900; p < 0.05; R² = 0.293) and household financial planning (F = 47.598; p < 0.05; R² = 0.494). Partially, the number of cooperative memberships had a negative effect on consumption patterns but a positive effect on household financial planning. The total loan amount positively affected consumption patterns while negatively affecting household financial planning. Meanwhile, weekly installment payments had a significant influence on both dependent variables. A higher loan burden was found to reduce households' consumption capacity and weaken their financial planning capability. These findings underscore the importance of improving financial literacy among rural communities and strengthening cooperative governance to support the economic stability of agriculture-based households. ABSTRAK Pinjaman koperasi berskema cicilan mingguan merupakan sumber pembiayaan yang lazim dimanfaatkan masyarakat pedesaan, namun dampaknya terhadap pola konsumsi dan perencanaan keuangan keluarga, khususnya pada komunitas agraris berpendapatan tidak tetap, masih minim dikaji secara empiris. Penelitian ini bertujuan menganalisis pengaruh jumlah keanggotaan koperasi, besaran total pinjaman, dan nilai cicilan mingguan terhadap kedua aspek tersebut pada masyarakat pedesaan di Kecamatan Boawae, Kabupaten Nagekeo. Pendekatan kuantitatif deskriptif verifikatif diterapkan dengan melibatkan 150 responden yang dipilih melalui purposive sampling pada tujuh desa, dan data dianalisis menggunakan regresi linear berganda berbantuan SPSS versi 26. Secara simultan, ketiga variabel independen berpengaruh signifikan terhadap pola konsumsi (F = 20,900; p < 0,05; R² = 0,293) dan perencanaan keuangan keluarga (F = 47,598; p < 0,05; R² = 0,494). Secara parsial, jumlah koperasi berpengaruh negatif terhadap pola konsumsi namun positif terhadap perencanaan keuangan keluarga. Total pinjaman berpengaruh positif terhadap pola konsumsi namun negatif terhadap perencanaan keuangan keluarga, sedangkan cicilan mingguan berpengaruh signifikan terhadap kedua variabel dependen. Tingginya beban pinjaman berdampak pada penurunan kemampuan konsumsi dan melemahnya kapasitas perencanaan keuangan rumah tangga. Temuan ini menegaskan urgensi peningkatan literasi keuangan masyarakat dan penguatan tata kelola koperasi guna mendukung stabilitas ekonomi rumah tangga berbasis pertanian.

Abstract

Rural development requires active community participation as the main actor. The Development Planning Deliberation (Musrenbang) is organized as a strategic forum to channel public aspirations; however, in practice, a gap often exists between planning and implementation. This study aims to analyze the level of community participation and assess the effectiveness of the Musrenbang program implementation in Negeri Lima, Leihitu District, Central Maluku. A descriptive quantitative approach was employed using a Likert-scale questionnaire distributed to 47 respondents from various community elements, supplemented by observation and interviews. The results indicate that the community's participation level remains at the tokenism stage, where public proposals tend to be formalities and do not significantly influence decision-making. Meanwhile, the effectiveness of the Musrenbang implementation scored 72%, falling into the "moderately effective" category. The indicators of program understanding and timeliness were rated positively. These findings suggest that while the Musrenbang in Negeri Lima has opened participatory spaces, its effectiveness has not yet been fully optimized. Strengthening follow-up mechanisms and oversight is necessary to transform Musrenbang into an inclusive, responsive, and sustainable planning instrument. ABSTRAK Pembangunan desa memerlukan partisipasi aktif masyarakat sebagai aktor utama. Musyawarah Perencanaan Pembangunan (Musrenbang) diselenggarakan sebagai forum strategis untuk menyalurkan aspirasi warga, namun dalam praktiknya sering terjadi kesenjangan antara perencanaan dan pelaksanaan. Penelitian ini bertujuan untuk menganalisis tingkat partisipasi masyarakat dan menilai efektivitas pelaksanaan program Musrenbang di Negeri Lima, Kecamatan Leihitu, Maluku Tengah. Penelitian menggunakan pendekatan kuantitatif deskriptif dengan instrumen kuesioner skala Likert yang disebarkan kepada 47 responden dari berbagai unsur masyarakat, serta dilengkapi dengan observasi dan wawancara. Hasil penelitian menunjukkan bahwa tingkat partisipasi masyarakat berada pada level tokenisme, di mana usulan masyarakat lebih bersifat formalitas dan belum berpengaruh signifikan terhadap pengambilan keputusan. Sementara itu, efektivitas pelaksanaan Musrenbang memperoleh skor 72% dengan kategori "cukup efektif". Indikator pemahaman program dan ketepatan waktu pelaksanaan dinilai baik. Temuan ini mengindikasikan bahwa Musrenbang di Negeri Lima telah membuka ruang partisipasi, namun efektivitasnya belum sepenuhnya optimal. Diperlukan penguatan pada aspek tindak lanjut dan pengawasan agar Musrenbang dapat menjadi instrumen perencanaan yang inklusif, responsif, dan berkelanjutan..

Abstract

  The rapid evolution of information technology has catalyzed a paradigm shift in notarial services through the emergence of the cyber notary concept. Nevertheless, its integration into the Indonesian legal system remains obstructed by concerns over legal certainty and the stringent demands of the notary's duty of care or prudential principle. The objective of this research is to evaluate the regulatory framework of cyber notary in Indonesia, scrutinizing its execution through the lens of legal certainty and the adherence to the prudential principle in electronic notarial acts. Adopting a normative juridical methodology, this study utilizes statutory, conceptual, and comparative perspectives, supported by a qualitative analytical framework. The results indicate that the regulation of cyber notary in Indonesia remains incomplete and creates ambiguity concerning the validity and evidentiary strength of electronic notarial deeds. Furthermore, the prudential principle of notaries has expanded in the digital context, encompassing electronic identity verification, system security, and data protection. Therefore, regulatory reform, harmonization of laws, and enhancement of notarial competencies are necessary to ensure the proper implementation of cyber notary, providing legal certainty and adequate protection for all parties involved.   ABSTRAK Perkembangan teknologi informasi telah mendorong transformasi dalam praktik kenotariatan melalui konsep cyber notary. Namun, implementasi konsep ini di Indonesia masih menghadapi berbagai permasalahan, terutama terkait kepastian hukum dan penerapan asas kehati-hatian notaris. Penelitian ini bertujuan untuk menganalisis pengaturan cyber notary dalam sistem hukum Indonesia, mengkaji implementasinya dari perspektif kepastian hukum, serta menelaah penerapan asas kehati-hatian notaris dalam praktik digital. Penelitian ini menggunakan metode yuridis normatif dengan pendekatan perundang-undangan, konseptual, dan perbandingan, serta dianalisis secara kualitatif. Hasil penelitian menunjukkan bahwa pengaturan cyber notary di Indonesia masih belum komprehensif dan menimbulkan ketidakjelasan terkait keabsahan serta kekuatan pembuktian akta elektronik. Di sisi lain, asas kehati-hatian notaris mengalami perluasan makna dalam konteks digital, yang mencakup verifikasi identitas elektronik, keamanan sistem, serta perlindungan data. Oleh karena itu, diperlukan reformasi regulasi, harmonisasi peraturan perundang-undangan, serta peningkatan kompetensi notaris guna mewujudkan implementasi cyber notary yang menjamin kepastian hukum dan perlindungan bagi para pihak.

Abstract

ABSTRACT Indonesia’s agricultural sector faces the challenge of increasing food production without compromising environmental sustainability and farmers’ well-being. The Green Revolution, implemented since the 1960s, succeeded in achieving rice self-sufficiency in 1984, but it also led to environmental degradation and socioeconomic inequality. This study aims to analyze the impacts of the Green Revolution and examine the role of digitalization in advancing sustainable agriculture. The methodology employed is a systematic literature review of journal articles, books, and policy documents from the 2020–2025 period. The results indicate that the success of the Green Revolution was “pseudo-economic” because increased production relied heavily on chemical inputs that caused environmental damage and made farmers dependent on capital. In contrast, sustainable agriculture is more efficient in resource use and can improve farmers’ well-being. The implementation of IoT- and AI-based smart farming has also proven capable of optimizing input use with precision, making it more environmentally friendly. This study concludes that the inclusive integration of digital technology is key to sustainable agricultural development. Therefore, the government needs to expand digital literacy and direct subsidies toward precision agriculture technologies to support equitable food security. ABSTRAK Sektor pertanian Indonesia menghadapi tantangan dalam meningkatkan produksi pangan tanpa mengorbankan keberlanjutan lingkungan dan kesejahteraan petani. Revolusi Hijau yang diterapkan sejak 1960-an berhasil mencapai swasembada beras pada 1984, tetapi juga menimbulkan degradasi lingkungan dan ketimpangan sosial-ekonomi. Penelitian ini bertujuan menganalisis dampak Revolusi Hijau serta mengkaji adaptasi digitalisasi menuju pertanian berkelanjutan. Metode yang digunakan adalah systematic literature review terhadap artikel jurnal, buku, dan dokumen kebijakan periode 2020–2025. Hasil penelitian menunjukkan bahwa keberhasilan Revolusi Hijau bersifat “ekonomi semu” karena peningkatan produksi sangat bergantung pada input kimia yang memicu kerusakan lingkungan dan ketergantungan petani terhadap modal. Sebaliknya, pertanian berkelanjutan lebih efisien dalam penggunaan sumber daya dan mampu meningkatkan kesejahteraan petani. Penerapan smart farming berbasis IoT dan AI juga terbukti mampu mengoptimalkan penggunaan input secara presisi sehingga lebih ramah lingkungan. Penelitian ini menyimpulkan bahwa integrasi teknologi digital yang inklusif menjadi kunci pembangunan pertanian berkelanjutan. Oleh karena itu, pemerintah perlu memperluas literasi digital dan mengarahkan subsidi menuju teknologi pertanian presisi guna mendukung ketahanan pangan yang berkeadilan.

Abstract

The listening skills of elementary school students in comprehending fantasy stories remain low, attributed to the limited use of innovative learning models and technology-based media in the learning process. This study aims to examine the effect of the Think Pair Share learning model based on podcast media on the fantasy story listening skills of fifth-grade elementary school students. This study employed a quantitative approach with a quasi-experimental design, specifically a nonequivalent control group design. The sample consisted of 42 students divided into two classes: class VA as the experimental group (21 students) and class VB as the control group (21 students), selected through purposive sampling. Data were collected through observation sheets and listening skill tests in the form of essay questions. Data were analyzed using descriptive and inferential statistics, including the Shapiro-Wilk normality test, homogeneity test, and independent sample t-test. The results showed that the mean score of the experimental class increased significantly from 54.52 in the pre-test to 84.71 in the post-test, while the control class only improved from 57.05 to 64.71. The independent sample t-test yielded a significance value of 0.000 < 0.05, indicating a significant difference between the experimental and control classes. This study concludes that the Think Pair Share learning model based on podcast media has a significant effect on students' fantasy story listening skills and can serve as an effective alternative learning strategy in elementary schools. ABSTRAK Keterampilan menyimak cerita fantasi siswa sekolah dasar masih tergolong rendah, yang disebabkan oleh minimnya penggunaan model pembelajaran inovatif dan media berbasis teknologi dalam proses pembelajaran. Penelitian ini bertujuan untuk mengetahui pengaruh penggunaan model pembelajaran Think Pair Share berbasis media podcast terhadap keterampilan menyimak cerita fantasi siswa kelas V sekolah dasar. Penelitian ini menggunakan pendekatan kuantitatif dengan desain quasi experimental, yaitu nonequivalent control group design. Sampel penelitian terdiri atas 42 siswa yang dibagi menjadi dua kelas, yaitu kelas VA sebagai kelas eksperimen (21 siswa) dan kelas VB sebagai kelas kontrol (21 siswa), yang dipilih melalui teknik purposive sampling. Pengumpulan data dilakukan melalui lembar observasi dan tes keterampilan menyimak dalam bentuk soal esai. Data dianalisis menggunakan statistik deskriptif dan inferensial, meliputi uji normalitas Shapiro-Wilk, uji homogenitas, dan uji independent sample t-test. Hasil penelitian menunjukkan bahwa nilai rata-rata kelas eksperimen meningkat secara signifikan dari 54,52 pada pre-test menjadi 84,71 pada post-test, sementara kelas kontrol hanya meningkat dari 57,05 menjadi 64,71. Uji independent sample t-test menghasilkan nilai signifikansi 0,000 < 0,05, yang berarti terdapat perbedaan yang signifikan antara kelas eksperimen dan kelas kontrol. Penelitian ini menyimpulkan bahwa model pembelajaran Think Pair Share berbasis media podcast berpengaruh signifikan terhadap keterampilan menyimak cerita fantasi siswa dan dapat dijadikan alternatif strategi pembelajaran yang efektif di sekolah dasar.

Abstract

This study aimed to determine the effect of the implementation of an adaptive Close Reading method based on folklore on fifth-grade students’ reading comprehension skills at UPT SPF SD Inpres Tidung II, Rappocini District, Makassar City. This study employed a quantitative approach using a quasi-experimental design in the form of a Nonequivalent Control Group Design. The sample consisted of an experimental class and a control class selected through purposive sampling. Data collection techniques included observation, tests, and documentation using reading comprehension tests as the research instrument. Data were analyzed through descriptive and inferential statistics using an independent sample t-test. The findings revealed differences in reading comprehension skills between students taught using the adaptive Close Reading method based on folklore and those taught using conventional learning methods. The implementation of this method positively affected students’ reading comprehension improvement. Therefore, the adaptive Close Reading method based on folklore is effective for Indonesian language learning in elementary schools. ABSTRAK Penelitian ini bertujuan untuk mengetahui pengaruh penerapan metode Close Reading adaptif berbasis cerita rakyat terhadap kemampuan membaca pemahaman siswa kelas V UPT SPF SD Inpres Tidung II Kecamatan Rappocini Kota Makassar. Penelitian ini menggunakan pendekatan kuantitatif dengan jenis quasi experimental design dalam bentuk Nonequivalent Control Group Design. Sampel penelitian terdiri atas dua kelas, yaitu kelas eksperimen dan kelas kontrol yang dipilih menggunakan teknik purposive sampling. Teknik pengumpulan data dilakukan melalui observasi, tes, dan dokumentasi dengan instrumen berupa tes membaca pemahaman. Analisis data menggunakan statistik deskriptif dan inferensial melalui uji independent sample t-test. Hasil penelitian menunjukkan bahwa terdapat perbedaan kemampuan membaca pemahaman antara siswa yang mengikuti pembelajaran menggunakan metode Close Reading adaptif berbasis cerita rakyat dan siswa yang mengikuti pembelajaran konvensional. Penerapan metode Close Reading adaptif berbasis cerita rakyat memberikan pengaruh positif terhadap peningkatan kemampuan membaca pemahaman siswa. Dengan demikian, metode ini efektif digunakan dalam pembelajaran Bahasa Indonesia di sekolah dasar.

Abstract

The development of information technology has had a significant impact on the world of education, particularly in the use of electronic-based learning systems, or e-learning. Universities have begun utilizing e-learning websites as online learning media to support academic processes such as material delivery, discussions, assignment submission, and online exams. However, the success of an e-learning system is determined not only by the completeness of its features, but also by the level of ease and comfort of use for users. This study aims to analyze the level of user satisfaction of the e-learning website at the State Islamic University of North Sumatra using the System Usability Scale (SUS) method. The study employed a descriptive quantitative method, with data collection techniques including observation, literature review, and distribution of SUS questionnaires to 50 active student users of the UINSU e-learning website. The results showed that the UINSU e-learning website obtained a SUS score of 57,45 which is in the below avarage category. These results indicate that the system meets usability aspects such as learnability, efficiency, and satisfaction, although some shortcomings remain in the navigation and interface. This research is expected to provide material for the evaluation and development of e-learning websites to make them more effective, efficient, and user-friendly. ABSTRAK Perkembangan teknologi informasi memberikan pengaruh besar terhadap dunia pendidikan, khususnya dalam penggunaan sistem pembelajaran berbasis elektronik atau e-learning. Perguruan tinggi mulai memanfaatkan website e-learning sebagai media pembelajaran daring untuk mendukung proses akademik seperti penyampaian materi, diskusi, pengumpulan tugas, dan ujian online. Namun, keberhasilan suatu sistem e-learning tidak hanya ditentukan oleh kelengkapan fiturnya saja, tetapi juga tingkat kemudahan dan kenyamanan penggunaan sistem oleh pengguna. Penelitian ini bertujuan untuk menganalisis tingkat kepuasan pengguna website e-learning Universitas Islam Negeri Sumatera Utara menggunakan metode System Usability Scale (SUS). Penelitian menggunakan metode kuantitatif deskriptif dengan teknik pengumpulan data berupa observasi, studi literatur, dan penyebaran kuesioner SUS kepada 50 mahasiswa aktif pengguna website e-learning UINSU. Hasil penelitian menunjukkan bahwa website e-learning UINSU memperoleh skor SUS sebesar 57,45 yang termasuk kategori dibawah rata-rata. Hasil tersebut menunjukkan bahwa sistem telah memenuhi aspek usability seperti learnability, efficiency, dan satisfaction, meskipun masih terdapat beberapa kekurangan pada aspek navigasi dan tampilan antarmuka. Penelitian ini diharapkan dapat menjadi bahan evaluasi dan pengembangan website e-learning agar menjadi lebih efektif, efisien, dan user friendly.

Abstract

This study examines the reconstruction of Islamic educational psychology in understanding the learning and development of children with special needs. The background of this research lies in the dominance of Western psychological paradigms, particularly the medical model of disability, which often overlooks spiritual and holistic dimensions. The objective of this study is to identify research trends, thematic structures, and opportunities for integrating Islamic psychological concepts into inclusive education. Methodologically, this study employs a quantitative bibliometric approach using data from academic publications analyzed through VOSviewer, including network, overlay, and density visualizations. The results indicate that Islamic education remains the dominant foundational theme, while emerging topics such as inclusive education, parental involvement, self-efficacy, and learning disabilities reflect a shift toward more practical and psychological approaches. However, a gap persists between theoretical Islamic concepts and their implementation in inclusive practices. In conclusion, the field is evolving as an emerging domain but lacks conceptual integration. The study implies the need for developing applied models, strengthening international collaboration, and integrating Islamic values with modern educational and technological approaches.
