Abstract

Land seizure by foreign investors in Liberia can pose a threat to the individual security of local communities. This research employs a descriptive qualitative method with a case study approach to explore the impact of land and housing rights seizures in Liberia. Dependency theory is used to analyze the asymmetric relationship between multinational companies and local communities, while human security theory is used to understand the threats faced by individuals in this context. The research findings show that land and housing rights seizures by foreign investors in Liberia can threaten individual security. Multinational companies often exploit vulnerabilities and legal uncertainties to acquire land unfairly, resulting in the loss of housing, livelihoods, and physical security for local communities. The power disparity between companies and local communities is clearly evident, as demonstrated by the negative impacts experienced by the local communities. This research also explores alternative economic models or community-led initiatives in other regions that have successfully ensured fairer economic benefits and sustainable development. These case studies provide valuable insights into how local communities can assert their rights and achieve more equitable economic outcomes, offering potential pathways for Liberia to mitigate the adverse effects of land seizures and promote sustainable development.

Abstract

The development of Indonesia’s strategic national-scale project in turning Komodo National Park as a Super Premium Tourism Destination resulted agrarian issues, including local communities’ land grab, environmental, and humanitarian issues. The government has violated so many aspects to accelerate the project delivery and has made the people of East Nusa Tenggara, specific to the people of Komodo, Labuan Bajo, and western Flores Island as the victim from the negative impacts of the development. Local communities have expressed their voice to the government, demanding fairness and basic rights to be fulfilled. Instead, they have to endured repressive actions and intimidation from the authorities, while the requested requirements met the dead end. The government has been ignoring the demand and never included the impacted local communities and activists in the discussion. Responding to this controversy, UNESCO also raised their concerns and requested the government to submit an Environmental Assessment report, and demand to stop the development until the requirements are met. This article proposes strategic action to National Committee on Agrarian Reform and other related entities in advocating this group and the ecosystem in the region in fighting to get their demand fulfilled by the government through an agrarian reform. As challenging as it is, direct lobby to the government has to be done. To strengthen the pressure, this communication strategy plan to acquire the power of the Indonesian Netizen by creating public sphere, through public opinion war and media scrutiny, to make the issue going viral and push the government for immediate agrarian reform.

Abstract

The documentary entitled "Dirty Vote" which was delivered directly by three constitutional law experts and aired during the quiet period of the 2024 presidential election has been watched 9.6 million times on the youtube channel of the Indonesian Center for Law and Policy Studies. This film attracted the attention of the Indonesian people at that time, because this film discussed the analysis of fraud by the country's political actors during the 2024 presidential campaign. However, the movie not only highlighted the problems that occurred during the election process, but also provided space to explore possible solutions to overcome these challenges. Therefore, this research aims to look at the reality, representation, and ideology as well as the signs used by the film director in packaging this movie. This research uses Charles Sanders Peirce's semiotic analysis that puts forward Reality, Representation, and Ideology in each scene analyzed. The results showed that researchers found three different scenes that were explained in detail with specific signs. Starting from the opening scene and the introduction of the main character, political campaigns and political scandals. All signs contained in this movie have their own meaning.

Abstract

Program Keluarga Harapan (PKH) is a conditional cash transfer program in Indonesia that requires beneficiaries to meet certain requirements such as school attendance and health checks. Adopted from similar models in Latin America, PKH aims to reduce short-term poverty and invest in the health and education of future generations. Since its launch in 2007, PKH has operated in various regions with different poverty and infrastructure issues. PKH faces several challenges, including mistargeting of beneficiaries and burdensome bureaucracy for the poor. To address this, improvements to the targeting system and simplification of document procedures are recommended. The program has also contributed to reducing stunting through improved nutrition and health education, although health facilities need to be improved. In the education sector, PKH has succeeded in increasing school enrollment and attendance, but has not significantly reduced child labor. In terms of livelihoods, PKH encourages beneficiaries to shift to non-agricultural jobs, although often only casual labor. This study uses descriptive and explanatory designs to describe and explain the evolution of the PKH policy from 2007. Descriptive design is used to describe policy changes that occurred during the period, while explanatory design is used to explain the factors that influence policy changes and their impact on program effectiveness. The results found that there were problems with PKH facilitators including insufficient numbers, high workloads, and low salaries, which affected their effectiveness. To improve the performance of facilitators, new recruitment, regular training, and increased salaries and working conditions are recommended.
