Abstract

The aims of this study to formulate the problems of troll fisheries in Sendang Biru from the technical, ecological, and institutional aspects, in order to discover the conceptual model as a solution to the problems. Research was conducted in February 2013 in PPP Pondokdadap, using Soft Systems Methodology (SSM). The results showed that problems were the existence of competition for troll fisheries unit area, smaller size tuna were obtained, and weak institutional role in the monitoring and licensing of fishing. Therefore, there are 3 conceptual models into the initial solution that can be done by all parties concerned, namely (1) formulating the fishing operation of troll fisheries with FAD unit in PPP Pondokdadap, (2) developing and implementating of local regulation for monitoring, controlling, and survaillance of fishing ground in Southern water of Malang Regency, and (3) manufacturing and using of SOP licensing by local government.

Abstract

Design prototype teknology which will be developed has better excellence if compared to condition of the existing fishing vessel. Its the excellences can have an effect on to operation of ship and sumberdaya fishery in water territory of Maluku sea. Expansion of design joran fishing by using fiber glass has lighter excess, strong, and durable although the price expensive but can be made balance to with haul obtained by means of catch. Side that also usage of styro foam hardly having an effect on to ship design huhate proposed to be developed and has some excellences of if compared to ship used by the existing fisherman. At ship with inboard engine, fish hold design only yield product for local marketing and has not been modified to yield product skipjack loin which is a form of export product, this latter the product request would very height.

Abstract

Execution of Sipadan and Ligitan islands by International Court of Justice as the part of sovereignity of Malaysia based on effective occupation, have encouraged Indonesia to be more aware and care for developing the neighboring state small islands. There are many national and regional institutions have developed programs and activities for the neighboring state small island but the programs still sector and partial oriented, whereas no national policy yet concerning the neighboring state small islands management. This research was to formulate comprehensive policy for the management of neighboring state small islands of Sangihe archipelago based on geo-politic, economic and environment carrying capacity. Specific objective were: (1) to evaluate and formulate of management policy for neighboring small islands of Sangihe archipelgo based on geo-politic, and (2) to evaluate economic and environment carrying capacity for formulate input of neighboring small islands management policy in Sangihe Archipelagic. The research was conducted Archipelagic in Regency of Sangihe, North Sulawesi Province. Primary data collected at Tahuna, Marore Island, Matutuang Island, Tinakareng Island, and Kawio Island. Secondary data collected since proposal developing until data analysis. Results of the study show that the potential sectors to be developed for Sangihe are capture fisheries and estate commodities. This research to develop of capture fisheries on analysis, basically the scads fish (Decapterus sp.), trvevallies (Selar spp.), eastern little tuna (Euthynus sp.), skipjack tuna (Katsuwomus pelamis), shark (Charcarias sp.) and tuna (Thunnus albacares). The average sustainable production of the scad fish 20 years (1988-2007) observation 1s 1746,3 tons/year, trevallies is 194,1 tons/year, sharks is 148,4 tons/year, skipjack tuna is 315,6 tons/year, tuna is 152 tons/year, and estern little tuna is 1073,2 tons/year on the same period. The priorities of neighboring small island policies are: (1) development of capture fisheries, coconut and nutmeg estate; (2) demarcation and delimitation of boundary state; (3) develop system of defence and security in the neighboring state small islands; (4) the change of agreement of border trade base on economic value; and (5) optimal and sustainable utilization of natural resource.

Abstract

This research was done on five sites (that are Southwestward, Marine Protected Area, Northeastward, and pier 1) on Pramuka Island, Seribu Islands, Jakarta. The data was taken by using Belt Transect Method which is unfold type for 60 meters parallels with shoreline, 2 meters in width of visibility, and 5 meters in depth. Kinds of coral that was collected are those from Family of Fungiidae. There are five genera from Family of Fungiidae found in Pramuka Island, that are Heliofungia, Herpolitha, Fungia, Ctenactis, and Sandalolitha. From 106 of total coral’s individu of Fungiidae in all sites of Pramuka Island, as much as 38.68% (41 individuals) of Fungiidae are healthy and as much as 61.32% (65 individuals) is got disease. Fungia is the most affected by coral disease. 19 of 61 individuals of Fungia (31.15%) are still healthy and 42 individuals (68.85%) affected by coral disease. On 24 individuals of Ctenactis that has found in all station, 70.83% of them affected by coral disease. From 13 individuals of Herpolitha, 38,46% of them affected by coral disease and 61,54% is healthy. From 6 individuals of Sandalolitha, as much as 50% recorded is affected by coral disease and 50% is healthy. Heliofungia is the only genera of Fungiidae that is not affected by coral disease in all observation stations on Pramuka Island. Coral disease that identified has attack the Fungiidae are Yellow Band Disease, bleaching (stripes, spots, patches dan full), Sediment Damage, combination between Sediment Damage and Yellow Band Disease, and Enlarge Structure. Yellow Band Disease are the one that most appear, which is represent 67,69% of the total coral disease in the Fungiidae with the value of disease abundance is 0,37 individu/m2.

Abstract

Information about fishing as a whole is still very minimal due to limited fisheries statistics issued by the Regional Government as on the island of Timor. Fishing activities on the island of Timor is still implementing a simple system, especially when seen from the specifications of fishing units that have not been using equipment that is complex in its operation and ability of fishermen. In general, fishing activities are not only determined by the fishing units, but also is influenced also by natural factors is seasonal. Changes in oceanographic conditions causing changes to the abundance of fish in one place due to the migration of fish, fish behavior and so forth. This, in turn result in changes in the fishing ground for fishermen activity is strongly influenced by sea and wind conditions so that the fishing areas are not fixed throughout the year. The purpose of this research activity are: 1). Knowing the specifications of fishing units used to catch snapper in Kupang district, 2). Knowing snapper fishing area (Lutjanus sp.) In Kupang district, and 3). Analyzing catch snapper (Lutjanus sp.) from the type of fishing gear used to catch snapper in the district. The study was conducted in January-April 2010. Field data collection was done during the month of February 2010 to take a place at Harbor Beach Fishing Tenau-Kupang, East Nusa Tenggara Province. Data on fishing areas and fishing units are acquired, classified and analyzed descriptively by tabulation and display map images, whereas analysis of variance test (ANOVA) one-way classification is used to determine the monthly productivity of snapper fishing gear that is used to catch snapper. The main types of fishing gear used to catch snapper (Lutjanus sp.) in waters off Kupang district is the basic tow, fishing yield, and bubu. Fishermen fishing snapper (Lutjanus sp.) based in the PPP Tenau, Kupang district generally operate in waters that coral reefs.That location is an area not far from the base, the city of Kupang (1 mile) and about Kera Island (4 miles), and enough of the base area, ie around Semau Island (12 miles), District Papela (25 miles), Sub Landu (40 miles) and the District of Lole (60 miles). The size of snapper caught by tow basis greater than snapper caught with rod stretching and bubu. Monthly catches snapper ever obtained from the basic tow operation, ie 57% of all snapper obtained during 14 months; fishing yield and bubu each producing snapper as much as 37% and 6%.

Abstract

Option of Co-management model of fisheries management in pelabuhanratu, sukabumi regency, west java is largely determined by the criteria / management aspect to be achieved, the management of conditions that exist today, and alternative co-management model is offered in the management of capture fisheries. Election of co-management model of fisheries management in study area is also influenced by a variety of obstacles / barries. This study aims to formulate a model selections Fisheries co-management in pelabuhanratu catch. This study uses the AHP method. Several significant interaction management components are (a) The biological aspects of the firts order of the ratio of interest RK = 0.346 to IR =0.07. (b) The economic aspects of the sequence in two, namely the ratio of interest RK = 0.286 to IR= 0.07 (c) Social aspects that is associated whit a third order RK = 0.25 at IR = 0.07.

Abstract

Fishing license, as a tool of fisheries management, is one of the popular instrument to control fish resources utilization. The purposes of fishing license for government are : (1) to optimalization of fish resources utilitization; (2) to maintain fish resources sustainability; and (3) to gain the economic benefit as government revenue. As part of fisheries management, fishing license affect to many aspects of fisheries as ecology, economic, technology, social, and ethic. Fishing license for large fisheries scale in Arafura Sea play an important role in Indonesian fisheries as Goverment issued 1072 fishing license or almost 25% of total license issued for all Indonesian waters. Unfortunatelly, Arafura Sea faces many problem and issues like overfishing, IUU fishing, destructive of fish habitat and environment that threaten the sustainability of fisheries. So it’s important to know the sustainability state of Arafura Sea in present to determine the best fishing license policy. The analysis of RAPFISH for sustainability of fisheries (including Leverage and Monte Carlo analysis) by major type of fisheries give some results as : (1) the fisheries of Arafura Sea is sustainable enough with score 53,86; (2) squid jigging, bottom longline, and gillnet fisheries are sustainable enough; but fish net and shrimp net are less sustainable; (3) the ecological dimension is good sustainable with score 72,43; but the ethic dimension is less sustainable with score 37,26. The leverage analysis shows the attributes which give the highest influence to each dimensions as: (1) size of fish on ecology dimension; (2) sector employment on economic dimension; (3) FAD (fish attracting devices) using and gear selectivity on technology dimension; (4) education level on social dimension; and (5) just management on ethic dimension. It’s recommended for Arafura Sea fisheries development to promote the sustainability fishing gears like squid jigging, bottom longline, and gillnet fisheries.

Abstract

Plankton sebagai indikator kesuburan perairan sangat dipengaruhi oleh ketersediaan unsur hara dan tingkat sebaran nutriennya. Pola sebaran dan ketersediaan unsur di sekitar habitat struktur juga dipengaruhi oleh adanya turbulensi di sekitar terumbu buatan yang terjadi. Sehingga salah satu cara meningkatkan kesuburan perairan yaitu dengan cara meningkatkan tingkat turbulensinya. Dalam makalah ini akan dikaji model pola aliran di sekitar terumbu buatan berbentuk silinder, diharapkan bentuk terumbu yang diusulkan dapat meningkatkan turbulensi dan jumlah plankton yang tertahan di sekitar terumbu buatan ditempatkan. Hasil pengukuran menunjukkan adanya peningkatan intensitas turbulen di sekitar perairan yang terjadi diantara rongga-rongga terumbu dan diukur pada saat kondisi tanpa terumbu (eksisting) sebesar 1.022 dan terdapat terumbu sebesar 0.655. Diharapkan keberadaan terumbu buatan ini dapat meningkatkan kesuburan perairan dengan menahan aliran plankton agar bergerak ke dalam terumbu sehingga bisa berlindung dan tidak bergerak melewati terumbu menuju pantai. Dengan demikian nantinya di dalam terumbu bisa melakukan pemijahan, perkembangbiakan serta pertumbuhan didalamnya.

Abstract

Fasilitas berperan menunjang kelancaran aktivitas pelabuhan perikanan. Ketidakcukupan kapasitas atau ketidaktersediaan salah satu fasilitas yang diperlukan akan dapat menghambat kelancaran aktivitas pelabuhan tersebut. Permasalahan ini sering ditemukan pada banyak pelabuhan perikanan. PPI Cituis merupakan salah satu dari 7 PPI di Kabupaten Tangerang yang dapat memberikan kontribusi Pendapatan Asli Daerah tertinggi. Tujuan penelitian ini mengetahui kondisi dan kapasitas fasilitas tersedia terkait dengan kelancaran aktivitas di PPI Cituis. Metode penelitian adalah kasus terhadap aktivitas dan fasilitas PPI Cituis. Analisis dilakukan secara deskriptif setelah dilakukan identifikasi terhadap fasilitas dan aktivitas yang ada dan penghitungan kembali kapasitas tempat pelelangan ikan, dermaga dan kolam pelabuhan. Hasil penelitian menunjukkan bahwa berdasarkan tiga belas jenis aktivitas kepelabuhanan perikanan yang tercantum dalam UU RI Nomor 45 Tahun 2009 tentang Perikanan, maka PPI Cituis telah melaksanakannya 9. Permasalahan kurangnya kapasitas dermaga (154,18 m) dan kedalaman kolam pelabuhan (70 cm) mengakibatkan terhambatnya aktivitas di PPI Cituis khususnya pendaratan kapal dan pembongkaran hasil tangkapan.

Abstract

Tingkat pemanfaatan ikan kakap putih di peraian Kabupaten Mimika cenderung meningkat setiap tahun, karena jenis ikan ini memiliki nilai ekonomis yang tinggi. Kondisi ini biasanya menjadi pemicu untuk menggunakan teknologi penangkapan ikan yang tidak ramah lingkungan dalam meningkatkan hasil tangkapan. Pengembangan teknologi penangkapan ikan tepat guna di perairan Mimika harus mempertimbangkan potensi lestari ikan kakap putih, aspek sosial dan ekonomi nelayan. Tujuan penelitian ini adalah untuk mengeksplorasi potensi lestari SDI kakap putih, menentukan peluang pengembangan perikanan kakap putih, mengeksplorasi teknologi penangkapan ikan kakap putih yang tepat guna, dan menentukan strategi pengembangan dalam usaha penangkapan kakap putih di perairan Kabupaten Mimika. Metode penelitian yang digunakan adalah survei melalui kegiatan experimental fishing. Data dianalisis dengan pendekatan model bio-ekonomi, multicriteria analysis dan analitycal hierarchy process. Dugaan potensi lestari ikan kakap putih di perairan Mimika adalah 8.348 ton/tahun, dan upaya penangkapan optimum 970.122 trip/tahun. Peluang pengembangan pada kondisi pengelolaan MSY adalah 6,807 ton/tahun, sedangkan pada kondisi pengelolaan MEY 6.553 ton/tahun. Teknologi tepat guna dalam penangkapan kakap putih di perairan Mimika adalah jaring insang dan pancing ulur, tetapi jaring insang lebih menguntungkan dibandingkan pancing ulur. Jaring insang menjadi prioritas pertama untuk dikembangkan dengan melakukan strategi pembinaan nelayan, dan kerjasama antar pelaku untuk meningkatkan hasil tangkapan dan kesejahteraan nelayan.
