Abstract

The role of school committees in improving the quality of education through the concept of School-Based Management (SBM) is motivated by changes in education policy from centralization to decentralization as a consequence of regional autonomy policies. The purpose of this study was to analyze the role of school committees in the implementation of School-Based Management (SBM) policies. Data were collected through document studies and interviews of public and private SMP/MTs in Sidoarjo Regency with a sample of 24 schools, while data analysis was carried out descriptively. The results showed that the role of the school committee was quite high. The advisory role averaged 86%, the supporting role reached an average of 90%, the controlling role averaged 53%, and the mediating role reached an average of 83%. From this percentage, it is hoped that the role of the school committee will have an impact on improving the quality of education continuously.

Abstract

This study aims to determine the implementation of the UPPKA program using the CIPP evaluation model. This research was evaluative research using a qualitative descriptive approach. Data collection techniques were carried out using observation, interviews, and documentation. Data analysis was done by reducing the data, presenting the data, and drawing conclusions. The triangulation used a source and method to compare the opinions of interested parties on a group-based family income increase program in Pulang Pisau Regency, Central Kalimantan Province. The results showed that (1) the context evaluation was not good, because there was no legal basis, namely the Regent's Regulation even though the implementation of the UPPKA program and training, the suitability of the needs analysis, the suitability of the background and the objectives of the UPPKA program were in accordance with the expected competencies; (2) evaluation of input was not good because the organizers in this case were related agencies that had not yet matured in the context of planning, even though the family planning instructor/instructor was competent and masters the material, UPPKA members were in accordance with the criteria and procedures, the facilities and infrastructure were supported; (3) the evaluation process was not good because the suitability of the activity schedule was uncertain, the performance of the organizers had not been maximized due to planning constraints that affect the implementation of activities even though the family planning instructor was optimal, UPPKA members were still passive, and the evaluation was carried out thoroughly, both evaluation of members, instructors/KB instructors and organizers, where only family planning instructors/extension workers work optimally. Product evaluation was not good because UPPKA members had not mastered the context of administration and management.

In addition, the area of coffee plantations also tended to increase. The type of coffee product from South Sumatra with the highest possible commercialization opportunity was Robusta coffee. Several types of coffee products from home industries in various Regencies/Cities in South Sumatra had excellent taste and aroma so they had commercialization opportunities. The coffee industry in South Sumatra, especially in Pagaralam City was feasible to be built based on abundant raw materials and financial analysis. Raw materials from local farmers had relatively stable production and tended to increase. Suggestions and recommendations can be given to the Regional Government and the community to pay attention and intensively foster the process of cultivating wild civet coffee (Paradoxurus hermaphrodites) from various Regencies/Cities in South Sumatra by the Regional Government to have competitive commercialization opportunities.
