Abstract

This study aims to evaluate the effectiveness of the Regional Asset Management policy in the Central Buton Regency Government by focusing on the Matland Policy Implementation Model, which includes policy accuracy, implementation accuracy, target accuracy and environmental accuracy. The research method used is qualitative with data collection techniques through interviews, observations, and documentation. Data analysis techniques are carried out through data reduction, data presentation, and drawing conclusions. The results of the study show several important findings. First, positive policy accuracy, with Central Buton Regional Regulation Number 5 of 2018 formulated to overcome problems and support governance. Second, target accuracy is achieved, with appropriate interventions and low ambiguity, increasing the chances of successful implementation. Regional Asset Management Officials show a good response and readiness to implement the policy. Third, environmental accuracy shows positive dynamics through interactions between institutions and community involvement. Fourth, implementation accuracy is still not effective, as seen from the limited combination between the government and the community/private sector and the lack of privatization and the absence of contracting out. In addition, there are problems such as uncertified land and the low number of information boards. In conclusion, the accuracy of policies, accuracy of targets, and accuracy of the environment have been effective, but the accuracy of implementation has not been effective.

Abstract

Introduction: This study aims to analyze the Standard Operating Procedure (SOP) for anesthesia, the implementation of anesthesia procedures in the operating room without an anesthetist, and the legal protection for anesthesia practitioners in such cases. This issue highlights the importance of policy implementation and its impact on patient safety and legal accountability. Methods: The research utilized an analytical-qualitative method, which is descriptive in nature and emphasizes analysis. Data were collected through interviews with specialist anesthetists and stylists at Prima Inti Medika Hospital. This approach allowed for an in-depth understanding of the policy implementation and related challenges. Results: The findings reveal that the delegation of authority for anesthesia procedures and communication among related teams are implemented effectively. However, challenges were identified, including issues with policy standards, resource adequacy, and the disposition or attitudes of implementers. These challenges have hindered the optimal implementation of delegation policies, thereby impacting legal protection for anesthesia practitioners. Conclusion: The study emphasizes the critical need for effective policy implementation regarding the delegation of authority in anesthesia services. Hospital management must actively monitor and evaluate the implementation process while ensuring administrative compliance. Supporting the development and competence of health workers, particularly anesthesia administrators, is essential to achieving quality services that prioritize patient and staff safety.

Abstract

The digital competence of Indonesian society in 2024 is quite good. However, adopting digital technology in social security services still faces various obstacles, especially in improving the JMO application's effectiveness, which BPJS Ketenagakerjaan participants still complain about. This study aims to investigate and evaluate user acceptance of the JMO application. The research employs the Unified Theory of Acceptance and Use of Technology 2 (UTAUT 2), along with Multi-Group Analysis (MGA) and Importance-Performance Map Analysis (IPMA), to obtain a thorough understanding of the factors affecting user acceptance of the JMO application. A quantitative approach was adopted, involving the distribution of online questionnaires to JMO users across various regions in Indonesia. The study employed a purposive sampling method to gather data from 153 respondents. The data was analyzed using the SmartPLS 3 software, which revealed that factors including Effort Expectancy, Performance Expectancy, and Social Influence significantly impact users’ intentions to adopt the application. These factors also shape users' behavior when utilizing the JMO application. The findings underscore the importance of prioritizing key aspects such as user comfort and ease of access in the development and maintenance of the application. By addressing these critical factors, the implementation of the JMO has the potential to achieve long-term success and encourage the provision of fairer and more equitable social security protection for all Indonesian workers.

Abstract

The decline in student satisfaction rates with the School of Human Services has encouraged researchers to dig deeper into the variables that influence student satisfaction at the School of Human. Through this research, researchers want to examine the variables of interpersonal communication, social skills, and inclusive teacher competence concerning the school of human student satisfaction. This research method uses regression analysis, where the researcher wants to test the relationship between independent and dependent variables partially. The results of hypothesis testing in this research provide interesting results. Teacher social skills and interpersonal communication significantly influence student learning satisfaction, while teacher competence does not have a considerable impact. This highlights teachers' importance in communicating and socializing with students to create a satisfying learning environment. The results of this study provide an in-depth understanding of how teachers' interpersonal communication and social skills significantly impact student learning satisfaction. In addition, the fact that teacher competency does not considerably influence highlights that being smart in a subject is insufficient. Teachers must also be able to interact with students effectively to increase their learning satisfaction.

Abstract

This study examines the communication strategies employed by the Kudus Culture and Tourism Office (Disbudpar) to promote religious tourism to international visitors. The research aims to analyze the effectiveness of these strategies in increasing Kudus' visibility as a religious tourism destination. A qualitative approach with a descriptive method was utilized, incorporating in-depth interviews, direct observations, and document analysis to gather insights from stakeholders, including Disbudpar officials, tour guides, and foreign tourists. The findings indicate that Disbudpar Kudus employs various promotional techniques, including social media campaigns, official websites, and participation in international tourism exhibitions. Social media platforms like Instagram and Facebook serve as primary channels, leveraging visual and interactive content to engage potential tourists. However, challenges remain, such as inconsistent responsiveness to inquiries and a lack of multilingual content. The study highlights the need for more immersive digital strategies to enhance engagement, such as augmented reality (AR) and virtual reality (VR). In conclusion, while the current strategies have contributed to increased international interest in Kudus, further improvements in digital engagement, global partnerships, and technological innovation are necessary to sustain long-term growth. This research provides practical recommendations for optimizing communication strategies to attract more international religious tourists and strengthen Kudus’ position in the global tourism market.

Abstract

This study aims to enhance the understanding of happiness at work (HAW) by examining its dimensions and characteristics. Furthermore, it investigates the generation of knowledge concerning HAW through various theoretical frameworks, contextual elements, and methodological approaches. The study also identifies potential future avenues for HAW research. This paper undertakes a systematic literature review of 42 selected empirical articles published from 2010 to 2024, providing an in-depth exploration of HAW. It evaluates trends in publication, dimensions, characteristics, theoretical frameworks, contextual influences, and the research methodologies applied in HAW studies. The results indicate that while research on HAW has gained considerable traction, a significant need remains for further exploration, especially in developing countries. The study identifies several theoretical frameworks, including the job demand-resources model, social exchange theory, and broaden-and-build theory. It also recommends the incorporation of less frequently utilized theories, such as the positive emotion, engagement, relationships, meaning, and accomplishment (PERMA) model, alongside flow theory, for future research initiatives. This review enriches the literature on workplace happiness by providing a thorough analysis and offers valuable insights to inform future research into the factors affecting employee well-being.

Abstract

In Indonesia’s public sector, the Performance Accountability System (SAKIP) is a vital governance mechanism, and its post-COVID-19 concretization necessitates thorough examination, especially at the provincial level. Next move, given that public accountability remains paramount in governance, this study investigates SAKIP’s implementation in West Java, specifically focusing on institutional strengthening and oversight mechanisms. Furthermore, a descriptive qualitative approach was used, whereby secondary data was collected from official documents and media reports to evaluate SAKIP’s effectiveness. Consequently, the analysis reveals that the West Java Provincial Government has demonstrated significant improvements, as evidenced by consistent increases in SAKIP scores from 2019 to 2022, while the integration of robust oversight mechanisms has effectively facilitated meaningful public scrutiny and engagement. Subsequently, several key outcomes emerged, including enhanced institutional performance metrics, successful establishment of transparent oversight mechanisms, and strengthened government-public relationships. Moreover, the implications provide practical insights for policymakers while demonstrating SAKIP’s dual role as both a compliance tool and a catalyst for improved governance.

Abstract

As globalization continues to reshape the landscape of higher education, international student mobility has become increasingly prevalent. In this context, the potential of Indonesian higher education institutions (HEIs) in accommodating Vietnamese students still needs to be explored. This research delves into the prospects of Indonesian higher education for Vietnamese students, examining factors such as academic offerings, a strong cultural affinity between the two countries, language proficiency, and institutional collaborations. Through qualitative analysis of existing policies, student experiences, and academic partnerships, this study sheds light on the untapped opportunities and challenges in fostering educational exchanges between Indonesia and Vietnam. The findings suggest that Indonesian HEIs possess significant potential to attract Vietnamese students, offering diverse academic programs, affordable tuition, and a culturally enriching environment that resonates with Vietnamese students. However, language barriers, administrative hurdles, and limited awareness hinder realizing this potential. It is of utmost importance for policymakers, academic institutions, and stakeholders to urgently implement the recommendations provided in this research, thereby enhancing the accessibility and appeal of Indonesian higher education for Vietnamese students and fostering cross-cultural understanding and educational excellence in the region.

Abstract

Keris is one of the objects of study that is very interesting to study. The research develops a model from the theory of reasoned action using knowledge variables as mediating and moderating variables and subjective norms as moderating variables. This research aims to determine the influence of attitude on purchase intentions, the influence of knowledge as a mediating and moderating variable, and subjective norms as a moderating variable. This study uses a quantitative approach. This research was conducted in Sumenep. The object used in this research is Keris. Two hundred respondents were taken using a purposive sampling method. Hypothesis testing was done using simple linear and hierarchical regression analyses for moderation and mediation tests. The findings of this research show that attitude has a significant effect on knowledge and consumer purchasing intentions. Consumer knowledge also has an important influence on purchase intention. The knowledge variable moderates and mediates the influence of attitude on consumer purchase intention. The subjective norm does not moderate the influence of attitude on purchase intention. This research concludes that attitude notably influences knowledge and intention to make purchases. Knowledge can moderate and mediate the influence of attitude on consumer purchase intentions. The subjective norm variable does not moderate the influence of attitude on purchase intention. This research provides additional studies regarding the TRA theory by adding the knowledge variable as a moderating variable and the subjective norms as moderating variables.

Abstract

Market value estimated by property valuers is essential as it is used for various purposes both in public and private sectors. Hence, the accuracy of market value estimate is of paramount importance. However, valuation involves subjectivity, so it is bound to suffer from errors. This study is aimed at studying such errors. For this purpose, this study uses a market price of a parcel of land in the southern part of Jakarta. This particular area was chosen due to its significant number of property transactions compared to other regions in Jakarta. Government valuers at the Ministry of Finance were invited to provide their value estimate of that property. They were only allowed to use a pre-made worksheet provided by the researchers. This study shows the estimated market value is around 16.9% of the market price. Differences in rank, experience, or neighborhood knowledge have no significant relation to the accuracy of market value estimate. Most participants can demonstrate that their market value estimates are relatively similar, showing low variation between valuers.
