Abstract

Padang City, despite being known as a religious region that upholds Minangkabau customs and traditions rich in moral values, still faces significant challenges in implementing religious moderation. One prominent issue is the rise in intolerance and discrimination, particularly against minority groups, both socially and administratively. Eliminating this discrimination and intolerance is the ultimate goal of the Pelita Padang community, which continues to strive to implement religious moderation in the city. This paper aims to analyze the implementation of religious moderation by the Pelita Padang community in Padang City. This research uses a descriptive qualitative method with a case study approach as the basis for its analysis. Data collection uses interviews, observations, and literature. The collected data are then analyzed thematically. The findings of this study reveal that the Pelita Padang community actively contributes to implementing religious moderation in Padang City through various activities, such as interfaith dialogue, religious moderation training, socio-religious activities, and advocacy related to diversity issues. This initiative has had a positive impact in increasing awareness of the importance of tolerance and strengthening national identity among the people of Padang City.

Abstract

This research aims to critically review the Joint Ministerial Regulation (PBM) No. 9 and 8 of 2006 (PBM) using the framework of religious moderation values from the Quran as the main analytical tool. Using a qualitative library research method, this study critically analyzes the text of the PBM and relevant Quranic verses. The analysis reveals that the principle of moderation in the Quran strongly emphasizes justice, tolerance, and dialogue. When applied to evaluate the PBM, two main problematic clauses were identified: (1) The quantitative requirement of 90 users and 60 local supporters, which, despite its aim to encourage dialogue, in practice often becomes a procedural obstacle that hinders minorities and is susceptible to misuse. (2) The role of the Religious Harmony Forum (FKUB), which is suboptimal due to internal and external constraints, rendering its function as a mediator and facilitator ineffective. This study concludes that although the PBM has a foundation aligned with the spirit of moderation, the implementation of its crucial articles often contradicts the essence of justice and tolerance taught by the Quran. Therefore, regulatory improvements are needed to bridge the gap between theological ideals and the reality of public policy in Indonesia.

Abstract

This study examines the integration of history and cultural characteristics of Papua from an Islamic education perspective, exploring the application of cultural values through the traditions of Sasi, Satu Tungku Tiga Batu, and Bakar Batu within the religious education system in Papua. It also identifies challenges in developing Islamic education suited to Papua's unique social and cultural context. A qualitative approach was employed, utilizing in-depth interviews, participant observation, and case studies. Data were gathered from religious leaders, traditional leaders, religious teachers, and local communities to understand the relationship between Islamic education and local culture. Findings reveal that Islamic education in Papua has successfully integrated local cultural values with Islamic teachings. The Sasi tradition, which promotes sustainable environmental management, aligns with Islamic principles of preserving the earth. The Satu Tungku Tiga Batu principle, representing the balance among custom, religion, and society, serves as a foundation for teachings on cooperation and cultural respect. Meanwhile, the Bakar Batu tradition, which emphasizes social solidarity, reflects Islamic values of mutual assistance and communal togetherness. Despite these successes, Islamic education in Papua faces significant challenges, particularly limited access in remote areas. Inadequate infrastructure and a shortage of qualified teaching staff hinder the delivery of quality education. To address these issues, the study recommends integrating educational technology and reforming the curriculum to better meet the needs of the Papuan people. Overall, Islamic education in Papua plays a vital role in bridging religious teachings with local culture, fostering a more balanced, knowledgeable, and morally grounded society.
