Abstract

The increasing number of traffic accidents in Indonesia demands effective management of public complaints, particularly in the provision of compensation by PT. Jasa Raharja. This study aims to evaluate the organizational capacity of PT. Jasa Raharja North Sumatra Branch in handling such complaints. Employing a descriptive qualitative approach, data were collected through interviews, field observations, and document analysis involving compensation staff, administrative officials, and accident claimants. Findings indicate that limited human resource capacity—especially in the areas of socialization and public communication—has significantly hindered the effectiveness and timeliness of claim resolution. The shortage of personnel has led to inadequate outreach, long processing times, and a lack of clarity in procedures, which contributes to public confusion and dissatisfaction. Additionally, the absence of proper information infrastructure, such as clear signage and accessible guidelines, further complicates the complaint process. Although the institution fulfills compensation obligations according to regulations, insufficient public understanding regarding the basis of payment calculations has created perceptions of unfairness. This study concludes that strengthening human resources, improving service infrastructure, and developing a more transparent and structured complaint management system are crucial to enhancing public trust and service efficiency. Future research is recommended to include broader regional comparisons and quantitative assessments to support continuous improvement.

Abstract

The purpose of this study is to analyze the existence of a Single Candidate in the 2024 Regional Head Election in Maros Regency. This study uses a qualitative method with a deductive approach. The research technique is the observation method, namely conducting reflexivity and triangulation and conducting interviews with several agencies such as the Election Supervisory Agency, academics, youth leaders, community organizations and the general public. As well as other sources, namely documents from existing regulations, internet documents and trusted journals. The research was conducted in August - October 2024. The results of the study show that the regional elections will be followed by a Single candidate who is the incumbent, namely the Regent candidate. Initially paired with his partner in the previous period, but because he did not meet the requirements (TMS), there must be a process of replacing the partner in the registration stage. The existence of a Single candidate in the regional elections is also influenced by several things, namely, first, the strength of the Maros Regent candidate who is the incumbent and has social capital and symbolic capital and the strength of support from political parties which is fully held by the Single candidate pair, namely Chaidir Syam-Muetazim. So the pair must advance in the regional head elections against an empty box.

Abstract

This study aims to analyse the capabilities of the Muaro Jambi Regional Disaster Management Agency (BPBD) and the efforts made to combat forest and land fires. Forest and land fires caused by natural and human factors cause environmental damage and result in ecological, economic, and socio-cultural losses. To effectively prevent and control such incidents, the Muaro Jambi BPBD must have strong institutional capabilities. This study uses a qualitative descriptive approach, with data collected through in-depth interviews and document analysis. Using the Kusumasari Capacity Framework, this study evaluates key indicators such as institutional structure, human resources, policy implementation, financial capacity, technical aspects, and leadership. The findings show that the Muaro Jambi BPBD has demonstrated commendable performance in fire prevention and control. However, several challenges remain, including inadequate infrastructure, limited human resources, and budget constraints, which hamper the agency's ability to operate optimally. In addition, public awareness of fire prevention remains uneven, and land clearing by burning is a major cause of fires, along with weather factors. To improve its capabilities, the Muaro Jambi Regional Disaster Management Agency has focused on strengthening cross-sector collaboration, increasing human resource capacity, and utilising technology to support more effective fire prevention and control strategies.

Abstract

This research analyzes the efforts to fulfill the political rights of persons with disabilities in the Malang City election. Persons with disabilities, who may face physical, intellectual, or mental limitations, often encounter barriers in exercising their political rights, even though they are entitled to equal participation in democratic processes. The study aims to evaluate how election stakeholders in Malang City ensure inclusivity in political participation for this marginalized group. Using a qualitative descriptive approach, data were collected through observation, interviews, and documentation, and analyzed with the interactive model of Miles and Huberman. The findings reveal that the General Election Commission (KPU) of Malang City has implemented several measures to strengthen participation. First, policies were designed and implemented in accordance with existing regulations to guarantee accessibility. Second, socialization activities were conducted to inform persons with disabilities about election procedures, schedules, and mechanisms. Third, the Election Supervisory Body (Bawaslu) provided oversight to ensure compliance and prevent discriminatory practices. Finally, the Malang Inclusion Forum facilitated regular hearings with the KPU every three months to address specific needs and challenges. In conclusion, the combined efforts of policy implementation, targeted socialization, supervision, and stakeholder collaboration have significantly contributed to the fulfillment of political rights for persons with disabilities in Malang City elections, though continuous improvement is still required to ensure full inclusivity.

Abstract

This research aims to analyze the implementation and obstacles in the public policy formulation of local tax regulations in Bekasi City. Employing a descriptive qualitative method with a case study approach, data were collected through interviews with purposively selected policy-formulating informants and analyzed using the Miles and Huberman interactive analysis model. The research results showed that the policy formulation process went through four stages (problem identification, policy agenda, alternative selection, and policy determination) but was marked by four main obstacles: time management, incompetence of human resources, differing actor agendas, and prevailing rules and procedures. This research contributes empirical evidence on how contextual factors, such as legal deadlines and local political dynamics, can impede policy formulation at the regional level, offering practical implications for local governments to improve management capacity and institutional coordination.

Abstract

This study aims to analyze the implementation of the Family Planning (KB) program through the Male Operation Method (MOP) in Widodomartani Village, Sleman Regency in 2024. Using the theoretical framework of Edward III and Grindle, the research employed a qualitative descriptive approach with data obtained through observation, interviews, and documentation. The findings reveal that program implementation has been systematically carried out through planning, socialization, registration, service delivery, and evaluation. Various strategies were used, including formal meetings, door-to-door approaches, involvement of Male Family Planning Groups, and the use of social media platforms such as YouTube. In terms of resources, both funding and medical personnel support were adequate. Nevertheless, male participation remained low, with a declining number of participants between 2022 and 2024. Contributing factors include social stigma, misconceptions about MOP, and limited participant quotas. Additionally, cultural perceptions such as the assumption that men undergoing MOP are more likely to engage in extramarital affairs also hinder participation. On the other hand, socialization targeting women proved more effective, as mothers play a decisive role in family planning decisions. The study concludes that improving MOP effectiveness requires comprehensive education for men, inclusive communication strategies for couples, and stronger support from health workers and community leaders to eliminate negative stigma.

Abstract

The purpose of this study is to explain the critical role of strengthening the institutional framework of the Regional Representative Council (DPD RI) in strengthening regional independence, particularly regarding the minimal authority of the DPD based on the constitution, namely proposing draft laws related to regional interests, and participating in discussions. This is, of course, not the basic authority of the parliamentary institution, but only a derivative of the authority of the DPR, which means the DPD is not a complete legislative institution because it does not have the authority to make final decisions in the political process. This research methodology is qualitative with descriptive analysis. The results of this study explain the institutional position of the DPD in the Indonesian constitutional system, the strengthening of the bicameral system, and the idea of amending the 1945 Constitution to strengthen the position of the DPD. Constitutional breakthroughs to improve the position of the DPD are essential because, since the DPD was established, there has been no breakthrough in its institutional function. Strengthening the function of the Regional Representative Council (DPD) through the fifth amendment to the 1945 Constitution is expected to optimize regional autonomy as an anchor of development and national integration. Therefore, it is also necessary to build the desire, togetherness, and will of stakeholders, such as political parties, the House of Representatives (DPR), the Regional Representative Council (DPD), academics, and the community, to realize the noble ideals of developing a more advanced, effective, and equitable Indonesia.

Abstract

This research was conducted with the aim of testing and analyzing the influence of work motivation on the performance of security employees at the Light Rail Transit (LRT) in South Sumatra. The variables in this research are work motivation and employee performance. The sample used was 100 South Sumatra Palembang LRT security employees with a sampling technique using cluster sampling. The primary and secondary data used in this research are primary and secondary data. The research method used was quantitative, and the data collection method was questionnaires and documentation. The test equipment used is SPSS version 26, and Amos version 20, with the data analysis techniques used are simple linear regression analysis techniques, t test, and coefficient of determination. The results of this research work show that work motivation influences the performance of South Sumatra LRT security employees. From the results of the research explained in the previous chapter, it can be concluded that the Work Motivation Variable (X1) influences the performance of South Sumatra LRT Security Employees. This is proven by the research results with a calculated t value of 26.339 > t table 1.660 and a significance value of 0.000 < 0.05 with an influence level of 95%.

Abstract

This study aims to analyze the implementation of e-government as part of bureaucratic reform at the local government level. The research method used is qualitative and uses NVivo 12 Plus to analyze the data. The results show that implementing e-Government in West Nusa Tenggara (NTB) Province has shown significant progress as an integral part of bureaucratic reform. Various digital platforms such as NTB Satu Data, NTB Care, SIPD, and SPBE-based services have successfully increased efficiency, transparency, and accountability in governance. The increase in the SPBE index value nationally and through internal assessments demonstrates a strong commitment from the local government to building an integrated digital government system that is responsive to public needs. NTB continues to encourage digital transformation with various strategies such as ICT training for civil servants, strengthening networks and data centers, and developing artificial intelligence-based applications. This step proves that digitalization is focused on providing public services and enhancing the internal capacity of the bureaucracy. NTB has positioned e-Government as a strategic instrument in realizing a more adaptive, professional, and participatory bureaucracy. By maintaining this positive trend and overcoming existing obstacles, NTB has great potential to become a model for best practices in digital government implementation in Indonesia, while accelerating the achievement of the vision of a clean, effective, and serving national bureaucratic reform.

Abstract

This study aims to analyze the effect of service quality on patient satisfaction and its implications for loyalty at Herlina Kasih Hospital, a semi-urban health facility facing increasing competition. Service quality was examined comprehensively through the five SERVQUAL dimensions: tangibles, reliability, responsiveness, assurance, and empathy. A quantitative research approach was applied using purposive sampling, with 116 patients who had visited the hospital more than four times and were aged 16 years or older. Data were collected through structured questionnaires and analyzed using path analysis after passing classical assumption tests to ensure validity and reliability. The results show that all SERVQUAL dimensions significantly influence patient satisfaction, with empathy emerging as the most dominant factor. Furthermore, service quality has both direct and indirect effects on patient loyalty, where satisfaction acts as a significant mediating variable. This finding indicates that loyalty is not merely shaped by perceptions of service but is strongly determined by the level of patient satisfaction. The study concludes that improving hospital services requires a holistic, patient-centered approach that integrates personal interaction and technological innovation. By strengthening service quality across all dimensions, hospitals can enhance patient experiences, build long-term loyalty, and create a sustainable competitive advantage in the healthcare sector.
