Abstract

The increasing number of patient complaints to the Professional Disciplinary Council on doctors is something that needs to be considered. Patient complaints received by the Professional Disciplinary Council are closely related to deviations in medical management standards that are detrimental to patients. One of the important things in carrying out medical service management carried out by doctors is informed consent and informed refusal which are absolutely necessary before carrying out medical actions. In this writing, the author conducts a conceptual analysis and legal comparison of informed consent and informed refusal from several countries that require both consents, with the consideration that the countries being compared have carried out medical practices that are among the best in the world. Then in the writing will be explained the potential for medical actions by doctors that can be categorized as medical fraud along with their handling. The research method in this writing uses the normative juridical method with primary, secondary and tertiary legal materials and comparative law in the Anglo-Saxon and continental European legal traditions. In addition, a comparative study of Indonesian positive law was also conducted in this case general law (jure generali) which overlaps and special health law (jure specialis) along with its implementing regulations.

Abstract

This study examines the factors influencing stock prices of coal sub-sector companies listed on the Indonesia Stock Exchange (IDX) from 2019 to 2023, focusing on three key financial ratios: Current Ratio (CR), Debt to Equity Ratio (DER), and Return on Assets (ROA). The research employs quantitative methods to analyze the relationship between these financial ratios and stock prices. The results indicate that while CR and DER do not have a significant impact on stock prices, ROA shows a positive and significant relationship with stock prices. This suggests that better asset management and profitability, as reflected in ROA, enhance investor confidence, thereby driving stock prices higher. The findings contribute to the understanding of how financial ratios influence the stock performance of coal companies in Indonesia, offering valuable insights for investors making informed investment decisions. The implications of this research highlight the importance of focusing on profitability and asset management when evaluating the financial health of companies in the coal sector, particularly for investors looking to make strategic investment choices based on financial metrics.

Abstract

This study examines the influence of entrepreneurial competence, motivation, and innovation on the entrepreneurial intentions of students in Cirebon, Indonesia. Using a quantitative approach with a survey-based design, this study involved seventh-semester students from various universities in the region. The data were analyzed using multiple linear regression. The findings show that entrepreneurial competence, motivation, and innovation each have a statistically significant and positive effect on students’ entrepreneurial intentions, both individually and simultaneously. Among these factors, competence and innovation emerged as the most dominant predictors. In contrast, motivation shows a comparatively weaker impact when it is not supported by strong entrepreneurial skills and innovative thinking. These results underscore the importance of targeted educational interventions to strengthen entrepreneurial potential among students and support the development of a more innovation-driven entrepreneurial ecosystem in higher education. In addition, the study contributes to the growing literature on entrepreneurship in developing countries, highlighting how practical competence and creativity play a more decisive role than intrinsic drive alone. Higher education institutions are encouraged to integrate real-world entrepreneurship training and an innovation-based curriculum to better prepare students for the demands of modern entrepreneurship.

Abstract

This study aims to analyze how Extended Reality (XR) technology, as a product of modernity, threatens democracy by evaluating the role of digital gatekeepers in constructing reality and representational dominance. Employing a critical hermeneutics method within a critical communication paradigm, the research reveals that XR produces sensory experiences that diminish users’ reflective capacity toward shared reality. Findings indicate that XR is used to build hegemonic narratives through algorithmic personalization, leading to epistemic dissociation and the weakening of public deliberation. Nonetheless, user resistance is emerging, albeit limited. This research asserts that XR represents a new power arena in the digital ecosystem, demanding ethical regulation and critical digital literacy.

Abstract

The right to mental health is a fundamental part of human rights that must be fulfilled by the state, including for correctional inmates. Mental health includes the ability of individuals to think, feel, and act adaptively in the face of life’s stresses. However, in the environment of the Class IIB State Prison in Gianyar, the fulfillment of this right has not run optimally. Various problems, such as the limited number of mental health workers, the absence of permanent psychologists, the lack of mental rehabilitation programs, and overcapacity conditions that trigger stress and conflicts between inmates, are the main inhibiting factors. This study examines the factors that affect the mental health of inmates and analyzes the implementation of Law Number 22 of 2022 concerning Corrections by health workers in Gianyar Prison. The method used is a normative juridical approach supported by empirical data through observation and interviews with healthcare staff and correctional officers. The results show that the implementation of these regulations has not been optimal, primarily due to vague normative formulations and the absence of clear technical standards related to mental health services. The practical implications include the urgent need for more operational regulations, adequate provision of psychological resources, and the integration of ongoing mental rehabilitation programs to fulfill inmates’ legal rights and support more effective social development and reintegration processes.

Abstract

Rapid economic growth has driven increased infrastructure development, including the construction of lecture halls. In the implementation of construction projects, deviations between plans and actual outcomes are often encountered, both in terms of cost and time. This research aims to evaluate the cost and time performance of the construction project for the Academic Building at Campus X using the Earned Value Analysis (EVA) method. This study uses a descriptive quantitative approach. Data were collected from project documents such as the Bill of Quantities (BoQ), Project Implementation Plan (PIP), time schedule, and monthly reports. Performance indicators, such as the Schedule Performance Index (SPI) and Cost Performance Index (CPI), were analyzed to evaluate time and cost efficiency. The analysis results show that the project is cost-efficient, with the CPI value consistently above 1, peaking at 1.382. Time performance is relatively good, although there were minor delays in the 4th and 11th months, with the SPI value ranging from 0.96 to 2.72. The project was successfully completed within 12 months as originally planned. The final cost estimate (Estimate at Completion) of Rp 28,433,930,871.17 was lower than the initial budget (Budget at Completion) of Rp 33,793,610,189.25, resulting in an efficiency of 15.86%. This research concludes that EVA is an effective tool for quantitatively evaluating project performance, providing a clear picture of cost and time deviations, and can serve as a reference for project managers in making strategic decisions.

Abstract

In an archipelagic and developing country like Indonesia, population growth and mobility continue to increase, necessitating extensive infrastructure development. However, significant infrastructure gaps persist, requiring inclusive and sustainable development strategies to ensure equitable benefits across society. This research aims to optimize infrastructure development budgets through value engineering (VE) methodology applied to the Gorontalo Port development project. The study employs a systematic approach using five VE phases: information gathering, creativity, analysis, development, and recommendations, analyzing cost optimization potential compared to Basic Engineering Design (BED) specifications. Data collection involved secondary sources, including Cost Budget Plans (RAB) and Basic Engineering Design drawings, with analysis focusing on pier building optimization and structural repair work optimization. The value engineering analysis produced significant cost optimization potential of IDR 86.83 billion compared to the original BED price of IDR 144.46 billion, resulting in savings of IDR 57.83 billion. The initial cost breakdown totaled IDR 144,466,589,384, which, after VE efficiency efforts, became IDR 86,831,436,530, achieving cost savings of IDR 57,615,152,854 or a 39.19% reduction. The analysis incorporated a 1.6% inflation adjustment for 2025, bringing the total project cost to IDR 89,236,739,514.48. Key value engineering applications included pier length optimization from 150 m to 100 m based on ship visit data analysis, alternative corrosion protection methods using FRP instead of HDPE, and structural repair optimization through alternative supplier selection. This research demonstrates that value engineering methodology effectively reduces construction costs while maintaining quality, specifications, and performance requirements, providing a systematic approach for infrastructure budget optimization in developing countries.
