Abstract

Indonesia's commitment to energy transition and climate change mitigation has intensified focus on renewable energy development, particularly wind energy as a viable alternative to fossil fuels. This research assesses the feasibility of wind energy development in Poto Tano, West Sumbawa, West Nusa Tenggara, Indonesia, through an integrated analysis of energy production, environmental benefits, and financial viability. As part of Indonesia’s commitment to diversify its energy mix and reduce greenhouse gas emissions, wind energy offers a clean, renewable alternative to fossil fuels. The research examines the potential of wind energy by utilizing RETScreen Expert software to simulate energy production based on local wind data, estimate project costs, and evaluate financial performance using metrics such as Net Present Value (NPV) and Internal Rate of Return (IRR). The environmental assessment focuses on emission reductions achieved through the displacement of fossil fuel-based electricity generation. A comprehensive cost analysis, including capital expenditure (CapEx), operational expenditure (OpEx), and maintenance costs, is presented alongside a sensitivity analysis to explore the impact of key variables on project outcomes. The research further investigates financial risks using scenario-based simulations. Results show that the region possesses consistent and strong wind resources, especially during the dry season, supporting the viability of wind power generation. The findings demonstrate that the project can contribute to Indonesia’s renewable energy targets, offer socio-economic benefits to the local community, and align with national energy and environmental policy goals. This research provides a holistic reference for future wind energy initiatives in similar geographical contexts.

Abstract

This study evaluates the water availability potential of the Jamblang Weir and recommends an optimal cropping pattern for the Jamblang Irrigation Area in Cirebon Regency, West Java. The hydrological analysis used long-term rainfall data and applied the Blaney-Criddle method to estimate crop evapotranspiration, combined with Q80 dependable discharge estimation using the Weibull formula and a comprehensive water balance assessment. Irrigation water requirements were calculated for rice and secondary crops (palawija), considering irrigation efficiency and seasonal planting periods. The dependable discharge (Q80) is a critical metric in irrigation planning, helping to align water availability with crop demand. This study found the dependable flow to be 0.794 m³/s, while peak irrigation demand reached 1.917 m³/s—indicating adequate capacity for intensive cropping. A proposed rice–rice–palawija rotation enables a cropping intensity (CI) of 240%, exceeding national benchmarks and aligning with FAO (2017) efficiency standards for tropical irrigation. By integrating dependable flow, crop water demand, and irrigation efficiency, the study offers a replicable model for adaptive irrigation management. The results highlight the Jamblang Weir’s capacity to support sustainable agriculture even under seasonal climate and discharge variability. This research contributes a technical foundation for developing water-efficient, climate-resilient cropping strategies in weir-dependent irrigation systems.

Abstract

This study investigates the flood vulnerability of the Cipager River Basin through integrated hydrological and hydraulic analysis. Maximum daily rainfall data from UPTD Mandirancan, UPTD Cilimus, and Cipager Weir were analyzed using four statistical models—Gumbel, Log-Normal, Normal, and Log-Pearson Type III—to estimate design rainfall for return periods of 2 to 100 years. The Log-Normal model produced the most conservative rainfall values, while the Log-Pearson Type III showed anomalous behavior at higher return periods, raising concerns regarding its reliability for modeling extreme hydrological events. Using Manning’s equation, design discharges were derived and compared against the hydraulic capacities of 12 river segments. Results indicate that many segments, particularly Megu Gede, Astana, and Jatimerta, have discharge capacities below 1 m³/s, far below the design discharges associated with longer return periods. This mismatch was further validated during the January 2025 flood, which caused severe inundation in subdistricts such as Weru, Tengahtani, and Gunung Jati. Compounding these risks are physical constraints including channel narrowing, sediment accumulation, and encroachment into riparian zones—conditions exacerbated by weak enforcement of spatial planning regulations. The study recommends structural measures such as river normalization, sediment control, and retention basins, alongside policy enforcement and real-time hydrological monitoring. By aligning statistical discharge modeling with actual river capacity, this research offers a strategic framework for flood risk reduction and supports evidence-based decision-making for climate-resilient watershed management in the Cipager River Basin.

Abstract

This study aims to examine the shift in the concept of imposing responsibility for medical negligence losses in the past to the present. From the review of the Supreme Court's decision regarding the imposition of liability for losses for medical negligence until the issuance of Law No. 17 of 2023 concerning Health, it was found that there was a shift in the concept of imposing liability for losses caused by medical and health workers. This shift in concept occurred because the use of civil law as a reference for the imposition of losses became irrelevant with the birth of health law in 2023. In the past, the concept of imposing medical negligence losses used the concepts of vicarious liability and responded liability, which later changed to the concept of ostensible liability where the characteristics are different from the previous two concepts. The use of the concept of ostensible liability is relevant as the basis for imposing liability for losses incurred by medical personnel who practice independently. The research method used is normative legal research where research is carried out on legal norms, rules, jurisprudence and principles in laws and regulations (statute approach) with the aim of analyzing the harmony of norms and providing legal arguments or finding legal concepts of liability and losses.

Abstract

The PAMAN TOPA (Pandanan Marine Techno Park) programme, a collaboration between PT PLN IP UBP Jeranjang, POKMASWAS Pandanan, and BPSPL Denpasar, successfully addressed coral reef transplantation failures caused by unsuitable media unable to withstand ocean waves and seawater corrosion. Using a quadruple-loop learning framework and descriptive qualitative methods, this study found that success stemmed from deep learning during problem-solving: learning from past failures, understanding problem characteristics, and considering relevant external factors. These insights shaped effective actions, including using FABA as a mixing agent for Block Macs media. Strong leadership, good coordination, and active participation further contributed to the outcome. The programme’s long, in-depth process offers valuable lessons and a replicable model for tackling similar challenges in the future.

Abstract

The Australian live cattle export industry to Indonesia operates under a stringent regulatory framework, the Exporter Supply Chain Assurance System (ESCAS), which mandates Independent Initial Audit Reports (IIAR) for new facilities. A critical challenge for exporters is the selection of a competent independent auditor, a decision often made informally, leading to risks of audit failure, cost overruns, and shipment delays. This study addresses this gap by applying the Analytical Hierarchy Process (AHP) to develop a structured, multi-criteria decision-making model for auditor selection.The research identified four key selection criteria through expert interviews: Flexibility in Time, Credibility, Cost per Facility, and Experience in the Field. Pairwise comparisons by industry experts determined the priority weights, revealing Flexibility in Time as the most critical factor (55.8%), followed by Credibility (26.3%). Three auditor firms were evaluated against these criteria. The AHP analysis calculated global priority scores, ranking Auditor A first (38.4%) due to its exceptional flexibility, which is paramount for mitigating supply chain disruption risks. Auditor B ranked second (35.9%), valued for its strong credibility, while Auditor C (25.7%) was deemed unsuitable despite its low cost due to inflexibility.The study concludes that a structured AHP model effectively transforms a subjective decision into a transparent, defensible process. The findings recommend selecting Auditor A, prioritizing operational resilience and regulatory security over short-term cost savings. This approach provides exporters with a robust framework to ensure compliance, protect market access, and enhance strategic decision-making in a high-stakes industry.

Abstract

This study examines the influence of production planning, inventory management, and demand forecast accuracy on operational performance, with sustainability-oriented Green Supply Chain Management (GSCM) as a moderating variable, among retail SMEs in Jakarta. Utilizing a mixed methods approach, the research integrates quantitative analysis through Structural Equation Modeling (PLS-SEM) with qualitative insights from semi-structured interviews. The findings reveal that all three operational factors significantly enhance operational performance, supporting theories of aggregate and stochastic production planning, dynamic inventory policies, and real-time demand sensing. Furthermore, GSCM was found to strengthen these relationships, especially when environmental practices were embedded in procurement, logistics, and supplier collaboration. However, the moderating effect varied depending on the firms' readiness and resource capacity to adopt sustainable practices. This research contributes to the existing literature by offering an integrated model tailored for SMEs in developing economies and addressing the limited empirical evidence from Indonesia. It also provides practical guidance for SME practitioners aiming to improve efficiency while aligning with sustainability goals. The study highlights the strategic importance of integrating operational excellence with green supply chain initiatives to build resilience, reduce waste, and enhance long-term competitiveness in dynamic market environments.

Abstract

This study aims to develop a flipbook-based science e-module using Problem-Based Learning (PBL) to enhance critical thinking skills and learning motivation of grade VIII students on human circulatory system material. This research employed Research and Development (R&D) methodology using the ADDIE model consisting of Analysis, Design, Development, Implementation, and Evaluation phases. The research subjects included 33 students in the experimental class and 33 students in the control class at SMP Negeri 14 Yogyakarta. Data collection instruments included validation sheets, practicality questionnaires, critical thinking skills tests, and learning motivation questionnaires. The research design used a quasi-experimental pretest-posttest control group design. Results showed that the developed e-module achieved very feasible category in material and media aspects with scores of 3.88 and 3.95 respectively. Practicality assessment by science teachers and students showed very practical category with a score of 3.80. Effectiveness testing using MANOVA showed significant differences (p = 0.000 < 0.05) between experimental and control groups. The N-gain scores were 0.70 (high category) for critical thinking skills and 0.45 (moderate category) for learning motivation in the experimental group, compared to 0.44 (moderate) and 0.29 (low) respectively in the control group. The effect size analysis using Cohen's d showed large effects for both variables (d = 0.89 for critical thinking; d = 1.73 for learning motivation). The flipbook-based science e-module with PBL approach proved effective in enhancing students' critical thinking skills and learning motivation on human circulatory system material.

Abstract

This study aims to evaluate the implementation of the Driving School Program (PSP) at SMPN 3 South Tangerang. The research uses a qualitative approach with in-depth interview techniques with teachers as key informants. The results of the study show that the main challenges in the implementation of PSP are the gap in students' learning abilities and motivation as well as the need for teachers to adjust to curriculum changes. Training and assistance from the education office have been proven to help teachers in aspects of assessment, differentiation, and learning innovation, although limited digital facilities are still an obstacle. The effectiveness of PSP can be seen from the ability of teachers to conduct diagnostic assessments, design differentiated learning, and encourage creativity and active participation of students. The positive impact of this program includes creating a conducive learning atmosphere, increasing students' courage to speak up, and teachers' expectations for schools to become successful driving school models. The analysis using the CIPP evaluation model shows that PSP is relevant to the school context, supported by adequate input, runs through an adaptive process, and produces positive learning products. These findings show that PSP contributes to improving the quality of learning, but the sustainability of the program requires improving facilities, continuous mentoring, and strengthening the digital literacy of teachers and students.

Abstract

The Ciwaringin Weir is located in Lame Village, Leuwimunding District, Majalengka Regency, West Java Province. It irrigates an area of approximately ±4364 hectares, comprising 3261 hectares in Majalengka Regency and 1103 hectares in Cirebon Regency. The core components of this irrigation system consist of primary and secondary canals. This study aims to evaluate the structural performance based on damage conditions, assess the current operational state, and determine the component weights of the canals and Ciwaringin Weir structures. Primary data were collected through field observations, while secondary data were obtained from relevant agencies, including the Cimanuk-Cisanggarung River Basin Organization (BBWS), UPTD PSDA Sumberjaya, and SUP Cimanuk Hilir-Kaliwedi. The research employed a qualitative method with a descriptive-inductive approach. The findings indicate that the performance of the primary and secondary canals of the Ciwaringin Weir, based on condition and function, is 36% in good condition, 37% moderate, and 27% damaged—indicating that the average condition is classified as moderately damaged. Meanwhile, the structural condition of the weir shows 34% good, 57% moderate, and 9% damaged, suggesting that the weir’s overall condition is still acceptable. Analysis comparing rainfall and discharge availability in the Ciwaringin Irrigation Area reveals that water availability exceeds demand, thus ensuring that the irrigation water needs in the area are fully met.
