Abstract

This study examines the shift in the meaning of pre-trial detention in Indonesia from an exceptional measure to a routine practice in the criminal justice system. Aggregate data from the last five years shows that more than 25% of detention facility occupants are pre-trial detainees, many of whom have never been legally tried. This phenomenon has triggered an overcrowding crisis, deteriorating the physical and mental conditions of detainees, and decreasing the quality of basic rights protection in the correctional system. This research uses mixed-methods methods, combining quantitative analysis based on aggregate data on detention, detention growth, and detention center capacity over the past five years, with qualitative analysis of policy documents, regulations, and penitentiary and human rights law literature. Primary data were obtained from national detention authorities, while secondary data were collected from DGC annual reports, government publications, and civil society organization studies and advocacy. Analysis was conducted through descriptive statistics to map trends and patterns of overcrowding, as well as through critical policy review to identify root causes and formulate reform solutions. The main findings highlight the absence of effective judicial scrutiny mechanisms as the root cause of subjectivity and abuse of power in pre-trial detention practices. Dualism in the management of detention facilities between the police, prosecution, and the Ministry of Immigration and Corrections exacerbates fragmentation of oversight, creates legal uncertainty, and weakens institutional accountability. In addition, weak pretrial mechanisms and the lack of alternatives to non-custodial detention further exacerbate the situation, so that pre-trial detention, which should be a last resort, has turned into a habit that jeopardizes the principles of justice, due process of law, and the protection of human rights. The study recommends the establishment of substantive and independent judicial scrutiny mechanisms, harmonization and centralization of detention facility management under the Ministry of Immigration and Corrections, strengthening access to justice and revitalizing habeas corpus, and expanding the use of non-custodial alternatives to detention. These reforms are expected to reorganize Indonesia's pre-trial detention system towards a more just, humane and accountable criminal justice system based on human rights

Abstract

This study aims to examine the influence of halal logos in Indonesia and halal logos issued from abroad/Halal Country of Origin (COO) such as those originating from Korea on consumers' decisions to purchase packaged products from Korea. This study employs a logistic regression model, also commonly known as the logit model. The data used are primary data with a total of 100 respondents. The results of this study also indicate that halal logos significantly influence purchasing decisions in the city of Lhokseumawe. However, the Halal logo Country of Origin (COO) is not significant in consumer purchasing decisions. The Halal logo also reflects good product quality, even equivalent to the Indonesian National Standard (SNI), and demonstrates concern for animal welfare. Based on the results of this study, companies can formulate policies to better reach both Muslim and non-Muslim markets for future business development.

Abstract

Access to clean and consumable water is a critical factor for public health, but not all communities have the tools to monitor water quality in real-time. To address this issue, this study proposes the development and implementation of an Internet of Things (IoT)-based water quality monitoring system. The system is designed to measure key water quality parameters such as pH, Total Dissolved Solids (TDS), turbidity, and temperature, using an ESP32 microcontroller. This microcontroller is connected to a variety of sensors and integrated with the Blynk application, which allows users to monitor the data through their mobile devices. The system also incorporates a rule-based decision-making method that classifies the water as consumable or not, based on predetermined standards. The IoT-based system ensures smooth data transmission to the Blynk app, and the decision-making process is accurate and reliable. This system provides a practical and efficient solution for real-time water quality monitoring, especially for communities lacking advanced water quality monitoring tools. It enables users to assess water quality remotely, offering a significant improvement in public health monitoring and management.

Abstract

Regional development must be balanced and sustainable, particularly in managing the Belawan Watershed, which includes Deli Serdang and Medan. Proper spatial planning is essential to maintaining the upstream and downstream ecosystems and ensuring environmental sustainability. This study aims to analyze the availability of agricultural land in the upper Belawan Watershed to meet human needs. Additionally, it seeks to provide guidance on land allocation within spatial planning and develop sustainable land allocation recommendations for the future. The research methodology employs a qualitative descriptive approach to explain land use and a quantitative approach for presenting numerical data that can be processed using simple calculations. The study concludes that nearly all land in the upper Belawan sub-watershed has been utilized, with only 0.6% remaining as an ecological buffer. The most significant land-use change has been the conversion of production forests into plantations, covering an area of ​​4,808.70 hectares. Future spatial planning must balance land use with environmental conservation.

Abstract

In recent decades, human resource management (HR) is the most important asset owned by a company. Human resource management is a very important and most responsible part of human resource management. In order for employee performance to be optimal, it is necessary to have a promotion as a company appreciation for the efforts that have been made by employees. The results of this study are that Competence has a positive and insignificant effect on Work Achievement with the original sample value of 0.251 and p values of 0.081. Competency had a positive and significant effect on Position Promotion with an original sample value of 0.567 and p values of 0.000. The training had a positive and insignificant effect on Work Achievement with the original sample value of 0.230 and p values of 0.060. Pelathan had a positive and significant effect on Position Promotion with the original sample value of 0.350 and p values of 0.013. Position promotion had a positive and significant effect on Work Performance with an original sample value of 0.478 and p values of 0.000. Competence has a positive and significant effect on Work Performance through Position Promotion with an original sample value of 0.271 and p values of 0.002. Training had a positive and significant effect on Job Achievement through Position Promotion with an original sample value of 0.167 and p values of 0.027.

Abstract

The Use of Ngapak Javanese Vocabulary in Indonesian Code Mixing.This qualitative phenomenological study examines Javanese Ngapak-Indonesian code mixing in everyday interactions in Central Java. Through observation and transcription of native speaker conversations, it was found that the integration of Ngapak vocabulary not only enriches the linguistic dimension, but also becomes an expression of cultural identity and social adaptation. This phenomenon is relevant in various domains (home, market, office, digital) and has implications for BIPA learning, where understanding code mixing improves learners' communicative competence. This finding confirms the role of regional languages ​​in maintaining Indonesia's cultural diversity in the era of globalization.

Abstract

Power outages in residential environments such as boarding houses often disrupt safety and comfort due to the lack of adequate emergency lighting systems. This study aims to develop a Smart Emergency Lamp Home prototype using the Internet of Things (IoT) with a NodeMCU ESP32 microcontroller. The system is designed to automatically activate emergency lighting during power failures and enable real-time monitoring and control via a web-based interface. The research follows an engineering method involving system design, hardware-software integration, and prototype testing. The hardware includes power sensors (INA219 and PZEM-004T), a 12V battery, inverter, relay module, and TFT display, while the software uses Node.js and a PostgreSQL database for web monitoring. Testing results demonstrate the system's high responsiveness, accurate sensor data transmission, efficient power usage (with power factors above 0.94), and stable operation during simulated blackouts. The notification system also worked effectively, providing timely alerts regarding lamp status and battery conditions. This prototype offers a practical, scalable, and low-cost solution for emergency lighting in residential settings and can be further developed with features like solar charging and mobile-based monitoring.

Abstract

Integrated STEM-based Project-Based Learning (PjBL) is an instructional approach designed by teachers to actively engage students in learning activities, aiming to enhance their creative thinking skills and stimulate the exploration of new ideas. This study aimed to analyze the feasibility, effectiveness, and practicality of STEM-integrated PjBL learning devices in improving the creative thinking skills of fourth-grade students at Santo Paulus Martubung Elementary School, Medan. The research employed a Research and Development (R&D) method. The findings indicated that the developed learning devices significantly improved students' creative thinking skills, as evidenced by an average n-gain score of 0.49, which falls into the moderate improvement category. Additionally, the devices proved effective in enhancing students' scientific literacy, with an average score of 0.64, also categorized as a moderate increase. The observed improvements included greater interest in science and technology, active participation in discovery-based activities (practices and projects), and a stronger sense of responsibility in managing natural resources and the surrounding environment. Therefore, the STEM-integrated PjBL learning devices are considered feasible, effective, and practical for use in primary education, supporting contextual learning that fosters students’ creative thinking and scientific literacy.

Abstract

This study aims to analyze the effect of competence and career enhancement with occupational health and safety as an intervening variable at PT PLN (Persero) UP3 Pematangsiantar. There is no influence of competence on improving employee careers within PT PLN (Persero) UP3 Pematangsiantar and improving employee health and safety. This study uses a quantitative approach with a survey method. The sample amounted to 130 people consisting of 92 employees scattered in the Customer Service Unit (ULP) and 48 people who were in the Customer Service Unit Office (UP3) Pematang siantar. The data analysis technique uses Structural Equation Modeling (SEM) based on Partial Least Square (PLS). The results showed that there was one hypothesis that was rejected, namely employee competence and career advancement had a positive but insignificant effect on employee performance and occupational health and safety on career advancement through competency improvement and six more hypotheses were accepted. These findings indicate that improving individual competencies is key in career advancement towards performance with OHS as the main objective. Therefore, it is recommended that organizations continue to encourage competency improvement to improve performance so that employee career advancement is also aligned with competency improvement.
