Abstract

This research related to the implementation of livestock curbing policy in Parigi Moutong district in Palasa sub-district that have livestock which is roam. This research design was descriptive qualitative design. Technique of data collection by using interview and documentation from informant that chosen by using purposive sampling. The researcher found that the implementation of local regulation about livestock curbing is not doing maximal and consistent.  The aspect that cause this policy is not effective, because of lack of socialization of the government of Palasa to the public. Lack of resources that prepared in implementation of this policy, not only equipment resources but also financial resources. The attitude of the authorized official in implementation of this policy seems apathetic, shown by there is no punishment related to the existing rules and standard operational procedures in curbing livestock.

Abstract

The performance of employee is the achievement to what extent that employee able to do a good job based on work implementation. Generally, local government institution does not apply based on work performance, but only routinely. Works implication that obtained are not satisfactory in achievement employee performance. This research about how the employee do their works routinely in institutional that required to have quality human resources, and have firmness to able to do the duty that be imposed as rule enforces. This research got the data from the informant that related to this job directly and secondary data from the information in several related institutions. The result of this research show that the law of enforcement needs the optimal power source, that have done well by institutional apparatus.

Abstract

The implementation of good governance principles to public service in at regent office in west Palu have been done, but the reality it is not optimal yet. There are still many service that is not applying, such as the worker’s discipline which is not run well and the extroverted or the information preparation (transparancy) is so hard to be found and the level of society participation is still low, it is caused by the less motivation of bureaucracy to be a participant in every wisdom. This fenomena is happened generally and become a problematic in government implementation. The implementation of good governance principles at regent office in west palu has been applied but still not maximal like it is hoped. This can be seen be from the cooperation among government, private sector and society which still not run well, this is because certain factors like there is no chance from society to participate due to many activities. And also the lack of human resourcesor the lack of knowledge from officers at regent government this is also because the lack of facilitiesto apply the tasks of government which influence the work from regent officers.

Abstract

This research the aim to know the motivation of village government in empowering youth in Ululere Village, East Bungku District, Morowali Regency. This type of research is qualitative descriptive research. The number of informants involved in this research is as many as five informants, while the technique of determining the informant using Purposive technique. In addition, in data collection techniques in this study through observation, interview, and documentation. Based on the results of the research note that the motivation of village government in empowering the youth in Ululere Village, East Bungku District, Morowali Regency is considered to have been running well enough, where all aspects used as a reference, such as encouraging humans to act, determine the direction of deeds and selecting deeds are judged to run quite well . However, these activities are still constrained by the lack of youth participation in the village to be involved in the empowerment activities organized by the youth organization in the village. So this becomes a homework for the village government to make more efforts to encourage the entire community, especially youth to participate actively in these activities.

Abstract

Employee discipline at the Central Sulawesi Provincial Food Service has not been implemented optimally. The purpose of this research is to find out how the Discipline of the Work of the State Civil Apparatus at the Food Service is, which causes the less than optimal discipline of the Work of the State Civil Apparatus at the Food Service. The type of research used was qualitative and purposive informant selection technique with 5 selected informants. Data collection techniques were carried out through interviews, observation and documentation. Data analysis techniques through the stages of data editing, categorization, interpretation of the meaning of the data and drawing conclusions. The theory used is the George C Edwards III policy implementation model with the variables in the form of communication, resources, disposition and bureaucratic structure. The results show that the implementation of disciplinary policies at the Food Service has not been carried out properly due to the lack of optimal work discipline of the State Civil Apparatus at the Food Service, the lack of socialization, communication methods or techniques that are built so that they are less effective, lack of leadership commitment to consistently and consistently apply discipline , lack of exemplary leadership in implementing discipline, lack of strict application of rewards and punishments, lack of coordination and collaboration in implementing discipline among structural officials or direct supervisors of employees, and lack of understanding of SOPs for implementing Government Regulation No. 53 of 2010 by State Civil Apparatus at the Food Service.

Abstract

The purpose of this study was to analyze the administrative function of the Regional Financial and Asset Management Agency of the Central Sulawesi Governor's Office, the number of informants in this study was 5 (five) people who were leaders and staff. The method used in this research is qualitative. The data collected in this study are primary data and secondary data. Primary data were obtained through interviews with informants related to the research. Interviews were conducted using interview guidelines and interviews conducted in this study to obtain qualitative information that can strengthen qualitative analysis. The results showed that the administrative function of the Regional Financial and Asset Management Agency of the Central Sulawesi Governor's Office was running well, but there were still obstacles where the employees who were placed were not in accordance with their expertise or knowledge, and needed improvements in organization and planned supervision.

Abstract

This study examines the Quality of Electronic Identity Card Services at the Department of Population and Civil Registration of Palu City. The types of data used are primary data and secondary data. Data collection techniques, carried out through observation, interviews, and documentation. Informant withdrawal technique using purposive. The number of informants in this study amounted to 5 people. The theory used is the theory of Zethmal, Parasuraman and Berry, which consists of 5 (five) aspects : tangibles, reliability, responsiveness, assurance and empathy. Based on the results of research conducted, that the quality of Electronic Identity Card Services at the Population and Civil Registration Office of Palu City is not optimal. First; tangibles, namely inadequate facilities and infrastructure such as the lack of space for waiting rooms and limited available seats, as well as public toilets that look unclean. But in terms of the appearance of the apparatus is quite good. Second; reliability, namely the ability of the apparatus to use assistive devices is good, it's just that the services provided do not fully refer to the service flow. Third; responsiveness, namely the response of the apparatus who received the applicant's complaint was very good, but the speed of processing electronic identity cards was not maximized. Fourth; assurance, which is the guarantee given by the apparatus to the applicants that is not on time. However, the permit fee charged is in accordance with applicable regulations. Fifth; empathy, namely the service provided is not discriminatory and the apparatus always provides courteous and friendly service. Thus, from the five aspects of service quality above, there are still several things that need to be addressed, so that the quality of service provided can be maximized

Abstract

This study aims to find out how the Leadership Style of the Besusu Tengah Village Head, East Palu District, Palu City. The basis of this research is qualitative, while the type of research used is descriptive. Data collection techniques are carried out in two ways, namely library research and field studies. The types of data used in this study are primary data (data obtained directly through the interview process) and secondary data (data obtained from books, documents, and other sources in accordance with the research to be conducted). This study uses the theory of Harsey and Blanchard in Harbani Pasolong about Leadership Style, namely, there are 4 (four) aspects/dimensions, namely the style of instruction, consultation, participation and delegation. Based on the results of the research obtained from informants and empirical facts that the authors observed as well as analysis in the field, it was concluded that from the 3 (three) aspects mentioned above, the authors have studied that what has been going well are the aspects of instruction, consultation, and delegation. However, what has not gone according to the expectations of the community is the aspect of participation where the residents of the Besusu Tengah village have not maximally participated in the development and cleanliness of the environment in the Besusu Tengah village, because the schedule and time have not been set, therefore the community usually cannot attend because usually suddenly there are a sudden announcement to participate in the environmental cleanliness of the Besusu Tengah village, East Palu District, Palu City

Abstract

The purpose of this study was to find out the implementation of the Family Hope Program (PKH) Policy at the Social Office of Donggala Regency. The research method uses a qualitative descriptive approach. Determination of informants is done purposively. Collecting data using observation, interviews and documentation. Data analysis used the Miles and Huberman interactive model approach, namely data collection, condensation, display and data verification. The results of the study indicate that: (1) Aspects of communication, PKH implementers in Donggala Regency have built communication between the parties, providing relevant information, but socialization is not routinely carried out to the parties, especially cross-agency officials who need this information. (2) resources (Resouces), the availability of resources in the implementation of the Family Hope Program in Donggala Regency is supported by the availability of PKH human resources (HR) recruited under the conditions of academic standards and experience set by the Ministry of Social Affairs, then strengthened by training and technical guidance and has met the ratio of 1 (one) social assistant accompanying 250KPM, (3) the implementer (disposition), in terms of loyalty, commitment and honesty of the implementer in the implementation of the family hope program has been running in accordance with the code of ethics set by the institution, based on values ​​and polite attitude, integrity and professionalism. (4) the bureaucratic structure, the implementation of PKH activities has been carried out based on the source of the Operational Procedure (SOP), as well as fragmentation in the form of distribution of authority, the hierarchy has run quite synergistically between the government units involved

Abstract

Leadership is a person's ability to position themselves according to time and space and be able to understand their duties and responsibilities, so that satisfactory results are obtained to achieve good employee performance. Therefore, a village head must know and be able to play his role as a leader in his village. The aim of this research is to find out the leadership style of the Head of Ongulero Village, West Marawola District, Sigi Regency. The informants in this research were Ongulero Village office officials. So the informants are the Village Secretary, Head of Government, Head of Development, Community. The results of the research show that to determine the leadership style in carrying out its duties and functions in the Ongulero Village office, West Marawola District, Sigi Regency. The author chose a theory that is considered more suitable to be applied to government organizations, in this case Ongulero Village, West Marawola District, Sigi Regency, is the theory of Harbani Pasoloang (2008: 50-51), namely: Instruction, Consultation, Participation, Delegation. So it can be concluded that the author concludes that the Leadership Style of the Head of Ongulero Village, West Marawola District, Sigi Regency, as measured by the four indicators, which is considered to be working well is the Instruction indicator/dimension, while in the indicators/dimensions of Consultation, Participation and Delegation the results are not working well.
