Abstract

The presence of women in legislative institutions represents a form of symbolic representation obtained through general elections. Generally, there is an expectation from the public, particularly voters, that through the presence of women in legislative institutions, female legislators will focus more on issues that impact women. This research is an extension of previous studies on women in politics, where the focus has often been on the process of women entering political institutions. This study examines women's involvement in the budgeting process in Batu City, East Java. The research method used is qualitative research. Data was collected from document analysis, observation, and interviews with female DPRD (Regional Representative Council) members and local government bureaucrats. The findings show that the executive uses a technocratic approach to control the regional budgeting process. The budgetary board discusses the budget draft with the attending legislative members in the legislative branch. The budgeting procedure limits the participation of women legislative members in the budget committee. The participation of female DPRD members in budgeting is hindered by the dominance of political parties and the patriarchal culture within political parties. Not all female DPRD members on the budgetary board can be involved in the budgeting process; only senior politicians can join the budget committee. Thus, at the regional level, the representation of women in the DPRD is still in the category of symbolic representation.

Abstract

This research analyses the implementation of child protection policies against child abuse in Bandung City in 2023 using qualitative methods and a narrative approach. Data was obtained through in-depth interviews with officials of the Office of Women's Empowerment and Child Protection (DP3A) and the Regional Technical Implementation Unit for Women and Children Protection (UPTD PPA), supported by a literature study. The results showed that the Community-Based Integrated Child Protection (PATBM) program, Senandung Perdana application, and intensive socialization had implemented child protection policies. However, policy implementation faces significant obstacles, such as limited human resources, only 16 counselors and advocates, and inadequate budget allocations. The high number of reported cases of child abuse not only shows the complexity of the problem but also reflects the success of socialization. This research emphasizes the need for continuous evaluation, increased resources, and cross-sector collaboration to ensure child protection policies' overall and sustainable effectiveness in Bandung City.

Abstract

This research is about the efforts of the Penajam Paser Utara Government through the Communication and Information Service in developing a smart city. Departing from the region's potential, advantages, and capabilities, Penajam Paser Utara is one of the regions that will build its region into a smart city with innovative governance, clever branding, a smart economy, smart living, an intelligent society, and a creative environment. This type of research is qualitative descriptive research. The data in this study were obtained from field studies and literature studies. The field study used an informal and unstructured interview process with an open interview technique. Interviews were conducted with staff of the Communication and Information Office of Penajam Paser Utara Regency and several levels of society. Not only that, the researcher also conducts observations in the field by being directly involved in observing and obtaining an overview of the problems to be researched. The data analysis technique tests the resulting data to get a conclusion. The results of this study show that the Penajam Paser Utara Government is one of the regions that is building a smart city by preparing a master plan and KLHS by referring to the 2024 Work Plan. Smart city in Penajam Paser Utara builds a city that can be integrated with a touch of technology to be ready to become a smart city supported by the capabilities and potential of the region

Abstract

This study aims to evaluate the Accountability of performance in the tourism sector of the Youth, Sports, and Tourism Office of Sidenreng Rappang Regency to achieve transparent and effective regional development targets. This study used the concept of accountability. The qualitative approach was used; data was collected through observation, interviews, and document analysis from June to July 2024, and the data was analysed using the NVivo 12 Plus application. The study results revealed that Disporapar had achieved most of the targets set in the 2023 Regional Apparatus Work Plan despite facing obstacles such as budget limitations and the quality of human resources. Priority programs such as improving human resource competence, developing tourist areas, and implementing various trainings have been successfully implemented and have a positive impact on increasing regional tourism attractiveness. Performance accountability assessments are based on five dimensions: legal and honesty, managerial, programmatic, policy, and financial. The findings show that program accountability is the most dominant dimension, with the success of most programs in achieving the set goals. Legal Accountability, honesty, and managerial Accountability also showed good performance, although there was room for improvement in financial reporting and transparency. In conclusion, the Accountability of the performance of the Sidenreng Rappang Regency Disporapar is quite good in achieving regional tourism development targets. However, improvements in several aspects are needed to ensure the effectiveness and efficiency of program implementation and the fulfillment of accountability obligations to the public.

Abstract

This study aims to analyze the influence of social media use, particularly WhatsApp, on community participation in the government administration process in Kulo Sub-district, Sidenreng Rappang Regency, Indonesia. Complex Central Symptoms model was used to understand the central factors that encourage citizen participation. Data was collected through in-depth interviews, participatory observation, and document analysis using a descriptive qualitative approach. The results showed that WhatsApp improved communication efficiency between the community and the government, accelerated the service process, and increased transparency and accountability. Most respondents rated the use of WhatsApp as easy and the response of officers as fast. However, the study also identified key constraints, such as low digital literacy and limited technological infrastructure in rural areas. The implications of this study include the need to strengthen digital literacy through training programs for communities and government officials and the development of more inclusive technological infrastructure. This research makes a theoretical contribution to the e-government literature and offers practical solutions for technology-based public service innovation in rural areas.

Abstract

This research explores the relationship between the E-Government Development Index (EGDI) and the Quality of Government Regulation in Australian states. This study uses a quantitative approach with exposure to literature studies through Scopus and analyzes primary and secondary data. This research produced Online Service Index (OSI) p-values (0.388), E-Participation Index (EPI) p-values (0.764), Human Capital Index (HCI) p-values (0.000), and Telecommunication Infrastructure Index (TII) p-values (0.000) as predictors of Regulatory Quality (RQ). The use of the Smart PLS version 3 method and reliability and validity tests demonstrate the reliability of the proposed model. Statistical analysis yielded interesting results: EPI and OSI had no significant effect on RQ, while HCI and TII had a positive and significant relationship. These results provide insight into the factors influencing Regulatory Quality in the context of E-Government in Australia, supporting policy development to improve the efficiency and quality of public services. The research also contributes to an understanding of the impact of EGDI on governance and regulation at the state level.

Abstract

The acceleration of poverty reduction is one of the priority areas in the governance of Aceh’s special autonomy funds. However, after almost twenty years of policy implementation, the poverty level remains relatively high, and the efforts to effectively target poverty still pose a major challenge. Existing studies showed a lack of analysis on the pro-poor aspect of the policy, which can be reflected in public expenditure. This study analyzes the composition of Aceh’s public spending in priority areas and assesses the extent of policy pro-poorness in the implementation of special autonomy funds. A panel of experts established a weighting system for each policy, and subsequently, an overall ranking was derived by merging the individual rankings. This was accomplished by aggregating all rankings and computing the average through the process of adding them together and dividing by the total count of rankings. Qualitatively, the rating for assessment of policy pro-poorness in the implementation of Aceh's special autonomy funds is classified on a scale of high, medium, and low. The results show that spending on special autonomy funds is highly prioritized towards areas with a long-term impact on poverty reduction, while policies with short-term impacts on poverty reduction are still limited. In light of our findings, it is recommended that the Aceh government increase the spending of the special autonomy fund on economic empowerment and poverty reduction, prioritizing the remaining funds for their immediate impact on poverty reduction.

Abstract

The practice of money politics in Batu City is an old symptom that is still rooted in the political year. Like the 2017 political year, money politics is incarnated in the packaging of goods, from basic necessities to clothing. This is also evident in other political events, such as in 2019 and 2024. The purpose of this research is to analyze Bawaslu's role in preventing money politics in the 2024 political year with a focus on digital media campaigns and community-based education. Through a qualitative approach with a descriptive type, this research focuses on selecting informants by purposive sampling. Using primary and secondary data collection techniques, this study selected informants who have the capacity and understanding of Bawaslu's role in understanding local dynamics with the prevention role theory. The first result is through the digitization of information, namely using Instagram and the official website as a visualization of election material, criminal threats for those who deviate from the appeal to carry out the correct voting process. In this context, the main target is mass media users who do not limit their age. Second, through political education in each village, this orientation is due to the topography of Batu City, where the majority of villages and the 2017 political year is a track record of money politics in the village so that the vulnerability of money politics must be based on its potential. The implications of this research understand Bawaslu's strategy in preventing money politics in the 2024 Regional Head Election.

Abstract

Abstract: After his inauguration as the 8th President of Indonesia, President Prabowo decided to increase the number of ministers, deputy ministers, and ministerial-level officials. Under Prabowo’s administration, there are 48 ministries, a significant increase compared to the previous government. Naturally, this expansion corresponds to a larger state budget allocation to support ministerial performance. However, through Presidential Instruction No. 1 of 2025, President Prabowo mandated budget efficiency in state and regional expenditures (APBN-APBD) for 2025. Though some remain unaffected, several ministries and state agencies have reduced their budgets in response to this instruction. This situation underscores an apparent inconsistency between these two early policies of Prabowo’s administration. This study aims to analyze this inconsistency using a qualitative case study approach. The findings indicate that although President Prabowo’s policies appear contradictory, they are driven by specific motives, namely accommodative-compromising interests and transactional politics in the expansion of ministries, as well as the need to allocate a substantial portion of the budget to his populist initiative: the free nutritious meal initiative. Abstract

This article discusses ecofeminist empowerment in efforts to conserve the waters of the Musi River in Palembang City in 2023. This research takes an ecofeminist approach by combining environmental and gender perspectives, focusing on the understanding that human relationships with nature have complex social and cultural dimensions. This research used a qualitative approach involving interviews and observations. The data collected were thematically analyzed to explore the understanding of ecofeminist contributions to the preservation of the waters of the Musi River. The results showed that the ecofeminist approach has made an important contribution to the efforts to conserve the waters of the Musi River. However, several factors that influence ecofeminist empowerment still need to be addressed. Social and cultural factors, such as gender stereotypes and limited roles for women in environmental affairs, are obstacles in increasing women’s active participation in water conservation. In addition, inadequate policies and regulations also need to be considered to create a supportive environment for ecofeminist empowerment. In this context, collaborative efforts need to be made between the government and civil society to overcome these problems. It is hoped that the results of this research can make a significant contribution to efforts to conserve the waters of the Musi River in Palembang City, while strengthening awareness of the link between the environment and gender.
