Abstract

This study analyzes the implementation of the Smoke-Free Area Policy within the Regional Government of Tegal Regency based on Tegal Regency Regional Regulation Number 4 of 2022. The novelty of this study lies in its focus on smoke-free policy implementation within the regional bureaucratic environment, particularly in examining how regulation is translated into institutional practice, official compliance, and internal supervision mechanisms. This research employs a descriptive-analytical qualitative approach, with data collected through interviews, observations, and documentation at several regional government agencies. The analysis applies Edward III’s policy implementation theory, covering communication, resources, implementer disposition, and bureaucratic structure, supported by NVivo 12 through the Explore Diagram feature. The findings show that policy implementation has not been optimal because communication remains formal, resources are not supported by consistent supervision, compliance still depends on individual awareness, and the bureaucratic structure lacks internal procedures and measurable sanction mechanisms. This study highlights the need to strengthen socialization, optimize the Smoke-Free Area Task Force, promote leadership role modeling, prepare technical guidelines, and enforce regulations.

Abstract

This study focuses on the implementation of the population document facilitation service program (NASI UDUK PEDAS) at the Population and Civil Registration Office of Trenggalek Regency in an effort to maintain orderly administration in various vulnerable groups. This study uses a qualitative descriptive approach with data collection techniques through in-depth interviews with key informants, including Disdukcapil staff and disability companions, as well as document analysis and direct observation. Data sources include primary and secondary data collected through observation, documentation, and interviews. Data analysis techniques include data collection, data condensation, data presentation, and drawing conclusions. The results show that the Population and Civil Registration Office of Trenggalek Regency has implemented the NASI UDUK PEDAS program to realize orderly administration, which focuses on outreach services for people with disabilities. However, implementation in the field faces several challenges such as the lack of standard operating procedures, obstacles from families, program consistency, budget efficiency, and geographical conditions. From this analysis, the main recommendations given include creating standard operating procedures, providing more routine socialization, and creating a consistent service schedule every month.

Abstract

The Free Nutritional Meal Program (MBG) was launched by the Indonesian government in 2025 as a national initiative to address stunting, improve child nutrition, and strengthen human resource development. However, its implementation triggered a crisis following food poisoning incidents across multiple provinces, exposing governance, coordination, and communication problems in policy implementation. This study aims to analyze the Indonesian government’s conflict and crisis management in responding to the MBG poisoning crisis, with particular attention to inter-organizational coordination, crisis communication, and policy legitimacy recovery. This research employs a qualitative approach using literature review and document analysis, drawing on Conflict Management Theory, Crisis Management Theory, and Benoit’s Image Restoration Theory. The findings show that the MBG poisoning crisis reflected not only a technical failure in food provision, but also a broader governance crisis characterized by weak early detection, fragmented implementation, and unclear institutional accountability. Cross-ministerial intervention, corrective action, and image restoration strategies became the primary mechanisms for de-escalating conflict, restoring public trust, and preserving policy legitimacy. The study concludes that sustaining the MBG Program requires stronger food safety governance, participatory risk communication, and integrated multi-sectoral coordination to ensure policy effectiveness and long-term public legitimacy.

Abstract

The Australian Working Holiday Visa (WHV) is a temporary migration policy that has become one of the most favored international migration schemes among Indonesia's young generation. This is in line with the increase in the WHV participant quota, which will reach 5,500 people by 2025. Although introduced as a "work and holiday" program, most WHV participants work in agriculture, hospitality, and several other high-risk sectors. This study aims to analyze the vulnerability of Indonesian WHV participants in Australia by conducting a case study over the period 2023-2025. This study employs qualitative methods by analyzing academic literature, official reports, and documented cases related to the vulnerabilities experienced by Indonesian WHV participants. The results show that the vulnerability of WHV participants stems from several structural weaknesses in the governance of the WHV policy. Throughout 2023-2025, there were seven published traffic accidents resulting in 10 fatalities and 5 injuries, two published cases of work accidents, and one published fraud/scam that harmed Indonesian WHV participants. Analysis using Neoliberal Institutionalism theory indicates asymmetric gains where Australia benefits more than Indonesia. Meanwhile, from a Temporary Migrant Labour perspective, it is known that WHV participants are in a state of unfree labor due to the threat of exploitation in the work environment, unfavorable immigration policies, and economic conditions that drive them to repeat migration. This research encourages improvements in Australia's WHV cooperation with Indonesia, such as providing pre-departure outreach, participant monitoring, legal protection, and effective reporting mechanisms to minimize risks for WHV participants and enhance cooperation between Indonesia and Australia.

Abstract

Border area management is a strategic issue in public governance because it is closely related to national sovereignty, equitable development, public service delivery, and community welfare. North Central Timor Regency (Timor Tengah Utara/TTU), as one of Indonesia’s border regions directly adjacent to the Democratic Republic of Timor-Leste, continues to face various governance challenges, including suboptimal intergovernmental coordination, limited institutional capacity, inadequate implementation of good governance principles, and the lack of integrated border management policies. This study aims to analyze governance in the management of the North Central Timor border area from a good governance perspective and to identify research findings, implications, and research gaps based on the existing literature. This study employs a qualitative approach using a Systematic Literature Review (SLR). The units of analysis consist of eight scholarly articles retrieved from Google Scholar, Scopus, SINTA, DOAJ, and Crossref databases, as well as relevant government policy documents related to border area management. Data were collected through document analysis using literature selection guidelines based on inclusion and exclusion criteria following the PRISMA 2020 framework. The data were analyzed using thematic synthesis through data reduction, coding, thematic categorization, cross-study comparison, and interpretation based on the perspectives of new governance, border governance, and good governance. The findings reveal that governance in the management of the North Central Timor border area is characterized by three major themes: institutional governance and intergovernmental coordination, the implementation of good governance principles at the local government level, and border area development strategies as instruments for strengthening national sovereignty.

Abstract

This study aims to analyze the coordination between the Plantation Office and the Agriculture Office in efforts to increase coffee production in Bebesen District, Central Aceh Regency. The method used is a qualitative approach, with data collection techniques through interviews, observations, and documentation. This research applies the coordination indicators by Hasibuan (2011:88), which include four main indicators: cooperation, communication, division of labor, and discipline. 0The research findings indicate that inter-agency coordination has been established quite effectively. In terms of cooperation, the relevant agencies have demonstrated an adequate understanding of their respective duties, supported by the educational backgrounds of agricultural officers and extension workers that align with their field of work. The communication indicator also shows positive results, as information from the agencies to farmer groups is conveyed clearly and easily understood. Regarding the division of labor, agencies perform their duties and functions according to regional regulations, and their personnel are competent in carrying out their responsibilities. Finally, in terms of discipline, agencies operate in accordance with procedures outlined in the Regent Regulation of Central Aceh, which governs the duties and functions of both the Plantation Service and the Agriculture Service. Although coordination has been well established, the agencies need to maintain and further enhance their performance, considering that coffee production has not yet reached its optimal level.

Abstract

This research focuses on analyzing the effectiveness of integrating the Rabeg application with the SP4N Lapor application as a public service innovation in Serang City. The purpose of this study is to: is to find out how much the Effectiveness of the Integration of the Rabeg Application with the SP4N Lapor Application as a Public Service Innovation in Serang City. The theory of effectiveness uses Duncan's theory (Steers, 2012:53), including the achievement of goals, integration and adaptation. The research method uses a quantitative method. The sampling technique uses accidental sampling of 204 respondents. The results of the study show that the Effectiveness of the Integration of the Rabeg Application with the SP4N Lapor Application as a Public Service Innovation in Serang City is declared effective because it gets an assessment of more than 65% based on the hypothesis test criteria if the calculated tvalue is greater than the ttable (2.679 > 1.882), then H0 is rejected and Ha is accepted. The percentage of the Effectiveness of the Integration of the Rabeg Application with the SP4N Lapor Application as a Public Service Innovation in Serang City according to the responses of research respondents is 67%. Research suggestions include increasing socialization through the distribution of brochures, installing advertisements/banners and holding training related to the use of technology for OPDs integrated with the Rabeg Application and the SP4N Lapor Application.

Abstract

Indonesia and Mexico have similar earthquake disaster risk characteristics. These two countries will experience only small losses from earthquakes if they have the effective management system. Mexico has established itself as one of exceptional early earthquake warning system through a learning process. The country is able to reduce the number of disaster victims significantly in recent years. In this regard, this research attempts to explore Mexico’s experience in disaster management and the valuable lessons for potential earthquake preparedness in Indonesia. To gain a comprehensive pictures of public policy’s efforts in mitigating the earthquake risks in both countries, the research has used a qualitative approach especially through focus group discusssions participated by key stakeholders including professors, researchers, and relevant practicioners from both countries. In addition, the research also optimizes the use secondary sources, policy documents and international academic publications, to strengthen our analysis. The study has discovered several critical factors behind Mexico’s significant capability to reduce the earthquake risks. These include the strong public awareness of earthquake, where people are more alert towards signals and indications of the catastrophe, the country’s effort in advancing the monitoring and warning technology through the development of algorithms and cross-agency collaborations. It is also combined with extensive facilities to dessiminate and communicate effectively the early warning to cover all public areas, and the robust government’s support in encouraging routine public simulation of earthquake disaster, also involving the large corporations. In conclusion, the study argues that these Mexico’s practical experiences could enrich Indonesia’s disaster management strategies particularly through fostering the early warning system technology, enhancing public preparedness, and strong cross-agency collaboration in strengthening monitoring and warning system.

Abstract

The Special Economic Zone (SEZ) policy serves as a strategic government instrument to foster economic equality through large-scale investment. This study aims to evaluate the implementation of the Mandalika SEZ policy in Central Lombok Regency using the framework of policy content, context, and outcomes analysis. Employing a descriptive qualitative approach with a case study design, data were gathered through field observations, documentary studies, and in-depth interviews with key stakeholders, including bureaucrats, the management body, and local communities. The research findings reveal that in terms of content, the Mandalika SEZ policy is dominated by a macro-economic growth orientation that provides insufficient affirmative space for local economic actors. Within the context dimension, policy implementation faces challenges such as centralized governance and low meaningful community participation, complicated by international financing pressures that trigger complexities in land dispute resolution. As policy outcomes, the development of the Mandalika SEZ has successfully achieved monumental infrastructure transformation and capital inflows, yet simultaneously produced a skill gap and risks of spatial segregation for the indigenous population. This study recommends a policy reorientation toward inclusive regional development by strengthening local human resource capacity and ensuring more proportional decentralization of authority.

Abstract

This study aims to analyze the implementation of digital-based customs policies through the use of the taplink.cc platform at the Juanda Customs and Excise Supervision and Service Office in Sidoarjo. Digital transformation in customs services is becoming crucial due to the increasing flow of international trade and the demand for effective, transparent, and accountable public services. This study uses a qualitative method with a descriptive approach, through data collection techniques such as interviews, observation, and documentation. Informants were selected using purposive sampling and snowball sampling techniques. The research analysis is based on George C. Edward III's policy implementation model, which includes aspects of communication, resources, disposition, and bureaucratic structure. The results show that the use of taplink.cc has helped improve access to information and facilitate the public in obtaining digital customs services. However, there are still obstacles to optimizing the use of technology, especially in relation to socialization among service users. Therefore, it is necessary to strengthen policy communication and adjust the bureaucratic structure so that the implementation of digital-based customs policies can run more effectively and sustainably.
