Abstract

This research aims to examine and analyze the effect of the implementation of the operational assistance for family planning policy on the success of the modern family planning program in Medan. The method used was an associative method with quantitative data analysis. Data analysis was performed using Smart PLS software version 4.1.1.5, which included validity and reliability tests for the measurement model, as well as hypothesis testing to measure the influence between policy implementation variables and programme success. The results of the research indicate that the variable implementation of the operational assistance for family planning policy affects the variable success of the modern family planning program by 0.883. This is consistent with hypothesis testing results, where the t-statistic value is 47.581, while the t-table value is 1.66, thus t-statistic > t-table (47.581 > 1.66) with a significance level of 0.000. For the independent variable, the most influential indicator is the disposition or attitude of implementers, while the least influential is human resources. For the dependent variable, the most influential indicator is the alignment of the program with its benefits, while the least influential is the alignment of the beneficiary group with the implementing organization. The coefficient of determination shows that 78% on the success of the modern family planning program is affected by the implementation of the operational assistance for family planning policy, while 22% is affected by other variables not included in this research.

Abstract

This study discusses the implementation of the Tuberculosis (TB) Elimination policy in creating a healthy environment in Cibeber District, Lebak Regency, which has the highest number of TB cases compared to other districts. The high incidence rate is driven by low public education, strong social stigma, and concerning socio-economic conditions. The research used a qualitative method with a case study approach. Data analysis was conducted using the Miles and Huberman model through the stages of data reduction, data display, and conclusion drawing. Data was collected through in-depth interviews with health workers, village officials, and community members, direct observation, and documentation studies of activity reports and epidemiological data. Specifically, this research was analyzed using Donald Van Meter and Carl Van Horn's Public Policy Implementation Theory, focusing on six variables: (1) Policy Standards and Objectives, (2) Resources, (3) Characteristics of Implementing Agencies, (4) Dispositions of Implementors, (5) Inter-Organizational Communication, and (6) External Environment (economic, social, political). The results show that the implementation of the TB elimination program has not been optimal. Based on the theoretical framework, the findings reveal main obstacles in the Resources variable (limitations in human resources, facilities and infrastructure, and uneven drug distribution), the Dispositions of Implementors variable (less than optimal), and the External Environment variable in the form of socio-economic conditions and low public awareness. Although Inter-Organizational Communication ran quite well, unstable social and economic factors remained the main obstacles to creating a healthy and TB-free environment in Cibeber District.

Abstract

This study aims to describe the collaboration undertaken by the Dinas Kepemudaan, Olahraga dan Pariwisata (Disporapar), with various stakeholders in supporting a healthy lifestyle through the Pelayanan Instruktur Senam Gratis(PING) program. The research uses a qualitative descriptive approach, with data collected through observation and in-depth interviews with key stakeholders, including local government officials, aerobics instructors, partner sub-districts, and community members as service recipients. The findings reveal that the PING program is implemented through a collaborative governance approach involving public, private, and community actors. The collaboration process includes principal engagement, shared motivation, and capacity for joint action. The program has shown effective collaboration; however, there are still challenges related to information dissemination and administrative systems. The study recommends improving outreach strategies and administrative processes.

Abstract

This study examines Gorontalo Regency's plans for attaining the PBB-P2 revenue objective. This descriptive, qualitative research combines observation, interviews, and documentation to collect data, which is analysed using SWOT analysis. The results of the research that has been carried out are various strategies that have been implemented by the Government of Gorontalo Regency to continue to meet the regional original income target from the taxation sector, especially PBB-P2, which overall shows good results, but still experiences several obstacles, including uncertain community income, education related to PBB-P2 to the community is not comprehensive yet and has limnited human resources

Abstract

This research aims to determine and describe the performance monitoring of the Pekanbaru City Health Office regarding the issuance of business permits for business actors who wish to or have already established a pharmacy. The urgency of this research is because field data shows that there are still many pharmacies in Pekanbaru that are operating but do not have business licenses. The author uses William Dunn's monitoring function concept to analyze the performance monitoring of the Pekanbaru City Health Office regarding the operation of pharmacy business permits, specifically the compliance, auditing, explanation, and accounting indicators. This research was conducted at the Pekanbaru City Health Department using a descriptive-qualitative research type and method, so the data obtained will be analyzed qualitatively and discussed descriptively. Monitoring the performance of the Pekanbaru City Health Office regarding the issuance of pharmacy permits is quite well implemented because the research results for the compliance indicator have been met and the explanation indicator is quite well implemented. Meanwhile, the auditing indicator has not been implemented as it should be, and the accounting indicator has also not been implemented.

Abstract

The Digital Population Identity (Identitas Kependudukan Digital/IKD) emerges as an innovation by the Ministry of Home Affairs of the Republic of Indonesia to strengthen data security, accelerate services, and improve bureaucratic effectiveness. This study aims to analyze the readiness of human resources (HR) in the implementation of IKD in Riau Province, with a focus on enhancing population administration services within the context of digital transformation. The research employed a descriptive qualitative approach with data collection techniques including in-depth interviews, direct observation, and document studies at the Department of Population and Civil Registration in several regencies/cities. Data were analyzed using reduction, presentation, and thematic interpretation techniques to provide a comprehensive picture of HR readiness in facing the digitalization of administrative services. The findings indicate that operational-level HR has a basic understanding of the benefits of IKD; however, limitations remain in digital competence, uneven availability of supporting infrastructure, and resistance from some segments of society in adopting new technologies. The study also highlights the potential for improvement through technical training programs, enhancement of digital literacy, and more intensive public socialization strategies. The novelty of this research lies in its emphasis on HR readiness as a strategic factor in the successful implementation of IKD at the regional level, particularly within the diverse geographical and social context of Riau Province. The implications of the study suggest the need for local government policies that support HR capacity development programs and equitable distribution of information technology infrastructure to ensure the optimal and sustainable implementation of IKD.

Abstract

The problem of homelessness and begging in Pekanbaru requires an adaptive approach to address the ever-changing social dynamics. This study explores the application of Agile Leadership as a strategy to increase the effectiveness of social interventions in addressing homelessness and begging. The method used is the Systematic Literature Review (SLR) method. Furthermore, data obtained from the literature selection results were then analyzed using a descriptive approach to explore the application of Agile Leadership in the context of addressing neglected children in urban areas. The research findings indicate that Agile Leadership allows for faster policy adjustments based on field feedback and social conditions. Collaboration between the government and local communities has been shown to increase program effectiveness, while a data-driven approach supports more accurate decision-making. The implications of this study indicate that with adaptive and collaborative strategies, the city government can create more effective and sustainable interventions in addressing the problem of neglected children. This research contributes to the understanding of the application of adaptive leadership in urban governance and can serve as a reference for other cities facing similar challenges.

Abstract

This study aims to analyze the implementation of the Minapolitan area development policy in Koto Mesjid Village, XIII Koto Kampar, Riau Province, through a policy network approach. The method used is descriptive qualitative with data collection techniques in the form of observation, in-depth interviews, documentation, and questionnaires. The results show that the Minapolitan policy involves actors from various sectors: government, community, private sector, NGOs, and academics. This study uses Van Waarden's seven dimensions to examine policy networks, including: actors, which include individuals and groups with an interest in the policy-making process. The second indicator concerns the role of actors in the policy network. The third indicator, structure, examines the patterns of relationships between the actors involved. The fourth indicator, institutionalization, is assessed as the organizing institution or organization. The fifth indicator, rules of behavior, concerns the procedural and behavioral constraints on actors. The sixth indicator, power relations, is related to collaboration in actor interactions, and the seventh indicator, actor strategies, refers to the methods used to achieve goals. The findings show that even though a collaborative network has been formed, there are still obstacles in terms of unequal power distribution, a lack of cross-sectoral network institutionalization, and a low level of understanding of technical policy rules at the local level. This study concludes that in order to achieve the goals of integrated and sustainable Minapolitan area development, it is necessary to strengthen institutional synergy, increase the capacity of local actors, and restructure policy networks in an inclusive manner.
