Abstract

A handout is a written instructional material organized in a concise and systematic manner to assist students in understanding learning content. The use of flipbook-based science handouts can enhance Higher Order Thinking Skills (HOTS) because the visual presentation of the material and flexible navigation enables students to explore science concepts in depth, connect SDGs-based theories with local wisdom phenomena, and increase active engagement as well as independent learning. This study employed a Research and Development (R&D) method using the ADDIE development model, which consists of the stages of analysis, design, development, implementation, and evaluation. The research technique used purposive sampling with a sample of 30 PGSD students at Universitas Serambi Mekkah. Data collection instruments included expert validation sheets, response questionnaires, and HOTS tests in the form of pretests and posttests. The results showed that the average pretest score was 71 and increased to 96 in the posttest. The improvement in students’ HOTS was indicated by an average N-Gain score of 0.86 and an N-Gain percentage of 86.05%, which falls into the high category. The practicality test results showed that both student and lecturer responses were categorized as very practical. Therefore, the flipbook-based science handout with an SDGs and local wisdom approach is valid, practical, and effective in improving the HOTS of PGSD students.

Abstract

Colok Gembrung is one of the traditional Ciamis snacks, which still survives in the midst of culinary modernization. This traditional food not only serves as a fulfillment of consumption needs, but also represents local cultural identity, social values, and community knowledge. This research aims to examine the meaning of social values in the life of the Ciamis community, the process of making Colok Gembrung as a heritage of knowledge from generation to generation, and its existence. This study uses a qualitative descriptive method of analysis with data collection techniques through semi-structured interviews and literature studies. Data analysis uses the Miles and Haburman model which includes data condensation, data presentation and conclusion drawn. The results of this study show that Colok Gembrung is still known and consumed by the public as a traditional Ciamis snack, especially by adults and the elderly. This research is expected to contribute to efforts to preserve traditional foods as part of local identity and cultural heritage.

Abstract

This research examines the impact of Good Corporate Governance (GCG) and financial information disclosure on the company value of State-Owned Enterprises (BUMN) banks listed on the Indonesia Stock Exchange (IDX), with Return on Assets (ROA) as a moderating variable. Using a quantitative approach, the study applies multiple linear regression and moderation analysis on secondary data from annual reports and financial statements of 20 publicly listed state-owned banks from 2019–2023. Descriptive statistics, classical assumption tests, model accuracy tests, and hypothesis testing were employed. The results show that GCG positively and significantly influences company value, while financial information disclosure and ROA have no significant effect. Moreover, ROA does not moderate the relationship between GCG, financial disclosure, and company value. This suggests that for state-owned banks, corporate value is more influenced by governance quality and institutional trust than by short-term profitability or transparency levels. Strengthening GCG practices is vital for enhancing corporate value. Further research is recommended to explore additional variables.

Abstract

This research focuses on analyzing cybersecurity threats to Indonesia in the context of digital political-economic transformation, particularly following the implementation of nickel downstreaming policies and the strengthening of Indonesia's position in the global supply chain for critical minerals. This study aims to examine the structural linkages between national industrial policy, the escalation of Advanced Persistent Threats (APT) activity, the failure of public-private partnerships, stagnant cybersecurity regulations, and the limitations of Indonesia's cyber diplomacy in responding to transnational threats. This research uses a qualitative approach with a case study method, relying on analysis of policy documents, cyber threat intelligence reports from 2023-2025, academic publications, and critical reviews of strategic events such as the ransomware attack on the Temporary National Data Center. The results indicate that the cyber threats facing Indonesia are systemic and rooted in global political-economic dynamics, where downstreaming policies and dependence on foreign technology create strategic incentives for foreign actors to conduct cyber espionage against strategic industrial sectors. This study also finds weak public-private collaboration due to a trust deficit, regulatory uncertainty, and the absence of incentives for incident reporting, which leads to the state's partial blindness in understanding the national threat landscape. Furthermore, the stagnation of the Cybersecurity and Resilience Bill and the limitations of regional cyber diplomacy highlight the gap between the rhetoric of digital sovereignty and the operational capacity of states. The implications of this research emphasize the urgency of strengthening integrated cybersecurity governance, regulatory reform that balances security and civil rights, and reorienting public-private partnerships as the foundation of cyber resilience.

Abstract

This study examines the construction of digital campaign messages through Meta Ads content in the Umroh Holiday campaign by Adhiya Travel amid increasing competition in the digital marketing of umrah services. The study aims to analyze how content formats, message themes, visual aesthetics, and digital performance. Using a qualitative approach, this research applies content analysis to selected Meta Ads contents (UH-1 to UH-15), complemented by digital performance data (reach, impressions, engagement, and click-through rate) and interviews with expert informants and coders for triangulation. The findings reveal that content emphasizing pilgrims’ experiences and guest star testimonials constitutes the core narrative of the campaign and achieves the highest performance in terms of engagement and visibility. Carousel and reels formats are particularly effective as they support sequential visual storytelling and emotional narratives. Visually, the campaign is characterized by bright color tones, modern typography, and the prominent presence of pilgrims and influencers, reinforcing a warm, family-oriented spiritual travel image. The study concludes that the effectiveness of Meta Ads campaigns is determined not merely by advertising exposure but by the ability of content to foster emotional connection and audience trust. These findings offer practical implications for digital umrah marketing strategies and contribute theoretically to digital marketing communication studies grounded in experiential content.

Abstract

This research is based on the phenomenon of the lack of understanding of the people of Tarakan City towards the Tidung tribal clothing in the Iraw Tengkayu tradition. The purpose of the research is to explore the images, symbols, meanings, and philosophical values of the Tidung tribal clothing consisting of everyday clothing, traditional clothing, and formal clothing in the implementation of the Iraw Tengkayu tradition. This research is qualitative research with a Grounded Theory approach and semiotic analysis. Data were collected through interviews, observations, and documentation of five informants selected by the snowball sampling method. The validity of the data was tested through credibility, transferability, dependability, and confirmability, with the application of source and technique triangulation. Data analysis uses the Miles and Huberman model which includes three stages: data reduction, data presentation, and conclusion drawing. The results of the study can reveal the meaning of the Tidung tribal traditional clothing worn more referring to the colors, motifs, and shapes related to the life of the Tidung tribe, and the philosophical values contained in them in the form of social, religious, ethical, and aesthetic values. The recommendations from the results of this study should be a source of information for the public to better know, understand, and play an active role in preserving local culture, and can be used to support the development of MSMEs that produce traditional Tidung clothing in accordance with its symbols, meanings, and philosophical values, which in the end can contribute to the economic development of Tarakan City.

Abstract

In the discipline of Public Administration, which increasingly acknowledges the crucial role of local wisdom in building responsive governance, this research aims to investigate the process of internalizing the local wisdom value of Mapalus among academic staff at Manado State University, a public higher education institution, with implication for public organizational governance. Using qualitative approach, this study analyzes value communication, cultural understanding, and reinforcemenet mechanisms within the bureaucratic context, through in-depth interviews, observation, and document studies. The findings indicate that Mapalus internalization is strongly supported by cultural foundations and leadership legitimacy, but value communication is informal, and reinforcement mechanisms are dominated by civil servant discipline and external incentives rather than specific Mapalus values. Consequently, Mapalus exist as a personal social ethos but has not been fully institutionally embedded in UNIMA’s work system. This study implies the importance of developing an adaptive value internalization framework for human resources policies and public bureaucratic cultural reforms strategies.

Abstract

The amendment to Law Number 6 of 2014 thru Law Number 3 of 2024, particularly Article 39, brings significant changes to the governance of village administration in Indonesia. This revision extends the term of office for the Village Head from six to eight years and strengthens the administrative role of the Village Secretary. This research examines the legal and empirical implications of these changes for village governance in Losari District, Brebes Regency, which is a border area and considered underdeveloped. Using a legal-empirical approach, data was obtained thru interviews, observation, and document analysis. The research results indicate that the cooperation between the Village Head and the Village Secretary generally supports administrative order and the improvement of public services. However, there are practical challenges such as limited human resources, a decrease in village funds each year, an administrative burden centered on the Village Secretary, the tendency of the Village Consultative Body (BPD) to be passive, and inconsistent public services. The community also demands greater transparency thru information boards and more structured village office management. Despite these challenges, the Village Device Working Team (TIRAKAT) emerged as a local innovation that strengthens adaptive governance. The Village Secretary remains a key figure in maintaining reporting and accountability, with the support of the District Head's oversight function. This research recommends a biennial participatory evaluation, strengthening the capacity of village officials, optimizing the role of TIRAKAT, and digitalization.

Abstract

Traditions are one form of local wisdom passed down thru generations and still preserved by society, including in the context of Javanese traditional weddings. One tradition that is still maintained is the egg-stepping ceremony, where the groom steps on chicken eggs that are then cleaned by the bride. This process has deep philosophical significance, namely the husband's readiness to take on household responsibilities and the wife's sincerity in supporting and serving her partner. However, the tide of modernization has led some young generations to view it merely as a ceremonial ritual without understanding the values and philosophy it contains. This research aims to describe the implementation of the egg-stepping tradition among Javanese people in Batang Kuis Pekan Village, analyze the symbolic meaning contained within it, and explain the integration of Islamic values into the tradition. The research uses a qualitative approach with a descriptive method. Data was collected thru observation, interviews with traditional leaders, religious figures, the wedding couple, and community members, as well as documentation of the wedding procession. Data analysis was conducted thru reduction, presentation, and drawing conclusions. The research results show that the egg-stepping tradition is still carried out as part of the cultural identity of Javanese society, with symbolic meanings that align with Islamic teachings, such as responsibility, compassion, justice, and respect within the household. This tradition does not contradict Islamic law; in fact, it can be used as a means of cultural proselytization to strengthen Islamic values in community life. Thus, this research affirms the importance of maintaining a balance between preserving local cultural heritage and implementing Islamic values so that traditions remain relevant in the modern era.

Abstract

The implementation of Regent Regulation of Batu Bara Regency Number 29 of 2024 constitutes an important instrument in organizing the procedures for the collection of the Non-Metal and Rock Mineral Tax (MBLB) as one of the sources of Regional Original Revenue. This study aims to analyze the implementation of the regulation and to identify the factors influencing its effectiveness in the 2024 Fiscal Year. This research employs a descriptive qualitative approach, with data collected through interviews, observations, and documentation at the Regional Revenue Agency of Batu Bara Regency. Data analysis was conducted using the interactive model of Miles and Huberman. The analytical framework applies George C. Edwards III’s policy implementation theory, which consists of the variables of communication, resources, implementers’ disposition, and bureaucratic structure. The results indicate that the implementation of Regent Regulation Number 29 of 2024 has been carried out, but it has not yet been fully optimal. The aspects of communication and bureaucratic structure have functioned relatively well; however, limitations in personnel resources, weak supervision, low taxpayer compliance, and the prevalence of illegal mining remain major obstacles. The disposition of implementers generally shows good commitment, but it has not been fully supported by adequate systems and facilities. Therefore, strengthening coordination, improving the capacity of personnel, and enhancing supervision and data collection systems are key measures to optimize MBLB tax revenue in Batu Bara Regency.
