Abstract

This research discusses the functions of government in public service delivery and community empowerment based on Ndraha's theory (2003). The primary functions of government include high-quality public services, while secondary functions focus on community empowerment. Law No. 25 of 2009 regulates public complaint mechanisms as a form of public participation to improve service quality. The Jakarta Kini (JAKI) application, developed by the DKI Jakarta Provincial Government, serves as a smart governance-based platform for managing public complaints. JAKI's results indicate a 97.9% resolution rate, with 89% of complaints submitted through the application. Challenges such as digital literacy and technical issues need to be addressed to ensure JAKI remains effective in achieving transparent, responsive public services based on good governance principles.

Abstract

The purpose of the MSME audit Cireng Bontot Ibu Salminah is an UMKM that produces a typical Serang dish called Cireng Bontot. This UMKM is capable of producing 800-1000 pieces of cireng per day, but during Ramadan and Eid al-Fitr, the demand increases significantly. However, this large production is not matched by significant business development because this UMKM does not implement business recording and accounting to support their business. This service is the second time for our team in carrying out the tridharma; during the first service, we created accounting record books, namely the inventory book, sales book, and cash receipt book. As a result, the UMKM has been able to maintain records quite well, leading to better financial management. For the sustainability of the development of UMKM Cireng Bontot Ibu Salminah, we continue this service activity with the theme of Inventory Audit Implementation. Where inventory is an important aspect of food production businesses that have a large stock of raw materials, it must be maintained to prevent fraud and loss that could disrupt business development

Abstract

This study aims to evaluate the effectiveness of tax socialization in improving tax compliance among the multi-level marketing (MLM) business community of aromatherapy oil in Yogyakarta. The research employs a qualitative approach using in-depth interviews, direct observation, and documentation methods. The results indicate that despite high participant enthusiasm, there is a gap in tax compliance. Out of 25 participants, 5 individuals did not possess a Taxpayer Identification Number (NPWP), while 15 out of 20 participants with an NPWP had not reported their MLM income. Limited understanding of tax administrative obligations emerged as a key factor. The tax socialization methods employed, including face-to-face and online approaches, had their respective advantages and drawbacks. Face-to-face socialization was perceived as more interactive, whereas online socialization offered flexibility. This study recommends more intensive educational approaches and follow-up mentoring programs to assist participants in comprehending and fulfilling their tax obligations correctly. These findings are expected to serve as a reference for the government and tax authorities in designing more effective tax socialization strategies to enhance tax compliance, particularly among small and medium-sized enterprise segments

Abstract

Efforts to protect and empower Indonesian Migrant Workers have been carried out through various forms, such as One-Stop Integrated Services and Socio-Economic Empowerment. These efforts prioritize a centralized administration system and community development to overcome various problems faced by Migrant Workers, Former Migrant Workers and their Families. This study uses the literature study method with a content analysis approach. It concludes that efforts to protect and empower have been carried out in various places in Indonesia, and various forms have been implemented. Starting from the administrative side, information socialization, family strengthening, increasing the capacity of PMI abroad and consolidating former PMI. However, these efforts still seem to stand alone. They are not integrated between protection and empowerment, which should be a whole unit in the service of Indonesian Migrant Workers, including the lack of involvement of the private sector and NGOs in efforts to protect and empower.

Abstract

Citizenship and identity are two concepts that are interrelated but differ in their definition, role and influence on individuals and society. Citizenship gives a person legal status as an official member of a country, which is accompanied by legally enforceable rights and obligations. Meanwhile, identity is a more personal aspect, including factors such as culture, ethnicity, religion and language that shape an individual's identity. Citizenship and identity are two concepts that are closely related to each other in the context of modern state life. Both form an important foundation in understanding the relationship between the individual and the state and a person's position in society. The concept of citizenship not only includes legal-formal aspects, but also involves complex social, cultural and political dimensions. In the era of globalization, understanding of citizenship and identity is undergoing significant transformation. Increasing global mobility, cross-border migration, and developments in information technology have created more fluid and multilayered forms of identity. This challenges the traditional concept of citizenship which was previously limited to territorial ties and a single nationality. A more inclusive and adaptive approach is needed in understanding and managing the dynamics of citizenship and identity to create a more democratic and just society.

Abstract

Civil society plays an important role in the development and consolidation of democracy, especially in creating space for political participation, policy advocacy, and oversight of the government. In this context, Gideon Baker's Theorising the Democracy of Civil Society offers a new perspective on the role of civil society in shaping democracy independent of state domination. Baker proposes that democratisation is not only dependent on the state, but can also develop through self-organisation in civil society. This view criticises traditional theories of democracy that focus too much on the state as the main actor in the democratisation process. The theoretical study in this research refers to Baker's thoughts on democracy that is rooted in civil society and not tied to state structures. Other literature also suggests that although civil society plays an important role in democracy, it often faces external and internal challenges, including autocratisation and restrictions on civil liberties. The purpose of this research is to analyse more deeply Baker's ideas and examine their relevance in the context of contemporary democracy, especially in developing or authoritarian countries. The research method used is qualitative research with a book review approach, in which the researcher reads and analyses the book critically to explore the ideas and arguments put forward by the author, and compares them with existing literature. The results show that although Baker's concept of democracy in civil society still needs further development, it provides room for new thinking about a more inclusive and independent form of democracy. Suggestions for future research include exploring the application of this concept in social movements in developing or authoritarian countries and exploring how digital technology can strengthen civil society-based democracy.

Abstract

This research discusses public service management in Indonesia with a focus on service quality, management implementation and performance measurement. Through a qualitative approach, this research reviewed various literature sources that identified factors that influence the quality of public services, such as technology, human resources and service processes. It found that the implementation of digital technology and e-government can improve efficiency and transparency, while the development of HR competencies through training is also very important. However, challenges such as inequality between urban and rural areas, cumbersome bureaucracy, and lack of professionalism of state apparatus are still obstacles. The research also emphasizes the importance of community participation in public service improvement. Overall, public service management in Indonesia requires continuous efforts in bureaucratic reform, improving the quality of human resources, and utilizing technology to realize services that are more efficient, transparent, and responsive to community needs.

Abstract

Effective and efficient public services have become one of the top priorities in government management in various countries. In this context, this research aims to identify the role of public service management in realizing effective and efficient services by utilizing various secondary sources through literature studies. The effectiveness of public services is measured by the extent to which services can meet public expectations, while efficiency relates to the optimal use of resources in delivering services. A qualitative approach is used in this research with a literature study method that examines various theories, policies, and practices related to public service management. The results showed that good public service management can improve effectiveness by paying attention to the quality of interaction between officers and the public, speed, accuracy, and ease of access to services. The use of information technology such as e-government systems and management information has proven effective in accelerating service flow, increasing transparency and accountability. Meanwhile, efficiency can be achieved by simplifying administrative procedures, reducing bureaucracy, and optimizing the use of trained human resources.
