Abstract

  This study aims to determine an alternative subsidy model and distribution system of fertilizer in Indonesia. The purpose of the research in details are to create a framework of fertilizer subsidy policy, analyze factors that are affecting the fertilizer subsidy policy, and to select the best alternative subsidy model and distribution system of fertilizer. Analitical methods used to answer these purposes is by using the Analytic Network Process (ANP) which is also supported by literature study, focus group discussions and interviews with expert respondents. The result concludes that the conditions that affect fertilizer subsidy policy is the economic condition, The main priority of the fertilizer subsidy objective is availibility of fertilizer, the most prioritized fertilizer subsidy is the subsidy for inorganic fertilizer, Ministry of agriculture is the most important actors in the implementation of the fertilizer subsidy policy, and the most important factor considered in choosing a fertilizer distribution system is supervision. The choice of fertilizer subsidy policy in Indonesia is the indirect subsidy model through the manufacturer and its distribution system is conducted by the manufacturer to the farmer.   Keywords : Subsidy Policy, Fertilizer Subsidy, Fertilizer Distribution, ANP

Abstract

This study was designed to extend the Hersey and Blanchard's Situational Leadership Model to test the match of adaptability leadership style to the maturity level of subordinates using the LEAD-Self instrument and Readiness Scale of the Center for Leadership Studies. Maturity level of subordinate was analyzed based on the maturity level of employment (ability) and psychological maturity (willingness) to given work to subordinates. Also, to test compatibility with the leadership style with desired subordinates leadership style using LEAD-Other instrument. Leadership style is a combination of task behavior and behavioral relationships that will produce a directing coaching, participating delegating style. In addition, this study also tested the suitability of the existing organizational culture with the expectation organization culture. Effective matching leadership style and organizational culture is measured by the achievement of individual performance. The purpose of this study is to analyze the influence of matching between leadership style with the follower’s readiness level (X1), the leader's perceived leadership style with leader’s desired leadership style (X2), and the existing organizational culture with the expectation’s employees (X3) on the individual performance (Y1). The object of research was conducted at PT. Abstract

Financial recovery is the most difficult in financial management. Therefore, this is important to study how a company in financially-distress can survive to rise up to a healthy financial condition (emergence financial distress). The research consists of 200 non financial companies which are listed on Indonesia Stock Exchange (IDX) for the period of 2004-2008. This study focuses on management of working capital. How a company fulfill its current liabilities, and its sources in current assets which shall be cashed at the short term period. By using Multinomial logit, we analyzed the probability a financially-distress company rise up to emergence financial distress or stay of the status of financial distress and what are financial indicators affect to a company in the status of Non Financial Distress tend to Financial Distress. Thus, the important thing is to determine financial ratios which can be an indicator to determine of emergence financial distress. Abstract

The objective of this study is to investigate evidence of market structure and to analyze market structure variables that influence bank revenue in the Indonesian banking market during the consolidation era. The Hirschman-Herfindahl (HHI) and Concentration Ratio Four (CR4) indices indicated decreasing trend and low level of market concentration. The test of market competition by using Panzar-Rosse approach at industry level indicating a monopolistic competition behaviors among banks. In addition,the market for interest-based income is found to be more competitive than that of for fee-based income. The study also suggest that during the consolidation period, input price of banks product seems higher. In addition, the study conclude that there is no indication of changes of the Indonesian banking market structure in the period of 1999-2009. The result of partial analysis also indicate a monopolistic competition behaviors among banks according to their ownership status. Accordingly, the market for non interest based income is found to be more competitive than that of interest based income for the Joint Venture Bank (Bank Campuran) and the Foreign Bank (Bank Asing).Keywords : Market Structure, HHI, CR4, Panzar and Rosse

Abstract

This study examines the development strategy of ecotourism in Sebangau National Park (TNS), Central Kalimantan. The purpose of this study was to formulate development strategy of TNS ecotourism. Data processing method was done performed by descriptive analysis (quantitative and qualitative), Exponential Comparative Method determined the prospective ecotourism products and Importance-Performance Analysis (IPA) used to identify ecotourism object readiness. Priority of aspects, problems, solutions and strategic were determined by Analytic Network Process (ANP) method. The main problem encountered in the development of ecotourism in the TNS were lack of infrastructure and accessibility, as well as convincing the community by the local goverment on the importance of ecotourism. The main solutions for development of ecotourism in the TNS is the provision of infrastructure and accommodation facilities. The results showed that the main strategies is to increase cooperation with stakeholders (networking) and increased promotion/information ecotourism products.Keyword: Business Strategy, Eco-Tourism, ANP, Sebangau National Parks

Abstract

This research attempts to analyze the effect of financial liberalization to Q-Tobin ratio of Basic and Chemical industry and Banking sectors. Using annual data of 52 listed company’s financial report from 2002 to 2009, the results show that the financial liberalization variables i.e. Foreign Direct Investment (FDI) and Investment Portfolio has negative effect on Q-Tobin of Basic and Chemical Industry and Banking sectors. The increase of the financial deepening variables has positive effect on Q-Tobin of Basic and Chemical Industry and Banking sectors. SBI (Sertifikat Bank Indonesia) and Money Supply has negative impact on Q-Tobin, while loan interest rates has positive impact on both sectors. The average of net fixed asset investment of two sectors has the same pattern of Q-Tobin values, and increased from 2002 to 2009, while at the year of 2008, Q-Tobin of all sectors experienced decreasing due to financial crisis. Furthermore, there should be a corporate financial performance indicator such as leverage ratio, to prevent short term investment of FDI. Capital Market’s regulation, should be considerate a sectoral policy in portfolio investment, to prevent from financial global crisis. Corporation of two sectors could give more attention on capital structure while analyzing the company’s investment decision.Keywords: Q-Tobin Ratio, Financial Liberalization, Investment, Panel Data

Abstract

The purpose of this study was to evaluate a credit risk control system to implement risk-based audit (RBA). The case was conducted in three stages using system approach. The first stage was to identify the factors influencing the effectiveness RBA implementation. Identification process was conducted through gap observation and exploration to determine key factors derived through gap analysis comparing the empirical outcome of the effectiveness credit management process from the expectation outcome. The second stage was using Exponential Comparison Method (ECM) which produces the ranking and the priority of the key factors through experts with in-depth interview which is the paramount importance steps to evaluate. The third stage was using Analytical Hierarchy Process (AHP) techniques, involving the experts with questionnaire and in-depth interview to decide the best, suitable alternative strategies to cope with the negative gap, to reach the goals expected which is to minimize the gap. There were four components mentioned to complete and to detect the gap, which credit operation, human resource knowledge, organization, and supporting system/IT. The output of this study was a credit risk control system for the bank. The study has limitation, due to the scope of the region of the bank, and the risk mapping only for credit risk. Abstract

Since the monetary crisis in 1998, Indonesia's economy has not fully recovered as indicated by slow economic growth which has not reached yet 8% each year. These conditions load to growing number of unemployed and hence create many demand from the large number of micro enterprise for loan. There were about 50 million micro entrepreneurs which was served only by 56 thousand units of MFIs (Microfinance Institution). This fact intrigued a deep comprehensive analysis at supply side, i.e. the MFIs. The analysis was to study factors that inhibit the sustainability growth of MFIs in order to increase the number of micro business loans. The research was located in East Java province due to the fact that more than 70% MFIs located in Java island and the largest MFIs is in East Java. The samples were obtained by purposive sampling technique and then analysed using descriptive statistics, ordinal logistic regression and biplot. The result proved that the factors which significantly influence the growth of financial sustainability were Regulation, Institutions, Efficiency, CAR (Capital Adequacy Ratio), ROE (Return on Equity), ROA (Return on Asset), LDR (Loan to Deposit Ratio), loan, NPL (Non Performing Loan), HRD (Human Resources Development) and Interest rates. Abstract

This research is aimed to make a performance management design based on MBO and Balanced Scorecard perspective approach in order to improve education and training administration. Performance accountability stimulates public sector organizations to improve their performance continuously and to build a performance management system that is oriented not only toward the budget and its realization, but also toward results. This paper discusses MBO and Balanced Scorecard perspective approach in planning and controlling its programs. In addition, this model can be used as a strategic controller for the management to measure the organization’s success and failure. This is a qualitative research approached by a case study using the method of participant observation through questionnaires, in depth-interviews, and focused group discussions. The success of education and training administration is determined by performance achievements of the individual, division, and organization that include financial aspect, participants of the education and training program, Standard Operating Procedure (SOP), administrators of the program, technology, and innovation. Abstract

In Indonesia, agriculture is still one of the business activity that involves many stakeholders with a unique relationship, ranging from farmers as producers, various intermediaries that act to move the product on the retailers who ultimately sell to end consumers. What are the key values connecting between actors to guarantee the continuity of business and how the model linkage or relationship marketing that happens, is the main goal in this paper. The results showed, commitment and trust are the dominant two aspects that underlie the emergence of co-operation as well as the assurance of financial benefit. Another interesting fact revealed by this study is the relationship marketing that occurs not just based on the transactional aspects alone, but there is also a social aspect that binds relationships. This aspect even leads to another fundamental goal, namely the existence of convenience between the parties cooperate. Although both of these goals cannot always be achieved simultaneously due to the strata of different decision-making power, but in reality they complement the ongoing collaboration.Keywords: Commitment, Trust, Transactional and Social Marketing, Leisure
