Civil Officium: Journal of Empirical Studies on Social Science is published by the Ascarya Solution Allianz. The primary aim of Civil Officium is to improve problem-solving in Social Science. Stakeholders in society, education, government, politic, culture research grapple with various standards. Without evidence-based problem solving, many conflicts are unsatisfactorily settled by applying the one-size-fits-all interpretation of principles or regulations or resorting to anecdote as evidence for one or another interpretation. Civil Officium creates collaboration among stakeholders, stimulates research, and disseminates knowledge to foster the intelligent application of social science principles in research contexts worldwide.

Abstract

The shift in land use in the City of Parepare, in general, has undergone quite a drastic change, with some areas of agricultural land having been converted into built-up areas. The direction of the development of the City of Parepare as an industry for health services, education, tourism, as well as a transit area attracts people from outside the region to invest in land, buildings or to live in this area. The population density and limited land in urban areas make development towards suburban areas, especially Bacukiki District. Based on this, research was conducted to examine the factors that influence the conversion of agricultural land and the impact of the conversion of agricultural land on the economic condition of farmers. The research is located in Bacukiki District, Parepare City, with a quantitative descriptive method. The data obtained in this study was carried out by direct observation and interview techniques using a questionnaire of 30 respondents who had converted paddy fields. The Bivariate analysis results showed no significant difference between farmers' income before and after land conversion; in other words, land conversion had no significant effect on farmers' income

Abstract

Intellectual Property Rights, abbreviated as KI (Intellectual Property), has developed from time to time. This development was increasingly seen with the establishment of Trade Related Aspects of Intellectual Property Rights (TRIPs) in 1994 in the Uruguay Round. In TRIPs various IP issues are regulated, one of which is Patents. As a form of intellectual property rights, the granting of a patent by the state to a work or invention in the field of technology is an award to the inventor. These ideas can be realized in the form of processes or objects that are known and used in everyday life. All patent registrations must refer to the TRIPs that have been agreed upon by the participating countries. In 2019, a deadly virus was detected from the city of Wuhan, China, which was initially categorized as a form of pneumonia that attacks local residents. The World Health Organization (WHO) identified the virus as a new type of Corona Virus in January 2020, and gave it an official name as Corona Viruses Disease 2019 (Covid-19). Various countries have made efforts to overcome the malignancy of Covid-19, one of the efforts made is to try to find a drug or vaccine as a solution to the pandemic which is a world problem. Here, the author discusses whether the Covid-19 vaccine can be granted a patent under TRIPs and whether the patent granted is valid for the entire region or is territorial. The research method used is normative by reviewing the literature or secondary data. The conclusion from the above discussion shows that the Covid-19 vaccine can be granted a patent with a territorial application based on TRIPs.

Abstract

Livelihood is one of the important things in human life, so it is necessary to study it. However, there are differences of opinion about the livelihood of Nushuz's wife. This study examines more deeply the livelihood of the wife of Nushuz by focusing on two problem formulations, namely 1) the livelihood of the wife of Nushuz according to the opinion of Imam Shafi'i and Ibn Hazm, and 2) the legal istinbat used by Imam Shafi'i and Ibn Hazm looking at the issue of livelihood. For nushuz's wife. Using a qualitative literature research method, this research concludes that according to Imam Syafi'i, a nushuz's wife is not entitled to her husband's maintenance until she quits her nushuz. Meanwhile, according to Ibn Hazm, whether the wife of Nushuz or not, she is still entitled to a living from her husband. The legal istinbat used by Imam Shafi'i is qiyas, while Ibn Hazm is the explicit meaning of the Qur'an letter an-Nisa verse 34.

Abstract

The waste problem is not only related to landfills, as has been the case so far, because the waste management system involves many parties, including waste producers (such as households, markets, institutions, industries, and others), managers (and contractors), regulators, the informal sector, and communities affected by waste management. Its completion requires the involvement of all relevant parties and various approaches. By looking at the above description, it is important to undertake counseling or socialization about the waste management system "Trash Bank" through community engagement, to find out how well this program works to reduce waste generation and turn waste into items of economic worth / Indirectly, this action will develop the Waste Processing Household Industry Group, organic fertilizer/compost, and create a healthy environment. With this PKM activity, it's intended that public awareness of the entrepreneurial spirit would grow. This service seeks to spread awareness and understanding of Waste Bank's waste management to promote a healthy and successful community. Improving school-community interactions (Budi Luhur University). Budi Luhur University's Tridharma community service program. Al Azka Kamila Indonesia Foundation: Increase knowledge, understanding, and entrepreneurial spirit in trash banks with commercial value. Develop the community's creative economy through reusing garbage. Increase awareness of the importance of a healthy environment. This community service was well-executed. Face-to-face or lecture training was given to the socializing committee. Al Azka Kamila Indonesia Foundation socialization resources on improving business spirit through waste banks as SMEs to drive the economy.

Abstract

This qualitative research with a descriptive approach aims to produce a television documentary program entitled "Compromising with the Pandemic with Tarra Budiman". Data collection techniques: literacy, observation, and interviews with research objects. The results of the discussion stated: (1) The author as the editor presents facts about Tarra Budiman's struggle to survive economically during the pandemic; (2) Audience segmentation in this program is 13-50 years old with socio-economic status A,B,C; (3) A documentary program that lasts 13 minutes and 8 seconds with the characteristics of live record production (tapping); (4) Editor at the pre-production stage: in charge of following the process of making story ideas; (5) The editor in the production stage coordinates the cameraperson to take pictures according to the scenario that has been created, and assists the cameraperson in shooting (6) The editor in the post-production stage is responsible for constructing the course of the story according to the scenario that has been created by the producer. The conclusion of an editor is that he must be able to convey the message of a human interest documentary  video with a deep message, hoping that the audience will be immersed in the story of the source.

Abstract

This research method is to determine the current social condition of society, whether society tends to have an inclusive attitude or an exclusive attitude in social life. The object of this research is the community, the number of participants involved was 53 people. The form of data in this research is the results of a questionnaire. This research method uses a comparative causal method. This research instrument is quantitative. The results of this research show that currently people tend to have an inclusive attitude, namely an open attitude towards other people. With this social inclusion, it is hoped that it can build more harmonious social conditions in society

Abstract

Inter-Time Change (PAW) in the context of Indonesian democracy is often in the spotlight in political dynamics. This research uses normative legal methods with a statutory approach to analyze the legal and political aspects of PAW. The aim of this research is to examine the implications of PAW in the representative democracy system in Indonesia as well as the relationship between council members and political parties. The research results show that PAW is often used as a control tool by political parties over council members who are not in line with party policies. In conclusion, PAW has a strong legal basis but needs a more transparent mechanism so as not to shift the direction of people's representatives to become representatives of the interests of political parties.

Abstract

This research examines the influence of amendments to the 1945 Constitution of the Republic of Indonesia on changes in the structure of legislative institutions, especially the Regional Representative Council (DPD), with the aim of understanding their function, authority and position in the Indonesian constitutional system. This research uses normative legal methods with a statute and political approach, as well as descriptive analysis of secondary data which includes primary, secondary and tertiary legal materials. The research results show that although the DPD has a legislative function, its role and authority in the law formation process is still limited and tends to be treated as a complement compared to the People's Representative Council (DPR) and the President. Even though the DPD plays an important role in voicing regional interests, its presence in the legislative function needs to be strengthened so that it can contribute more significantly to a more inclusive and democratic Indonesian constitutional system.

Abstract

This study investigates the administration and communication channels in Ghanaian universities, employing a qualitative research approach with a case study methodology, aiming to identify how administrative structures and communication effectiveness impact university goals; the findings reveal that strong, well-structured communication channels significantly enhance both academic performance and administrative efficiency, leading to the conclusion that improved communication practices are crucial for the overall success of university operations in Ghana.

Abstract

Rapid technological advances have changed people's shopping habits from physical stores to E-Commerce, with Shopee as one of the platforms that is widely used in Indonesia. This research uses a qualitative descriptive method to analyze Business to Customer (B2C) E-Commerce marketing strategies. The research results show that Shopee makes it easier for business owners to manage their online stores and provides consumers with a comfortable and enjoyable shopping experience. Shopee utilizes various media, such as newspapers, television, magazines and social media, which contribute significantly to increasing product sales on its application, as well as using the Stray Kids brand ambassador to attract the interest of the Indonesian people. In conclusion, Shopee's marketing strategy is effective in improving the shopping and sales experience on their platform.
