Abstract

This study aims to discover how Amnesty International plays a role as a Non-Governmental Organization in supporting the freedom of expression of Veronica Koman, a prominent human rights defender in Indonesia, and investigates its boomerang effect. This comparative analysis used a descriptive-qualitative method. The data collecting technique used literature study from official sources such as Amnesty International Indonesia’s website and Twitter, and other relevant sources, such as books, journals, and online news. This study finds that Amnesty International has played several roles such as: release responses on its website and social media; form a coalition and release a joint statement with other NGOs; launch PENA campaign; request Interpol to stop red notice on Veronica Koman; and advocacy to ICT Law and criminal code revision. By the end of 2021, Veronica Koman is still being hunted by the Indonesian government 2021. However, there is some visible progress in the terms of regulatory level.KEYWORDSAmnesty International; Freedom of Expression; Human Rights Defender; Indonesia; Veronica Koman

Abstract

West Sumatra is one of the provinces in Indonesia where most of the people are of the Minangkabau ethnicity. People in the province base their lives on the customs and religion of Islam. As of October 2021, West Sumatra had not performed well in terms of vaccination rates. It was one of the two provinces in Indonesia with the lowest acceptance rate of the COVID-19 vaccine at the time. The government of West Sumatra did not sanction vaccine refusal either. This resulted in a slowdown in the government’s objective of creating herd immunity. This article, therefore, aims to analyze the local values of West Sumatra, which can be utilized as a means of overcoming this situation. The research method used in this study was qualitative, with primary data collected through interviews, and secondary data obtained from journals, books, reports, and news articles. The result shows that the Covid-19 is a global problem which requires a domestic response by involving local actors from social capital networks in West Sumatra.KEYWORDSCovid-19; Intermestic; Policy; West Sumatra

Abstract

As part of their energy cooperation, Indonesia and Denmark have signed a Memorandum of Understanding (MoU) in 2015, which was later upgraded to the Indonesian Denmark Energy Partnership Programme (INDODEPP) signed in 2022. This study aims to analyze the potential benefit arising from this energy cooperation. Data for this study was collected from secondary sources using a qualitative research method. This study found that this cooperation provides mutual benefits for both countries, with Indonesia gains the most. Indonesia has abundant renewable energy resources, while Denmark is a leading country, with a long tradition in the development and utilization of new renewable energy. These conditions offer Indonesia the opportunity to benefit from a partnership with Denmark in the development of renewable energy and help Indonesia with future energy provision. In addition, this cooperation has improved Indonesia’s energy supply prospects, as indicated by the development of a wind power plant and a hybrid power plant, which aligns with Indonesia’s target of achieving 23% renewable energy by 2025.KEYWORDSAbundant Resources; Cooperation; Partnership; Renewable Energy

Abstract

This study analyses the decline in Indonesian coal exports to China during the Covid-19 pandemic from 2019 to 2020. The timeframe was selected due to a decline in Indonesian coal exports to China during that period. Although literature reviews indicate that several previous articles have discussed Indonesia’s coal exports to China, they do not cover the timeframe during the Covid-19 pandemic, as is the case in this study. Consequently, this article is novel and contributes to the discussion in that area. This study was conducted qualitatively, as well as using the library research method to collect information from a variety of secondary sources. The findings of this study indicate that the decline in Indonesian coal exports to China during the Covid-19 pandemic from 2019 to 2020 occurred as the result of China’s domestic problems. These domestic problems include the decline in production in China’s industry because of the lockdown policy carried out during the pandemic. The pandemic significantly limited import activities and slowed down domestic production, in addition to the overall slowdown of the world economy which led to a decrease in demand for coal. All these factors affected supply from Indonesia.KEYWORDSCoal Export; China; Covid-19; Indonesia

Abstract

Since the Cold War era, the United States (US) and Russia have practiced the same pattern of diplomatic relations, namely the exchange of prisoners. The exchange started in 1962 and continued to the most recent one in 2022. To this end, this article examines the trajectory of the prisoner exchange between the US and Russia through a descriptive qualitative approach complemented by a transactional diplomacy perspective. A chronology of prisoner exchanges between the two countries is presented in this study, along with the costs involved and the benefits received by each nation. From various exchange events between the US and Russia, it was found that the relationship pattern is transactionalism, tends to be bilateral and even ignores the multilateralism framework. The two countries have taken similar roles as the initiators of prisoners’ exchange. In addition to the roles, the positions of the two countries also alternate with one another. If the US acts as the initiator, Russia will be in a “wait and see” position and vice versa. In the end, bargaining position becomes the determining variable for who is in the “wait and see” position and who acts as the initiator.KEYWORDSPrisoner Exchange; Russia; The United States; Transactional Diplomacy

Abstract

The Covid-19 pandemic has disrupted all aspects of our life. It forced us to adopt to a new normal situation and take innovative measures in tackling the pandemic in order to survive. Health experts developed vaccines to reduce human death and helped people recover from the virus infection. The development of the vaccines has made a great contribution to global health. Indonesia itself used seven vaccine variants, which have been approved by the government for nationwide use. Among them are sinovac and sinopharm vaccines, which were made by China. China has helped Indonesia in many ways, in the provision of vaccines, and the bilateral relations between Indonesia and China continued to increase. This article shows that the provision of Covid-19 vaccines contributed to the strong relations between Indonesia and China, and this was channelled through what was called vaccine diplomacy. In this article, the author will be using the global politics theory to analyze the issue. Through this article, scholars can identify the challenges and benefits of the cooperation. Abstract

This study aims to analyze Thailand's interest in the High Speed Railway (HRS) project. With the technique of analysis of the Nation-State, this paper explains Thailand's interests in cooperation with China by using neo-realism theory and explanative methods.  Thailand is working with China to build a high-speed rail with a distance of 873 kilometers. This High Speed Railway project is included in the Belt and Road Initiative with the Thailand-Laos-China route. There are several interests in this HSR cooperation; 1) in the economic sector that can stabilize the country's economy of Thailand and can increase foreign investment, 2) in the field of inter-regional cooperation, 3) in infrastructure development and modernization of development towards the main Geopolitical country. This cooperation also has a major impact among ASEAN countries, including making relations between neighbors closer and the basis for this cooperation is in accordance with Thailand's national interests. It is important because this HSR includes all the interests desired by Thailand in the welfare of its country. KEYWORDS High Speed Railway; Thailand; Tiongkok; Thailand’s Interest

Abstract

Free Trade Agreements (FTAs) have recently become a recognized global trend which continues to increase in number as they offer ease of access to markets and reduction of trade barriers. Almost all countries involved in FTAs pursue their national interests, particularly economic ones, and Indonesia and Chile are no exception. This topic is interesting to scrutinize because the geographical factors of the two countries are quite far distant, and there were larger economic partners for Indonesia in South America (Brazil and Argentina) than Chile in regards to the establishment of a Free Trade Agreement. This article uses the approach of Solis and Katada, international relations’ experts, which looks at it with a broader view. The approach emphasizes the establishment of international economic cooperation not only based on economic interests or caused solely on geographical proximity. Yet still, even economic motives are considered, other motives like political motive cannot be denied. The results of this study indicate that Indonesia’s involvement in IC-CEPA is not only based on economic motives, there are other motives such as politics (raise international status) which cannot be ignored.KEYWORDSFree Trade Agreement; Chile; IC-CEPA; Indonesia; Trade cooperation

Abstract

Gibraltar becomes one of the issues that emerged during the Brexit negotiation in the British withdrawal from the European Union. Spain becomes the inseparable actor in discussing the issue due to its long-standing interference in Gibraltar. Spain used the long process of Brexit to provoke and predispose Gibraltar to its advantages. This study aims to explore the framing of Spain’s role in the context of Brexit negotiations concerning Gibraltar by analysing a selection of British and French news articles. A discourse-historical analysis is also used by analysing speeches delivered by the Chief Minister of Gibraltar. From the framing and discourse-historical analysis, this study found that Spain has become the inseparable actor and has been framed in negative terms concerning the Gibraltar issue. Spain appears consistently in the corpus that is used in this study and is mentioned to attempt bringing back Gibraltar as a Spanish territory. The Chief Minister of Gibraltar also referred to Spain as a threat and treated Spain as the aggressor. In addition, this study adopts a constructivist perspective to bring insights into the sentiments behind the framing and discourses that emerged during the Brexit negotiations, especially on the involvement of Spain in discussing the Gibraltar issue. Abstract

Indonesia guarantees the right of every child to enjoy protection from the state, including protection from sexual and economic exploitation that threatens their lives. This study attempts to assess the implementation, the impacts, and the challenges of the WVI child empowerment program from the time it was first introduced in Yahim village in 2018 to the year 2021. A qualitative method is used in this study in conjunction with a descriptive approach to explain the topic. Primary sources, such as interviews, field notes, personal documents, and other official documents, as well as secondary sources, such as books, journals, and media articles, are also used in this study. This article shows that WVI implemented the programs successfully, despite facing some external challenges. The program has had some impacts, including a decrease in cases of violence against children, an increase in children’s interest in literacy and gender equality, and children’s activeness in expressing their voices about their rights. A key conclusion is that providing children with access to empowerment programs should be sustained as it will result in better long-term outcomes. Hence, WVI and other humanitarian organizations need to expand similar programs to other villages/ communities. KEYWORDS Children’s rights; Empowerment; WVI; Yahim
