Abstract

The research aims to determine the effectiveness of the performance of the Banjarbaru city land agency in issuing land rights certificates; know the supporting and inhibiting factors; knowing the impact on regional income of the city of Banjarbaru and efforts to increase the effectiveness of the performance of the land agency of the city of Banjarbaru in issuing certificates of land rights. The research method was an analytical descriptive method with a qualitative descriptive approach. The research model is Geertz Interpretive namely the approach by looking for "meaning" not looking for law. The results of the study show that the effectiveness of the performance of the Banjarbaru City Land Agency in Issuing Land Rights Certificates in 2022 is effective, but performance is still not optimal due to service discrimination , contribution - oriented , difficult and convoluted in the process of issuing land rights certificates, delays issuance of certificates, lack of accountability due to non-transparent issues of cost and time in issuing certificates,  supporting inhibiting factors. Issuance of Land Rights Certificates in 2022 will have an impact on the original regional income of the city of Banjarbaru. Efforts to increase the effectiveness of performance in issuing certificates of land rights by maximizing the computerized system, there is guidance and training for land agency apparatus, effective the mediation system, strengthen human resources and continue the PTSL program as well as collaboration with the local government, police, prosecutors and the military

Abstract

The rapid development of digital communication technologies has significantly transformed the way individuals’ access and consume information, particularly through social media platforms. One emerging phenomenon is habitual scrolling, a repetitive and often unconscious activity that enables users to continuously consume large amounts of content. This study aims to explore how habitual scrolling practices influence users’ critical thinking skills in evaluating digital information. Using a qualitative research approach, data were collected through in-depth interviews, observations, and documentation involving 5–10 active social media users aged 18–35 years. The findings reveal that habitual scrolling has become an integral part of daily routines, often performed without clear purpose and driven by platform features such as infinite scrolling and algorithmic recommendations. This behaviour leads to rapid and superficial information consumption, where users tend to skim content rather than engage deeply. Consequently, the ability to critically evaluate information decreases, as users rarely verify sources or reflect on content before accepting or sharing it. The study concludes that habitual scrolling contributes to a decline in critical thinking by promoting fast, intuitive processing over analytical reasoning. Therefore, enhancing digital literacy and encouraging mindful media use are essential to mitigate its negative cognitive impacts.

Abstract

This study analyzes the transformation of the Interstate Quick Response Code Indonesia Standard (QRIS) and the Local Currency Transaction (LCT) scheme as instruments in Indonesia's digital finance strategy, how QRIS-LCT plays a role as a means of structural resistance to the dominance of the US Dollar and Western payment systems (Visa/Mastercard), and its contribution in strengthening Indonesia's Digital Sovereignty and Financial Autonomy in the Southeast Asian region. Using the framework of International Political Economy, specifically the concept of Structural Power, this study proves that the integration of payments in ASEAN and expansion into East Asia is a manifestation of Digital Neomercantilism. This study applies a qualitative descriptive approach. Data collection is carried out through literature review and document analysis, utilizing secondary information from academic journals, official government reports (such as Bank Indonesia), credible media, and relevant international cooperation documents. The results of the study until 2025 show that the Interstate QRIS, supported by LCT, has been successfully implemented in ASEAN countries (Thailand, Malaysia, Singapore, the Philippines, and Vietnam) and has expanded to East Asia (Japan, Korea, China). These efforts serve as a significant dedollarization tool and strengthen regional macroeconomic independence. An important finding that was revealed was the geopolitical reaction from the United States (through the USTR), which showed that QRIS was considered a threat to the dominance of the existing global financial system. Nonetheless, there are still operational challenges that need to be addressed, such as imbalances in transaction volumes and digital literacy levels that must be improved

Abstract

Land disputes involving plantation companies and local communities often develop into complex and prolonged social conflicts. One of the agrarian conflicts that until now has not found a solution occurred between PT. Bahruni & Sons with the communities of Gampong Krueng Simpoe and Rantoe Panyang, Bireuen Regency. This conflict is related to the issue of legality and the extension of the Right to Use (HGU) on oil palm plantation land that has been managed by the company since the 1960s. This study aims to analyze the role of the Bireuen Regency Land Office in handling land disputes and accompanying social conflicts. The research used a descriptive qualitative approach with a case study method. Data was obtained through interviews with Land Office officials, documentation studies in the form of official meeting minutes, and review of licensing documents and land tenure chronology. The results of the study show that the Land Office has carried out its role as a facilitator, mediator, and coordinator in the dispute resolution process. However, this role has not been optimally run due to differences in interests between the parties, low public trust, and historical and social complexity of land tenure. This research emphasizes the importance of strengthening the mediation function of local governments and the application of good governance principles in resolving agrarian disputes

Abstract

Instagram Reels, which are used as a medium for sharing daily life, have led to the emergence of mom influencers who use social media as a space for self-image formation. This study aims to analyze the self-presentation strategies of the Instagram account @aryusaraah through Reels by examining the management of the front stage and backstage, as well as understanding the motivation for using Reels as a means of self-image formation. This study uses Erving Goffman's dramaturgy theory to understand role management and the boundaries between private and public spaces. The method used is descriptive qualitative with data collection techniques in the form of interviews with account owners and active followers, as well as observation of Reels content. The results show that @aryusaraah consistently manages her personal front stage through adjustments to content themes, expressions, settings, appearances, and interaction patterns. The front stage presents the image of a young mother who is active in her activities while still taking care of her children, while the back stage is evident in the curation process and the restriction of personal aspects that are not in line with the image being built. The motivation to produce Reels is driven by the desire to share experiences, express oneself, and receive responses from followers. Through her Reels posts, Aryu Sarah successfully presents herself in line with the image she has built, without straying far from her real life.

Abstract

This study addresses the critical challenge of optimizing heavy equipment productivity in coal mining operations, particularly focusing on reducing Empty Stop Time (EST) and improving haul truck speed to enhance operational efficiency. At PT Putra Perkasa Abadi (PT PPA) Site MIP, baseline data in March 2025 revealed significant inefficiencies, including high EST (3.5 minutes), low average speed (18.7 km/h), and suboptimal Matching Factor (1.25), resulting in reduced productivity and failure to meet production targets. The objective of this research is to improve fleet performance through a structured Quality Control Circle (QCC) approach using the Plan-Do-Check-Action (PDCA) cycle. The research employed a quantitative and applied methodology utilizing real-time data from the Fleet Management System (FMS), combined with root cause analysis and fleet matching calculations. Improvement interventions included operator coaching systems, updated procedures, dynamic fleet matching, haul road maintenance, and infrastructure enhancement. The results demonstrate significant performance improvements: EST decreased to 1.0 minute, average speed increased to 22.6 km/h, and Matching Factor improved to 0.99. Consequently, productivity rose from 91.22 to approximately 113.9 BCM/hour, and production achievement exceeded targets. Financial analysis indicated a substantial revenue gain with a high return on investment. In conclusion, integrated behavioral, technical, and infrastructural interventions effectively enhance mining productivity, providing a scalable model for operational optimization in similar mining environments

Abstract

This study examines the challenges and opportunities in strengthening the role of the National Commission on Human Rights of the Republic of Indonesia (Komnas HAM) in addressing gross human rights violations. The background of this research is rooted in the persistent delay in resolving human rights cases, largely due to institutional limitations, weak inter-agency coordination, and the lack of binding power in Komnas HAM recommendations, which ultimately undermines justice for victims. The objective of this research is to critically analyze these constraints while identifying strategic opportunities for institutional reform and improved legal mechanisms. This study employs a juridical-normative research method, utilizing statutory and conceptual approaches. Data were collected through library research, including primary legal materials such as Law No. 39 of 1999 and Law No. 26 of 2000, as well as secondary sources like academic literature and institutional reports. The data were analyzed using qualitative descriptive techniques, focusing on legal interpretation and institutional evaluation. The findings reveal that the primary issues lie in limited investigative authority, weak enforcement of recommendations, and coordination gaps between Komnas HAM and the Attorney General’s Office. The discussion highlights potential reforms, including expanding authority, strengthening reparations mechanisms, and enhancing cross-institutional collaboration. In conclusion, strengthening Komnas HAM requires comprehensive legal reform, clearer institutional authority, and improved coordination to ensure effective human rights enforcement and justice for victims

Abstract

This study examines the influence of work environment and employee competence on employee performance at the Class III Port Administration Office in Barus, Central Tapanuli. The research is motivated by the declining performance of employees, as indicated by low service satisfaction among port users, which highlights the importance of improving organizational factors that support employee productivity. The objective of this study is to analyze both the partial and simultaneous effects of work environment and competence on employee performance. A quantitative associative approach with an explanatory design was employed, involving 32 employees selected using total sampling. Data were collected through questionnaires and interviews and analyzed using multiple linear regression with SPSS. The results show that competence (? = 0.401; t = 5.405; p < 0.05) and work environment (? = 0.328; t = 4.220; p < 0.05) have a positive and significant effect on employee performance. Simultaneously, both variables significantly influence performance (F = 31.247; p < 0.05) with a coefficient of determination (R²) of 0.679, indicating that 67.9% of performance variation is explained by the model. The study concludes that improving employee competence and creating a conducive work environment are essential strategies to enhance employee performance and service quality

Abstract

Effective waste management is essential for reducing Indonesia’s dependence on imported waste. However, inadequate domestic waste management systems have made it difficult for the country to meet industrial raw material needs independently. One of the industries significantly affected is the paper industry, which requires both long and short fibers for production. These materials are not solely obtained from domestic sources, such as timber, but are largely supplemented through imported waste paper. Indonesia’s paper industry requires approximately 10.7 million tons of raw materials annually, of which around 7.6 million tons are fulfilled through imports in the form of waste paper. These imports arrive in large quantities, often transported in thousands of containers. This study applied a normative legal research method, focusing on the analysis of legal norms and regulations related to waste import policies. The approach relies on secondary data, including legislation, legal doctrines, case law, and scholarly commentaries within the scope of Commercial (Economic) Law and Environmental Law. The findings indicate that the implementation of waste import policies still faces significant challenges. Issues such as the smuggling of hazardous and toxic waste, document falsification, and the mixing of dangerous waste with non-hazardous materials continue to occur. Furthermore, existing regulations are not sufficiently detailed or stringent in defining permissible waste types, contamination levels, and quality standards. Therefore, stricter and more comprehensive legal frameworks are necessary to ensure proper verification, prevent environmental harm, and regulate waste imports effectively, including provisions for acceptance or re-export of non-compliant materials

Abstract

The development of competencies among State Civil Apparatus (ASN) is a critical factor in strengthening bureaucratic performance, particularly within legislative institutions facing rapid organizational and technological changes. This study aims to formulate a collaborative strategy for enhancing ASN competencies at the Center for Legislative Human Resources Competency Development, Secretariat General of the House of Representatives of the Republic of Indonesia. A qualitative descriptive approach was employed, utilizing purposive sampling of ten key informants representing strategic and technical roles. Data were collected through semi-structured interviews and document analysis, and analyzed using the interactive model of Miles and Huberman. The findings reveal that competency development remains fragmented, characterized by weak integration of talent management, persistent silo mentality, regulatory inconsistencies, and suboptimal participation driven by administrative compliance rather than learning motivation. However, cross-unit collaboration initiatives, such as peer-to-peer knowledge sharing and the adoption of digital platforms like Learning Management Systems, demonstrate significant potential to improve accessibility and learning effectiveness. The study concludes that successful competency development requires an integrated collaborative governance framework supported by facilitative leadership, E-HRM integration, and institutionalized coordination mechanisms. These findings contribute both theoretically to collaborative governance literature and practically by offering a strategic blueprint for sustainable public sector human resource development.
