Abstract

This study examines the legal validity of electronically signed supporting documents (warkah) in notarial deeds within the framework of Indonesian notarial and cyber law. The rapid development of information technology and the increasing use of electronic signatures in legal transactions have created legal uncertainty due to the lack of synchronization between the Notary Office Law (UUJN-P) and the Information and Electronic Transactions Law (UU ITE). The research aims to analyze the validity of electronically signed warkah in notarial practice and to formulate future regulatory frameworks to support the implementation of cyber notary services in Indonesia. This study employed a mixed-method approach combining normative juridical analysis and empirical legal research. Normative analysis was conducted through the examination of legislation, legal doctrines, and legal theories, while empirical data were collected through interviews, observations, and documentation involving practicing notaries in Badung Regency. The findings reveal that electronically signed warkah have not yet obtained full legal recognition under the current UUJN-P because notarial protocols still require the physical binding of documents. This condition creates a legal antinomy between conventional notarial regulations and electronic transaction laws, potentially weakening the evidentiary value of authentic deeds and degrading them into private deeds. The study concludes that legal harmonization between the UUJN-P, UU ITE, Archives Law, and Stamp Duty Law is urgently required to establish a secure and legally certain cyber notary framework. Future regulations should recognize certified electronic signatures and electronic protocols as integral components of modern notarial services.

Abstract

Advances in information technology have given rise to social media platforms such as TikTok and YouTube, which function not only as means of communication but also as sources of economic income in the form of digital assets. This study addresses two research questions: the legal status of social media accounts as objects of inheritance and the regulations governing the transfer of assets within social media accounts during the inheritance process. The objective of this study is to analyze the legal status of social media accounts as digital inheritance and to formulate regulations that provide legal certainty for heirs. This study offers theoretical benefits for the development of inheritance law and practical benefits for the government, notaries, the public, and heirs. The research method employed is normative legal research using legislative, conceptual, comparative, and factual legal approaches. Based on the research findings, social media accounts can be classified as objects of inheritance under civil law, Islamic law, and customary law because they constitute intangible property, possess economic value, involve copyright, and provide social benefits. However, the transfer of digital assets still faces obstacles related to the Terms of Service of the platforms, and there are currently no specific legal norms governing this matter, thereby creating legal uncertainty for heirs. Therefore, specific regulations regarding digital inheritance in Indonesia are necessary to provide legal certainty and legal protection for heirs.

Abstract

Natural lighting in research spaces such as libraries often only prioritizes arrangements that meet functional needs. Meanwhile, users as the subjects most affected by light quality, need visual stimuli that can influence emotional and comfort in carrying out visual-intensive activities. The facade as an exterior mediator in the interior plays a crucial role in distributing light to form the visual aesthetics and ambience of space, through the diffusion patterns and character of the light formed. This study adapted the Systematic Literature Review method to identify the relationship between facades, natural light, and visual perception in shaping spatial experience in the library. The synthesis of these findings indicates that the dimensions, position, and the complexity of façade geometry and openings affect the perception of light and visual comfort in space. The results of the synthesis of findings in the literature show that the dimensions and position of openings, as well as the complexity of patterns in facade design, affect the perception of light and visual comfort in space. The facade design and light character can modify the visual quality and meaning of the space holistically, especially in the spatial design arrangement of the library. Thus, these findings confirm that interior and facade design not only need to meet technical standards but also must integrate a user-based design approach that is oriented towards the quality of space and subjective experience.

Abstract

Appendicitis in children is an emergency condition with a high risk of perforation, so it requires correct diagnosis and immediate treatment to prevent complications. Although leukocyte and neutrophil values ??are often used as initial indicators in diagnosing appendicitis, there is no clear consensus regarding the correct prediction of the risk of perforation in appendicitis. This study aims to predict the risk of perforation based on leukocyte and neutrophil values ??through logistic regression analysis. This retrospective study used secondary data from 195 pediatric patients diagnosed with appendicitis who were treated at the PKU Muhammadiyah Gamping Hospital. The results of logistic regression analysis showed that neutrophils significantly increased the risk of perforated appendicitis (OR = 1.040; 95% CI: 1.011-1.070; p = 0.006), while leukocyte values did not show a significant effect (OR = 1.031; 95% CI: 0.987 – 1.078; p = 0.172) with moderate model predictive ability (Nagelkerke R2 = 0.108). This study concluded that neutrophils are a more sensitive laboratory indicator than leukocyte values ??for predicting the risk of perforated appendicitis in children.

Abstract

The Hetero Space innovation (House of Entrepreneurs, Technology-Driven Ecosystem, Resource Optimization, Supportive Programs, Accessible Network, Collaborative Environment) by the Central Java Provincial Cooperatives and Small and Medium Enterprises Office (Dinkop-UKM) is a strategic effort by the Central Java Provincial Government to accelerate business and creative industry collaboration by providing access and learning space for Micro, Small and Medium Enterprises (MSMEs) in Central Java. This study aims to analyze the implementation of collaborative governance in the Hetero Space program within the NPG framework, emphasizing the role of co-creation in the process of creating public value. This study uses a qualitative approach with literature study methods and conceptual analysis to understand the dynamics of interactions between actors in the Hetero Space ecosystem. The results show that Hetero Space represents a collaborative governance practice involving the government, MSMEs, communities and other actors in a structured interaction space. Hetero Space also encourages dialogue, participation, and trust building between actors that form the basis for co-creation. Meanwhile, in the value creation dimension, this program contributes to increasing innovation capacity, expanding networks, and generating public value that is not only economic, but also social.

Abstract

The purpose to be achieved in this study is to find out the influence of leadership and apparatus competence on apparatus discipline at the Long Kali District Office, Paser Regency. The research method used in this study is an explanatory survey. The research method used is an explanatory survey with a quantitative approach. The population consists of all 50 civil servants and non-civil servants at the Long Kali District Office, and the census method was employed, making the entire population the research sample. Data were collected through questionnaires and analyzed using multiple linear regression with SPSS version 26. The results showed that leadership has a significant effect on work discipline (Sig. 0.008), competence has a significant effect on work discipline (Sig. 0.000), and simultaneously both variables have a significant effect on work discipline (Sig. 0.000 < 0.05). The regression model has strong predictive power with an R Square value of 0.627, meaning that 62.7% of the variation in work discipline can be explained by leadership and competence. The regression equation formed is Work Discipline = -35.877 + 0.355(Competence) + 0.981(Leadership). Leadership has a more dominant influence on work discipline compared to competence. The study concludes that improving leadership effectiveness and apparatus competence simultaneously will significantly enhance work discipline at the sub-district office, which is essential for optimizing public services at the local government level.
