Abstract

This study investigates the implementation of the Family Hope Program (PKH) in East Flores Regency, which, despite over a decade of execution, has not yielded significant improvements in poverty reduction, behavioral change, or independence among beneficiary families. The research aims to evaluate the program’s effectiveness across key indicators, including targeting accuracy, service productivity, administrative performance, and resource utilization. Using a qualitative policy evaluation approach, the study collects both primary and secondary data through interviews, observations, and document analysis involving 96 informants. Data were analyzed using Creswell’s spiral analysis technique and assessed via the Discrepancy Evaluation Model. Findings indicate numerous challenges: delayed and misallocated aid, inadequate coordination, insufficient equipment, and irregular monitoring. While PKH has helped reduce short-term financial burdens, it has not yet achieved long-term goals such as empowering recipients or reducing poverty cycles. The study recommends enhancing data accuracy, decentralizing fund distribution, and improving infrastructure and stakeholder coordination. These findings contribute to policy refinements that can increase the relevance, efficiency, and impact of PKH, especially in remote and underserved regions like East Flores.

Abstract

The information system for scheduling CT scan examination with contrast at RSUD dr. H. Abdul Moeloek still uses a manual system by recording in the CT scan examination agreement logbook. This system causes inefficiency, delays in service and a high risk of errors. Therefore, it is necessary to develop an android-based system that is easily accessible and used by medical and administrative staff so that the quality of radiology services is improved.  Objective To design and develop an android-based CT Scan examination scheduling information system at RSUD dr. H. Abdul Moeloek Lampung Province, test the feasibility or validation of the scheduling information system development and analyse the effectiveness of the development of an android-based CT Scan examination scheduling information system at RSUD dr. H. Abdul Moeloek Lampung Province. The method used is Research and Development (R&D). Expert validity test is guided by ISO 9126. The effectiveness test includes resource efficiency, time, cost, and service quality. The developed system is called ‘SIPEDE CT Scan’. The results of the expert validity test based on ISO 9126 guidelines were 98.95% with very good criteria. The Asymp.Sig (2-tailed) effectiveness test result is 0.001 (<0.05), meaning that it can be said that there is an effect of using the CT Scan scheduling information system with android-based contrast on resources, time, costs and service quality. This study resulted in the development of an android-based CT Scan scheduling information system that is more effective and can improve service quality.

Abstract

Disaster communication strategies often overlook cultural and spiritual dimensions, leading to ineffective responses during crises. This study investigates the symbolic meaning of local wisdom and the role of spirituality in disaster communication and environmental conservation during the eruption of Mount Agung in Bali. The research analyzes how traditional symbols, local rituals, and informal communication channels enhance community preparedness and trust. Using a qualitative case study approach, data were collected through in-depth interviews with community members and local leaders and analyzed using the Miles and Huberman model. The findings reveal that traditional tools like kentongan (bamboo slit drums), animal behavior, and wooden house design serve as effective early warning systems rooted in community heritage. Local spirituality embodied by religious figures (Jero Mangku), collective rituals, the Tri Hita Karana philosophy, and customary law (Awig Gawi) fosters psychological resilience and communal trust. Furthermore, community radio and WhatsApp are proven to be effective communication tools, especially when coordinated by trusted local leaders. This research underscores the value of integrating spiritual and cultural components into disaster mitigation strategies. The findings offer valuable insights for developing community-centered, culturally grounded disaster communication frameworks in similar high-risk regions.

Abstract

Construction delays remain a recurring issue in infrastructure development in Indonesia due to inadequate scheduling and time mismanagement. This study investigates time optimization in the Dipati Unus Office construction project in Tangerang, Banten, by applying the Critical Path Method (CPM) and the Program Evaluation and Review Technique (PERT). The objective is to analyze and compare the scheduling effectiveness of both methods to minimize delays and identify critical work activities. This research adopts a case study approach using primary data from field observations and interviews, and secondary data from project documentation such as S-curves, daily reports, and schedules. Data were analyzed using Microsoft Project 2024 to identify critical paths and calculate project durations. The CPM analysis revealed 32 critical tasks with a total duration of 97 days, while PERT produced a shorter estimated duration of 90 days with a 54% probability of on-time completion. The findings demonstrate that both methods are effective for time management, but PERT offers more flexibility under uncertainty. The study implies that integrating CPM and PERT with digital planning tools can significantly improve project scheduling accuracy and execution efficiency. These insights can support future planning strategies in medium-scale construction projects.

Abstract

Including people with disabilities in public service is crucial to Indonesia's commitment to the Sustainable Development Goals (SDGs). Despite the special recruitment program introduced in 2017 to hire civil servants with disabilities, research on the integration of these individuals into public sector management remains limited. This study aims to conduct a bibliometric analysis of research on civil servants with disabilities in Indonesia from 2012 to 2025. The research employed VOS viewer to analyze 197 articles from Google Scholar and Scopus, focusing on the field's evolution, key themes, and research trends. The findings reveal a positive growth trend in related publications, particularly in disability, accessibility, and civil service, yet indicate a lack of research on internal civil service management systems for disabled individuals. Most studies have focused on inclusive public service delivery but neglected topics such as recruitment, career progression, performance evaluation, and institutional support for civil servants with disabilities. The study calls for further research on these under-explored areas to strengthen disability-inclusive governance and improve human resource management systems. These findings can help inform the development of policies and frameworks for integrating disabled individuals into the public sector effectively.

Abstract

Smoking is a global health problem that impacts not only active smokers but also on the people around them, especially children. In Indonesia, the prevalence of child smoking is increasing, so interventions such as the implementation of No Smoking Zones (KTR) in school environments are needed to prevent smoking behavior among students. To find out how the implementation of the No Smoking Area in the school environment in Indonesia. This study used the PRISMA method to conduct a literature review, with searches on the Scopus, Science Direct, Pubmed, and Google Scholar portals. The inclusion criteria include articles published between 2019-2024, focus on the school population in Indonesia, and are publicly accessible. Of the 144 articles found, 10 met the inclusion criteria and were further analyzed. The analysis shows that the implementation of KTR in schools in Indonesia varies. Although many schools have put up no-smoking signs and conducted socialization, there are still challenges such as lack of supervision, infirm sanctions, and the existence of smoking areas. The results showed that 66.2% of schools complied with the KTR, but many did not have an effective monitoring team. The implementation of KTR in schools has not been optimal. Continuous socialization, support from policymakers, and strict enforcement of sanctions are needed to improve compliance. With improvements in the implementation of KTR, it is hoped that it can reduce the prevalence of child smokers and create a healthier school environment.

Abstract

The police dismantled a syndicate of counterfeit money making and circulation operating in the UIN Alauddin Makassar Library building. The police have identified 17 suspects with evidence worth hundreds of trillions of rupiah. This case began when one of the perpetrators paid motorcycle installments at one of the leasing companies on Jalan Pelita Lamengi, Bontoala Village, Pallangga District, Gowa Regency. The police who received the report intervened and finally uncovered this syndicate. This study employs normative legal research methods, which focus on analyzing legal norms and regulations relevant to the research topic. Normative legal research is a scientific procedure to discover the truth through logical reasoning based on the established principles of law. This method systematically examines legal materials, including legislation, case law, and legal doctrines, to provide a comprehensive understanding of the issue under study. The data used in this study are primarily secondary in nature, consisting of laws, regulations, legal precedents, and scholarly legal commentaries that are pertinent to the topic of Commercial Law dan Political Law. Once the relevant legal materials were collected, the data analysis process began with systematically interpreting legal texts, focusing on their application to sexual violence and commercial law. This included evaluating the purpose, scope, and application of laws and identifying any inconsistencies or gaps. A comparative legal analysis was also employed, where necessary, to contrast Indonesian laws with international conventions and legal practices from other countries, highlighting differences and suggesting improvements. Finally, the findings were synthesized to propose recommendations for enhancing legal protections against sexual violence and human trafficking. This detailed methodological approach ensures that the research is grounded in thorough legal analysis, enabling readers to understand the steps taken to collect and interpret the data without needing to refer to external sources. The author concludes that the meaning of a cause that is not prohibited or halal in the context of the agreement is related to the agreement's content or the goals to be achieved by the parties involved. The content of an agreement must not be contrary to law, morality, or public order. This is in accordance with the provisions of Article 1337 of the Civil Code, which explains that a cause is prohibited if the cause is prohibited by law or if the cause is contrary to morality or public order. This is where the problem occurs. The object of the counterfeit money trade turned out to violate the provisions of laws and regulations. Basically, the prohibition related to counterfeit money has been expressly regulated in Articles 26 and 27 of Law Number 7 of 2011 concerning Currency as follows: Article 26 jo. Article 36 Everyone is prohibited from counterfeiting rupiah, with a maximum penalty of imprisonment of 10 years and a maximum fine of Rp10 billion. If it is associated between political and legal purposes with the case of printing and circulation of counterfeit money, these activities cannot provide welfare to the community because if the circulation of counterfeit money is high and the public does not know that the money is fake, it can interfere with the inflation of the Rupiah currency because there is too much money circulating in the community and it is getting out of control. If this continues, it will have an impact on the country's economic sector and can create an economic crisis in a country.

Abstract

Construction projects in Indonesia continue to face high rates of workplace accidents due to inadequate implementation of Occupational Safety and Health (OSH) systems. This study aims to analyze how the Hazard Identification, Risk Assessment, and Risk Control (HIRARC) method can be effectively applied in the Rubaru 1 Elementary School construction project to minimize risks and improve workplace safety. Using a qualitative descriptive approach, data were collected through field observations, interviews, and documentation studies over six months. The research identified multiple hazards categorized by severity: six major risks, three high risks, and six medium risks. These included hazards from working at heights, exposure to chemicals, and improper use of personal protective equipment (PPE). Risk controls were implemented through administrative strategies (training, supervision), engineering controls (equipment modifications, warning signs), and mandatory PPE usage. The results showed that the HIRARC method is effective in systematically identifying and mitigating construction-related hazards. However, its success is influenced by the discipline of workers and management’s commitment to supervision. The findings emphasize the need for continuous evaluation and structured training programs to enhance OSH compliance and cultivate a safety-oriented culture in construction environments.

Abstract

Car designs owned by industrial design owners have exclusive rights to exercise moral rights and economic rights. However, this right has a certain time limit, as long as the product's design is still under the registrant's ownership. This often causes problems related to industrial designs by other parties who are not entitled to the use of similar designs, such as kitcar production practices in Indonesia. The kitcar certification process typically involves several stages that must be passed by the vehicle assembler or manufacturer to ensure that the vehicle meets applicable standards by testing safety and environmental standards. This study aims to find out the legal protection related to industrial design used in the manufacture of kitcars in Indonesia and to find out the regulations regarding kitcar certification in Indonesia. This study uses a normative juridical approach consisting of two sources, namely primary materials and secondary data. The primary material used in this study is laws and regulations. Meanwhile, the secondary materials used are the results of research interviews, expert opinions in books, journals, and articles related to this research. The results of this study prove that kitcar manufacturing activities are not included in violations, as long as the industrial design used is in accordance with applicable provisions and its legality has been regulated in terms of reviews related to legal protection of industrial design and legal certainty regarding kitcar certification. This kitcar activity is not categorized as a violation as long as the industrial design used in its manufacture has expired its protection period and the nature of the design has become public property. So, the industrial design can be used freely. Kitcar needs to follow several stages of testing that have been regulated in legislation. If all stages of testing have been met, the status of the kitcar can be declared legal.

Abstract

This study aims to examine the role of Immigration Technical Staff in providing services and protection for Indonesian citizens (WNI) within the jurisdiction of the Consulate General of the Republic of Indonesia (KJRI) in Johor Bahru. Employing a descriptive qualitative approach and case study method, this research analyzes various immigration services, including passport issuance, Travel Document in Lieu of Passport (SPLP), visas, dual citizenship affidavits, and citizenship renunciation documents. Additionally, it investigates the protective functions for problematic Indonesian nationals, such as those facing deportation, overstaying, neglect, and legal violations. The findings indicate that Immigration Technical Staff not only fulfill administrative duties but also act as state representatives in implementing protection diplomacy and strengthening both individual and national resilience. Within the theoretical framework of law, individual resilience, national resilience, and protection, the presence of Immigration Technical Staff is a tangible manifestation of the state's responsibility to its citizens abroad.
