Abstract

This study evaluates the costs and implementation times for flexible and rigid pavement designs for the Sampang-Ketapang road (Link 113) using the 2024 Pavement Design Manual. The flexible pavement design, using Class A aggregate with a thickness of 200 mm, costs IDR 12,804,591,492 and requires a 7-month implementation period. In contrast, the rigid pavement design, with 300 mm concrete and a flexural strength of 4.5 MPa, costs IDR 19,513,787,534 and takes 9 months to complete. While flexible pavement is more cost-efficient and quicker to implement, making it suitable for projects with budget and time constraints, rigid pavement offers greater durability and reduced maintenance over time, which may justify its higher initial cost for roads with heavy traffic. This study emphasizes the importance of selecting the appropriate pavement type based on traffic conditions, subgrade characteristics, and budget limitations. Flexible pavement is recommended for segments with moderate traffic and short-term construction needs, while rigid pavement is better suited for high-traffic areas requiring long-term durability. The research suggests a strategic combination of both pavement types to optimize cost and efficiency while ensuring sustainability. The findings provide practical guidance for stakeholders in road infrastructure projects, offering a framework to balance initial costs, construction timelines, and long-term maintenance to achieve optimal outcomes in road widening projects like the Sampang-Ketapang road expansion.

Abstract

This  study  employs  normative  legal  research  methods,  which  focus  on  analyzing  legal norms and regulations relevant to the research topic. Normative legal research is a scientific procedure  aimed  at  discovering the truth  through logical  reasoning  based on the  established principles  of  law. This method  relies  on  the  systematic  examination  of  legal  materials, including legislation, case law, and legal doctrines, to provide a comprehensive understanding of  the  issue  under  study.  The  data  used  in  this  study  are primarily  secondary  in  nature, consisting  of  laws,  regulations,  legal  precedents,  and  scholarly  legal  commentaries  that  are pertinent  to  the  topic  of  Commercial Law dan Political Law. Once the relevant legal materials were collected, the data analysis process began with the systematic  interpretation  of  legal  texts,  focusing  on  their  application  to  sexual  violence  and commercial law. This included evaluating the purpose, scope, and application of laws, as well as identifying any inconsistencies or gaps. A comparative legal analysis was also employed, where necessary, to contrast Indonesian laws with international conventions and legal practices from  other  countries,  highlighting  differences  and  suggesting  improvements.  Finally,  the findings were synthesized to propose recommendations for enhancing legal protections against sexual violence and human trafficking. This detailed methodological approach ensures that the research is grounded in thorough legal analysis, enabling readers to understand the steps taken to collect and interpret the data without needing to refer to external sources.

Abstract

This study aims to find out the mediation process, the role of mediators, and the obstacles to the mediation process in divorce cases at the Jambi City Religious Court. The research method used is qualitative research with a descriptive analytical approach. The type of research used in this study is field research, which is data collected or collected to obtain information and valid data to answer problems in this study obtained from the results of field studies which are then combined with data obtained from literature studies, so that accurate data is obtained. Data was obtained through direct observation, interviews with mediators in order to find out the role of mediators in efforts to mediate divorce cases at the Jambi City Religious Court, as well as analysis of related documents. The results of the study show that the mediation process at the Jambi City Religious Court occurs in 5 stages, namely: The first stage, the existence of a case The fourth stage is to make an agreement by holding a joint meeting. The fifth stage is the implementation of the agreement by implementing the content of the agreement with the parties. If the mediation is successful, the mediator makes a peaceful decision (in divorce cases, the panel makes a decision to revoke it). Furthermore, if mediation fails, the panel can continue to examine the case and make a litigation decision.

Abstract

Supervision in the management of immovable State Property (BMN), especially land, is one of the crucial aspects to ensure accountability and optimization of state assets. This study aims to analyze the effectiveness of supervision in soil management at the Benoa Class II Type A Navigation District Office. A qualitative descriptive approach is used with data collection techniques through interviews, field observations, and document studies. The results of the study show that supervision has been carried out in accordance with applicable regulations, but there are still several obstacles, such as limited human resources, lack of asset data updates, and less optimal coordination between related agencies. In addition, it was found that there was a risk of potential land disputes due to the lack of clear ownership limits. To increase the effectiveness of supervision, it is recommended that data be updated regularly, human resource capacity building through training, and strengthening coordination with related parties. The implementation of information technology is also expected to support transparency and accuracy in land management as BMN.

Abstract

The purpose of this study is to analyze police human resources governance in revealing child sexual violence cases; and to describe the ideal design in handling cases of child sexual violence limited to the West Jakarta Metro Police. This study uses a qualitative approach. Procedurally in handling reports of sexual violence against children, PPA Unit Investigators conduct analysis using counseling methods through cognitive interviews. The obstacles experienced in handling sexual violence against children start from: First, legal obstacles where there are challenges in implementing the TPKS Law against victims of electronic-based sexual violence. Second, obstacles from law enforcement factors, especially related to the perspective of investigators regarding the formal legal aspects of evidence, especially from victim witness statements, are sometimes considered by investigators not to meet the requirements as evidence. Third, obstacles from the facility factor are in the form of the absence of an Integrated "One Roof" service. Fourth, obstacles from patriarchal culture in the community and the taboo of understanding early sexual education. Finally, the obstacle of the "victim blaming" attitude by the community. The ideal design in handling cases of child sexual violence who experience psychological trauma from the legal side is the need for the formation of a Government Regulation based on Article 46 paragraph (1) concerning the deletion and/or termination of access to electronic information and/or documents. Then the ideal design of a "one-stop" integrated service facility for services for victims of sexual violence against children is to create an MoU between the UPTD PPA and the Police to place officers on standby at the PPA Unit of the West Jakarta Metro Police.

Abstract

This study evaluates the performance of the RU Guest House and Main House construction project in Bali, focusing on time and cost estimates using the Earned Value Method (EVM). By analyzing the Actual Cost of Work Performed (ACWP), Budgeted Cost of Work Performed (BCWP), and Budgeted Cost of Work Scheduled (BCWS), the study identifies significant delays and cost overruns. The project, initially scheduled for 34 weeks, experienced a 27.99% delay by week 21, with an estimated cost increase of IDR 1,079,046,375. The findings reveal that poor initial planning and logistical constraints, such as narrow access roads for material delivery, contributed to the delays. The study also forecasts an extended completion time of 42 weeks and provides estimates for the total project cost at IDR 13,736,136,610. The results highlight the importance of thorough planning and logistics management to minimize risks. EVM proved to be an effective tool in monitoring and controlling project performance, providing essential insights for improving future project management practices. The study concludes that better planning, logistics, and real-time project performance monitoring are crucial to ensuring project success in both time and budget management.

Abstract

This study explores the implications of Solar Power Plant (PLTS) development on the sustainability of Tri Hita Karana values in Denpasar City. Using a qualitative approach with case studies, in-depth interviews, and thematic data analysis, the research examines how solar energy aligns with Bali’s traditional values, including the spiritual, social, and environmental dimensions. The findings reveal that solar power supports the Parhyangan aspect by reducing carbon emissions and preserving nature, which is considered a manifestation of God’s greatness. In terms of Pawongan, the development of solar power creates job opportunities and enhances public awareness of clean energy. From a Palemahan perspective, it helps maintain ecological balance by minimizing the exploitation of fossil fuels and contributing to environmental conservation. The study concludes that integrating solar energy with Tri Hita Karana values can provide a sustainable development model that harmonizes modern technology with local cultural wisdom. However, challenges such as land constraints and public awareness need to be addressed to fully realize the potential of solar power in Denpasar. This research offers a unique framework for balancing technological advancement with cultural preservation in urban development.

Abstract

This study aims to analyze the effectiveness of restorative justice in reducing case accumulation within the Indonesian National Police (POLRI), identify challenges in its implementation, and propose solutions for its integration into the legal system. Restorative justice, as regulated in National Police Chief Regulation Number 8 of 2021, seeks to resolve conflicts between violators, victims, and the community while alleviating the burden on courts and correctional institutions. This research employs an analytical descriptive method with an empirical juridical approach, collecting data through observations, interviews, and document studies. The findings indicate that while restorative justice offers a potential solution to case backlog issues, its implementation remains hindered by procedural complexity, limited expertise among police personnel, and the absence of a dedicated legal framework regulating its execution. Additionally, the misalignment between restorative justice within the police force and other law enforcement agencies further complicates its effectiveness. The study concludes that overcoming these challenges requires enhancing human resource capacity within the police, fostering public awareness of restorative justice principles, providing specialized training for investigators, and advocating for the establishment of a Criminal Procedure Code that formally regulates restorative justice mechanisms to ensure consistency and alignment across all legal institutions.

Abstract

The rapid growth of the tourism sector in Bali has increased the volume of passengers at I Gusti Ngurah Rai International Airport and put pressure on immigration services. As a solution, the Indonesian government has implemented a policy of using Autogate to speed up the inspection process and improve the quality of service. This study aims to analyze the implementation of the Autogate policy at Ngurah Rai Airport, identify factors that influence its success, and provide recommendations for improvement. This study uses a qualitative approach with a descriptive method. Data were collected through in-depth interviews with immigration officers, service users, and direct observations in the field. The results of the study indicate that the implementation of Autogate has succeeded in increasing efficiency and user satisfaction. However, there are still several challenges such as lack of socialization, technical errors, and user behavior that need to be addressed. This study concludes that the implementation of Autogate is the right step to improve the quality of immigration services at Ngurah Rai Airport. However, there needs to be ongoing efforts to improve socialization, improve the system, and change user behavior so that the benefits of this technology can be optimal.

Abstract

This research aims to examine the implementation of Corporate Social Responsibility (CSR) at PT. Equity World Futures (EWF) for its stakeholders, specifically employees in Semarang City. The study uses a descriptive analytical method to evaluate CSR regulations in Indonesia and assess how CSR is implemented at PT. EWF. The research findings reveal that CSR activities at PT. EWF include the provision of incentives, assistance, and facilities tailored to the needs of employees, such as health insurance, bonuses, and training programs. The company's CSR initiatives have contributed to a positive image and improved employee productivity. Furthermore, the CSR programs have been well-received by employees, with many reporting increased job satisfaction and a better work environment. However, some employees expressed the need for improvements in the implementation of CSR initiatives to meet their expectations fully. In conclusion, the CSR programs at PT. EWF Semarang have been beneficial in fostering good relationships between the company and its employees, improving productivity, and enhancing the company's overall reputation. The study suggests that continuous CSR improvements will strengthen employee engagement and support the company’s long-term success.
