Abstract

This study aims to examine the role of digital technology-based Human Resource (HR) planning transformation in fostering good governance within the Indonesian public sector. The research methods employed include interviews with HR officials, policymakers, and information technology experts, as well as an analysis of HR planning documents from government agencies that have adopted digital technology. The findings indicate that technologies such as HR Management Information Systems (SIM-SDM), big data, and artificial intelligence (AI) have significantly improved transparency, accountability, and efficiency in HR planning. However, the main challenges identified are resistance to change, limited digital skills, and an unprepared organizational culture. Additionally, the study reveals that although technology enhances transparency in HR management, employee participation in decision-making regarding HR policies remains limited. To address these issues, the research recommends enhancing digital literacy, increasing employee involvement in HR policy planning, and conducting regular evaluations and adjustments of the implemented technologies. This study makes an important contribution to understanding the application of digital technology in HR planning, offering valuable insights for creating a more transparent, accountable, and inclusive government in the Indonesian public sector.

Abstract

This study aims to analyze the impact of digital marketing implementation in public administration on the quality of public services and public satisfaction. The research employs a qualitative approach using case studies of government agencies that have integrated digital technology into their public services. Data collection methods include in-depth interviews, documentation studies, and statistical data analysis related to digital platform usage and public interactions.The findings indicate that digital marketing—encompassing social media, web-based applications, and data-driven marketing—plays a pivotal role in enhancing transparency, improving service efficiency, and strengthening interactions between government and society. Despite challenges such as limited infrastructure and low levels of digital literacy, the application of digital marketing has demonstrated a significant positive impact on public satisfaction with public services.This research offers important implications for the formulation of digitalization policies in public administration and provides a valuable contribution to the literature on digital marketing in the public sector.

Abstract

This study aims to analyze the design of appropriate strategies for competency development at BKPSDM Sarolangun Regency. The type of research used is qualitative research. The data collection process uses documentation, observation, and interviews. The data analysis technique uses SWOT analysis to identify the strategic model of team member competency development in BKPSDM Sarolangun Regency by analyzing external factors, namely opportunities and threats, and internal factors, namely strengths and weaknesses. The results showed that the total IFE score of 0.74 indicates that BKPSDM Sarolangun Regency has a relatively strong position in utilizing internal factors compared to existing weaknesses. The total EFE score of 0.60 suggests that BKPSDM Sarolangun Regency can use external opportunities to support competency development. These results show a structured strategy, using technology and providing adequate incentives; team member competence is hoped to develop significantly and positively impact performance and public services.

Abstract

The Soybean Home Industry is a factory that processes soybeans into tofu and tempeh, located in Dipanamba, a village in the Kalukku sub-district of Mamuju Regency. This study aims to analyze the preparation of soybean raw material supply for the tofu and tempeh production process at Mekar Sari in Kalukku District, Mamuju Regency. Using a case study approach, Mekar Sari serves as the primary source of information to meet the research objectives. The data processing method combines both quantitative and qualitative descriptive approaches through observation, interviews, and analysis using the Economic Production Quantity (EPQ) model.

Abstract

This study aims to evaluate the significant impact of the agricultural and trade sectors on the growth rate of Gross Regional Domestic Product (GRDP) in West Sulawesi from 2017 to 2023. The analysis was conducted using GRDP data at constant prices, which reflects the contribution of each sector to the overall GRDP. Data collection techniques included observation and secondary data retrieval from the BPS website. The data were processed and analyzed using multiple linear regression. The regression analysis results indicate that the agricultural sector has a t-coefficient of 11,665.550 with a significance value of 0.000, while the trade sector has a t-coefficient of 10,678.826 with a significance value of 0.000. These findings confirm that both sectors significantly influence the GRDP growth rate. The F-test results further validate this relationship, showing that the agricultural sector (F-value = 136,085,062.042) and the trade sector (F-value = 114,037,315.965) significantly explain variations in GRDP. Throughout the study period, the agricultural sector's contribution to GRDP remained stable at around 39%, while the trade sector accounted for approximately 10%. However, a decline in contribution observed in 2024 suggests fluctuations that warrant further analysis. These findings highlight the critical role of both sectors in driving economic growth in West Sulawesi.

Abstract

This study aims to analyze the effect of education level on labor absorption in Mamuju Regency during the 2014-2023 period. The data used in this study consists of time series data on the number of labor forces absorbed, categorized by education level: elementary school, junior high school, high school, and university. The data analysis was conducted using the multiple linear regression method to test the effect of each education variable on labor absorption. The results reveal that none of the education level variables have a significant influence on labor absorption, either partially or simultaneously. These findings suggest that labor absorption in Mamuju Regency is influenced more by factors other than formal education, such as practical skills and local labor market demands. This underscores the need for economic diversification and the development of relevant skills training programs to enhance the competitiveness of the local workforce.

Abstract

This study aims, first, to determine the management of non-tax state revenue (PNBP) of driving license (SIM) at Mamuju Police Station, second, to determine the management of non-tax state revenue (PNBP) of police record certificate (SKCK) at Mamuju Police Station and third, to determine the contribution of PNBP SIM and SKCK to total PNBP at Mamuju Police Station. The research method used is descriptive method, namely the secondary data obtained is described. The research results that the issuance of SIM and SKCK is based on the SOP issued by the Chief of Police of Mamuju. The contribution of SIM to PNBP is above 65% while the contribution of SKCK is below 20% in the 2019-2023 period.

Abstract

This study aims to analyze the role of Micro, Small, and Medium Enterprises (SME) in improving community welfare in Lara Village, Karossa District, Central Mamuju Regency. This research employs a qualitative approach, utilizing both primary and secondary data sources. The findings indicate that SME play a crucial role in enhancing the local economy. MSME actors contribute to sustaining the livelihoods of small-scale entrepreneurs and directly impact the living standards of lower-income communities, leading to overall improvements in welfare. The Lara Village Government supports MSME development by facilitating human resource training, business development programs, and providing assistance to business actors. Additionally, the village government plays a vital role in easing business operations and offering financial aid to support entrepreneurs in expanding their businesses. A key supporting factor in MSME development is the strong support from the village government. However, a significant challenge faced by SME in their efforts to improve community welfare is the limited availability of business capital, which hampers their growth and expansion.

Abstract

Indonesia is a country rich in natural beauty, diverse flora and fauna, and a wide range of cultures, all of which have the potential to generate substantial foreign exchange through tourism. In general, tourism is seen as a sector that can drive economic growth by increasing both community income and local revenue when managed and developed optimally. Lombang-Lombang Beach is one such natural attraction that is frequently visited by both locals and tourists, especially during holidays and regular days. The purpose of this research is to explore the efforts made by the local community to develop Lombang-Lombang Beach as a tourist destination and how it contributes to increasing community income. This study uses qualitative methods, with data sourced from both primary and secondary sources. Data collection techniques include observation, interviews, and documentation. The collected data will then be processed through data reduction, data presentation, and finally, drawing conclusions.
