Abstract

This research aims to explore the effectiveness and challenges of implementing agile governance in the digital age, focusing on its application within organizations undergoing digital transformation. The study utilizes a systematic literature review (SLR) methodology to synthesize and critically evaluate existing academic works on agile governance. By analyzing various studies published in the last decade, the research identifies key benefits, such as improved flexibility, decision-making speed, and alignment between operational activities and strategic goals. These advantages are particularly crucial for organizations striving to adapt to rapid technological advancements and shifting market dynamics. However, the study also highlights several challenges in adopting agile governance, including resistance to change, leadership gaps, and the need for a supportive organizational culture. The findings suggest that while agile governance can significantly enhance organizational agility, its successful implementation requires a comprehensive cultural transformation, the development of agile leadership competencies, and the strategic integration of digital tools. Additionally, the study calls for further research on the long-term impact of agile governance, its industry-specific applications, and the role of leadership in fostering agile environments. This research contributes to both theoretical development and managerial practice by offering insights into how agile governance can be effectively implemented in the digital era, ensuring organizations can navigate the complexities of digital transformation.

Abstract

Samarinda continues to develop towards its vision as a "city center of civilization." One key effort in strengthening its tourism sector is Kampung Ketupat Samarinda Seberang, an iconic destination that blends Banjar and Bugis cultures. This study employs a qualitative exploratory approach to analyze the role of the Pentahelix elements—government, academia, community, media, and business—in shaping tourism policies for Kampung Ketupat. The analysis follows the interactive model by Miles, Huberman, and Saldana (2014), consisting of data condensation, data display, and conclusion drawing and verification. The government plays a crucial role in transforming Kampung Ketupat from a small home-based business into a leading tourist destination in Samarinda, officially recognized with a tourism award in 2023. Academics, including lecturers and researchers, contribute through the Community-Based Tourism (CBT) concept, implemented by Pokdarwis and residents, along with the "Kotaku" program from the Samarinda City Government. Strategic collaboration was strengthened by the visit of the Deputy Chairperson of Commission X of the Indonesian House of Representatives and the Director of Regional Destination Development II from the Ministry of Tourism and Creative Economy. This facilitated synergy between the East Kalimantan Provincial Tourism Office, the Samarinda City Tourism, Youth, and Sports Office, travel agencies, the Indonesian Tour Guide Association (HPI), and the Samarinda CSR Forum. Both mass media and social media play a vital role in promoting Kampung Ketupat, enhancing its appeal as a cultural and economic tourism destination. With the collective support of all Pentahelix elements, Kampung Ketupat continues to grow as a sustainable tourism icon in Samarinda.

Abstract

This study aims to explore the concept of national economic resilience, specifically in the context of global economic crises, from a macroeconomic perspective. The primary objective is to examine the factors contributing to economic resilience, including fiscal and monetary policies, structural reforms, institutional quality, and international cooperation. This research utilizes a qualitative methodology, focusing on a systematic literature review of existing studies, academic articles, and policy reports related to economic resilience. The analysis of the literature allows for a comprehensive understanding of how nations absorb, adapt to, and recover from external shocks, with a particular focus on the role of macroeconomic policies and structural reforms in fostering resilience. The findings reveal that effective fiscal and monetary policies, alongside proactive structural reforms, are essential for enhancing economic resilience. Moreover, strong institutions and international cooperation are critical in supporting national economies during times of crisis. The study also highlights the importance of measuring resilience in a more comprehensive manner, integrating both short-term recovery and long-term adaptability. One of the key findings is that economies with strong institutional frameworks and flexible policies are better equipped to handle global shocks and recover more quickly. The research further suggests that developing countries face unique challenges and need tailored strategies to enhance their resilience. Overall, this study contributes to the growing body of knowledge on economic resilience, offering valuable insights for policymakers and researchers aiming to improve national economic stability in an increasingly interconnected global economy.

Abstract

This qualitative study examines the psychological factors influencing tourist decision-making processes within business psychology. The research explores the interplay of motivational factors, perceived risk, destination image, emotions, culture, and technology in shaping tourist behaviors and preferences. The research methodology involves a systematic literature review utilizing qualitative analysis techniques such as thematic analysis, content analysis, and narrative analysis. Data were collected from scholarly works, including peer-reviewed journal articles, books, and conference papers. The analysis synthesizes key insights and identifies recurring themes across the literature. The findings highlight the significance of motivational factors, perceived risk, destination image, emotions, culture, and technology in influencing tourist decision-making processes. Specifically, motivational factors emerge as crucial determinants of tourist preferences, with hedonic motives driving leisure travelers and utilitarian motives guiding business travelers. Perceived risk and destination image are pivotal in shaping tourist attitudes and behaviors, while emotions are potent decision-making drivers. Cultural influences and technological advancements further impact tourist behaviors and preferences, emphasizing the importance of cultural sensitivity and digital marketing strategies in destination management. The study provides valuable insights for theoretical advancement and practical application in the tourism industry, informing destination marketers, managers, and other stakeholders in developing tailored strategies to attract tourists and enhance destination competitiveness.

Abstract

This research collects and analyzes quantitative data on two research variables: the management of solid medical waste and the behavior (knowledge, attitudes, and actions) of human resources (HR), specifically nurses, environmental health officers, and cleaning service officers. The research population comprised 274 individuals, including nurses, environmental health officers, and cleaning service officers. The sampling technique was purposive, with the inclusion criteria being a work period of more than 2 years. Data was collected through interviews, observations, and document reviews at Drs. H. Amri Tambunan Hospital, Deli Serdang Regency. The data collected was analyzed using frequency distribution with the SPSS 20 application. The results showed that the knowledge of nurses, environmental health officers, and cleaning service officers regarding solid medical waste management was categorized as good (61.1%). The attitudes of these personnel were all in the good category (100%). In comparison, their actions in managing solid medical waste were categorized as good (85%)—the management of solid medical waste at Drs. H. Amri Tambunan Regional General Hospital, Deli Serdang, involves several stages. The reduction and sorting processes still rely on chemical products for cleaning, and the storage at the Temporary Storage Facility (TPS LB3) does not include refrigeration facilities for cases where solid medical waste is stored for more than 2 days after production. Additionally, during transportation, officers are sometimes observed not wearing complete personal protective equipment (PPE) such as helmets, face masks, eye protection, aprons, foot protectors, and gloves. Furthermore, the use of chemical disinfection for waste processing has not received approval from the Environmental Service.

Abstract

Digital technology is crucial in advancing digital agriculture by enabling farmers to access valuable information such as planting schedules, pest and disease management, and market price trends. Despite its potential, the use of ICT by farmers remains limited due to inadequate internet access. In 2018, only about 25.7% of farmers in Indonesia had internet connectivity. Given this situation, it is essential to investigate the efficiency of ICT utilization among farmers, particularly in the Kebumen Regency. This research aims to understand farmers' perceptions of ICT usage and identify the diversity of ICT access at the farmer level. The study involved 90 rice farmers in Kebumen Regency. Access to ICT tools in this research refers to smartphones, computers, and laptops. Farmers' perceptions of ICT usage were assessed using a four-point Likert scale with the following options: strongly agree, agree, disagree, and strongly disagree. The development of the survey statements was guided by the Technology Acceptance Model (TAM) theory, which identifies two key factors influencing technology adoption: Perceived Usefulness (PU) and Perceived Ease of Use (PEOU). The findings reveal that smartphones are the most widely used among the various ICT tools available to farmers. The study also indicates that farmers generally perceive the usefulness (PU) and ease of use (PEOU) of ICT tools. Based on these results, future agricultural extension strategies should prioritize the development of applications that are easily accessible via smartphones.

Abstract

The application of technology in public services has become an essential topic in various discussions on service efficiency and quality. However, in Indonesia, the implementation of technology in the public sector still faces multiple challenges that need to be further analyzed. This research aims to explore the role of technology in improving the quality of public services in Indonesia, focusing on e-government, big data analytics, and artificial intelligence (AI), as well as the supporting factors that influence its success. The method used in this research is a literature review, which reviews various previous studies on the application of technology in the public sector in Indonesia and developed countries. Technologies such as e-government, big data analytics, and AI have been proven to improve the efficiency and transparency of public services in developed countries. However, in Indonesia, the implementation still faces obstacles, such as low digital literacy among employees and the public and resistance to change. Factors that support technology implementation include digital literacy, organizational readiness, and pro-digitalization government policies. The implementation of digital technology has great potential to improve the quality of public services in Indonesia. However, existing challenges must be overcome, especially regarding infrastructure, digital literacy, and supportive policies. Improving digital literacy and organizational readiness are key to successful digital transformation in the public sector.

Abstract

This study examines how digitalization and labor force participation affect Indonesia's regional gross domestic product between 2018 and 2023 and uses panel data from 34 provinces. GRDP is the dependent variable, and the independent variables are internet usage, number of merchants, and activity level. The data were obtained from the Central Statistics Agency (BPS) and Bank Indonesia (BI). The analysis method used is multiple regression processed with E-views 12. The research findings show that GRDP is positively and significantly influenced by internet usage, the number of merchants, and the labor force participation rate by using the selected fixed effect model. These results indicate that the availability of access and use of digital technology and the level of labor market participation are key to improving the Indonesian economy.

Abstract

This paper discusses important issues relating to the protection of the rights of minority groups in pluralistic societies, with a particular focus on separatist groups. In the context of diverse societies, minority groups often face significant challenges, ranging from discrimination to violations of their human rights. This article examines these issues with an approach that combines international and national law and analyzes cases that reflect violations of minority rights. From an international law perspective, the protection of minority rights is regulated by various instruments, such as the Convention on Civil and Political Rights and the Declaration of Human Rights. However, its implementation is often hampered by inadequate or contradictory national policies. On the other hand, national laws that do not accommodate minority groups can worsen the situation, especially when it comes to separatist groups that are often seen as a threat to state sovereignty. This article also reviews the steps taken through international mediation and national policy reform to ensure separatist groups receive fair treatment. By reviewing a wide range of literature and case studies, this paper offers a deeper understanding of the importance of an inclusive approach to protecting the rights of minority groups and promoting harmony in pluralistic societies.
