Abstract

ABSTRACT Purpose – The study determined the relationship of their profile, level of financial literacy, and extent of financial literacy practices to the level of financial standing of the selected rice farmers in Municipality of Bongabong. Methodology/approach – The study surveyed 84 selected rice farmers in Municipality of Bongabong. The study used descriptive-correlational research design, and percentage, weighted mean, and multiple regression for the treatment of data. A survey questionnaire, interview and focus group discussion were made in data gathering. Findings – The study revealed that selected rice farmers have remarkably high levels of financial literacy in terms of budgeting, savings, and debt management. Also, the selected rice farmers have strong financial position in terms of income, indicating that rice farming and their other sources of income generate a lot of money. However, it was found to be low in terms of social security, financial risk management, and investing. Moreover, their ability to cope with farming and household expenses, as well as savings, are limited. The study concluded that income and financial literacy knowledge in terms of borrowing had a positive influence on rice farmers' financial standing; thus, increased income generation and financial knowledge are essential to sound financial well-being. Novelty/value – Based on the findings, the researcher proposed a financial education program tailored to the needs and circumstances of rice farmers. With this, issues in financial constraints of the rice farmers could be addressed through the community extension focused on financial education.

Abstract

One of the critical decisions of COP28 related to the L&D fund. Developing countries are confused. If the WB manages L&D, 12% of the fund will be deducted from the WB. If the fund is not managed correctly with World Bank standards, transaction costs, and leakage will result in the L&D fund losing a lot. Based on background, the paper examines how financing climate change L&D will work for developing countries. The findings in this paper show that if the WB manages the L&D fund. The fund management's independence, transparency, and effectiveness will likely be interfered with by certain countries with interests. Therefore, it is essential to publish an independent institution for managing and operating the distribution of L&D funds under the auspices of the UNFCC. In addition, the need for a particular chapter in the IPCC on L&D funds encourages and strengthens the seriousness of developed countries with the consistency of responsibility for the fund. Also, private companies that have interests or contribute the most to high emissions need to contribute to this fund. Furthermore, in the author's opinion, L&D funding is considered successful if it fulfills the following four things: consistency, clarity, community-driven, and corruption-free

When viewed from the relationship between variables, this study is included in associative research. The data processing and analysis techniques used in this study were carried out through Descriptive Statistical Tests and Structural Equation Model (SEM). Findings – Based on the results of the study, it is known that Performance Expectancy, Effort Expectancy, Social Influence, and Facilitating Condition, either directly or indirectly through the Government Information System as the variable that mediates it, have had an influence on the Intention To use SIPD application. Novelty/value – The novelty of this study fills the research gap by involving the role of the government information system (SIPD) as a mediating factor between performance expectations, effort expectations, social influences, and conditions that facilitate intention to use which is limited only to age and experience as control variables. Thus, a more comprehensive picture of the results of how the influence of factors in UTAUT is mediated by the role of SIPD, and see the extent to which the implications of implementing SIPD in local government can affect the intention to use by civil servants in Indonesia and as recommendations for related parties in developing government information systems.
