Abstract

This study aims to analyze the implementation of metrological supervision at Baubau City petrol stations. The research uses a qualitative approach with a descriptive method, where data is collected through field observations, documentation, and interviews with supervisory officers and petrol station managers. The results of the study show that supervision is carried out with an integrative approach, including technical examinations in accordance with regulations, education to business actors, and proportionate law enforcement. Officers are present in team formations with standardized tools and administrative documentation, and actively involve petrol station managers in the process of testing and clarifying results. This practice reflects transparent, educational, and participatory supervision. The recommendations given include strengthening the capacity of officers, digitizing documentation, increasing the participation of business actors and the community, and periodic evaluation of the supervision system. The researcher is then advised to conduct a comparative study between regions and measure the impact of supervision on business actors' compliance in order to produce a more measurable and applicable supervision policy

Abstract

This study examines the legal responsibilities of Substitute Notaries (Notaris Pengganti) after their term of office concludes, particularly regarding the authenticity of the deeds they created. Employing normative legal research methodology, this article analyzes secondary legal materials, statutes, and doctrinal sources. Findings show that Substitute Notaries possess full authority akin to permanent Notaries, encompassing deed preparation and document legalization, yet their responsibilities continue even after their official tenure ends. Substitute Notaries remain personally accountable civilly, criminally, and administratively if their acts result in legal harm or contain inaccuracies. Consequently, the study emphasizes the necessity for clear regulatory frameworks governing the post-tenure responsibilities of Substitute Notaries. Furthermore, it highlights the importance of professional ethics education and proactive supervision to strengthen legal certainty and safeguard the interests of involved parties. Implementing these measures would significantly reduce potential disputes and maintain public confidence in the notarial profession

Abstract

This study aims to analyze the role of the Regional Inspectorate of South Buton Regency in preventing fraud through the mechanism of reviewing construction work planning documents. The method used is qualitative descriptive with data collection techniques through interviews, documentation, and observation. The results of the study showed that the Inspectorate was able to identify potential fraud, especially those caused by financial pressures, such as price mark-ups and unrealistic planning. However, the effectiveness of the review is still limited due to the lack of the number and competence of auditors and the low cooperation from the Regional Apparatus Organization (OPD) in submitting data. This research emphasizes the importance of increasing auditor capacity, supporting digital systems, and collaboration between agencies to strengthen fraud prevention. These findings expand the academic discourse on the role of internal oversight in mitigating public sector corruption risks, particularly at the project planning stage

Abstract

This study aims to analyze the function of preventing corruption crimes carried out by the Assistant Inspector (Irban) for Investigation at the Jombang Regency Inspectorate. This study uses a qualitative approach with a descriptive method. Data was obtained through in-depth interviews with Inspectorate officials, document reviews, and observations of the supervision mechanisms applied in the field of investigation. The analysis was carried out using the theory of government supervision and the concept of good governance to evaluate the effectiveness of the corruption prevention function carried out by the Irban Investigation Division. The results of the study show that the Irban Investigation Division at the Jombang Regency Inspectorate has an important role in detecting potential corruption through investigative audits and monitoring of the implementation of local government. The prevention function is carried out through a series of activities, such as compliance audits, special checks on suspected irregularities, and recommendations for improving financial and administrative governance. In addition, coordination with law enforcement officials is also part of strategic efforts to identify and follow up on indications of corruption. However, this study also found several obstacles in the implementation of investigative supervision, such as limited human resources, lack of technological support in the supervision system, and resistance from supervised parties. These obstacles hinder the optimization of corruption prevention functions that should be able to run more effectively. Therefore, a strategy is needed to increase the capacity of supervisory apparatus, strengthen regulations, and optimize the use of information technology in the supervisory system. Thus, this study emphasizes that the function of preventing corruption through the supervision of the Inspectorate for Investigation at the Jombang Regency Inspectorate has been running, but it still needs to be strengthened in several aspects to be more effective. The implications of this study are expected to provide recommendations for local governments in improving supervisory mechanisms to create more accountable and transparent governance

Abstract

Probity Audit is a supervisory process that aims to ensure integrity, transparency, and accountability in the implementation of government procurement of goods and services. This study aims to analyze the effectiveness of the implementation of Probity Audit by the Jombang Regency Inspectorate in preventing irregularities and improving local governance. The method used is a mixed method, with quantitative data analysis of audit findings and recommendations over the past five years, as well as qualitative data related to obstacles and supporting factors for the implementation of audits. This study uses the framework of Robbins and Coulter's supervision theory which includes four main elements: fit for purpose, deviation from standards, performance evaluation, and feedback. The results showed that Probity Audit has been effective in identifying irregularities such as overpayment and under-volume of work, with most of the recommendations given having been followed up. However, the effectiveness of audits is still limited by limited human resources, uneven technical understanding, and technology that has not been optimally optimized. The solutions offered include increasing auditor capacity through continuous training, optimal use of information technology, strengthening the supervisory culture, and increasing cross-agency coordination to ensure the sustainability and positive impact of Probity Audit in local governance. This research provides strategic recommendations for local governments to strengthen internal oversight systems to realize clean, transparent, and accountable governance

Abstract

This study examines the social, economic, and institutional characteristics of communities in the southern coastal region of West Lombok. The research was conducted in six villages within the Lembar and Sekotong sub-districts using observation, interviews, and focus group discussions (FGDs). The findings reveal that coastal communities possess strong social capital, as reflected in their solidarity and mutual cooperation in addressing shared challenges. Their sources of livelihood are diverse, ranging from fishing, farming, and livestock raising to small-scale enterprises. Annual household incomes range from IDR 8.7 to 15.6 million. On a per capita basis, income is estimated at approximately IDR 5,958 to 12,534 per person per year. It is recommended that further research be conducted on strategies to enhance the economic resilience of coastal communities in anticipation of climate change

Abstract

Old age is a phase of life characterised by a decline in biological, psychological, and social functions, making individuals vulnerable to various health disorders, including sleep disorders (insomnia). This study aims to determine the effectiveness of Benson relaxation training in overcoming sleep disorders in the elderly. The method used is a qualitative approach with a case study design. The research subject was a 68-year-old woman who experienced insomnia and anxiety due to psychological stress and traumatic life experiences. Data collection was conducted through observation, interviews, and psychological tests (DASS-42 and graphic tests), which were then analysed to obtain a comprehensive picture of the subject's condition. The intervention, in the form of Benson relaxation technique training, was conducted over seven consecutive sessions, each lasting seven days. The results showed a significant improvement in the subject's sleep quality, marked by an increase in sleep duration, an anxiety reduction, and improved concentration and physical condition. The subject reported that Benson relaxation was easy to do independently or with family and provided a lasting calming effect. Thus, Benson relaxation can be an effective non-pharmacological intervention alternative for treating sleep disorders in the elderly.

Abstract

This study aims to analyze the dynamics of human rights (HR) complaints in Indonesia by using complaint data from January to June 2025. The research method combines descriptive quantitative analysis including frequency tabulations, proportions, temporal trends, and cross-tabulations with qualitative interpretation based on collaborative governance and public value governance theories. The results show that land disputes constitute the dominant issue, followed by abuses of authority by security forces, labor-related disputes, and environmental concerns. Corporations and security apparatus are identified as the most frequently reported actors, while the geographical distribution of complaints is concentrated in Jakarta, West Java, and North Sumatra, with distinctive patterns observed in Papua and East Kalimantan. Cross-tabulation analysis further reveals the correlation between issues and actors or regions, such as land disputes often involving corporations, and environmental issues prevailing in resource-rich areas. These findings reinforce the empirical literature on human rights complaint management and affirm the relevance of collaborative governance theory in addressing multi-actor conflicts. The study also highlights the importance of metagovernance to orchestrate diverse actors, as well as digital governance innovations to broaden accessibility to complaint channels. The novelty of this research lies in its attempt to connect the empirical dynamics of HR complaints with contemporary governance frameworks, thereby contributing both to the advancement of public administration theory and to the formulation of human rights protection policies in Indonesia
