Abstract

This research aims to investigate the implementation of defense offset as a strategy to address the gap in the supply of materials and technology for fighter aircraft among countries. In this context, the gap arises due to the complexity and high costs associated with fighter aircraft development. Many countries, particularly those with limited technological and manufacturing capabilities, face challenges in acquiring and developing advanced aircraft. This gap negatively impacts their defense capability enhancement efforts. Therefore, the concept of defense offset emerges as a potential solution. Defense offset is a strategy in which foreign aircraft manufacturers provide compensation in the form of technology transfer, investment in the local defense industry, or research and development collaboration to the purchasing country. Through steps such as identifying material and technological needs, planning clear offset agreements, transferring relevant technology, developing the local industry, supplying materials, research and development collaboration, as well as monitoring and evaluation, the implementation of defense offset can be optimized. This research employs a qualitative method with a descriptive approach, involving a literature study to gain in-depth information about defense offset implementation and its impact on the material and technology gap in fighter aircraft. The results include the identification of factors influencing the success of defense offset implementation, political, economic, and strategic implications, as well as the benefits obtained by purchasing countries. In conclusion, through the optimization of defense offset, purchasing countries can reduce the gap in materials and technology for fighter aircraft, enhance domestic defense industry, and strengthen national defense capabilities. With the right strategy, defense offset can be an effective tool in addressing the gap in fighter aircraft material and technology, thereby fortifying national defense.

Abstract

This research aims to apply military mathematical models in decision making for security crisis management in DKI Jakarta Province. This research departs from the urgent need to deal with crime problems and improve regional security. Regression model is used to analyze the relationship between independent variables (Pure Participation Rate, Unemployment, Gini Index, and GRDP) and dependent variable (Criminal Risk). Historical and current data on security, education, employment, income inequality, and the economy were collected for analysis. The results show that Net Enrolment Rate and Unemployment have a negative influence on Criminal Risk, while Gini Index and GRDP have a positive influence. These findings provide a deeper understanding of the factors that contribute to the security crisis in the region. Based on the analysis results, this study concludes that the application of military mathematical models can be an important reference for the government in addressing the crime problem and improving security in DKI Jakarta Province. The proposed recommendations are to improve access to education, reduce the unemployment rate, address income inequality, and strengthen the economic sector. The implementation of integrated policies between government agencies is also considered important to achieve optimal results in overcoming the security crisis.

Abstract

This research aims to explore key issues related to Indonesia's economic potential, particularly its Gross Domestic Product (GDP) reaching US$9.3 trillion. The International Monetary Fund (IMF) projections indicate that by 2030, Indonesia will be one of the top economic powers, competing with India and Brazil. The primary focus of the research is the defense sector as a strategic potential requiring a proactive response. The research objectives involve exploring the level of self-sufficiency in the defense industry, understanding challenges related to defense budget allocation, and identifying factors influencing global competitiveness. The research methodology is descriptive with a qualitative document-based approach, specifically focusing on strategic State-Owned Enterprises (SOEs) within Defense ID, such as PT Len, PT Pindad, PT PAL, PT DI, and PT Dahana. Data analysis encompasses information from these SOEs, utilizing theoretical frameworks including Competitive Theory, Penta-Helix Theory, Defense Industry Cluster Concept, and Central Government Budgeting Model. Research findings indicate that SOEs within Defense ID can be considered self-sufficient in the global defense industry competitiveness. However, it is noteworthy that the Defense Budget allocation is still below 1% of the GDP, creating its own challenges. The conclusion of the research is that Indonesia has significant potential to develop a self-reliant defense industry capable of global competition. Recommendations include enhancing collaboration, developing Pentahelix or Septahelix concepts, and implementing Defense Industry Clustering to improve innovation, efficiency, and competitiveness in the sector. Additionally, the Defense Budget Allocation Policy significantly influences the progress of this industry, requiring proactive measures to ensure alignment with the desired economic growth. Thus, the research findings provide a foundation for the Government, Stakeholders, and Future Researchers to develop strategies and policies supporting optimal growth in the Indonesian Defense sector.

Abstract

The misuse of chemical weapons can have highly dangerous consequences for both humans and the surrounding environment. One of the deadliest chemical weapons is sarin, which can lead to death within minutes of exposure. To reduce the consequences of a chemical weapons disaster, effective contamination mitigation is required. This research employs a qualitative descriptive method, with a literature review study, to discuss contamination mitigation strategies that can be used to minimize the consequences of a chemical weapons disaster caused by the use of sarin. Some of these strategies include the use of protective clothing, gas masks, and environmental decontamination. In emergency situations, protective clothing and gas masks can help shield individuals from exposure to chemical weapons. Furthermore, timely environmental decontamination can aid in reducing contamination levels and the risk of exposure. In addition to contamination mitigation strategies, preventive efforts are also crucial in lessening the impact of a chemical weapons disaster involving sarin. Prevention efforts involve chemical weapon surveillance, training and education, as well as the development of better detection and protection technologies. By implementing the appropriate contamination mitigation strategies and effective prevention efforts, it is hoped that the consequences of a chemical weapons disaster involving sarin can be significantly reduced.

Abstract

The level of maturity is a reference that a person is capable of carrying out a marriage. Facts in the field show that there are cases of divorce carried out by couples who have met the age requirements. Reaching the minimum age of maturity in marriage is not enough to conclude that a person is mature. In Marriage Law Number 16 of 2019, only the minimum age limit for marriage is explained or it can be explicitly said that a person is an adult it was 19 years old. Meanwhile, you should also consider the emotional maturity of the person. So it is necessary to clarify the oncept of maturity in marriage law in Indonesia. The aim of this research is to examine maturity regulations based on the Marriage Law in Indonesia. This research is normative legal research with a philosophical approach, a statutory approach and a conceptual approach. The techniques used to analyze legal materials are survey, question, read, recite/recal, review using deductive thinking. The results of the analysis show that maturity plays a major role in the success or failure of a relationship, maturity influences a person's ability to truly commit to a lifelong relationship and understand that commitment means giving up all other partner options. Maturity impacts a person's ability to understand concepts and apply the skills necessary to form and maintain healthy relationships. This can be used as a consideration in legal reform in order to create responsive and progressive legal rules.

Abstract

The Lease Purchase Agreement operated by the financing company involves the provision of capital goods for the lessee's benefit. The lessor provides facilities for the procurement of capital goods that are delivered to the lessee for a specified period, with the obligation to make periodic payments. In a lease-purchase agreement, the lessor acts as the owner, and the goods are in the possession of the lessee. At the end of the lease period, the lessee is given the option to extend the lease term or exercise the right to purchase the leased capital goods. Since the capital goods belong to the lessor, it is not possible to use the leased object as collateral in the financing agreement. Ownership of the leased object with the option to buy should occur at the end of the lease agreement. However, in the Lease Purchase Agreement with Reference Number PPAF/PSGUP/2014/VIII/133, the lessee has become the owner of the capital goods from the beginning, both in physical and legal terms, because the capital goods were transacted through a notarial deed and registered under the lessee's name with the harbor master's office. Nevertheless, the lessor, as the provider of capital goods financing, has not returned the deed of the ship to its owner, even though the sale and lease-purchase agreement have been completed without any defects. The research questions addressed in this study are: 1. How is the implementation of the lease-purchase agreement for the Blue Star Tanker capital goods in Lease Agreement Number PPAF/PSGU-P/2014/VIII/133? 2. What is the basis for the lessor's possession of proof of ownership of the capital goods in the PPAF/PSGU-P/2014/VIII/133 agreement? This research employs a normative legal research method, which involves optimizing secondary data sources, including various primary legal materials, secondary legal materials, and tertiary legal materials. The primary data collection method used is a literature review. The research findings lead to the following conclusions: 1. The implementation of the lease-purchase agreement with Reference Number PPAF/PSGU-P/2014/VIII/133 does not meet the criteria for a lease-purchase agreement. The lease-purchase agreement with a clear option to buy states that the lessee will exercise the option to buy. This option to buy is provided at the end of the lease-purchase period. However, the legal ownership of the capital goods has been with the lessee from the outset when the ship sale agreement was registered with the harbor master's office on November 20, 2014, while the lease-purchase agreement ended in August 2017. 2. The legal basis for the lessor's possession of proof of ownership of the capital goods in Lease Agreement Number PPAF/PSGU-P/2014/VIII/133 is not valid. If based on ownership, the legal ownership documents are with PT. Sarana Multi Sejahtera as the lessee. If based on collateral rights, the lease-purchase agreement does not use the concept of collateral for the leased goods because the leased goods are actually owned by the lessee

Abstract

This article investigates Indonesia's defense policy in addressing space threats, driven by the research objectives of analyzing the policy, assessing its effectiveness, and providing recommendations for improvement. Employing a qualitative research method with an analytical descriptive design, the study explores Indonesia's approach to space security through an extensive review of legal and strategic documents. The research highlights key components, including foundational laws emphasizing the protection of sovereignty and the recognition of the Fourth Industrial Revolution's impact on defense, leading to the expansion of the defense domain into cyberspace and space. Strategies involve modernization, resilience, and the nurturing of domestic space capabilities. The analysis reveals challenges, such as the rapid evolution of space technology, resource allocation, coordination, international partnerships, human capital development, and managing the dual-use nature of space technology. Indonesia's defense policy aligns with broader defense and security objectives, emphasizing the importance of space in safeguarding national sovereignty and promoting economic growth. The study concludes that continuous adaptation, coordination, and international collaboration are vital to effectively mitigate space threats and secure the nation's interests in the 21st century. The utilization of space has expanded in the modern age. Indonesia is looking to space to overcome its geographical challenges. However, Indonesia must formulate defense policy to address emerging threats. This research problems are comprehending Indonesia's defense policy in addressing space threats and evaluating the effectiveness of the existing policy. The objectives are to analyze the policy and assess its effectiveness. Employing a qualitative literature research method with analytical descriptive design, the research subject is Indonesian Defense Ministry. The object is Indonesia's defense policy in addressing space threats. The research result highlights laws emphasizing the protection of sovereignty and the recognition of the Fourth Industrial Revolution's impact on defense, leading to the expansion of the domain into cyberspace and space. Strategies involve modernization, resilience, and the nurturing of space capabilities. Abstract

Indonesia, as an archipelagic nation rich in marine resources, faces a serious issue related to illegal fishing. This illegal fishing practice involves foreign vessels entering Indonesian waters without permission and violating established fishing regulations. The phenomenon of illegal fishing has been a major concern for several decades due to its detrimental impact on marine resources, ecosystems, and the livelihoods of local fishermen. The purpose of this research is to provide a comprehensive understanding of the issue of illegal fishing in Indonesia. Additionally, it aims to respond to this challenge by exploring the role and strategies of defense management in addressing illegal fishing in Indonesian waters. The method used in this research is qualitative, with data collection techniques including interviews, journals, books, and documents. The results of this study indicate that illegal fishing poses a significant threat to Indonesia's marine resources, security, and the livelihoods of coastal communities. To address this issue, cooperation between the government, communities, and relevant institutions is necessary. Firm measures such as strong law enforcement, maximum maritime surveillance, and international cooperation are crucial. The role of fishermen in collaboration with law enforcement authorities is also crucial in protecting Indonesia's waters. Defense management, including maritime surveillance and the development of stringent policies, must also be considered to protect the country's security from the threat of illegal fishing.

Abstract

This comprehensive research provides a thorough analysis of tuberculosis (TB) incidence trends and sanitation challenges within the ASEAN region spanning from 2005 to 2021. It underscores the critical need for robust defense strategies against TB, particularly in light of setbacks exacerbated by the COVID-19 pandemic. The research, conducted in Jakarta, Indonesia, from June to July 2023, delved into biosecurity challenges of tuberculosis in ASEAN countries, using a quantitative approach and cross-sectional design. Data from 2005 to 2021, sourced from the ASEAN database, underwent descriptive statistics and trend analysis to explore TB incidence rates, ensuring a comprehensive investigation scope. The study places emphasis on the imperative of implementing comprehensive measures encompassing prevention, screening, swift diagnosis, utilization of advanced treatment regimens, and ensuring robust patient support systems. Moreover, it highlights the pivotal role of addressing sanitation challenges, as substandard conditions significantly heighten the risks of TB transmission. The study's scope encompasses an array of critical subjects, with a central focus on TB incidence rates, as well as the crucial aspects of access to improved sanitation facilities and sanitation services. The conclusion is the ASEAN region, especially the Philippines, faces a notable tuberculosis burden, coupled with uneven access to sanitation. Effective interventions and collaboration are vital for improving public health and sanitation standards in ASEAN countries.

Abstract

This study highlights Indonesia's dependence on the food sector, especially rice. Despite diversification efforts, dependence on rice remains high. The availability of clean water and energy diversification are also crucial. In order to achieve sustainable food security, diversification of land and food commodities is needed, as well as wise management of water resources. This research uses a qualitative focused group discussion (FGD) method to explore the integration of national resources in an effort to realize food security in Indonesia. The results show that efforts to diversify food, manage clean water, and diversify energy sources are key in ensuring national food and energy security. The National Strategic Logistics Reserve Agency (BCLSN) has an important role in managing strategic food stocks and building a strong foundation for Indonesia's food security
