Abstract

A service must be able to provide a sense of satisfaction to service users. The Quality and Safety Control Center also provides services, the service of HACCP certification and registration numbers. This study aims to analyze the services quality at The Quality and Safety Control Center. Goverment Regulation No. 24 of 2018 concerning bussiness licensing services to be integrated electronically so that the Quality and Safety Control Center implements onlinebased services that result in changes to the way, process and system of service. This research is a qualitative research that uses data collection such as observation, interviews and documentation. Based on the results of the study, system has used application-based services, namely the Honest application for HACCP certification services and Sisterkaroline for registration number services. With this application, it makes easier for stakeholders to apply for services. However, there are several things that need to be considered, such the internet network and servers which are important in supporting online system services. In addition, with the online single submission (OSS) system the implementation of Goverment Regulation No. 11 of 2020 concerning job creation, services must be fast and easy so that service providers must prepare competent human resources, supporting facilities and infrastructure. The results of the analysis that the researcher carried out, it concluded that the quality of service at the system was good but not optimal.

Abstract

It is very important to develop tourism destinations in Central Aceh Regency by utilizing natural resources that have the potential to become a source of regional income (PAD) and grow the economy of the local community. This study aims to analyze the Development Strategy of Natural, Cultural and Artificial Tourism Destinations in Central Aceh District. The results of this study Socialization to the community in the use of Natural Resources (SDA) in the development of natural, cultural, and artificial tourism, assistance to tourism actors in developing tourism such as the formation of Tourism Awareness Groups (POKDARWIS), creating and utilizing the selling power of local wisdom products both in terms of independently or as a tourist village group.

Abstract

This study aims to determine the Implementation of Office Spatial Planning in the Personnel Administration Subdivision of the Makassar Regional Development Headquarters and to find out the obstacles that arise from the application of the Office Spatial Principles. The type of research used is descriptive qualitative, namely describing or explaining the description of the situation and conditions obtained in the field, as well as interviews with staff at the Makassar Regional Center for Human Resource Development. After analyzing and discussing the problem, the authors come to the conclusion that the application of office layout in the Personnel Administration Subdivision of the Makassar Regional Human Resource Development Headquarters has not been carried out properly in accordance with the basic principles of office layout.

Abstract

Penelitian ini bertujuan untuk mengetahui Strategi RRI Makassar dalam mempertahankan minat pendengar di era digital. Jenis penelitian adalah kualitatif dengan teknik pengambilan data melalui wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa strategi Radio RRI Makassar yang pertama terletak pada bagian program radio yang akan disiarkan, yang dimana dalam strategi ini dibagi menjadi 4 tahap yaitu tahap perencanaan program, tahap produksi dan pembelian program, tahap eksekusi program dan yang terakhir yaitu tahap pengawasan dan evaluasi program. Dan untuk strategi yang kedua yaitu mempertahankan minat pendengar yang dimana dalam strategi ini terbagi menjadi 5 tahap yaitu : pembentukan kesesuaian, membangun kebiasaan, pengontrolan arus pendengar, pemeliharaan sumber daya program dan daya penarik massa.

Abstract

Implementation refers to the implementation of activities that are formulated based on the public policy formulation process. Implementation is the most important stage in public policy, because the success or failure of a policy formulation can be seen from the implementation process. The purpose of this study is to find out how the process of implementing distance education (PJJ) at SMA Negeri 2 Pekanbaru during the covid 19 pandemic. Changes in learning methods in education due to the corona virus outbreak in Indonesia which requires the learning process to be carried out through online media and also face to face limited advance. This research is descriptive in nature with a case study approach and the data required are primary and secondary data derived from observations, interviews, documentation analyzed by researchers so as to obtain accurate and clear data related to the implementation of distance education during the covid 19 pandemic. Implementation of distance education away using several online media, whatsapp, classroom, and zoom. This study uses the implementation model according to George Edward III, namely communication, resources, disposition and bureaucratic structure. The results of the study show that distance education has not been implemented properly because there are still some obstacles encountered when implementing distance education policies, such as limited access to the internet network in several areas in the city of Pekanbaru, with this distance learning method also burdening students' parents in buying internet quota. Students also feel burdened and bored with this distance learning method. Because students also find it difficult to understand the material provided by the teacher because there are still some teachers who only provide material and assignments without prior explanation. Suggestions The school principal should conduct training related to the use of applications used in distance learning methods and teachers must be creative in delivering learning material so that students do not feel bored or burdened with the assignments given.

Abstract

The coal mining sector is a strategic sector in efforts to improve welfare, but coal mining activities can result in changes to the physical environment and have an impact on changes in social, cultural and economic life. The implementation of coal mining policies in the City of Sawahlunto where problems that arise are incompatibility with existing regulations and SOP with conditions in the field. The purpose of this study was to determine the implementation of coal mining policies in the City of Sawahlunto and the inhibiting factors for the implementation of coal mining policies in the City of Sawahlunto. The theoretical concept used in this research is the theory of public policy implementation by Donald Van Metter & Carl Van Horn. The method used in this research is descriptive qualitative. The results of this study indicate that the implementation of coal mining policies in the City of Sawahlunto has not run optimally due to constraints on the implementation of the policy on resource indicators, the characteristics of implementing agents and social, political and economic impacts. Factors that become obstacles in implementing the policy are environmental damage and pollution due to coal mining business/activities, there are individuals who do not comply with SOP, lack/limitation of local workforce in the coal mining sector.

Abstract

In Law Number 43 of 2007 concerning libraries, a library is defined as an institution that manages written works, printed works, and/or recorded works in a professional manner with a standardized system to meet the educational, research, preservation, information, and recreational needs of users. Mobile Library Program of Central Aceh Library and Archives Service in 2017. This study aims to evaluate the Mobile Library Program in Central Aceh District. This type of research is descriptive qualitative. The informants for this study included the Head of the Central Aceh District Library and Archives Service, schools that had mobile library programs in Central Aceh District, the community, and related stakeholders. The results showed that the mobile library program was ineffective as a whole because meeting the needs for books and providing services was only for junior high schools (SMP) and high schools (SMA) in the Central Aceh district, while the program's objective was to educate the people of Central Aceh. Besides that, there are several obstacles faced, namely the factor of natural conditions, the condition of the distance to the intended school is very far considering the travel time on the trip, the availability of local wisdom reading books, the absence of additional books on local wisdom, the factor of organizational commitment, collaborating with other parties related parties. The recommendations formulated need a study on the procurement of books according to the applicable curriculum and also the existence of supporting books in creating student interest in reading and the existence of a partnership with the Central Aceh District Library and Archives Service with academics.

Abstract

The principle of Good Governance is good governance implemented by the government to provide public services. The implementation of Good Governance through public services is a manifestation that is very close to the community, especially in terms of population administration. Based on this, the aim of this research is to find and analyze the benefits of implementing good governance and the quality of public services in e-KTP reprinting services in Baratajay Village using the main principles of good governance. This research is qualitative research with three data collection methods: interviews, observation, and documentation. The data analysis used in this research draws conclusions from the data collected. The results obtained were the finding that the e-KTP reprinting service at the Baratajaya Village Office was an example of good governance in the form of good population administration services provided by the Baratajaya Village Office to the community. Based on the entire research process, it can be concluded that the e-KTP reprint service applies the main principles of good governance: Participation, Accountability and Transparency. This can be carried out properly and synergy between the Subdistrict Office parties must be maintained.

Abstract

In the field of population administration public services, accompanied by the increasing development of technology in Indonesia, various new breakthroughs have emerged, one of which is from the Director General of Dukcapil, Ministry of Home Affairs, including the Digital Population Identity (IKD) application. IKD is the digitization of population documents used by people in Indonesia who have electronic KTPs. In this IKD, residents who have activated will receive electronic information used to represent population documents and personal data of residents. The aim of the IKD is to follow the use of information and communication technology related to digitalization, increase the use of digitalization, accelerate the exchange of public and private services in digital form and provide security of IKD ownership. In the implementation process, of course the Director General of Dukcapil is assisted by the government of each district and city, one of which is the City of Surabaya. The Surabaya City Population and Civil Registry Dispendukcapil has implemented the IKD implementation with assistance from the government in sub-districts and sub-districts, such as in Tambaksari Subdistrict. The IKD implementation process in Tambaksari sub-district takes into account aspects of George C. Edward III's implementation theory including communication, resources, disposition or behavior, and bureaucratic structure. By paying attention to these aspects and IKD being a new breakthrough, it is hoped that the level of knowledge and mastery of the Tambaksari District community regarding what IKD is will increase and implementation can run optimally to support the public service process for the people in Tambaksari Subdistrict.

Abstract

This research is motivated by the achievements that have been achieved in the city of Surabaya regarding the acceleration of stunting reduction through Integrative Holistic Toddler Family Development (BKB HI) with the East Java BBKN innovation program, namely the School for Great Parents (SOTH). SOTH is an effective and targeted stunting prevention method that has been implemented in the city of Surabaya. The results of this research show that the implementation of the SOTH Program has accelerated the rate of reduction in stunting rates in the city of Surabaya with a significant decline starting in 2021-2022. The author in this research used a qualitative-descriptive research approach with data collection techniques through interviews, observation and documentation. This research was conducted by the author to explore, discover and explain the implementation of Integrative Holistic Toddler Family Development through the SOTH program to support the acceleration of stunting reduction. This research shows the results that the Development of Toddler Families through the SOTH program in Sukolilo District has been optimally implemented with evidence of a reduction in the number of stunted toddlers in Sukolilo District, but its achievement needs to be further optimized so that Surabaya at the end of 2023 will be zero stunting, and in 2024 it will be free from stunting cases.
