Abstract

A tourism program called Kampung Wisata is being developed by the Surabaya City Government, such as Kampung Lawas Maspati. This village is considered one of the leading cultural assets and tourism potential in the city of Surabaya, with historical value and various cultural attractions. Even though it has profitable potential, its status as a Tourism Village faces a number of challenges, such as the government's weak role in managing cultural assets and modernization trends that threaten its existence. The number of tourists decreased during the Covid-19 pandemic, therefore this research was conducted to present and examine the development process so that tourism continues to operate in the midst of the pandemic. The concept used by researchers is Good Tourism Governance according to Bambang Sunaryo (2013). The data collection technique through observation, interviews and notes, at the Kampung Lawas Maspati Surabaya location is a type of qualitative research. The aim of this research is to apply the principles of Good Tourism Governance in the development of Kampung Lawas Maspati. The findings from researchers indicate that of the 10 principles of Good Tourism Governance, there are 2 principles that have not been fully fulfilled and implemented optimally, namely the principle of environmental tolerance and the principle of program monitoring and evaluation.

Abstract

Tujuan penelitian ini adalah untuk mengetahui konsep Good Governance dalam perspektif Pelayanan Publik. Penelitian ini menggunakan jenis penelitian kualitatif dengan pendekatan deskriptif. Jenis data yang digunakan dalam penelitian ini adalah data sekunder. Analisis penelitian menggunakan metode kualitatif yang diawali dari konsep pelayanan public menurut berbagai ahli, kemudian analisis dilanjutkan dengan menganalisis konsep kualitas pelayanan dan konsep good governance dalam perspektif pelayanan publik. Berdasarkan hasil analisis penelitian, maka dapat disimpulkan bahwa ciri good governance berdasarkan perspektif pelayanan public harus memenuhi empat unsur utama, yaitu 1) Akuntabilitas; adanya kewajiban bagi aparatur pemerintah untuk bertindak selaku penanggungjawab dan penanggung gugat atas segala tindakan dan kebijakan yang ditetapkannya; 2) Transparansi: kepemerintahan yang baik akan bersifat transparan terhadap rakyatnya, baik ditingkat pusat maupun daerah; dan 3) Keterbukaan: menghendaki terbukanya kesempatan bagi rakyat untukmengajukan tanggapan dan kritik terhadap pemerintah yang dinilainya tidak transparan. Aturan hukum; kepemerintahan yang baik mempunyai karakteristik berupa jaminan kepastian hukum dan rasa keadilan masyarakat terhadap setiap kebijakan publik yang ditempuh.

Abstract

The Indonesian government is currently making outstanding efforts to enhance national, local, metropolis, and village improvement to gain stability and fairness in development. Allocation of Vilthe large price range is the right of the village as district/metropolis governments have the proper to reap trendy Allocation funds (DAU) and unique Allocation price range (DAK). The expected effects of the Village Fund Allocation are the advent beta the village budget to finance village government packages, both village operations, and village community empowerment to improve village authorities services, improvement, governance, and network empowerment. Abstract

The South Tangerang City Government (Tangsel) is trying to make a new innovation in online-based public services, this is done because South Tangerang City is a city that carries the concept of 'Smart City'. TangselPay is one of the products that embodies the Smart City concept because it is a digital-based payment. The purpose of this research is to see how effective the TangselPay application is in the development of E-Government in South Tangerang City. The author sees that the existence of the Tangsel Smart City policy which gave birth to the TangselPay application can open the way between the Tangsel City government and the community. The research method is descriptive with a qualitative approach with data collection techniques through interviews, observations of the TangselPay application, and observations of related documents such as policies, system operational procedures and other obtained documentation. The results of the study show that there is still a lack of effectiveness in the TangselPay application, the main factor that the authors consider to be an obstacle is the very minimal socialization regarding the TangselPay application to the people of South Tangerang so that people who do not know about the existence of the TangselPay application from 2019 to 2022 dominate. This can be an evaluation of the South Tangerang City government so that it is optimal in realizing the Smart City concept as the development of E-Government in South Tangerang City.

Abstract

Tujuan penelitian ini untuk mengetahui bagaimana peran P2TP2A dalam melakukan Perlindungan dan pendampingan kepada korban pemerkosaan. Metode yang digunakan dalam penelitian ini adalah jenis penelitian deskriptif dengan pendekatan kualitatif teknik pengumpulan data melalui, observasi, wawancara, dan dokumentasi. Dalam penelitian ini peneliti mewawancarai pegawai P2TP2A, Kepala Unit Perlindungan Perempuan dan Anak Polres Belu, kepala Lembaga Forum Perlindungan Perempuan dan Anak kabupaten Belu. Hasil dari penelitian ini menunjukan peran P2TP2A dalam melakukan perlindungan dan pendampingan berupa Yuridis dalam hal ini korban diberikan pendampingan hukum dari membuat laporan ke Polres sampai pada tahap sidang putusan di pengadilan. Pendampingan selanjutnya adalah pendampingan medis yaitu korban akan diberikan pelayanan kesehatan dirumah sakit atau puskesmas dengan biaya yang ditanggung oleh pemerintah sesuai dengan MOU yang berlaku. Selanjutnya adalah pendampingan Psikis yaitu pemberian konseling dari psikiater maupun pemuka agama kepada korban pemerkosaan, sambil tetap memperhatikan tingkat trauma dari korban. Beberapa kendala yang dialami oleh P2TP2A dalam melakukan perlindungan dan pendampingan korban pemerkosaan antaralain kelengkapan dokumen korban, korban sulit untuk bicara jujur, pelaku merupakan anak dibawah umur,pemahaman masyarakat tentang undang-undang perlindungan perempuan dan anak, dan komunikasi lintas OPD yang belum optimal.

Abstract

Abstrak. Penelitian ini bertujuan untuk mengeksplorasi dan menganalisis faktor-faktor yang menyebabkan terjadinya perbedaan yang terus-menerus antara perumusan kebijakan dan implementasi yang efektif dalam administrasi publik. Dengan memanfaatkan data sekunder yang diperoleh dari berbagai sumber ilmiah, penelitian ini menggunakan metode penelitian kualitatif untuk memberikan wawasan tentang dinamika kompleks yang mempengaruhi hasil implementasi kebijakan. Temuan penelitian ini menekankan beberapa faktor kunci yang mempengaruhi implementasi kebijakan. Pertama, struktur birokrasi dan proses organisasi diidentifikasi sebagai elemen yang secara signifikan mempengaruhi hasil implementasi. Studi ini mengungkapkan bahwa praktik birokrasi yang tidak efisien dan hambatan sistemik seringkali menghambat penerjemahan kebijakan yang efektif ke dalam praktik. Selain itu, peran kepemimpinan dalam memastikan keberhasilan implementasi kebijakan dalam administrasi publik muncul sebagai faktor penting lainnya. Kepemimpinan yang efektif, dengan kemampuannya untuk memobilisasi sumber daya dan menginspirasi komitmen, memainkan peran penting dalam mendorong implementasi kebijakan yang berhasil. Selanjutnya, faktor politik ditemukan sangat mempengaruhi dinamika implementasi kebijakan. Penelitian menunjukkan bahwa ketidakstabilan politik, kepentingan pribadi, dan konflik ideologis dapat menghambat implementasi kebijakan yang efektif, yang mengarah pada hasil yang tidak optimal. Untuk menjembatani kesenjangan antara formulasi dan implementasi kebijakan, studi ini menguraikan strategi utama. Strategi ini mencakup peningkatan saluran komunikasi, keterlibatan pemangku kepentingan, peningkatan kapasitas, dan penanaman budaya akuntabilitas dan transparansi dalam sistem administrasi. Kesimpulannya, penelitian ini menyoroti kompleksitas seputar implementasi kebijakan dalam administrasi publik. Dengan memahami sifat multifaset dari masalah dan mengadopsi intervensi strategis, pembuat kebijakan dapat bekerja untuk mencapai proses implementasi kebijakan yang lebih efektif dan efisien. Abstract

Bureaucracy plays a major role in the process of providing public services. However, in the implementation of public services, various bureaucratic problems are still encountered. So bureaucratic reform is needed as a start to formulating a good, effective and efficient government administration system, so that it can serve the public quickly, precisely and professionally. In addition, government agencies and their leaders and staff must be committed to realizing a Corruption-Free Area/Clean and Serving Bureaucratic Area through bureaucratic reform, especially in realizing clean and accountable government and excellent public services as stated in Permenpan RB Number 90 of the Year 2021. This research aims to determine the Implementation of Strengthening Internal Supervision in Implementing Bureaucratic Reform at the Samarinda Environmental and Forestry Training Center. The method used in this research is descriptive qualitative. With the result that BPLHK has implemented strengthened supervision and fulfilled indicators based on PERMENPAN RB RI Number 26 of 2020 concerning Gratification Control in the Ministry of Environment and Forestry, which includes Gratification, Implementation of SPIP, Public Complaints, Whistle-blowing system, Handling of conflicts of interest, Development integrity zone, and the Government Internal Monitoring Apparatus (APIP) but there are still obstacles to achieving WBK/WBBM.

Abstract

The government realizes the important role of SPBE to support all development sectors. Efforts to encourage the implementation of SPBE have been made by the government by issuing laws and regulations which mandate the need for the implementation of information systems or SPBE. So far, ministries, institutions and regional governments have implemented SPBE individually according to their capacity, and achieved levels of SPBE progress that vary widely nationally. To build synergy in the implementation of SPBE that has legal force between ministries, institutions and regional governments, a National SPBE Master Plan is needed which is used as a guide for Central Agencies and Regional Governments to achieve an integrated SPBE. Research is carried out using a descriptive method which attempts to describe the object or subject as it is, with the aim of accurately describing the facts and characteristics of the object being studied. To obtain the required data, quantitative data is needed and interviews with related parties are then analyzed. Electronic Based Government (SPBE) has become an obligation of Regional Governments based on Presidential Regulation no. 95 of 2018 concerning Electronic Based Government Systems. For the City of Bekasi, the elaboration has been regulated in Regulation Number: 555.10/Kep.233 Diskominfostandi/VI/2022 CONCERNING the Electronic-Based Government System Master Plan, Based on the results of the evaluation of the Ministry of PAN and RB of the Bekasi City SPBE Index by looking at 47 indicators based on Permenpan RB no. 59 of 2020, in 202 the value was 2.94, in 2022 the value was 2.78, this was caused by several things, including: the Master Plan or SPBE master plan, which was only determined in 2022 in June 2022, Human Resources Support in Regional Apparatus Organizations has not been maximized which is actually capable of creating IT applications in providing services to the community. Application usage is not optimal, and some cannot be traced. Weaknesses in implementing SPBE in the city of Bekasi in terms of governance and management. Budget support is not yet optimal for each Regional Apparatus organization in developing IT applications. The team that has been formed and chaired by the Regional Secretary has not been able to collaborate in implementing ICT to achieve a Smart City.

Abstract

Tujuan Penelitian ini adalah untuk mengetahui perilaku memilih masyarakat desa Naiola pada pilkada 2020. Metode penelitian yang digunakan adalah deskriptif kualitatif yaitu menggambarkan keadaan objek pada masa sekarang secar kualitatif data yang diperoleh dari penelitian. Sumber data yang digunakan adalah sumber data primer dan data sekunder dengan sumber informen 20 orang. Teknik pengumpulan data menggunakan data observasi, wawancara dan dokumentasi. Teknik analisis data digunkan yaitu redusi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukan bahwa (1) pendekatan sosiologis, masyarakat desa Naiola pada pendekatan sosiologis yaitu masyarakat memilih calon kepala daerah melihat dari suku bangsa dan tempat asal suatu calon sehingga kedepanya bisa dapat bertanggung jawab dalam membangun daerah asalnya. (2) pendekatan rasional, masyarakat melihat dari visi dan misi calon kepala daerah. Karena masyarakat sangat memprihatinkan visi dan misi yang jelas dari calon, beserta program-program yang akan di jalankan dengan begitu akan jelas arah kepemimpinan kedepanya. Abstract

Digital transformation in governance has become a key element in shaping a modern, adaptive and responsive bureaucracy. This research explores the role of organizational culture at Bappeda East Java in increasing ASN competency capacity and improving the quality of public services in the digital governance era for regional development. Based on the organizational culture theory approach, this study identified challenges such as resistance to change and limited digital literacy of ASN, as well as opportunities in developing a collaborative, innovative, and technology-based work culture. The findings show that successful digital transformation requires a holistic approach that includes engineering organizational culture, strengthening values, norms, and work practices, and improving ASN competencies through continuous training programs. Strategic recommendations are provided to support the implementation of effective, transparent, and accountable digital governance in order to realize sustainable regional development goals.
