Abstract

The presence of law within society is of paramount importance, as it serves to regulate human behavior. The law necessitates subjects, or implementers, namely the members of society, creating a reciprocal relationship between law and society. Consequently, law can function both passively and actively to control human actions, with the ultimate goal of guiding society toward deliberate and improved change. There are numerous objectives behind the creation of laws in societal life and the reasons why society necessitates their existence. Primarily, laws are established to foster peace, tranquility, welfare, and to provide legal certainty, ensuring that each individual can attain their rightful entitlements and justice. The comprehensive realization of these legal objectives within society, however, is contingent upon public adherence to the law. Therefore, it can be posited that a society devoid of guidelines, such as laws, would likely generate numerous disputes, resulting in a chaotic and arbitrary existence. This research adopts a qualitative approach and is analyzed descriptively The findings underscore the inherent interdependence between law and society, revealing that the efficacy of law is contingent upon its reception and implementation by society at large. Consequently, the symbiotic nexus between law and society emerges as indispensable for the attainment of societal order and justice. The symbiotic relationship between law and society is characterized by a reciprocal exchange, wherein society provides the necessary context and adherence for the efficacy of law, while law, in turn, serves as a guiding framework for societal behavior and interaction. This symbiosis is essential for fostering a cohesive and harmonious social fabric, wherein individuals coexist within a structured framework of rights, obligations, and responsibilities.

Abstract

This study aims to analyze the lack of role of the Tourism Office of Rejang Lebong Regency in managing the Suban Air Hot Tourism. The method used in this research is descriptive qualitative. The results of the study show that in the motivating aspect it is known that the ability of the Tourism Office in mobilizing other people does not play an optimal role, it can be seen from the socialization that is carried out indirectly, guidance and training that is less successful, strengthening tourism promotion which is not carried out massively this is due to budget constraints . In the aspect of the Facilitator shows that the existing facilities and infrastructure at the Suban Air Hot Tourism object look rundown and there has been no increase in terms of facilities and infrastructure, this is due to budget constraints. In the Dynamics aspect, it shows that the Tourism Office's ability to synergize parties that can help tourism development, for example the community, government and the private sector do not play an optimal role, seen in the absence of the private sector or investors coming in because of the regional regulation number 30 concerning levies. The researcher concluded that the role of the Pariwsata Service in the management of Hot Air Suban tourism in Rejang Lebong Regency did not play an optimal role. As for recommendations for the Rejang Lebong Regency Tourism Office to conduct socialization directly to the community, provide guidance and training on a regular basis and guide until they can, promote Suban Air Hot Tourism with interesting content and involve influencers, improve facilities and infrastructure, review Regional Regulations Number 30 concerning tourism fees, implementing a public private partnership to manage the Suban Air Panas Tourism.

Abstract

Regency Regional Financial and Asset Management Agency is a government organization whose duties are to provide services. Service will be able to satisfy if the service performance provided is of high quality. The importance of quality service is why the author focuses this research on service performance with the factors that will be studied in influencing service are productivity, service quality, responsiveness and accountability. This research is quantitative research with data sources obtained from 30 respondents. The main tool for collecting data is a questionnaire. The data analysis used is quantitative analysis. The results of hypothesis testing using the t test (t-test) obtained that the calculated t value of the four independent variables had a significance < alpha 0.05. The results of hypothesis testing using the F test (F-test) obtained a calculated F value with a significance of <alpha 0.05. Therefore, productivity, service quality, responsiveness and responsiveness partially and simultaneously have a positive and significant effect on service performance at the Regional Financial and Asset Management Agency of Kaur Regency.

Abstract

The development of information and communication technologies (ICTs) has been a major driving force in transforming patterns of public administration in different parts of the world. This article analyzes the influence of technology on the transformation of public administration, focusing on the trends and challenges emerging in the digital era. Through an analytical descriptive study, this research covers aspects of technology adoption, operational efficiency, community participation, data management, and the impact of technological globalization in the context of public administration.First, this article describes the trend of technology adoption at the national and local levels. The results show that most governments have integrated technology-based solutions such as e-government and big data to improve administrative efficiency and provide better services to the public.Furthermore, the focus is on the positive effects of technology adoption on operational efficiency and transparency. The implementation of digital systems has helped speed up administrative processes, reduce bureaucracy, and improve information accessibility for the public.Public participation in government decision-making was also highlighted. While technology provides tools to enhance participation, challenges arise regarding the digital divide and people's limited access to technology.Data management and cybersecurity are the next focus. The results show that some government entities face obstacles in managing data, especially in terms of security and privacy. Cybersecurity is a critical issue that needs serious attention to protect the integrity of government information.In a global context, this article discusses how technological globalization affects public administration. International cooperation and information exchange between countries have become easier, but challenges arise in dealing with differences in regulations and administrative standards. Compliance with sustainability principles and energy efficiency were also found to be positive impacts of sustainable technology adoption. Governments that implement green solutions can make a positive contribution to global efforts to safeguard the environment. Nonetheless, the article also highlights some challenges that must be overcome, including the digital divide, cybersecurity risks, and ethical considerations in the use of technology. Taking into account the results of this study, the article concludes by presenting suggestions for further improvements and future research in order to optimize the positive impact of technology on the transformation of public administration in the digital era.

Abstract

The aim of this research is to determine the communication patterns used by caregivers in understanding children's self-disclosure at the Bina Netra Amal Mulia Orphanage, Bengkulu City. The method used in this research is a qualitative method, this method is used to understand directly based on the facts that appear as they are, how communication patterns occur among caregivers to understand children's self-disclosure at the Bina Netra Amal Mulia Orphanage, Bengkulu City. The results of the research can be concluded that the communication pattern that occurs between caregivers and crew members in understanding children's self-disclosure at the Bina Netra Amal Mulia Orphanage in Bengkulu City is a wheel communication pattern. The wheeled communication pattern used by caregivers towards their foster children  in forming independence is of course very important for children with special needs both for themselves now and in the future.  The obstacle that occurs in the process of communicating with disabled children at the Bina Netra Amal Mulia orphanage in Bengkulu City is the way the caregiver conveys messages to the children to make them understand what the caregiver means

Abstract

The effectiveness of finger print absences is the level effectiveness of finger print absences in assessing the level of employee discipline. However, in fact the use of finger print attendance is not optimal in increasing employee discipline because there are still employees who are late in filling out attendance and go home before the appointed time and there are still employees who leave the room without the supervisor’s permission and return at a relatively short time. The pupose of this research was to examine the effect of the effectiveness of finger print attendance on employee discipline at the Department of Youth and Sports (DISPORA) of South Sumatera Province. This study used  quantitative data analysis techniques with a sample of 67 people using a saturated sample. The interpretation of the research result was adjusted to the guidelines on the relevant theory. The result of this study can be concluded that the effectiveness of finger print  attendance has a significant effect on employee discipline at the Departement of Youth and Sports of South Sumatera Province.The result of this study indicate that the effectiveness of finger print attendance on employee discipline is 61,6% and the remaining 38,4% is influenced by other factors. The result of the regression equation in this study are Y=14.236 +0.616X. The result of hypothesis tes (t count > t table) then the results of the t test in this study amounted to (6.834 > 1.997) for  the finger print absence effectiveness variable which was significant 0.00. So it can be concluded that Ho is rejected and Ha is accepted. Test result the coeficient of determination is 41,8%. The results of this study are expected to be a material consideration for the Departement of Youth and Sports (DISPORA) who wish to improve employee discipline.

Abstract

The purpose of this study is to describe, know and understand the results of the evaluation of the performance of BAPPEDA-LITBANG of Kaur Regency in preparing very good development plans. Methods This research will be conducted using a qualitative research approach. , without carrying out any treatment or manipulation of the variables being studied. Qualitative descriptive research is a type of research that aims to describe existing conditions by collecting data objectively. Meanwhile, to gather information in this study, the methods used are observation, interviews, and documentation. Triangulation with 6 informants at the BAPPEDA LITBANG office in Kaur District. Data analysis was carried out by comparing theory and practice. The analysis focused on variables related to evaluating the performance of BAPPEDA-LITBANG in Kaur district in the process of preparing a development work plan. From the results of research that has been carried out by expert researchers, the conclusions in this study are. evaluation of the performance of the Research and Development Agency of Kabuaten Kaur in the process of preparing the development work plan has been effective and efficient.

Abstract

This study aims to identify and analyze the impact of mobility and job changes on the performance of National Service Providers (NSP) of the Bengkulu Province Youth and Sports Service. This research is a quantitative type which involves data collection through questionnaires and data analysis through a multiple linear regression analysis model. Random sampling is a sample selection method. Multiple linear regression analysis was used on a sample consisting of eighty respondents. The results of the regression analysis show that 31.70% of the performance characteristics of employees of the National Private Organization (ASN) of the Bengkulu Province Youth and Sports Service are explained by circulation and movement, the remaining 68.30% is explained by other influencing factors. This was not researched in Bengkulu Province. This research. Currently, the F test results. count = (19.347) > Ftable = (2.49) which shows that the independent variables that change and change at the same time have many positive and negative influences on workers' work. The results of the t test show that the conversion rate analysis tcount (3.769) is ttable (1.664) and it is known that this variable has a significant influence on employee performance, and this change is the result of table (2.558). 1.664), many variables have a significant influence on employee performance. It could be said to be the most important change affecting the performance (ASN) of the Youth Sports Service in Bengkulu Province.

Abstract

Transparency and accountability play a key role in successful public procurement. This article discusses how increased transparency in the procurement process can lead to higher levels of integrity, while simultaneously improving the efficiency of public resource management. Through a more open and measured approach, governments can minimize the risk of abuse of power, corruption, and wasteful spending, while also strengthening public trust in public institutions. This article highlights the importance of concrete steps to achieve this goal and provides insights into how increased transparency and accountability can be key to success in more dignified and efficient public procurement.

Abstract

This research aims to determine the implementation of standard operational procedures for the financial administration of the treasurer's expenditure on assistant officials who make supervisory commitments. The data analysis method used is qualitative analysis. The results of the research show that: (1) Implementation of Standard Operational Procedures at the Bengkulu Province National Road Planning and Supervision Work Unit Office in the Treasurer Sector, Expenditures of Assistant Commitment Making Officials, the implementation has gone well in accordance with standard operational procedures set by the Ministry of PUPR. Implementation of standard operational procedures is also followed properly by the project consultant (2) If the files or billing documents from the project consultant are incomplete, they will be returned to the project consultant so that the files are complete in accordance with standard operational procedures (3) The Commitment Making Officer Supervision assigns tasks and the responsibility of the project consultant to supervise project control in terms of quality, quantity and costs (4) If the billing files or documents are incomplete.
