Abstract

General Background Educational institutions continuously modernize learning facilities to meet digital disruption challenges through integrated information systems. Specific Background Indonesian vocational schools actively adopt the Online Public Access Catalog to modernize library services and facilitate information retrieval. Knowledge Gap Despite widespread adoption, numerous users remain unfamiliar with digital catalogs, preferring manual searches due to confusing interfaces and a lack of skilled library personnel. Aims This study explores the implementation of an integrated library system using George C. Edwards III's policy theory at SMK Negeri 1 Sidoarjo. Results Qualitative descriptive analysis reveals that while the digital catalog facilitates student information searches, optimal operation is hindered by inadequate user comprehension and a severe shortage of staff possessing library science backgrounds. Furthermore, communication transmissions remain suboptimal, and resource limitations restrict system maintenance. Novelty This research comprehensively applies Edwards III's public policy framework to isolate specific bureaucratic and resource-based barriers in vocational library digitization. Implications Educational stakeholders must prioritize routine user training, secure adequate maintenance budgets, and upgrade personnel competencies to guarantee successful digital transitions. Highlights: Inadequate user comprehension causes students to rely on manual collection searches instead of the digital system. Abstract

General Background The rapid evolution of information and communication systems necessitates strict technical mastery within modern educational frameworks to prepare the younger generation for global competition. Specific Background Indonesian educational institutions consistently face significant digital divides and limited access to integrated multimedia application instruction. Knowledge Gap Despite theoretical demands for software literacy, practical opportunities for students to acquire advanced multimedia capabilities and practical application experience remain severely restricted in the field. Aims This study evaluates a targeted instruction program focusing on design, video editing, artificial intelligence, and online media management at SMA Negeri 1 Porong. Results Quantitative descriptive evaluations demonstrate that structured sessions successfully establish student confidence and technical proficiency across multiple platforms, including Canva, CapCut, and various algorithmic generators. While baseline software familiarity existed among participants, targeted instruction successfully formed advanced technical executions and strategic social media planning. Novelty This research distinctly maps the transition of secondary students from passive consumers to confident digital creators through integrated, personalized application modules. Implications Educational institutions must implement continuous, personalized instruction featuring intensive practical exercises to ensure consistent software proficiency and advanced skill mastery among the younger generation. Specific Background The Basic Education Data mechanism serves as Indonesia's primary instrument for national academic information collection. Knowledge Gap Despite its crucial role, substantial discrepancies remain between policy expectations and technical realities, particularly regarding operator capacity and infrastructure readiness. Aims This study analyzes the digital administration workflow at a senior high school to identify prevailing operational obstacles. Results The findings reveal that while organizing stages function adequately, critical technical barriers emerge from demographic spelling mismatches and server latency, resulting in severe integration delays. Furthermore, frequent application updates severely burden human resources. Novelty This study specifically isolates civil registry integration mismatches as the primary bottleneck in school-level administrative digitalization. General Background Digital information and communication technology provides substantial opportunities for institutional transparency and accountability. Specific Background The transformation of educational workflows in Indonesia faces significant limitations regarding technology access and operational readiness. Knowledge Gap While theoretical frameworks suggest technology adoption guarantees operational efficiency, practical implementation frequently encounters severe hardware deficiencies and personnel resistance. Aims This research investigates the technology utilization workflow at SMAN 1 Krembung to identify existing operational challenges and opportunities. Results The study reveals an average completion time of fifteen minutes and eighty percent user satisfaction; however, technological utilization remains suboptimal due to inadequate hardware, insufficient personnel training, and the absence of platform integration. Novelty This study specifically isolates the discrepancy between high user satisfaction metrics and the underlying systemic technology integration failures in regional educational institutions. Implications Educational policymakers must prioritize targeted personnel technology training, integrated platform development, and sustainable hardware investment to optimize workflows. Specific Background Within Indonesia, secondary education frequently struggles with traditional instructional methods, access disparities, and inadequate infrastructure, which collectively restrict optimal technology utilization among learners. Knowledge Gap Although constructivist theories emphasize active knowledge building through practical interaction, a substantial discrepancy exists regarding how to practically integrate essential administrative software capabilities within secondary school environments. Aims This research analyzes a targeted internship initiative designed to develop practical software proficiencies among tenth-grade student council members at SMAN 1 Krembung Sidoarjo. Results Qualitative observations and thematic analyses reveal that direct mentoring in platform applications, specifically utilizing Canva and Google Sheets for website creation, certification, and attendance tracking, successfully builds functional digital capabilities, although infrastructural limitations and coordination challenges temporarily disrupted the learning process. Novelty This study specifically identifies student council organizations as strategic primary vehicles for peer-to-peer technological skill dissemination within resource-constrained public administration contexts. General Background Global industrial competition necessitates a highly competent workforce equipped with comprehensive practical capabilities. Specific Background Within the Indonesian educational landscape, high schools frequently struggle to prepare learners for professional environments due to inadequate technological resources and pedagogical limitations. Knowledge Gap Although experiential learning theories advocate for practical assimilation, limited empirical understanding exists regarding how external mentorship programs specifically facilitate technical and interpersonal capability acquisition for high school learners. Aims This qualitative case study analyzes the implementation of an external mentorship initiative designed to develop learner capabilities at SMA Negeri 1 Tarik. Results In-depth interviews and participatory observations reveal that interpersonal competencies, including communication and leadership, are successfully assimilated into extracurricular projects, while technical proficiency in information technology is embedded within specific academic subjects. Furthermore, external mentors provide crucial operational support, although the initiative faces systemic barriers such as resource constraints, restricted digital access, and inadequate teacher training. Novelty This research uniquely identifies the dual-benefit mechanism where external mentors bridge institutional resource deficits while simultaneously acquiring practical teaching experience. General Background Efficient records management constitutes a fundamental administrative requirement for maintaining institutional memory, ensuring accountability, and supporting strategic decision-making. Specific Background Educational institutions in Indonesia are currently navigating the transition from traditional paper-based document storage to modern electronic environments to accommodate growing administrative demands. Knowledge Gap Although theoretical frameworks advocate for fully integrated automated archiving platforms, practical implementation within public schools frequently encounters severe operational bottlenecks regarding specialized human resources and technical infrastructure. Aims This qualitative case study evaluates the records administration workflow within a public secondary school to identify prevailing operational limitations. Results The analysis reveals that the institution utilizes systematic manual procedures encompassing document creation, physical storage, and environmental maintenance; however, the transition to electronic platforms faces substantial barriers, including inadequate specialized personnel, limited physical infrastructure, restricted retrieval speed, and compromised information security. Novelty This research distinctly isolates the specific administrative vulnerabilities that emerge when high-volume educational facilities attempt electronic document transitions without adequate specialized technical personnel. Aims This study analyzes a project-based information technology training initiative targeting education personnel at SMA Negeri 1 Gedangan to evaluate its practical outcomes.
