Abstract

Implementation of the Uninhabitable House Social Rehabilitation Program (RSRTLH). In its performance, several problems were found. First, there are large numbers of individuals without adequate housing. In addition, the distribution of beneficiaries of the RS-RTLH program has not been fully optimal, and the construction and renovation of houses have not been completed. This study aims to examine and describe the Uninhabitable House Rehabilitation Program implementation. In implementing the program delivered by Merilee S. Grindle, the tone of the program is appropriate, and the program objectives have been achieved. The research method uses a qualitative approach. The research results show that the program's implementation has not reached its target, indicating that the performance has not been by the observed impacts, and the level of change has not been running optimally as stated in the regulations that have been set. The inhibiting factors include the lack of involvement of related parties, budget constraints, and lack of community participation, so the program's implementation aims to be completed but has not yet obtained maximum results.

Abstract

Pengabdian kepada masyarakat ini bertujuan untuk meningkatkan literasi digital masyarakat dalam menghadapi hoaks dan disinformasi di era media sosial. Jumlah peserta dalam kegiatan ini sebanyak 40 orang. Metode pelaksanaan dilakukan melalui sosialisasi, diskusi, pelatihan, praktik langsung, pendampingan, dan evaluasi. Hasil kegiatan menunjukkan adanya peningkatan pemahaman peserta mengenai karakteristik hoaks, disinformasi, serta langkah-langkah sederhana dalam memverifikasi informasi digital sebelum menyebarkannya kepada orang lain. Hasil evaluasi juga menunjukkan peningkatan nilai rata-rata peserta pada seluruh aspek penilaian, nilai post-test tertinggi terlihat pada aspek kesadaran untuk tidak menyebarkan informasi palsu nilai rata-rata 91. Selain meningkatkan pengetahuan, kegiatan ini juga berhasil membangun sikap kritis dan kesadaran peserta dalam menggunakan media sosial secara lebih bijak dan bertanggung jawab. Meskipun terdapat kendala berupa perbedaan tingkat pemahaman teknologi digital dan keterbatasan waktu pelaksanaan, kegiatan tetap berjalan efektif melalui pendekatan pendampingan langsung dan diskusi kelompok. Secara keseluruhan, kegiatan pengabdian ini memberikan dampak positif terhadap peningkatan literasi digital masyarakat sehingga diharapkan mampu meminimalkan penyebaran hoaks dan disinformasi di lingkungan sosial.

Abstract

The Electronic Identity Card (e-KTP) issuance service is one of the population services provided by the Department of Population and Civil Registration to fulfill the public's need for an official identity document. In its implementation, several obstacles still affect the service delivery process. This study aims to analyze the implementation of e-KTP issuance services and identify the factors that hinder their implementation at the Department of Population and Civil Registration of South Labuhanbatu Regency. This study employed a descriptive qualitative research method. Data were collected through observation, interviews, and documentation. The results show that the e-KTP issuance service has been implemented in accordance with the Standard Operating Procedures (SOP). Service officers provide courteous, responsive, and responsible services, supported by adequate facilities and infrastructure. However, the service has not been fully optimal due to several obstacles, including limited public understanding of service procedures, shortages of e-KTP card blanks, network disruptions, and the persistence of brokerage practices. Therefore, greater efforts are needed to improve public outreach, strengthen coordination regarding the provision of e-KTP card blanks, enhance network reliability, and strengthen supervision to prevent brokerage practices in order to improve the implementation of e-KTP issuance services.

Abstract

The implementation of E-Governance in improving public services at the Medan Denai District Office, Medan City, represents a digital transformation effort aimed at creating a transparent, accountable, and efficient government through information technology. However, its application at the district level has not yet been fully optimized. This study aims to describe the implementation of E-Governance at the Medan Denai District Office and to identify the factors inhibiting its effectiveness. The research employs a qualitative approach using primary and secondary data collected through observation, interviews, and documentation. Data were analyzed using an interactive analysis model consisting of data reduction, data presentation, and conclusion drawing. This study applies George C. Edward III’s policy implementation theory, which emphasizes four variables: communication, resources, disposition, and bureaucratic structure. The findings indicate that E-Governance implementation at the Medan Denai District Office remains suboptimal. Information technology has improved service efficiency but is not yet fully integrated. Transparency is limited due to the lack of accessible public information, while accountability mechanisms such as complaint and reporting systems remain manual. The main obstacles include limited human resource capacity, inadequate technological infrastructure, weak inter-stakeholder communication, and a bureaucratic structure that does not fully support digital systems. Strengthening human resources, improving infrastructure, and optimizing digital systems are necessary to enhance public service quality.
