Abstract

Community participatory supervision has been carried out through the implementation of the Perbawaslu No. 2 of 2023 policy by the Kupang City Bawaslu which aims to increase public participation in election and/or election supervision. The problem in this writing is that there are still allegations of violations in the election, there is a lack of understanding from the public, including election participants, related to participatory supervision and limited internal human resources. The method used in this writing is qualitative descriptive by describing the policy implementation process based on Edward III's theory. The results of the discussion in this writing show that the implementation of the Perbawaslu No. 2 of 2023 policy has been carried out well, but there are still some obstacles, especially in terms of communication and resources.

Abstract

This research aims to describe the accountability aspects of public services at the Samsat office in Jayapura City, Papua in serving taxpayers in a transparent, safe and open manner. includes service processes, service costs, and service products. This research uses descriptive qualitative research. This research instrument consists of an interview guide and documentation study. The information was taken from policy-making elements at the Jayapura City Samsat office and stakeholders who really know or actors who are directly involved in the problem. To measure the accountability of public services using the dimensions (Sutrisno 2009) of effectiveness, efficiency, responsiveness, legal certainty and transparency. Data analysis techniques using interactive models, data reduction, data presentation and drawing conclusions. From research results. The vehicle tax fine exemption program in Jayapura City has not shown positive results. From the research results. Based on the results of the analysis of public service accountability indicators, it can be concluded that the Jayapura City Samsat Office has shown quite good performance in providing services to the community. The spread of service points in various places and technology-based innovation increases effectiveness and efficiency. The responsiveness of services can be seen from the various programs provided, while legal certainty and financial transparency indicate good governance. However, there are several aspects that can still be improved, such as optimizing the achievement of revenue targets from Motor Vehicle Transfer of Title Fees and increasing access to service information for the public. Abstract

The implementation of government, when viewed from the geographical conditions of the unitary state of the Republic of Indonesia, which consists of many islands with a population of diverse ethnicities, ethnicities, languages, and multicultural cultures, where using a suitable government system is democratic, and its implementation cannot be handled by only one government, in this case the local government participates in the implementation of divided authority in the form of regional autonomy and is carried out by government agencies, by pursuing policies and mechanisms related to cooperation. This study aims to determine and analyze the categories of government agencies in carrying out forms of cooperation, and the application of synergistic forms of cooperation between the central government and local governments in Yogyakarta City. This research uses normative and empirical legal research oriented to secondary data and primary data which results in nine (9) categories of central government agencies that carry out the implementation of the central government, one of which is synergy cooperation which is development planning and implementation with a focus on sharing roles and responsibilities between the central and regional governments based on Permendagri 2020 concerning Regional Cooperation through Law Number 23 of 2014 concerning Regional Government through Cooperation Documents, or Momerandum of Understanding (MoU).

Abstract

Waste management is a major challenge in urban environmental governance, including in Raha City, Muna Regency. This issue reflects the extent to which the local government is capable of providing effective, efficient, and sustainable public services. This study aims to analyze the capacity of the Muna Regency Government in managing waste in Raha City by examining institutional structure, human resources, infrastructure, funding, and community participation. The research employs a descriptive qualitative approach, utilizing data collection methods such as interviews, field observations, and document analysis. The results show that the local government's capacity still faces various obstacles, including a limited number of waste transport vehicles, insufficient budget allocation, and lack of coordination among related agencies. Furthermore, public awareness regarding waste sorting and proper disposal remains low. This study recommends strengthening institutional frameworks, enhancing the competence of government personnel, increasing waste management facilities, and encouraging active community involvement through educational and collaborative approaches. These findings are expected to provide input for local policy-making to improve sustainable urban environmental governance in Raha City.

Abstract

This study aims to analyze the role of E-Government in improving the quality of public services in the Malang City Public Service Mall (MPP). The problem of slow, inefficient, and non-transparent public services is the basis for the importance of digital transformation through the implementation of E-Government. This study uses a qualitative method with a descriptive approach and a case study design. Data was collected through in-depth interviews with MPP managers, front office officers, and service user communities, complemented by observation and documentation studies. The results of the study show that the implementation of electronic queue systems, self-service kiosks, East Java Smart Service (JSS) applications, and NIK-DTKS data integration is able to accelerate the public service process with an average time efficiency of 50-60%. In addition, the level of public satisfaction with speed, ease of access, and service quality tends to be high. However, the challenges faced are the digital literacy gap of the community and the limited capacity of service human resources. This study recommends strengthening digital literacy, increasing human resource capacity, and strengthening infrastructure and cross-sector collaboration to support the sustainability of digital transformation of public services.

Abstract

This study aims to analyze the effectiveness of digital media use in the Lapor Mas Wapres Program using indicators developed by Bruhn et al. in Bimaskara (2020), namely: media attractiveness, media clarity, completeness of media information, and ease of media access. This research method uses a descriptive qualitative approach with content analysis techniques on the official Lapor Mas Wapres website. The results show that the digital media in this program has good visual appeal and navigation, but still lacks visual innovation and interactivity. The clarity of information is considered sufficient, but is not yet equipped with digital literacy to counter misinformation. In terms of completeness of information, this program provides a number of important information such as rules and terms of service, but lacks a comprehensive explanation of procedures and complaint mechanisms. Ease of access is relatively good through gadgets and WhatsApp, but is not yet fully friendly for people with disabilities.

Abstract

The challenge for a regional head today is to create new economic points in each region that will provide hope and can create community welfare in the form of increasing employment opportunities, reducing unemployment rates, increasing community income above the Provincial Minimum Wage (UMP), and maintaining regional inflation rates. This study aims to identify the benefits and impacts that will be obtained from the construction of Tanjung Carat port in South Sumatra Province, including: 1) analyzing the increase in economic growth in South Sumatra province, 2) creating job opportunities, 3) reducing transportation logistics costs, 4) integrating the economic ecosystem of South Sumatra Province. The development of a new economic point in South Sumatra through the construction of the Tanjung Carat international port, the priority things that must be implemented by the local government include legal and regulatory certainty by providing easy and uncomplicated permits, protection of ownership rights for the land area to be built and consistency in implementing policies, fulfillment of basic infrastructure in the Sustainable Development Goals (SDGs), the employment aspect is the most important part in the implementation of the development and activities of the Tanjung Carat international port, the condition of a region, political and social stability, creating market access where proximity to the domestic or export market, providing investment incentives for business actors around the Tanjung Carat Port area

Abstract

Long Distance Marriage (LDM) refers to a situation where married couples do not live together for certain periods of time and distance. Parents in a long-distance marriage must implement the best parenting practices for their child's growth and development using appropriate methods. This study aims to describe the implementation of parenting and parenting styles by parents in a long-distance marriage and to describe the challenges of parenting faced by parents in a long-distance marriage. This research employs a qualitative method with data collection techniques through observation and in-depth interviews. Informants were selected through purposive sampling, totaling 15 individuals. The informants were divided into two categories: 6 active participants, which parents with children, and 9 observers, including teenegers, extended family, and neighbors. The theories used in this study include parenting theory and types of parenting styles. The results indicate that parenting styles vary among families. Of the six families studied, two employed authoritarian parenting, three utilized democratic parenting, and one adopted permissive parenting. The obstacles faced by each family in a long-distance marriage included limited communication, limited energy, limited physical interaction, and double burden.

Abstract

This study aims to analyze the effectiveness of the recess program conducted by the Chairman of the Mataram City Regional House of Representatives (DPRD) in absorbing and responding to public aspirations, emphasizing accountability and transparency as the main pillars of effective legislative governance. Using a descriptive qualitative approach, data were collected through in-depth interviews with the Chairman of the DPRD as the key informant and participatory observations during recess activities in various electoral districts. The findings indicate that recess functions not only as a constitutional obligation but also as a participatory democratic tool that bridges the gap between the public and policymaking. The Chairman of the DPRD, Abdul Malik, has made efforts to establish inclusive communication, although challenges such as limited time, budget constraints, and regulatory issues persist. The effectiveness of the recess largely depends on the level of public participation, accountability in reporting, and transparency of information, wherein public aspirations are integrated into regional development planning through the “pokok-pokok pikiran” (legislative input mechanism). This study recommends strengthening the follow-up mechanism, enhancing transparency in reporting, and increasing active public engagement to ensure that recess serves as a substantive and impactful instrument of public representation in regional development policy.

Abstract

This study aims to analyze trends in bureaucratic recruitment in optimizing the performance of state apparatus in the era of modern governance. The research method used is a systematic literature review of 83 scientific articles sourced from the Scopus database, analyzed using the Vosviewer application. The results of the study indicate a global trend toward reforming the bureaucratic recruitment system, emphasizing meritocracy, digital competence, and adaptability to social change. The analyzed studies suggest that a recruitment approach based on merit systems, transparency, and the use of digital technology can improve the quality of civil service human resources and promote the creation of a bureaucracy responsive to public needs. With the development of digital society and the globalization of public administration, many countries have begun to integrate e-recruitment-based systems to accelerate the selection process, minimize nepotism, and expand the reach of quality talent. The limitation of this study is that the articles used are only sourced from the Scopus database, so the findings may not comprehensively describe global issues related to public service in the digital era. Future research should utilize scientific articles from other reputable international databases, such as Web of Science and Dimensions Scholars.
