Tujuan dari publikasi jurnal ini untuk menyebarluaskan konsep, ide dan hasil penelitian dalam ruang lingkup ilmu administrasi publik dan pemerintahan. Abstract

This study aims to find out how to implement agile governance in public services at the Ferry Crossing Port of Air Putih Bengkalis Regency, as well as its various challenges. This analysis is based on theory of agile governance according to Alexandre J. H. de o. Luna, Philippe Krutchen, and Hermano P. de Moura (2015), which includes six indicators, including: Good Enough Governance, Business Driven, Human Focused, Based On Quick Wins, Systematic and Adaptive Approach, Simple Design and Continuous Refinement. The approach used is qualitative descriptive, with data collection techniques through observation, in depth interview, and documentation. The results of the study show that the application of agile governance principles in public services at the Air Putih Port by the Transportation Department has seen various efforts made to create improvements in public services. However, there are still several obstacles in the field such as a lack of awareness from the public to order queuing, frequent damage to ships that have an impact on the accumulation of passengers, lack of attention to facilities at the port for maintenance.

Abstract

The implementation of the Dompu Regency Government website is one of the strategic efforts in encouraging digital transformation and improving the quality of electronic-based public services. However, its implementation still faces various obstacles such as limited utilization by several regional apparatus organizations that use the Dompukab.go.id domain, still at 30% of the ideal target of 100% and 70% of other regional apparatus organizations have not fully utilized the use of official subdomains optimally, uneven network infrastructure, and low digital literacy of the community, especially in blank spot areas, also hamper its implementation. This study aims to analyze the implementation of the Dompu Regional Government website as a form of digital transformation that previously shifted from conventional services in the form of Simolin cars based on six indicators of Munoz and Bolivar (2018), namely Strategic E-Government Plan, Technologies Used, Technological Issues, Policies and Programs, Digital Divide–Citizens’ Acceptance, and Legal and Policy Barriers. Using a descriptive qualitative approach, data was obtained through interviews, observations, and documentation with key informants from the Dompu Regency Communication and Informatics Office and community service users. The research results indicate that the implementation of the local government website has a strong policy foundation, structured program support, and adequate technological readiness. In conclusion, the Dompu local government website has served as an important instrument in providing information services, but its effectiveness requires strengthening human resource capacity, equitable digital access, and optimizing website utilization by all regional government organizations.

Abstract

By using the descriptive method stages and using a qualitative approach, it is hoped that the dissemination of information about the IKD application will be conveyed comprehensively. The results of the study show that the implementation of the IKD application carried out by the Population and Civil Registration Office of Bandar Lampung City to make it easier for the public to process population data documents and implement online-based services has almost reached 15% of the target that should be achieved, namely 30%, this indicates that almost half of Bandar Lampung city residents have become active users of the IKD application. By using the IKD application, the community feels the benefits including the ease of making changes to population data, more efficiency and saving time because they do not need to queue for a long time. The implementation of the IKD application still faces technical and non-technical obstacles, including internet connectivity issues for IKD users, such as those whose smart devices cannot yet download the application, inadequate internet networks, and uneven public awareness campaigns, as well as some residents' lack of familiarity with how to use the application.

Abstract

The Septage Treatment Plant, commonly known as IPLT, is specifically designed to treat fecal sludge to ensure it does not pose a hazard to public health or the surrounding environment.This facility is engineered to accommodate the total volume of fecal sludge generated by the residents within a specific administrative area. The approach utilized in this study is a qualitative approach. Specifically, the researcher employed a descriptive qualitative research type, which aims to examine existing problems and the applicable standard operating procedures within the facility. The research was conducted at the Padang City Septage Treatment Plant (IPLT), located on Jalan Belakang Kompi Bantuan, Surau Gadang Village, Nanggalo District, Padang City, West Sumatra.The research focus serves as the primary object or the central point of attention in this study. The focus of this research is categorized into two main aspects: 1) The implementation of septage management at the Padang City Environmental Service; and 2) The comprehensive processes of planning, organizing, implementing, and supervising the IPLT operations in Padang City.The data analysis technique applied in this study is descriptive data analysis based on the Miles and Huberman model (1992:15,20). This involves an interactive model consisting of several stages: data collection, data reduction, data display, and conclusion drawing. The research findings indicate that the Padang City IPLT continues to operate effectively to this day. Its operations align with the predetermined planning to achieve the strategic objective of becoming a source of Regional Original Revenue (PAD) while consistently serving the entire region of Padang City.

Abstract

Technological advancements in the Industrial 4.0 era have driven the transformation of payment systems in public transportation, including the implementation of e-ticketing using e-money cards on BisKita Trans Pakuan Bogor. However, the effectiveness of this system is considered low due to its limited usage, restricted number of issuing financial institutions, and the difficulty of reloading balances. Moreover, experts argue that e-money cards are outdated, as smartphone adoption continues to rise alongside innovations in digital payment systems such as QR Code (QRIS). This qualitative study reveals that the adoption of QRIS as an alternative payment method is urgently needed to overcome the limitations of e-money cards and to support the integration of the national digital economy and finance. Abstract

This study aims to evaluate the impact of the Regional School Operational Assistance Program (RSOAP) on non-permanent teachers (NPT) in junior high schools across Sekadau Rege ncy. The research explores psychological, work environment, economic, and social aspects affecting non-permanent teachers. Employing a descriptive qualitative approach, data were collected through in-depth interviews with NPTs at Public Junior High School 1 Sekadau Hilir, the school principal, an allowance officer from the Education Department, and the drafter of the Regent’s RSOAP regulation. Psychologically, many NPTs experience anxiety regarding their employment status and irregular fund disbursement, NPTs are treated equally to civil servant teachers, enjoying harmonious relationships and full participation in school activities. Economically, however, GTTs face significant challenges, including incomes below the regional minimum wage and the absence of fixed allowances, leading some to take on secondary jobs. While RSOAP is appreciated, its financial support remains insufficient to ensure economic security. Socially, recognition of professional status is viewed as secondary to financial stability, with most NPTs remaining hopeful for future civil servant status. The study concludes that while RSOAP has had a positive influence, it falls short in addressing key concerns, particularly economic hardship and employment status

Abstract

Makassar City as the government center of South Sulawesi must be a model in handling covid-19 effectively and efficiently.This study aims to analyze the effec-tiveness of handling covid-19 in Makassar City through the Makassar Recover program,  what strategies the government has taken to revive the com-munity's economy which became the covid 19 pandemic and the constraints and challenges. The results showed that the Makassar Recover program was considered effective in overcoming COVID-19 in Makassar City. The effectiveness of this program includes policies that are right on target and right implementation. The main target of the Makassar Recover Program is suspected COVID-19 patients. Based on the questionnaires distributed, the data ob-tained that 54% are right on target. The synergy between the government and the community in encouraging the fulfillment of the Makassar recovery program target in handling COVID-19 is also very high at 39%. In the Makassar Recover program, known as the Detector Task Force, which functions to filter and monitor the door to door method of residents' homes, the Raika Task Force which works to parse and targets business places, entertainment and events, and the last is the Covid Hunter Task Force which works with suspected Covid-19 cases. carry out tracing, testing and treatment. Various efforts have been prepared by the government to encourage economic strengthening in the midst of the Covid 19 pandemic. The targets are business actors, especially MSMEs. By developing a digital-based marketing concept, presenting a tourist aisle and economic hybridization.

Abstract

This study analyzes the implementation of the Smart ATENSI Margolaras Pati application in social rehabilitation services for persons with disabilities in Gresik Regency. The study aims to examine the implementation of Smart ATENSI in accordance with Minister of Social Affairs Regulation Number 7 of 2022, its impact on the fulfillment of the rights of persons with disabilities, and the challenges faced in its implementation. A descriptive qualitative approach was employed using in-depth interviews, observation, and documentation. The findings show that Smart ATENSI has been implemented in line with the stages of social rehabilitation, including data collection, needs assessment, assistance distribution, and monitoring and evaluation. Digitalization through Smart ATENSI has improved the accuracy of beneficiary targeting, service efficiency, and data transparency. The program has also contributed positively to improving the social functioning of persons with disabilities. However, several challenges remain, particularly related to human resource capacity, digital literacy, internet infrastructure, and the workload of social assistants. Overall, Smart ATENSI represents an effective and inclusive digital innovation in social rehabilitation services in Gresik Regency.

Abstract

This study analyzes the relationship between the application of ethical values in public service and the integrity of state apparatus on the level of public trust. The study uses a qualitative approach through a literature review of various scholarly sources from the last two decades. The results of the study indicate that the application of ethical values such as justice, accountability, transparency, and professionalism can increase public trust in the government. Conversely, the low integrity of the state apparatus will hurt the quality of public service, encouraging the growth of corrupt practices, bureaucratic inefficiency, service discrimination, and the decline of the merit system and public trust. This study also describes various efforts that the government can undertake to build and strengthen a culture of integrity within the state apparatus, including: enforcement of regulations and strict sanctions, continuous ethics training, implementation of a merit system in recruitment and promotion, public involvement in oversight, and exemplary bureaucratic leadership. These findings confirm that strengthening a culture of integrity and ethics must be a top priority in the bureaucratic reform agenda to realize professional, clean, and trusted public services.

Abstract

Penelitian ini bertujuan untuk mengevaluasi Program Desa Preneur di Desa Ngalang dalam mengembangkan usaha kecil, mikro, dan menengah (UMKM) di Desa Ngalang Gedangsari, Gunungkidul. Penelitian ini menggunakan teori Evaluasi Stufflebeam dengan menganalisis konteks, masukan, proses, produk (CIPP) yang digunakan untuk menilai program secara komprehensif dari aspek konteks, masukan, implementasi, hingga hasil akhir. Metode penelitian ini menggunakan pendekatan kualitatif dengan tipe studi deskriptif evaluatif. Berdasarkan hasil evaluasi CIPP, Program Desa Preneur di Desa Ngalang menunjukkan bahwa desa tersebut memiliki potensi lokal yang besar dari sektor pertanian dan ekonomi kreatif berbasis budaya sebagai modal pengembangan program. Namun, masih terdapat keterbatasan pada aspek masukan seperti rendahnya keterampilan manajerial, perencanaan bisnis, pemasaran digital, serta keterbatasan modal dan fasilitas. Dari sisi proses, implementasi program telah berjalan sesuai kerangka kebijakan melalui pelatihan, pendampingan, dan kegiatan promosi, meskipun partisipasi dan pemahaman masyarakat terhadap program belum merata sehingga implementasinya belum optimal. Sementara itu, dari aspek produk, program ini telah menghasilkan produk desa unggulan dengan identitas lokal, tetapi dampaknya terhadap peningkatan ekonomi pelaku UMKM belum signifikan dan berkelanjutan karena strategi pemasaran, branding, dan pemanfaatan promosi digital yang lemah.
