SIMBOL adalah Jurnal STISIP Imam Bonjol merupakan jurnal yang diterbitkan oleh Lembaga Penelitian dan Pengabdian Masyarakat Sekolah Tinggi Ilmu Sosial dan Ilmu Politik Imam Bonjol untuk Bidang Ilmu Sosial dan Ilmu Politik. SIMBOL menampung banyak isu dan permasalahan yang berkaitan dengan ilmu administrasi publik dan pemerintahan. Tujuan dari publikasi jurnal ini untuk menyebarluaskan konsep, ide dan hasil penelitian dalam ruang lingkup ilmu administrasi publik dan pemerintahan. Abstract

The Balanced Scorecard has demonstrated its potential as an effective tool in encouraging the reformulation of public sector performance measurement systems, particularly in service personnel. This study aims to explore the adaptation of the Balanced Scorecard in measuring the performance of state civil servants (ASN) to suit the characteristics and needs of the public sector, and to assess the influence of ASN understanding, human resource capacity, and indicator integration on the quality of performance measurement. The method used is a qualitative literature study, with thematic synthesis of various relevant articles, books, and official documents to obtain a comprehensive picture of the implementation of the Balanced Scorecard in the public service sector. The results show that the Balanced Scorecard, originally developed for the business sector, has been successfully adapted into a performance measurement instrument that emphasizes four perspectives: finance, customers, internal processes, and growth and learning. This adaptation is able to reflect budget effectiveness, public satisfaction, operational process efficiency, and ASN capacity development. The success of the Balanced Scorecard implementation is highly dependent on ASN's strategic understanding of the indicators, the ability to internalize perspectives, and the capacity of human resources to analyze and optimize performance data. Without adequate internalization and integration, performance measurement tends to be formalistic and less reflective of public service effectiveness. This research confirms that the Balanced Scorecard is not simply an administrative evaluation tool, but a strategic instrument that can improve the accountability, service quality, and effectiveness of public organizations.

Abstract

This study aims to analyze the effect of Human Resource Development on Employee Performance at the Salamrejo Village Office, Binangun District, Blitar Regency. A quantitative research approach was employed. The research population comprised all village officials, and a saturated sampling technique was applied. Data were collected using a Likert-scale questionnaire constructed based on human resource development indicators, including education and training, non-training activities, study assignments, and job promotion, as well as employee performance indicators encompassing quality, quantity, timeliness, attendance, and interpersonal impact. Data analysis was conducted using SPSS software, which included validity and reliability testing, classical assumption testing, simple linear regression analysis, and t-test procedures. The findings reveal that Human Resource Development has a positive and statistically significant effect on Employee Performance, as indicated by a significance value of 0.004 (p < 0.05). These results indicate that systematic and sustainable human resource development initiatives contribute to improved organizational effectiveness within village institutions and enhance the quality of public service delivery.

Abstract

Social forestry in Indonesia has gained increasing scholarly attention as a governance approach for reconciling forest conservation with community rights, livelihood improvement, and sustainable rural development. This study maps the evolution of Indonesian social forestry research and examines how a national priority program aligns with scholarly trends through a bibliometric approach. Using a PRISMA-informed workflow, we identified and screened records and analyzed 176 Scopus-indexed journal articles (2015–2025) with Bibliometrix/Biblioshiny and VOSviewer. We assessed annual scientific production, leading contributors (authors, institutions, and countries), collaboration structures, and thematic development via co-occurrence networks, three-field plots, and thematic mapping. Results show strong publication growth, accelerating in the late 2010s and peaking in the early 2020s. Knowledge production is highly concentrated in Indonesia (402 country contributions; 75.14%), with selective international engagement from Australia, Japan, the United States, and the United Kingdom. Core contributors include Maryudi A (16) and Sahide MAK (14), while leading affiliations cluster in Indonesian universities, particularly IPB University, Universitas Gadjah Mada, and Hasanuddin University. The thematic core centers on Indonesia–social forestry–forest management and community forestry, supported by strands on agroforestry, sustainability, governance, policy implementation, and livelihoods. Collaboration is substantial (mean 4.74 co-authors/document; 33.52% international co-authorship). Key gaps include limited integration of politico-bureaucratic and Indigenous dimensions, weak conceptual bridging from place-based land-use studies, and underdeveloped links to climate–carbon and commodity-livelihood agendas. Limitations include Scopus-only coverage.

Abstract

The purpose of this study is to examine and describe regional financial management in support of good governance principles in West Sumatra Province. A longitudinal approach is used to track the development and effectiveness of budgeting policies over time, as well as their impact on transparency, accountability, participation, and efficiency of local government. This study utilizes secondary data from regional financial reports, development planning documents, and budget implementation evaluations over the past several years. The findings indicate that the implementation of sustainable budgeting policies can improve the quality of regional financial governance, strengthen public oversight, and encourage public participation in the decision-making process. However, challenges related to human resource capacity and inter-agency coordination still require attention to strengthen the implementation of good governance comprehensively, and to address changing budget policies.

Abstract

This study aims to explain public service innovations at the Population and Civil Registration Office in Solok Regency, thus facilitating public access to services. To date, poor service delivery has hampered the processing of administrative documents. This study employed qualitative methods, using interviews, documentation, and field observation as data collection techniques. The results indicate that the Marawa application innovation at the Solok Regency Population and Civil Registration Office has facilitated public service delivery. Thanks to the Marawa innovation, the Office received an award for compliance in public service delivery, with highly satisfactory results.

Abstract

This study aims to analyze the quality of local democracy in terms of electoral integrity, public trust, and legitimacy through a case study of ballot box tampering in the 2024 regional elections in Sungai Penuh City. This study uses a qualitative approach by utilizing secondary data obtained from official documents of the Sungai Penuh City KPU and Sungai Penuh City Bawaslu, reports, media coverage, and academic literature on local democracy. The results of this study show that the destruction of ballot boxes was triggered by dissatisfaction with the results of the vote count, as well as strategic political motives to force a re-vote (PSU), organized instructions from certain actors driven by the fanaticism of supporters of the candidates for mayor and deputy mayor of Sungai Penuh. Thus, this study provides an overview that strengthening the quality of local democracy is not only at the stage of improving the integrity of the organizers and the logistics security system, but also requires political education, digital literacy, and strict law enforcement in the implementation of regional elections in Sungai Penuh City.

Abstract

Penelitian ini bertujuan menganalisis strategi Pemerintah Daerah dalam pencegahan karlahut di Kecamatan Tambang, Kabupaten Kampar pada tahun 2015. Penelitian menggunakan pendekatan kualitatif dengan metode studi kasus dan pendekatan yuridis empiris, yaitu mengkaji ketentuan hukum yang berlaku serta implementasinya di lapangan. Hasil penelitian menunjukkan bahwa strategi pencegahan dilakukan melalui upaya preventif dan represif. Upaya preventif meliputi peningkatan kapasitas aparatur dan sarana prasarana, penguatan regulasi kebencanaan, pemberdayaan serta peningkatan partisipasi masyarakat dalam Pengurangan Risiko Bencana (PRB), serta peningkatan koordinasi lintas lembaga. Sementara itu, upaya represif dilakukan melalui penegakan hukum oleh aparat kepolisian terhadap pelaku pembakaran guna memberikan efek jera. Meskipun demikian, pelaksanaan strategi masih menghadapi kendala berupa keterbatasan kapasitas kelembagaan dan rendahnya kesadaran masyarakat terhadap risiko bencana

Abstract

Consumer protection is a crucial element of modern economic systems as it seeks to maintain a balanced relationship between business actors and society as users of goods and services. BPKN plays a strategic role in providing advocacy, policy recommendations, and strengthening the national consumer protection framework in Indonesia. However, the effectiveness of consumer protection is not solely determined by regulatory frameworks but is also significantly influenced by the quality of human resources responsible for delivering public services. This study aims to analyses the role of BPKN HR competencies in enhancing consumer protection through service quality grounded in business ethics. The research employs a qualitative approach using a literature study method, drawing upon reputable academic journal articles and scholarly sources related to HR competencies, public service quality, and business ethics. The findings indicate that HR competencies constitute a key factor in improving the effectiveness of consumer protection. Public officials possessing technical, analytical, and digital competencies, as well as strong communication and empathetic skills, are better positioned to deliver higher-quality public services. Service quality supported by the dimensions of reliability, responsiveness, assurance, and empathy has been shown to strengthen public trust in consumer protection institutions. Furthermore, the internalization of business ethics within organizations plays a vital role in maintaining integrity, transparency, and accountability in service delivery. The integration of human resource competencies, service quality, and business ethics therefore forms a critical foundation for developing a responsive, credible, and adaptive consumer protection system in the context of an evolving digital economy.

Abstract

This study employs a qualitative approach using content analysis to examine leadership communication patterns on social media. The unit of analysis consists of 40 Instagram posts published after the regent’s inauguration in 2025. Data were collected through documentation of Instagram posts and analyzed using a coding scheme based on four leadership communication categories: administrative leadership, public service leadership, collaborative governance, and symbolic leadership. The findings show that administrative leadership content dominates the communication pattern with a proportion of 30 percent, followed by public service leadership (25 percent), symbolic leadership (25 percent), and collaborative governance (20 percent). These results indicate that Instagram is mainly used as a platform to display governmental activities and administrative leadership. However, the communication pattern remains largely one-directional, focusing more on information dissemination rather than interactive engagement with citizens. This study contributes to public administration literature by highlighting the role of social media in shaping digital public leadership in local government.
