SIMBOL adalah Jurnal STISIP Imam Bonjol merupakan jurnal yang diterbitkan oleh Lembaga Penelitian dan Pengabdian Masyarakat Sekolah Tinggi Ilmu Sosial dan Ilmu Politik Imam Bonjol untuk Bidang Ilmu Sosial dan Ilmu Politik. Tujuan dari publikasi jurnal ini untuk menyebarluaskan konsep, ide dan hasil penelitian dalam ruang lingkup ilmu administrasi publik dan pemerintahan. Abstract

Abstract This study aims to explore and analyze the strategic role of traditional institutions in supporting local governance in West Sumatra, with a focus on the city of Padang. A qualitative approach was employed to examine the interaction between traditional customary bodies and formal government structures, particularly in the implementation of local values embedded in the philosophy of adat basandi syarak, syarak basandi Kitabullah. Data were collected through in-depth interviews with customary leaders, local government officials, and community members, as well as through direct observation of collaborative practices at the sub-district and village levels. The findings indicate that traditional institutions play a crucial role in mediating between the interests of the community and the government, maintaining social stability, and reinforcing the legitimacy of local policies. However, challenges remain, including overlapping authorities, lack of formal regulation, and limited institutional capacity. This study recommends strengthening the synergy between traditional institutions and local governments through inclusive policies, institutional capacity building, and formal recognition within the framework of local governance.dalam satu paragraf berisikan isu-isu pokok, tujuan penelitian, metode/ pendekatan dan hasil penelitian. Abstract

Inflation is a strategic challenge faced by local governments in maintaining economic stability and public purchasing power. Palangka Raya City, as the capital of Central Kalimantan Province, experiences inflationary pressures due to its high dependence on external supplies and limited logistics infrastructure. This study aims to analyze the patterns of actor collaboration in regional inflation control by employing a qualitative approach with a case study design. Data were collected through in-depth interviews, limited participant observation, and document analysis, and then analyzed using Miles, Huberman, and Saldaña’s interactive model. The findings reveal that collaboration among actors within the Regional Inflation Control Team (TPID) is formally structured but primarily dominated by key institutions such as Bank Indonesia and the City Government. The collaboration tends to be coordinative rather than deliberative, with limited engagement from local businesses and civil society actors. Using the collaborative governance framework, this study highlights the critical role of interaction quality, facilitative leadership, and integrated data systems in shaping effective collaboration. It recommends strengthening institutional capacity, enhancing public participation, and fostering cross-sectoral learning to support more sustainable and inclusive local inflation governance. Abstract

Public service innovation has become a strategic step to enhance the quality and reach of government services, particularly in the field of population administration. This study examines the E-KTP Mobile Service innovation through the Jago Desa program implemented by the Department of Population and Civil Registration of Sumbawa Regency, aimed at addressing geographical challenges and the low accessibility of population documents. The purpose of this research is to analyze the effectiveness, sustainability, as well as supporting and inhibiting factors of the program's implementation. This study employs a descriptive qualitative approach with data collected through observation, in-depth interviews, and documentation. The findings show that Jago Desa is effective in directly reaching communities through a proactive service model (stelsel aktif), supported by two dedicated service teams. The uniqueness of this program lies in its culturally rooted naming and integrated on-site printing services, which had never been implemented before. It has positively impacted the increase in E-KTP coverage, the validity of population data, and public satisfaction with civil registration services. The program also demonstrates high replication potential, supported by repeated requests from local governments and its alignment with national innovation policies. Despite challenges such as limited operational facilities and difficult geographical conditions, Jago Desa is overall recognized as an effective, adaptive, and sustainable public service innovation

Abstract

This study examines the regional information system based on the implementation of Presidential Regulation Number 95 of 2018 concerning Electronic-Based Government Systems (SPBE). The use of the SRIKANDI application is regulated in ANRI Regulation Number 4 of 2021 concerning Guidelines for the Implementation of Integrated Dynamic Archival Information Systems. The objectives of this study are to: (1) Analyze the quality of SRIKANDI use in Bappelitbangda Cimahi City; (2) Identify obstacles in its use; and (3) Analyze the optimization strategies carried out by Bappelitbangda Cimahi City. The approach used is quantitative with data collection techniques through questionnaires, interviews, observation, and documentation. The research informants are Bappelitbangda employees who have used the SRIKANDI application. The theory used is the System Usability Scale (SUS) from John Brooke to assess the quality of system use. The results show that the quality of SRIKANDI use in Bappelitbangda Cimahi City is in the "OK" category, indicating that the user experience is still considered unsatisfactory. Obstacles identified include users still having to adapt to using SRIKANDI, and SRIKANDI frequently experiencing system errors. The recommended suggestion is that the Cimahi City Government, specifically Bappelitbangda, should conduct intensive training and outreach, improve infrastructure and technical support, and conduct regular monitoring and evaluation regarding SRIKANDI use.

Abstract

Jawa Timur Belanja Online (Jatim Bejo) Merupakan program internalisasi yang terintegrasi terhadap perubahan budaya kerja menuju digitalisasi proses pengadaan barang dan jasa dengan cara optimalisasi pemanfaatan E-Martketplace dalam bentuk Toko Daring untuk pengadaan barang dan jasa Pemerintah di Provinsi Jawa Timur, sebagai upaya untuk meningkatkan peran serta pelaku UMKM dan Transparansi serta Akuntabilitas pengadaan barang dan jasa. Dalam program ini Biro Pengadaan Barang/Jasa Sekretariat Daerah Provinsi Jawa Timur berperan sebagai koordinator program guna untuk memastikan keberhasilan program. Penelitian ini bertujuan untuk menganalisis peran Biro Pengadaan Barang/Jasa Sekretariat Daerah Provinsi Jawa Timur. Metode penelitian yang digunakan yaitu deskriptif kualitatif dengan pendekatan studi literatur, wawancara, observasi dan dokumentasi. Hasil dari penelitian ini menunjukkan ada 4 kegiatan dijalankan oleh Biro Pengadaan Barang/Jasa Sekretariat Daerah Provinsi Jawa Timur dalam perannya sebagai koordinator Program.

Abstract

Teknologi digital telah menjadi elemen penting dalam transformasi pemerintahan modern, terutama dalam penerapan smart governance yang berfokus pada efisiensi, transparansi, dan inovasi layanan publik. Salah satu langkah strategis dalam digitalisasi administrasi pemerintahan adalah implementasi Tata Naskah Dinas Elektronik (TNDE) yang bertujuan untuk meningkatkan efisiensi pengelolaan dokumen dan mempercepat proses administrasi persuratan. Penelitian ini bertujuan untuk mengevaluasi efektivitas penggunaan TNDE di lingkungan Inspektorat Provinsi Jawa Timur dengan menggunakan metode kualitatif deskriptif. Evaluasi dilakukan berdasarkan tiga indikator efektivitas organisasi menurut Duncan, yaitu pencapaian tujuan, integrasi, dan adaptasi. Hasil penelitian menunjukkan bahwa TNDE telah meningkatkan efisiensi administrasi persuratan dan mempercepat distribusi dokumen secara digital. Namun, beberapa kendala masih ditemukan, seperti keterbatasan infrastruktur teknologi, kesiapan sumber daya manusia, serta fitur aplikasi yang perlu dikembangkan lebih lanjut. Oleh karena itu, optimalisasi TNDE melalui peningkatan pelatihan, penguatan infrastruktur, serta pengembangan fitur yang lebih responsif sangat diperlukan untuk mendukung penerapan smart governance yang lebih efektif dan berkelanjutan.

Abstract

Perkembangan teknologi dan informasi pada era globalisasi mengharuskan pemerintah untuk beralih ke sistem pemerintahan berbasis digital, yang sering disebut e-government. E-Government dapat didefinisikan sebagai sistem penyelenggaraan pemerintahan berbasis internet yang digunakan untuk meningkatkan hubungan dan layanan pemerintah kepada masyarakat. Berawal dari sana, maka muncullah beberapa inovasi aplikasi berbasis website terutama pada bidang administrasi salah satunya yang dimiliki Provinsi Jawa Timur yaitu Tata Naskah Dinas Elektronik (TNDE). Tujuan dari penelitian ini adalah mendeskripsikan faktor-faktor yang mempengaruhi penerapan TNDE di Biro Administrasi Pimpinan. Teori yang melandasi ialah teori faktor yang mempengaruhi implementasi e-government oleh Alshehri dan Drew (2010). Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif. Hasil penelitian menunjukkan bahwa implementasi TNDE di Biro Administrasi Pimpinan masih kurang optimal pada indikator Policy and Regulation Issues, Lack of Qualified Personnel and Training, dan Leaders and Management Support

Abstract

Micro, Small, and Medium Enterprises (MSMEs) play a crucial role in a country's economy, particularly in creating employment opportunities, increasing community income, and driving economic growth. However, the development of MSMEs often faces various challenges, such as limited access to capital, technology, markets, and managerial capabilities. This literature review aims to analyze various studies related to the development of MSMEs, focusing on factors that influence their growth and sustainability, as well as strategies that can be implemented to address these challenges. Some key findings indicate that improving access to financing, entrepreneurship training, adoption of digital technology, and government policy support are critical elements in promoting MSME development. Additionally, collaboration between MSME actors, financial institutions, and the government is deemed effective in creating an ecosystem that supports MSME growth. This literature review is expected to provide insights for stakeholders in designing more effective and sustainable MSME development strategies.

Abstract

Digital transformation has become a key strategy to enhance the quality of governance and public service that is efficient, transparent, and accountable at the local level. This study aims to examine the implementation of the Electronic-Based Government System (SPBE) supported by Artificial Intelligence (AI) in Sidenreng Rappang Regency to realize smart governance. Using a descriptive qualitative approach, data were collected through in-depth interviews, participatory observation, and document analysis, then analyzed thematically with the aid of NVivo 12 Plus software. The findings indicate that AI-based SPBE implementation accelerates public service delivery, improves bureaucratic efficiency, enhances data-driven decision-making, and expands public information transparency. However, several challenges remain, including limited cross-agency system integration, digital infrastructure gaps in remote areas, insufficient digital human resource capacity, weak regulatory frameworks, and cybersecurity and data privacy risks. This study highlights the need to strengthen integrated digital governance, institutional capacity building, and cross-sectoral collaboration to ensure the sustainability of digital transformation toward smart, adaptive, and good governance-oriented public administration.

Abstract

Traffic congestion is one of the critical problems faced by Bandung City as the center of socio-economic activities in West Java. To address this issue, the Bandung City Government has implemented the Trans Metro Bandung (TMB) policy as a mass public transportation mode based on bus rapid transit (BRT). However, the effectiveness of this policy is still in question considering the low level of public transportation usage and the suboptimal services provided. This study aims to analyze the implementation of the Trans Metro Bandung policy based on George C. Edwards III's implementation model, which includes four main variables: communication, resources, implementers’ disposition, and bureaucratic structure. The approach used is descriptive qualitative with data collection techniques through interviews, observations, and document studies. The results show that policy communication to the public has not been effective, resources such as fleets and bus stop infrastructure are still limited, implementers have a positive disposition but lack continuous training support, and the bureaucratic structure is fragmented without strong cross-sectoral coordination. These four factors are interrelated and serve as the main obstacles to the success of TMB implementation. This study contributes theoretically to strengthening public policy implementation based on Edwards III's model and recommends improvements in public communication, resource enhancement, and bureaucratic governance reform in Bandung City's transportation sector.
