SIMBOL adalah Jurnal STISIP Imam Bonjol merupakan jurnal yang diterbitkan oleh Lembaga Penelitian dan Pengabdian Masyarakat Sekolah Tinggi Ilmu Sosial dan Ilmu Politik Imam Bonjol untuk Bidang Ilmu Sosial dan Ilmu Politik. SIMBOL menampung banyak isu dan permasalahan yang berkaitan dengan ilmu administrasi publik dan pemerintahan. Tujuan dari publikasi jurnal ini untuk menyebarluaskan konsep, ide dan hasil penelitian dalam ruang lingkup ilmu administrasi publik dan pemerintahan. SIMBOL berfokus kepada masalah utama pada pengembangan administrasi publik dan pemerintahan serta permasalahan sosial , yang mencakup Kebijakan dan Organisasi Sektor Publik, Reformasi Birokrasi Lokal, Tata Kelola Pemerintahan Daerah, Kolaborasi dalam Kebijakan Publik, Inovasi Pelayanan Publik, Manajemen Pemerintahan dan Sumber Daya Manusia,Pemilu dan Demokrasi, Pemerintahan Nagari atau Desa, Kajian Pemerintahan Minangkabau. SIMBOL di publikasikan pertama kalinya pada Januari 2022 secara online. Jurnal SIMBOL diterbitkan sebanyak 2 kali dalam 1 tahun. Setiap Bulan Januari dan Agustus.

Abstract

This study aims to analyze the effectiveness of the leadership of Acting (PJ) Wali Nagari in the implementation of development functions in Nagari Kajai, Talamau District, West Pasaman Regency. From 2016 to 2025, the nagari experienced ten leadership turnovers without a definitive Wali Nagari, resulting in discontinuity of development programs, low community participation, and weak leadership legitimacy. This study employed a qualitative approach with a case study method. Data were collected through in-depth interviews, observations, and documentation involving seven groups of informants. Data analysis was conducted using Duncan’s organizational effectiveness theory (as elaborated by Steers, 1985), which includes goal achievement, integration, and adaptation dimensions, supported by situational leadership theory by Hersey and Blanchard (1982). The results indicate that the leadership effectiveness of the Acting Wali Nagari is moderately effective but uneven. Physical development programs showed an increasing trend from 68% to 87%, while community empowerment programs declined from 52% to 38%. In addition, the phenomenon of “participation fatigue” resulted in low community attendance in Musrenbang (33.75%) and limited idea generation (19.4%). From a situational leadership perspective, Telling and Selling styles were effective in physical development programs; however, the Delegating style was applied prematurely in empowerment programs. This study recommends improving the selection mechanism of Acting leaders, strengthening orientation programs, and accelerating the election of a definitive Wali Nagari

Abstract

This study aims to analyse the implementation of the I-Mut system in the mutation management of the State Civil apparatus (ASN) and to identify factors that affect its success, particularly in terms of technology, organisational capacity, and digital governance. The study used a descriptive qualitative approach, with data collected through semi-structured interviews and document analysis. The study participants were six purposively selected individuals, comprising employees of the State Civil Service Agency (BKN), users of the I-Mut system in government agencies, and those who understand SPBE policy and ASN management. The results showed that implementing I-Mut can improve efficiency, transparency, and process simplification by digitising services. However, it has not run optimally due to limited human resource capacity, inconsistent system performance, and suboptimal data integration and interoperability across institutions. Therefore, this study recommends strengthening human resource capacity through continuous training, improving data integration and quality, and ensuring policy consistency to optimise the implementation of I-Mut in supporting the digital transformation of ASN management.
