Abstract

The establishment (plan) of a common hospital for Nordmøre and Romsdal is not the right policy nor a solution to end the long bickering between Kristiansund and Molde; it is a beginning of a wider contentious politics in Nordmøre and Romsdal Province. The undemocratic appointment of Hjelset (Molde) as the site for a new hospital in Nordmøre and Romsdal is not just a natural ‘consequence’ of the adoption of the new perspective in healthcare services in Norway and part of the agenda for the development of a more effective, professional and future oriented healthcare services in Norway, but also an outcome of the long contentious politics between the two towns and regions in the same province.

Abstract

Indonesia’s democratization resulted in a uniqueness in party development. After the 2009 elections, new political party species which previously not represented and appears in western democracies, was raised. This article investigates the correlation between political pragmatism with adaptive party change in the electoral contest as well as in the parliament following the election. An important finding of this study is the emergence of species of match-all party that exist in pragmatic political conditions. It is proved that democratization in developing countries has a dynamic route. In streng¬thening these findings, an analysis of the dynamics of political parties also delivered. How parties maintaining their image in front of the public and at the same time shaping their patterns of interaction in government and parliament.

Abstract

Israel as a state has been existing for almost 70 years. Despite of decades of its pres¬ence, the foundation and its struggle for survival and acknowledgement have been constantly challenged including from its own supposedly the backbone of its Israel national identity: intellectuals. This paper argues that the critics from some of Jew¬ish intellectuals represent the fundamental problem of the effort to build a national identity. If nationalism, especially in European context as its birthplace, was usually supported by the intellectuals as the source of imagination of bounded group, the case of Israel shows different direction, at least problematic. Two prominent Jewish intel¬lectuals, Martin Buber and Hannah Arendt, presented here are the examples of the challenge against Jewish domination on Israel nationalism. Although they did not wish to disconnect their identity as Jews and agreed with an authoritative political institution to protect the Jews both were against the idea of Jewish domination and annihilation of Palestinians. As their views were against the principles of pragmatism, lack of at¬tention and support from the Zionist political leaders has made their intellectual ideas relatively isolated from the mass.

Abstract

This paper aims to elaborate the increase of political kinship phenomenon in South Sulawesi, especially from the perspective of political legacy of a candidate from parti¬cular political family. Utilizing a qualitative research method, the paper reveals that in kinship politics, interest in politics is transferred through political discussions within family, activities in political parties and social organizations. There is also process of transferring networks and family brands that will help a candidate to gain public sup¬ports. This paper also reveals that direct elections of local leaders and majority votes of proportional open list election system open more opportunities for political family to increase more power as family members are being elected in political leaderships. However, the quality of candidates tends to decrease as shown by relatively younger candidates with less political experience. The new political parties and the lack of re¬generation provide opportunities for the members of political family to gain power in their early age. This paper suggests that the quality of candidate is an important feature of kinship politics which will enrich the previous studies in the characteristics of kinship politics as argued by Hess, Casey, Asako as well as Dal Bo and Querobin.

Abstract

This paper discusses the politics of policy making behind the signing of the parliamen¬tary institutional arrangement law (UU MD3 2014) from new institutionalism approach. The policy incites controversy over domination of one coalition over the other and the future of legislative-executive inter-institutional relations. This study argues that in the policy making, the drive for power domination in the parliament and the dynamics of contestation in the presidential election strongly affected its process. The absence of convergence and political transactional cost between coalitions pointed us to the lack of relevance of rational choice institutionalism theories in explaining the politics of UU MD3. Although the data shows tendency towards commitment and loyalty to coalition identities, norms and ideas, the historical dynamics of coalition formation during the 2014 general election process indicates the applicability of historical institutionalism more than sociological institutionalism. This study employed discourse analysis on the deliberation in the parliament and opinion and news in the mass media.

Abstract

Studies on party survival strongly emphasize the internal dynamics of political parties and their ability to adapt to retain voter support. This article contends that changes in electoral systems and laws, classified as an external factors, also have a significant impact. As a result of these changes, new political parties cannot register to run for office. These changes have also made small political parties with little support unable to survive in parliament. Two significant findings emerge from this case study of Indonesia’s five election cycles. First, changes in Indonesia’s electoral systems and laws have been heavily influenced by the desire of major political parties to strengthen their positions in the political arena. They raised the parliamentary threshold using their legislative authority to make it more difficult for minor political parties to send representatives to parliament. Second, critical variables in electoral systems and laws such as district magnitude, seat conversion formula, and parliamentary threshold do not independently impact party survival. As a result, at least two variables must be combined, namely district magnitude and parliamentary threshold.

Abstract

This article investigates the incumbent’s curse in the candidacy process in Indonesia by using Bahrain Kasuba’s failure in the running for re-election in South Halmahera in 2020 as its case study. This study diverges from the traditional scholarship on the incumbent curse, which focuses on the election stage. Instead, we focus on the candidacy stage. Candidacy processes and elections are two different political events. Both have differences in three things: their victory targets, mechanisms, and political processes. These three differences urge the study of the effect of incumbency on candidacy, an important aspect to analyze. This article uses the party institutionalization and competitive factionalism frameworks to analyze how both factors affect the incumbent’s candidacy. We employed a case study method by conducting in-depth interviews with Bahrain Kasuba’s winning team and their competitors and exploring secondary data from media coverage and relevant literature. The study’s findings indicate that Bahrain Kasuba’s failure in the candidacy was caused by institutional factors, namely the weakness of party institutionalization and factionalism. In this case, the weakness of party institutionalization is characterized by the absence of ideological ties between parties and cadres and the lack of the party’s solidity as an organization. Meanwhile, factionalism occurred within parties and the Kasuba family, a dominant political elite in North Maluku. The factionalism in these two arenas placed Bahrain Kasuba in conflict with political party elites, which dictate the outcomes of candidacies.

Abstract

The Earth Liberation Front (ELF) movement was originally part of the Earth First! Movement and uses agitative and collaborative rhetoric in its actions. However, in 1992, the ELF broke away from Earth First! by changing its methods to those of direct action, attacking entities and symbols that represent global capitalism. The ELF’s departure becomes an exciting starting point to analyze the ELF’s view toward global capitalism through qualitative research methods. We used a framework encompassing deep ecology, social movements, and international structures. In the typology of social movements, the ELF movement belongs to the revolutionary deep ecology movement typology, which radically fights the causes of environmental damage. The ELF’s view of the international structure can be seen from three views. First, the ELF considers that the state system formed is a form of capitalism that has damaged the environment. Second, on the level of international society, the ELF has formed solidarity with its existing network in more than 20 countries. Third, on the level of world society, ELF seeks revolutionary social transformation that replaces the existing capitalist order with an order of total liberation. However, the actions and views of the ELF movement have not successfully changed the structure of the existing capitalist order.

Abstract

This paper explains how money politics and ethnic politics work at the same time, and which one of them is more influential when the two are confronted. By examining the 2017 regional election in the city of Kendari, this paper finds that both ethnic politics and money politics were used by contestants running in the election to gain voter support. Nevertheless, ethnic politics failed to maintain voter loyalty when contested with money politics that was designed carefully, massively, right on target, well-structured, and was supported by a solid and militant team.
