Abstract

This study aims to analyze the Implementation of the Village Financial System (SISKEUDES) on the government organization in Bandarjo Village, West Ungaran District, Semarang Regency. This research uses a qualitative research approach with primary data, namely interviews and secondary data. The informants are the village head, village secretary, and head of village government affairs. The results of the study show that: (1) The implementation of the Village Financial System in Suwaan Village has been running well (2) The procedures for utilizing SISKEUDES are carried out in 4 stages: Planning, Implementation, Administration, and Reporting (3) The Village Financial System has provided a positive influence on the performance of each employee. Therefore, the Village Financial System plays an important role in the village government directly impacted by village employees. This is in line with the purpose of implementing the Village Financing System, which is to assist the work of village employees.

Abstract

The implementation of Good Corporate Governance (GCG) in improving the quality of Human Resources in Village-Owned Enterprises (BUMDes) is an important effort to strengthen organizational integrity, accountability, and performance at the local level. Although faced with constraints such as limited resources and resistance to change, effective GCG implementation can improve the transparency, responsibility, and independence of BUMDes. Strategies such as establishing a clear code of conduct, regular training, and building an independent oversight mechanism are necessary to overcome such obstacles. Successful implementation of GCG can provide great benefits in improving the quality of human resources and performance of BUMDes, and contribute positively to the development and welfare of rural communities. Qualitative research methods will be used to understand stakeholders' experiences, perceptions, and attitudes regarding the implementation of GCG in improving human resources in BUMDes.

Abstract

The development of village tourism has become an important solution in boosting the local economy and preserving local culture. Village-owned enterprises (BUMDes) play a crucial role in managing this initiative. In the current digital era, the utilization of digital marketing strategies is increasingly important in enhancing the attractiveness and visitor arrivals to village tourism destinations. This research aims to analyze the implementation of digital marketing strategies used by BUMDes in managing village tourism. The research method used is a case study of several village tourism destinations managed by BUMDes in various regions. Data were collected through direct observation of digital marketing activities conducted. Data analysis was performed using a descriptive qualitative approach to identify effective digital marketing strategies. The research outcomes indicate that BUMDes can adopt various digital marketing strategies to manage village tourism, including the use of social media, creating engaging digital content, collaborating with digital influencers, and utilizing online booking platforms. These findings provide valuable insights for BUMDes managers, local governments, and other stakeholders in developing effective digital marketing strategies for village tourism management in this digital era. The research also highlights the challenges and opportunities faced by BUMDes in adopting and implementing digital marketing strategies.

Abstract

The purpose of this study is to analyze the system of criminal liability for traffic offenders resulting in fatalities and propose reforms to improve fairness and effectiveness in handling such cases. The study discusses the system of criminal liability for traffic offenders resulting in fatalities, and reforms that can be made to improve fairness and effectiveness in handling such cases.  Through a review of existing regulations and an analysis of common issues in case handling, this study shows that the sanctions stipulated in the Road Traffic and Transportation Law (Law LLAJ) have not been able to provide an adequate deterrent effect for violators. In addition, inconsistent and unprofessional law enforcement also hampers the creation of an effective legal system. Therefore, reforms in the criminal liability system are necessary, including changes in the provision of more severe and strict sanctions, increased consistent law enforcement, and efforts to raise public awareness of the importance of compliance with traffic regulations.

Abstract

Global online retail is experiencing rapid growth, as reflected in the value of e-commerce, which is estimated to have grown by over 230 percent to $4.48 trillion, or Rp60.467 trillion, in 2021, from just $1.8 trillion in 2014. Online shopping has now become a popular pastime worldwide, particularly among young people. In addition to exciting new experiences, the prices of purchased items are also cheaper compared to traditional shopping. This sort of research is qualitative, utilizing secondary data obtained through literature reviews and statistical data. The research findings indicate that the value of e-commerce grew by over 230 percent to $4.48 trillion, or Rp60.467 trillion, in 2021, from just $1.8 trillion in 2014. In 2020 alone, the total turnover of the Asian continent reached $1.7 trillion USD. Moreover, this growth is projected to continue increasing in 2025, with an expected 51% increase to $2.5 trillion. China had sales of $1.3 trillion and is projected to grow to nearly $2 trillion by 2025. These figures exceed sales in Europe and North America. In 2020, the turnover of the European continent was $460 billion and North America was $588 billion. These values are significantly lower compared to China's sales. E-commerce in Indonesia also experienced strong growth since the beginning of 2020 due to the pandemic. The trading business grew by around 33% in 2020, and its main value increased rapidly from Rp 253 billion to Rp 337 billion. The role of business law in e-commerce transactions applies similarly to other purchasing and trading activities. With regulations in place regarding this matter, legal certainty is provided for the conduct of electronic transactions in Indonesia and internationally.

Abstract

The rapid expansion of two-wheeler ride-hailing platforms has transformed urban mobility, offering convenience and cost-effectiveness. However, the unregulated pricing strategies of these services pose challenges for both consumers and drivers. This study explores the urgency to implement pricing regulations and identifies the primary beneficiaries and those in need of such measures. Through a comprehensive review of existing literature, stakeholder interviews, and market analysis, it becomes evident that price regulation can stabilize fares, ensuring affordability for riders while providing fair compensation for drivers. Riders, particularly from low and middle-income groups, benefit most from regulated pricing as it guarantees predictable and reasonable fares, enhancing their access to reliable transportation. Drivers, often facing income volatility due to fluctuating ride demand and pricing schemes, also stand to gain significantly from a regulated system that ensures fair wages and job security. Furthermore, regulatory frameworks can foster competitive equity among ride-hailing companies, preventing monopolistic practices and encouraging healthy market competition. Therefore, the regulation of pricing for two-wheeler ride-hailing platforms is crucial not only for consumer protection but also for safeguarding driver welfare and promoting a balanced market ecosystem. The findings advocate for policymakers to urgently address this regulatory gap, ensuring that the benefits of ride-hailing services are equitably distributed across all stakeholders.

Abstract

This research focuses on exploring the extent to which the application/implementation of Permendag No. 31 of 2023 concerning Business Licensing, Advertising, Development, and Supervision of Business Actors in Trading Through Electronic Systems towards the Merger of Social Commerce TikTok Shop with E-commerce Tokopedia and how it impacts MSME actors which includes protection and an increase in their business turnover. This study aims to determine how the Implementation of Permendag No. 31 of 2023 is towards the merger of TikTok Shop with Tokopedia and to find out the impact on MSME players both in terms of Legal Protection and turnover income. In answering the problems in this study, we use a legal research method, namely Normative Juridical, where we focus on legal studies of Permendag No. 31 of 2023. The author examines the extent to which the implementation of the presence of the Permendag for MSME actors and the merger of TikTok Shop with Tokopedia. So in the end, we find the conclusion that the presence of this Permendag has fulfilled the need to protect business actors who carry out their activities through PMSE and the merger between TikTok Shop and Tokopedia which then merged into Shop Tokopedia which is currently managed under Tokopedia is by the contents of Permendag Number 31 of 2023, namely social commerce is not allowed to provide transaction services in it. Social media only functions as a social media service.

Abstract

Political participation involves political awareness and faith in government, which is directly connected to the concepts of democracy and legitimacy. The relationship between political participation, democracy and legitimacy is very close. This research highlights the preparation of Cirebon City for the 2024 General Election with a focus on the participation of new voters. This research aims to explore the experiences and perspectives of new voters through interviews, documentation, and observation to understand their political participation in depth. In addition, this study also aims to record the efforts of the Cirebon City KPU in overcoming obstacles to the participation of new voters. This research uses a qualitative method with a phenomenological paradigm approach. Descriptive data, both written and oral, were collected directly from first-time voters through interviews, documentation, and observation. Descriptive research, as Whitney describes, plays an important role in building a systematic, accurate and factual narrative. The results of this study describe the phenomenon of political participation of novice voters in Cirebon City and reveal the relationship between various aspects that influence it. The research also notes the efforts of the Cirebon City KPU in overcoming obstacles to the participation of first-time voters, including the use of social media, especially TikTok, to effectively disseminate information and attract the attention of first-time voters. This research shows that the political participation of novice voters in Cirebon City has a close relationship with the concepts of democracy and legitimacy. The Cirebon City KPU's efforts in using social media as a means of communication have made a positive contribution in increasing the participation of novice voters ahead of the 2024 General Election. The narrative generated from this research not only describes the phenomenon of political participation, but also provides a deeper understanding of the various aspects that influence the participation of novice voters.

Abstract

The development of Cibuntu Tourism Village will grow if there is participation from stakeholders between the government, the community, and the private sector in providing public services in the tourism sector such as infrastructure, roads, facilities, and promotion. Collaborative governance is an effective strategy to develop Cibuntu Tourism Village given the limited budget from the government. This research aims to explore the collaboration between the government, the community, and the private sector in developing Cibuntu Tourism Village and improving the economy of the local community and the Regional Original Revenue of Kuningan Regency. This research uses a qualitative method through a descriptive approach by taking the research location in Cibuntu Tourism Village, and the Kuningan Regency Youth, Sports and Tourism Office as a supporting location. The data collection techniques used are literature study, observation, interviews, and documentation. The results of this study use the theory of Ansell and Gash (Astuti et al., 2020) which includes setting initial conditions, institutional design, leadership, and collaborative processes. In Ansell and Gash's theory, the leadership indicator is not optimal due to the lack of communication and cooperation between the Cibuntu Village government and the Kuningan Regency Youth, Sports, and Tourism Office. This research also identified supporting and inhibiting factors in the development of Cibuntu Tourism Village. Supporting factors include cultural potential, beautiful nature, socio-historical aspects, and agriculture and livestock. The inhibiting factors include lack of coordination, access far from the main road, lack of digital promotion, and inadequate human resources. The development of Cibuntu Tourism Village through Collaborative Governance can improve the economy of the local community and the Original Revenue of Kuningan Regency. However, to achieve optimal results, it is necessary to improve communication and cooperation between the village government and related agencies, as well as increase digital promotion and human resource development. Identification and utilization of local potential is also the key to success in the development of this tourism village.
