Abstract

Law enforcement against theft is a primary responsibility of the Indonesian National Police in maintaining public order and ensuring legal certainty. This study examines the law enforcement process carried out by the Kateman Sector Police in handling theft cases and identifies the obstacles encountered in its implementation. Using an empirical legal research method with a sociological approach, the study collected primary data through interviews with investigators and secondary data from legislation, books, journals, and relevant documents. Data were analyzed descriptively using a qualitative method. The findings show that law enforcement is conducted through receiving reports, investigations, evidence collection, suspect identification, and submission of case files to the public prosecutor in accordance with applicable laws. However, its implementation is constrained by limited human resources, inadequate facilities, difficulties in obtaining evidence, low public participation, and increasingly sophisticated criminal methods. Strengthening police capacity, improving facilities, and enhancing cooperation between the police and the community are essential to achieving more effective, professional, and fair law enforcement.

Abstract

English language learning in inclusive elementary school classrooms involves students with diverse abilities and learning needs, requiring assessment practices that accommodate their characteristics. However, teachers still face various challenges in implementing assessments that address the needs of all students, while studies specifically examining assessment practices in inclusive elementary school English classrooms remain limited. This study aimed to analyze the implementation of assessment and the challenges faced by teachers in inclusive English language learning. This study employed a qualitative approach with a single case study design. The participants consisted of one English teacher and 28 second-grade elementary school students. Data were collected through document analysis, classroom observation, and interviews, and were analyzed using data reduction, data display, and conclusion drawing. The findings revealed that assessment was implemented through diagnostic, formative, and summative assessments, with adaptations provided for students with special needs. Teachers faced challenges related to the diversity of students’ abilities, limited instructional time, and the absence of structured differentiated assessment guidelines. This study concludes that assessment in inclusive classrooms is implemented adaptively to accommodate diverse learning needs. These findings imply the need to develop systematic differentiated assessment guidelines and to enhance support and professional training for teachers.

Abstract

English proficiency is increasingly important for students of Islamic Economic Law, yet English instruction in many Islamic higher education institutions remains oriented toward General English rather than English for Specific Purposes (ESP). This study aimed to identify the English language needs of Islamic Economic Law students at Institut Syekh Abdul Halim Hasan Binjai. A mixed-methods case study was conducted involving 35 undergraduate students. Data were collected through questionnaires and semi-structured interviews and analyzed using descriptive statistics and thematic analysis. The findings indicate that legal English vocabulary was the highest learning priority (42.9%), followed by academic reading (25.7%), professional writing (14.3%), speaking (11.4%), and listening (5.7%). Students also preferred authentic learning materials related to Islamic banking, commercial law, contracts, and dispute resolution, as well as interactive learning activities such as case studies, role plays, group discussions, and problem-based learning. The study concludes that English instruction should be redesigned based on ESP principles by integrating discipline-specific vocabulary, authentic legal materials, and professional communication tasks to better support students’ academic achievement and career preparation.

Abstract

The increasing competition in the property industry requires developers to optimize marketing strategies to enhance consumers' purchase decisions. Among various marketing factors, online promotion and location are considered essential determinants influencing housing purchase decisions. This study aims to examine the effects of online promotion and location on housing purchase decisions at Gemintang Residence Cileunyi. A quantitative approach with a causal associative design was employed. Data were collected through questionnaires distributed to 90 respondents selected using purposive sampling, consisting of prospective consumers who had visited Gemintang Residence and were familiar with its online promotional activities. The data were analyzed using multiple linear regression, t-test, F-test, and coefficient of determination. The findings indicate that both online promotion and location have positive and significant effects on housing purchase decisions, both individually and simultaneously. The Adjusted R² value of 0.531 indicates that the two variables explain 53.1% of the variance in purchase decisions, while the remaining 46.9% is influenced by other factors outside the proposed model. These findings highlight the importance of integrating digital marketing strategies with strategic location advantages to improve housing purchase decisions in the property sector.

Abstract

Coconut is one of the leading plantation commodities in Ariate Village, Huamual District, West Seram Regency. However, its utilization is still limited to selling whole coconuts and copra, resulting in relatively low economic value. This community service activity aimed to increase public knowledge regarding the utilization of coconuts into Virgin Coconut Oil (VCO) and to introduce opportunities for developing local potential-based Micro, Small, and Medium Enterprises (MSMEs). The activity was conducted through participatory socialization involving 11 participants consisting of housewives, coconut farmers, and members of the Ariate Village community who were interested in learning about coconut processing as a value-added product. The methods used included pre-test, material presentation, brochure distribution, product introduction, discussion, and post-test. VCO was produced using a natural fermentation method as a demonstration product during the activity. The results showed a significant improvement in participants’ understanding of VCO. The percentage of participants who understood the definition, benefits, and production process of VCO increased from 18.18% before the activity to 100% after the socialization. Therefore, the activity successfully enhanced community knowledge and promoted the utilization of coconut as a value-added product to support local MSME development in Ariate Village.

Abstract

This study analyzes the adaptation of Islamic Education (PAI) teachers in utilizing digital platforms for assessment at MAN 1 Kulon Progo. Employing a qualitative case study approach, data were collected through interviews with 4 participants (including PAI teachers and the Head of Madrasah), observations, and documentation. The findings reveal that teachers implemented a hybrid strategy: Jogja Madrasah Digital (JMD) for summative assessments and Quizizz/Kahoot for formative assessments. This process was supported by intensive leadership training and adequate laboratory infrastructure, which reduced technological resistance among senior teachers. In addressing connectivity issues and the digital equity challenges faced by boarding school students, teachers demonstrated adaptive expertise through the utilization of laboratory facilities. Theoretically, the study identifies a strong TPACK synthesis in transforming religious content into Higher-Order Thinking Skills (HOTS)-based assessment instruments. Although efficiency improved, affective assessment remains a challenge in digital automation. The success of this adaptation reflects the synergy between teacher agency, instructional leadership, and infrastructure, with recommendations for developing digital affective assessment rubrics that are more sensitive to spiritual and moral values.

Abstract

This normative legal study analyzes the synchronization between Minister of Social Affairs Regulation No. 9 of 2012 on the Empowerment of Remote Indigenous Communities (KAT) and the principle of regional authority decentralization under Law No. 23 of 2014 in Indragiri Hilir Regency, focusing on the Duanu Tribe community in coastal areas. Employing a descriptive-analytical juridical normative approach through library research and statutory interpretation, the study reveals that conceptually, harmonization space exists through the adoption of Permensos substance into local regulations, development planning documents (RPJMD-RPJMDes), and cross-sectoral coordination. However, implementation faces obstacles including the absence of specific local regulations, data and budget limitations, extreme geographical accessibility challenges, and cultural resistance. Strengthening efforts are recommended through special Perda/Perbup for KAT, integration of KAT indicators into RPJMD, digital SOPs integrated with SIKS, civil servant training, and multi-stakeholder participation to achieve sustainable, locally adaptive empowerment. This study contributes policy recommendations for inclusive development of KAT in autonomous regions with complex geography

Abstract

This study analyzes the legal position of a victim’s testimony as evidence in criminal cases of sexual intercourse accompanied by threats of violence under Indonesian criminal law and examines its application in Case File Number: LP/B/02/I/2025/SPKT/Polres.Inhil. Using normative legal research with statutory, conceptual, and case approaches, the study finds that a victim’s testimony is valid evidence under Article 184 of the Indonesian Criminal Procedure Code (KUHAP) and plays an important role in proving the offense. However, pursuant to Article 183 KUHAP, it cannot solely justify a conviction and must be supported by other lawful evidence. In the examined case, the victim’s testimony was reinforced by visum et repertum, witness statements, and physical evidence. The investigation nevertheless faced challenges, including the victim’s psychological trauma, the absence of eyewitnesses, and delayed reporting. Therefore, professional, objective, and victim-centered investigations are essential to ensure legal certainty, justice, and protection for victims.
