Abstract

Indonesia’s commitment to the rule of law requires waste management policies to be implemented under clear and consistent legal frameworks. However, increasing waste problems have highlighted the need to strengthen the legislative and oversight functions of Regional People’s Representative Councils (DPRD). This study aims to examine the normative regulation of these functions, analyze the harmonization of relevant legislation, and formulate legal measures to improve their effectiveness in waste management. The research employs a normative juridical method using statutory and conceptual approaches based on library research, with qualitative prescriptive analysis. The findings reveal that Law Number 23 of 2014, Law Number 17 of 2014, Law Number 18 of 2008, and Law Number 13 of 2022 are generally harmonized in regulating governmental authority. Nevertheless, legal gaps remain, particularly the absence of specific oversight indicators for waste management and the lack of explicit DPRD authority in supervising waste policies. Strengthening regulatory provisions and institutional capacity is therefore necessary to enhance the effectiveness of the DPRD’s legislative and oversight functions in addressing waste management issues.

Abstract

Occupational health and safety (OHS) is vital for sustainable workplace productivity yet its adoption within MSME remains limited. This qualitative descriptive study explores the human resource function in executing OHS culture at the Mamah Wulan garment MSME in Cangkuang, Bandung regency. Data were gathered from nine purposively selected informants through interviews, observation and documentation. Then analyzed using the Miles, Huberman, and Saldaña interactive model with source triangulation. The findings reveal that while lighting, the physical environment, and psychological factors favor OHS culture, several obstacles persist. They include inconsistent PPE compliance, missing written SOP, weak supervision and physical exhausting during production surges. Ultimately the study highlights that enhancing human resource’s role through ongoing oversight, training and documented procedures is crucial to sustain OHS implementation.

Abstract

The Society 5.0 era has intensified the need for character-based education to address moral challenges arising from rapid technological advancement. This study aims to analyze the relevance of Buya Hamka’s educational thought in strengthening character education within contemporary Islamic education. The study employed a qualitative library research approach using descriptive and analytical methods. Data were collected from Buya Hamka’s major works and relevant scholarly literature on Islamic education and character development. The findings reveal that Buya Hamka’s educational philosophy emphasizes the integration of faith, knowledge, morality, and intellectual development through the collaborative roles of parents, teachers, and society. These principles remain highly relevant for developing learners who are morally grounded, intellectually competent, and socially responsible in the Society 5.0 era. The study concludes that Buya Hamka’s educational thought offers a comprehensive conceptual foundation for strengthening character education in contemporary educational contexts.

Abstract

This study examines the short-term and long-term effects of the money supply, exchange rates, exports, and foreign exchange reserves on inflation in Indonesia. Previous studies have reported inconsistent findings, creating a research gap that this study addresses by applying the Vector Error Correction Model (VECM) to monthly data from 2005–2025 obtained from Bank Indonesia and Statistics Indonesia. The results show that, in the short run, only past inflation significantly affects current inflation. In the long run, the money supply has a significant negative effect, suggesting that increased liquidity is absorbed by productive economic activities and supported by effective monetary policy. Meanwhile, exchange rates, exports, and foreign exchange reserves have significant positive effects on inflation. These findings provide updated empirical evidence on Indonesia's inflation dynamics using the VECM approach.

Abstract

This research is motivated by the ongoing issue of unaccountable Village Fund management, despite Bahitom Village being designated as an Anti-Corruption Pilot Village. This study aims to evaluate Village Fund management in Bahitom Village, Murung District, Murung Raya Regency, based on the CIPP (Context, Input, Process, Product) Evaluation Model, and identify supporting and inhibiting factors. The research employed a descriptive qualitative approach. Data were collected through observation, interviews, and documentation, then analyzed through data reduction, data presentation, and conclusion drawing. The results indicate that Village Fund management planning is based on community needs through Village Deliberations, thus aligning with development conditions and priorities (context). Village Fund implementation is realized through infrastructure development, improved village government services, and community empowerment, providing tangible benefits (product). Administration is supported by budget availability, organizational structure, and the use of the Village Finance System (Siskeudes) application, which reflects resource availability (input). Reporting and accountability have been carried out in accordance with procedures, applying the principles of transparency, participation, and accountability (process). Supporting factors include cooperation between the village government and the community, community participation, and regulatory support. Inhibiting factors include budget limitations, human resource limitations, and delays in submitting reporting information.

Abstract

The increasing use of digital technology in higher education has encouraged the development of innovative instructional media that can enhance both theoretical understanding and practical competencies. Feasibility and student acceptance of a flipbook-based learning medium for the Non-Alcoholic Mixed Beverages (Mocktail) topic in the Bar Management course were the focus of evaluation in this study, which was designed to develop such a medium. The study employed a Research and Development (R&D) approach using the 4D model, consisting of the define, design, develop, and disseminate stages. The developed product was evaluated through expert validation involving material, media, and instructional design specialists, followed by a limited trial with undergraduate culinary vocational students. The validation results indicated excellent feasibility, with scores of 90.00% from material experts, 95.00% from media experts, and 95.45% from instructional design experts. Student responses also demonstrated a very positive evaluation, reaching 86.00%. These findings suggest that the flipbook is an effective and appropriate digital learning resource for supporting Bar Management instruction and promoting independent learning.

Abstract

The rapid growth of YouTube has transformed automotive review content into one of the primary sources of consumer information. In this context, reviewers' credibility is shaped not only by technical knowledge but also by effective rhetorical communication. This study aims to analyze the digital rhetorical strategies employed by the host of the MotoMobi YouTube channel in constructing credibility through verbal and nonverbal communication. This research adopted a qualitative content analysis approach by examining five MotoMobi videos with the highest number of views published between June and October 2025. Data were collected through observation, documentation, and note-taking techniques and analyzed using Aristotle's rhetorical framework consisting of ethos, pathos, and logos. The findings reveal that credibility is constructed through the integration of verbal rhetoric, including clear diction, storytelling, humor, hyperbolic expressions, and the recurring slogan Kami Suka Turbo, with nonverbal rhetoric manifested through consistent visual identity, expressive gestures, dynamic vocal intonation, eye contact, and direct interaction with reviewed vehicles. The integration of these rhetorical elements strengthens persuasive communication, enhances audience engagement, and establishes MotoMobi as a credible automotive reviewer within Indonesia's digital media ecosystem.

Abstract

This study aims to analyze the implementation of legal protection for the community against the impacts of using exhaust systems that do not comply with technical standards on the environment and public order in Tembilahan, and to identify the factors hindering its implementation. This empirical legal research employed a qualitative approach using primary data from interviews and observations, supported by secondary data from legislation and relevant literature. The findings show that legal protection has been implemented through preventive measures, including legal awareness campaigns and traffic safety education, as well as repressive measures such as traffic inspections, law enforcement, and sanctions against violators. However, its implementation remains suboptimal due to low public legal awareness, limited law enforcement supervision, inadequate inter-agency coordination, and the continued circulation of non-compliant exhaust systems. Strengthening collaboration among law enforcement agencies, local government, and the community is therefore essential to improve legal protection and promote a safe, orderly, and environmentally sustainable society.

Abstract

This study aims to examine the implementation of Electronic Traffic Law Enforcement (ETLE) in Pekanbaru City and to identify the obstacles faced by the Law Enforcement Sub-Directorate (Subdit Gakkum) of the Riau Regional Police Traffic Directorate in its implementation. This research employed an empirical legal research method with a sociological approach. Data were collected through interviews, observations, and library research, and were analyzed using a qualitative descriptive method. The results indicate that the implementation of ETLE in Pekanbaru has generally been effective in improving legal certainty, transparency, and public compliance with traffic regulations. However, several obstacles remain, including limited facilities and infrastructure, inadequate human resources, inaccurate vehicle registration data, low public legal awareness, and limited operational funding. Therefore, improving infrastructure, human resources, and public education is essential to optimize the implementation of ETLE.

Abstract

This study analyzes the juridical review of the defendant in the criminal offense of sexual intercourse with a child based on Decision Number 324/Pid.Sus/2024/PN Tbh and examines the judges’ legal considerations in rendering the verdict. The research uses a normative legal method with statutory and case approaches. Primary, secondary, and tertiary legal materials are analyzed qualitatively using a descriptive method. The findings show that the law enforcement process was conducted in accordance with the Indonesian Code of Criminal Procedure, the Indonesian Criminal Code, and Law Number 17 of 2016 concerning Child Protection. The criminal offense was proven through valid evidence, including witness testimonies, the victim’s testimony, the visum et repertum, and the defendant’s statement. The judges’ decision reflected the principles of legality, legal certainty, and justice. However, the continued occurrence of child sexual intercourse cases indicates that repressive law enforcement alone is insufficient, highlighting the need to strengthen criminal law policies and child protection measures.
