Abstract

This study aims to apply the Analytical Hierarchy Process (AHP) method to determine the priority of using the Village Revenue and Expenditure Budget (APBDes) in Bone Village, Nekamese District, Kupang Regency. The background of the research is based on the challenges faced by the village government in managing the budget effectively amidst limited resources and numerous program proposals from the community. AHP was chosen for its ability to solve multi-criteria decision-making problems systematically and objectively. This research utilizes five main criteria: Health, Education, Food Security, Human Resource Quality, and Economy. Data were collected through interviews and questionnaires involving village officials and community members. The analysis results show that Health is the highest priority criterion. However, the selected alternative with the highest global weight is Road Construction, as it significantly contributes to all the criteria, including accessibility to health services. Therefore, the application of the AHP method proves effective in assisting the village government in setting development priorities that are more targeted, transparent, and accountable.

Abstract

This study aims to determine the effect of macroeconomic factors including the Exchange Rate and Money Supply, and microeconomic factors including Cash Dividend Rate, Stock Trading Volume, and Earning Per Share on stock price fluctuations in Financial sector companies in the banking sub-sector listed on the Indonesia Stock Exchange. This study uses a panel data model analysis with a time period used of 2019-2023. The population in this study were 21 banking sub-sector companies which are conventional banks and have made cash dividend payments during the study period. The research sample used was 6 banking sub-sector companies that had met the criteria set in this study. This study uses the Common Effect Models (CEM) panel data model. The results of this study indicate that the exchange rate and earning per share variables affect stock price fluctuations, while the money supply, cash dividend rate, and stock trading volume variables do not affect stock price fluctuations. Meanwhile, the exchange rate and earning per share variables affect stock price fluctuations.

Abstract

This study aims to estimate the effect of interest rates, inflation, and exchange rates on employment absorption in East Nusa Tenggara from 2000 to 2023 using the Error Correction Model (ECM) method. The results show that in the short term, interest rates and exchange rates do not have a significant effect on employment absorption. However, inflation has a significant impact on employment absorption in the short run. In the long term, all independent variables influence employment absorption. Therefore, to optimize employment absorption, especially in regions such as East Nusa Tenggara, there needs to be synergy between monetary, fiscal, and sectoral policies supported by structural reforms, appropriate inflation control, and the strengthening of labor-intensive industries and MSMEs.

Abstract

This study aims to identify and describe the role of pawnshops inKUR (People’s Business Credit) financing for economicdevelopment in Kupang City using a descriptive qualitativeapproach. The research subjects were employees and staff at PT.Pegadaian (Credit Provision Unit) and KUR recipients from thepawnshop. Data were collected through observation, interviews,and documentation techniques. The data sources in this studyconsisted of primary and secondary data. The research findingsindicate that the Pension Fund of the NTT Regional DevelopmentBank experienced a funding deficit. The results also show that thePeople’s Business Credit (KUR) financing provided by pawnshopssignificantly helps MSMEs (Micro, Small, and MediumEnterprises) manage financial resources for operations, run theirbusinesses, increase income, and improve community performance.MSME income increased, and if the increase continues afterreceiving KUR financing, pawnshops may expand their financingsimulations to larger amounts, provided the loans are performingand income continues to grow after receiving KUR support fromthe pawnshop.

Abstract

This study aims to analyze the effect of industrialagglomeration and the labor force on economic growth inEast Nusa Tenggara Province from 2019 to 2023. Aquantitative approach was used, employing a panel dataregression method that combines five years of time series dataand cross-sectional data from 22 regencies/municipalities inEast Nusa Tenggara Province. The panel data model used isthe Random Effect Model (REM). The results of this studyindicate that, partially, industrial agglomeration does nothave a significant effect on economic growth, while the laborforce has a significant effect on economic growth.Simultaneously, industrial agglomeration and the labor forcehave a significant effect on economic growth in East NusaTenggara Province.

Abstract

This study aims to analyze the effect of transportation access on price disparity and economic growth in the border region between the Republic of Indonesia and the Democratic Republic of Timor-Leste (RI–RDTL). Border areas are known for their complex geographical and economic characteristics, making road access a strategic factor in promoting distribution and economic growth. This research employs a quantitative approach using the Structural Equation Modeling–Partial Least Squares (SEM-PLS) method. A total of 100 respondents were purposively selected from economic actors, local communities, and relevant institutions in the border area. The results show that road access has a negative and insignificant effect on economic growth (β = -0.182; p = 0.127) as well as on price disparity (β = -0.077; p = 0.625). Conversely, price disparity has a positive and significant effect on economic growth (β = 0.257; p = 0.027). Meanwhile, the indirect effect of road access on economic growth through price disparity is also not significant (β = -0.020; p = 0.649). These findings indicate that road access alone has not provided a significant impact on economic growth unless supported by complementary infrastructure and sound governance. Therefore, border area development needs to be carried out in an integrated manner through a holistic approach that includes strengthening infrastructure, distribution policies, and community capacity building.

Abstract

Pengelolaan aset tetap daerah merupakan unsur krusial dalam mewujudkan tata kelola pemerintahan yang transparan, efisien, dan akuntabel. Meskipun Badan Keuangan dan Aset Daerah (BKAD) Kabupaten Manggarai memperoleh opini Wajar Tanpa Pengecualian (WTP) dari BPK selama tiga tahun berturut-turut (2021–2023), berbagai permasalahan masih ditemukan, antara lain pencatatan yang belum lengkap, penggunaan aset yang tidak sesuai regulasi, dan pemanfaatan aset yang belum optimal. Penelitian ini bertujuan untuk menganalisis efektivitas pengelolaan aset tetap daerah di BKAD Kabupaten Manggarai berdasarkan Permendagri No. 19 Tahun 2016. Metode yang digunakan adalah pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa pengelolaan aset tetap belum sepenuhnya efektif, dengan hambatan utama berupa kurangnya pemahaman SDM, keterbatasan anggaran, serta belum maksimalnya pemanfaatan sistem informasi. Penelitian ini menyarankan perlunya peningkatan kapasitas SDM, perbaikan sistem pencatatan, dan penguatan pengawasan aset untuk meningkatkan efektivitas pengelolaan aset daerah.

Abstract

This study aims to analyze the partnership between the government and the private sector in the development of Micro, Small, and Medium Enterprises (MSMEs) in Manggarai Regency. The approach used is descriptive qualitative, with data analysis techniques based on the Miles and Huberman model, which includes data reduction, data display, and conclusion drawing. Informants consist of representatives from local government agencies (BAPPEDA and the Department of Cooperatives, MSMEs, and Trade), financial institutions (Bank BRI), and MSME actors. The results show that the established partnership has helped improve access to capital, business training, and managerial assistance for MSMEs. Supporting factors for the partnership include pro-MSME government policies, active roles from the private sector, and synergy in empowerment programs. However, there are also obstacles such as complex bureaucracy, limited information, and a lack of financial literacy among MSME actors. This study recommends strategies to strengthen cross-sectoral coordination, simplify administrative procedures, and improve the human resource capacity of MSMEs in order to make the partnership more effective and sustainable.

Abstract

This study aims to analyze the impact of the revitalization of Motang Rua Field in Ruteng City on the development of the creative economy in Manggarai Regency. The revitalization of this public space was intended to enhance the social and economic functions of an area that had previously been underutilized. Using a quantitative approach through correlation analysis of 40 respondents involved in the creative economy, including MSMEs, as well as a qualitative approach employing SWOT analysis from 20 key informants, the study found that the revitalization significantly contributed to the growth of creative economic activities, particularly in the culinary, crafts, and performing arts subsectors. The results show increased community participation, local economic circulation, and MSME growth in the vicinity of Motang Rua Field. Additionally, the local government's development strategies included the provision of supporting infrastructure, strengthening of local tourism promotion, and active engagement of creative communities. These findings affirm that public space revitalization, when designed in a participatory and sustainable manner, can serve as a catalyst for building a creativity-based local economy. The study provides recommendations for local governments in formulating policies that support the sustainability of public spaces and the creative economy in other regions with similar conditions.

Abstract

The Free Nutritious Meal Program (MBG) is one of the government’s strategic initiatives aimed at improving nutritional quality and public welfare, particularly for school-aged children. This article seeks to identify key governance factors of the MBG program that influence its implementation effectiveness and to provide policy recommendations to strengthen the governance of the National Nutrition Agency (BGN). This study employs a combination of approaches and methodologies, including the Triangulation Model, Analytical Hierarchy Process (AHP), and SWOT (Strengths, Weaknesses, Opportunities, and Threats) analysis. The triangulation model identified eight (8) priority governance criteria for the MBG program: Participatory, Transparency, Accountability, Effectiveness-Efficiency, Collaboration, Digital Technology, Decentralization, and Program Evaluation. AHP results indicate that Effectiveness and Efficiency are the primary success factors of the MBG program, while Digital Technology serves as an enabler of Transparency and Evaluation, with improvements in Participation and Collaboration driven by a multi-stakeholder approach.
