Abstract

This study aims to analyze the implementation of good governance principles—namely transparency, accountability, and public participation—in regional financial management in South Central Timor Regency. The method used is descriptive qualitative, with data collection techniques including interviews, documentation, and analysis using NVivo software. The findings indicate that the local government has made efforts to implement transparency through digital information systems and public information dissemination, although challenges remain, such as the limited use of social media. Accountability is pursued through internal audits and the publication of financial reports, but there are still issues concerning the effectiveness of oversight. Public participation in budget management remains largely formal and has yet to become fully participatory. The study concludes that the application of good governance principles in South Central Timor Regency is underway but still requires strengthening, particularly in implementation and community involvement, to achieve better and more sustainable governance.

Abstract

This study aims to examine the role of annual commodities, particularly coffee and candlenut, in improving the economy of the community in Manmas Village, Alor Regency. The research method used is a qualitative approach, with data collected through observation, interviews, and documentation studies involving coffee and candlenut farmers in Manmas Village. The sources of data include both primary and secondary data. The data analysis technique employed in this research is the interactive data analysis model by Miles and Huberman. The results of the study indicate that coffee and candlenut are leading commodities that contribute significantly to the income of the local community. The role of the government in maintaining price stability and providing protective policies is crucial to support the sustainability of community-based plantations. Overall, the development of annual commodities in Manmas Village has proven to enhance the community’s economic standard, although efforts are still needed to improve post-harvest quality, market access, and consistent policy support.

Abstract

Credit guarantee is a strategic effort to improve access to financing for Micro, Small, and Medium Enterprises (MSMEs) in Kupang City. This study aims to examine the influence of credit guarantees on the growth of MSMEs in Kupang City and analyze how the implementation of credit guarantees can strengthen business performance, increase sales, and profit for MSME actors. This research employs a quantitative approach with data collected through surveys and documentation from MSME actors who have received credit guarantees. The results indicate that credit guarantees have a positive and significant effect on the growth of MSMEs in Kupang City. Prior to obtaining guarantees, MSME actors faced obstacles in accessing capital, managing transactions, and developing their businesses, especially those just starting out. After receiving credit guarantees, MSME actors were able to overcome these barriers, enhance business capacity, and compete in the local market. The conclusions of this study affirm that credit guarantees are a crucial factor in driving MSME growth and supporting sustainable regional economic development.

The method to be used done in study This is questionnaire or questionnaire . Questionnaire or questionnaire is a set question or statement that must be answered by respondents . Research This use instrument Use of Shopee Paylater and behavior consumptive . Questionnaire in study This use scale likert scale Likert is the scale used For measure attitudes , opinions and perceptions somebody or group of people about social phenomena . From the results study show that majority Respondent payment system users shopee paylater is Woman with amount by 78% or 78 people and men a total of 22% or 22 communities . After analyze all over results obtained from each variables , hypothesis testing is carried out with using SPSS (Statistical Product and Service Solution) version 26 for test the hypothesis proposed in study that is is there any influence use system payment shopee paylater to behavior consumptive among public city Kupang or no . Based on results testing show that variable system payment shopee paylater influential significant to behavior consumptive.

Abstract

The objective of this study is to examine the stunting reduction policy and its challenges in relation to economic development in Sikka Regency. The research method used is descriptive qualitative. The findings show that the implementation of the stunting reduction policy includes programs such as the "Pripong Abong" Adolescent Posyandu, the Foster Parents Movement, and the "Lepo Gahar Naha Blisa" or stunting recovery house. These initiatives involve multiple stakeholders and go through several critical stages, including engagement from governmental and non-governmental organizations as well as the community as the main target group. The policy is designed to reduce stunting prevalence through programs outlined in the Sikka Regency Regent Regulation, focusing on nutritional interventions, improved healthcare services, and community education as key aspects. The provision of financial resource support to the community has positively impacted the implementation of the policy, which has generally been proceeding well. However, there are several challenges to implementing the stunting reduction policy and its contribution to economic development in Sikka Regency. High levels of isolation result in limited access to essential services such as healthcare and education, which increases the community's vulnerability to poverty and underdevelopment. Poor road access to Posyandu centers poses another obstacle for community members to participate in government programs. Furthermore, strong belief in myths and traditional practices among residents hinders the effective implementation of stunting prevention efforts in the region.

Abstract

The problems identified from this study are the lack of marketing strategies through advertising so that consumers lack product information which causes minimal purchases of Scarlett products, and the emergence of many new skincare brands with better quality makes competition even tighter, while making it difficult for the Scarlett Whitening Brand to become the most favorite brand. The purpose of this study was to determine the Brand Ambassador and Brand Image mediated by Trust on Purchase Interest of Scarlet Whitening Products. The method used in this study is an intervening variable using a statistical processing application. The results showed the t-statistic value of brand ambassadors on purchase interest of 13.024> t-table 1.96. the t-statistic value of brand ambassadors on purchase interest of 10.457> t-table 1.96. The t-statistic value of brand ambassadors on purchase interest is 12.030> t-table 1.96, the t-statistic value of brand ambassadors on purchase interest is 14.672> t-table 1.96, the t-statistic value of brand ambassadors on purchase interest is 14.801> t-table 1.96, the t-statistic value of brand ambassadors on purchase interest is 8.712> t-table 1.96, the t-statistic value of brand ambassadors on purchase interest is 9.483> t-table 1.96. So it can be said that Brand Ambassador and Brand Image on Purchase Interest with Trust as an intervening in the Kefamenanu City community have a positive influence.

Abstract

Analysis of Marketing Strategies in Increasing the Number of Non-Wage Recipient Membership: A Case Study on BPJS Ketenagakerjaan Belu-Atambua Branch. This study aims to find out: Analysis of Marketing Strategies in Increasing the Number of Non-Wage Recipient Participants at BPJS Employment Belu-Atambua Branch. The data used in this study is primary data obtained through a questionnaire given to 12 respondents. Instrument testing includes validity tests and reliability tests. The object of this research uses observation, interview and questionnaire methods. Meanwhile, the analysis technique uses the SWOT analysis technique using the IFAS matrix method and the EFAS matrix. The results of the IFAS table analysis on the strength factor are: 2.16 and on the weakness factor (Weaknesses) is 1.56 so that the difference between the strength factor and the weakness factor is +0.60. The results of the analysis of the EFAS table on the Opportunity factor (Opportunities) are: 2.06 and on the Threat factor (Threath) is: 1.82 so that the difference between the opportunity factor and the threat factor is +0.70. Based on the results of the analysis of the IFAS matrix and the EFAS matrix, the value of the WS axis on the SWOT diagram is + 0.60 and the value of the OT axis on the SWOT diagram is + 0.24 so that the position of the BPJS Ketenagakerjaan Belu-Atambua Branch office is in Quadrant I (+,+) using the WO Strategy (Weaknesses - Opportunities) then the strategy recommendation at the BPJS Employment Belu- Atambua Branch office is Progressive, meaning that the organization are in prima and steady condition so it is perfectly pssible to continue.

Abstract

This article provides an in-depth examination of the correlation between civic leadership, the role of Pancasila education, and village management in fostering public ethics at the local level, namely the village. Following the implementation of decentralization and the disbursement of substantial funds, villages have become crucial entities in enhancing citizens’ participation and engagement in regional development. However, villages have also become spaces that inherently hold the potential for irregularities—ranging from abuse of authority and weak transparency to public skepticism toward village governance—ultimately leading to a decline in community participation. Using a theoretical approach, this article offers a comprehensive conception of village management, in which village leadership is not merely an administrative function but also a manifestation of civic values. Pancasila education serves as a catalyst for social transformation that can strengthen the values of responsibility, integrity, democracy, and leadership.

Abstract

Terdapat pengaruh Kompetensi terhadap Mutu Pelayanan. Nilai thitung Kualitas sumber daya manusia (X1) sebesar 4.777 sedangkan nilai ttabel untuk n = 95 sebesar 1.985. Jadi 4.777 > 1.985, maka H0 ditolak dan Ha diterima, bahwa Kualitas sumber daya manusia (X1) berpengaruh signifikan terhadap Kinerja anggota (Y), Terdapat pengaruh Pelatihan terhadap Kinerja anggota. nilai thitung Pelatihan (X2) sebesar 5.541, nilai ttabel untuk n = 95 sebesar 1.985. Jadi 5.541 > 1.985, maka H0 ditolak dan Ha diterima, disimpulkan bahwa Pelatihan (X2) berpengaruh terhadap Kinerja anggota (Y), Terdapat pengaruh Kualitas sumber daya manusia dan Pelatihan terhadap Kinerja anggota. Terbukti diperoleh uji ANOVA diperoleh nilai Fhitung sebesar 339.840 Sedang Ftabel (a 0,05) untuk n = 95 sebesar 2.70. Jadi Fhitung > dari Ftabel (a 0,05) atau 339.840 > 2.70 signifikan sebesar 0,000 karena 0,000 < 0,05, maka Kualitas sumber daya manusia (X1) dan Pelatihan (X2) secara bersama-sama berpengaruh terhadap Kinerja anggota (Y). nilai R Square (R2) sebesar 0.881. bahwa 88.1% Kualitas sumber daya manusia (X1) dan Pelatihan (X2) secara simultan berpengaruh terhadap Kinerja anggota (Y) sisanya sebesar 11.9% dipengaruhi faktor lain yang tidak diteliti.

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh pendidikan pelatihan sistem dan semangat kerja terhadap kinerja anggota di Bagian Perencanaan Kepolisian Resor Cimahi, baik secara parsial maupun simultan, guna mengetahui sejauh mana faktor tersebut dapat meningkatkan efektivitas kerja personel. Metode penelitian yang digunakan adalah metode kuantitatif dengan pendekatan deskriptif analitik. Analisis data dilakukan secara komputerisasi menggunakan program Statistical Product and Service Solutions (SPSS) Versi 29.00. Sampel penelitian berjumlah 60 responden. Pengujian dilakukan dengan uji t untuk analisis parsial, uji F (ANOVA) untuk analisis simultan, serta analisis koefisien determinasi (Adjusted R Square) untuk mengukur besarnya pengaruh variabel independen terhadap variabel dependen. Hasil penelitian menunjukkan bahwa variabel Pendidikan Pelatihan Sistem (X1) memiliki nilai t hitung sebesar 3,260 lebih besar dari t tabel sebesar 2,000 (3,260 > 2,000), sehingga H₀ ditolak dan Hₐ diterima. Artinya, Pendidikan Pelatihan Sistem (X1) berpengaruh signifikan terhadap Kinerja Anggota (Y). Variabel Semangat Kerja (X2) memiliki nilai t hitung sebesar 7,361 lebih besar dari t tabel 2,000 (7,361 > 2,000), sehingga H₀ ditolak dan Hₐ diterima, yang berarti Semangat Kerja (X2) juga berpengaruh signifikan terhadap Kinerja Anggota (Y). Hasil uji F menunjukkan bahwa F hitung sebesar 69,990 lebih besar dari F tabel sebesar 2,76 (69,990 > 2,76) dengan tingkat signifikansi 0,000 < 0,05, sehingga Pendidikan Pelatihan Sistem (X1) dan Semangat Kerja (X2) secara simultan berpengaruh positif terhadap Kinerja Anggota (Y). Nilai Adjusted R Square sebesar 0,700 menunjukkan bahwa 70,0% variasi Kinerja Anggota dapat dijelaskan oleh Pendidikan Pelatihan Sistem dan Semangat Kerja, sedangkan sisanya 30,0% dipengaruhi oleh faktor lain yang tidak diteliti.
