Abstract

Organizational commitment is an important factor in improving the performance of public sector employees. However, the organizational commitment of employees at the Public Works and Spatial Planning Agency of Serang Regency still requires strengthening supported by career development, organizational culture, and job satisfaction. This study aims to analyze the influence of career development and organizational culture on organizational commitment, the influence of both variables on job satisfaction, the influence of job satisfaction on organizational commitment, and the role of job satisfaction as a mediating variable. The study used a quantitative method with an associative approach. The study population consisted of 120 Civil Servants, all of whom were sampled through a saturated sampling technique (total sampling). Data were collected using a five-point Likert-scale questionnaire and analyzed using Structural Equation Modeling–Partial Least Squares (SEM-PLS) through the SmartPLS 4.0 application. The results showed that career development had a positive and significant effect on organizational commitment and job satisfaction. Organizational culture had a positive and significant effect on job satisfaction, but did not have a direct effect on organizational commitment. Job satisfaction was proven to have a positive and significant effect on organizational commitment and was able to mediate the influence of career development and organizational culture on organizational commitment. This study concludes that increasing employee organizational commitment can be achieved through planned career development, strengthening a conducive organizational culture, and increasing job satisfaction as a mechanism that strengthens employee loyalty and attachment to the organization.

Abstract

Dedicated educators hold an essential role in nurturing a science-oriented younger generation, and at SMAN XYZ Cimahi, teachers who show strong dedication are believed to be more devoted in teaching and guiding students, which in turn raises student achievement. Organizational commitment is widely considered to be strengthened through organizational culture and transformational leadership style. Field observations at SMAN XYZ Cimahi reveal that several PPPK teachers have not fully internalized the institution's established values, and that support and attention from school leadership remain limited. This research seeks to examine how organizational culture and transformational leadership style shape the organizational commitment of PPPK teachers at SMAN XYZ Cimahi. The study applies a quantitative approach, with the entire population of PPPK teachers serving as respondents. Data were gathered through interviews, direct observation, and questionnaires, then processed using descriptive and associative quantitative techniques together with multiple regression analysis in SPSS version 27. Findings reveal that both organizational culture and transformational leadership style influence teachers' organizational commitment at SMAN XYZ Cimahi, whether examined individually or together, with a substantial degree of impact. This indicates that the more strongly teachers implement the institution's values and the more strongly the principal applies transformational leadership, the greater teachers' involvement and participation in school activities.

Abstract

The rapid development of digital financial services and the high level of consumerism among Generation Z have increased the risk of financial distress due to the use of Buy Now, Pay Later (BNPL) services, impulsive buying behavior, and a hedonistic lifestyle. This study aims to analyze the influence of Buy Now, Pay Later (BNPL) features and impulsive buying on financial distress among Generation Z, with a hedonistic lifestyle serving as an intervening variable. This research employed a quantitative approach using an associative research design. Data were collected through questionnaires distributed to 100 Generation Z respondents who had previously used BNPL services. The data were analyzed using Structural Equation Modeling (SEM) based on the Partial Least Squares (PLS) approach with the assistance of SmartPLS software to examine both the direct and indirect relationships among the research variables. The findings indicate that the use of BNPL features and impulsive buying behavior have a positive and significant effect on financial distress, both directly and indirectly through a hedonistic lifestyle as the intervening variable. The results are expected to provide valuable insights for Generation Z to use digital financial services more responsibly, enhance self-control, and improve financial management practices in order to reduce the risk of financial distress.

Abstract

A robust sense of organizational commitment among teachers represents a critical element for educational institutions striving to raise the quality of education and reach institutional targets. This commitment is reflected not only in the implementation of teaching activities but also in teachers' involvement in and responsibility for school programs, including at SMAN XYZ Cimahi. SMAN XYZ Cimahi shows a clear need to reinforce organizational commitment, given the uneven participation levels among PPPK teachers, a pattern believed to be linked to their demanding workload and to disruptions in balancing work with personal life that may result in physical and mental fatigue. This study aims to determine the influence of workload and work-life balance on the organizational commitment of PPPK teachers at SMAN XYZ Cimahi. The study used a quantitative approach, involving a total of 61 PPPK teachers as respondents. Data collection combined observation, interviews, and questionnaires, with analysis carried out through descriptive and associative quantitative methods alongside multiple regression using SPSS version 27. The results show that workload has no effect on organizational commitment, whereas work-life balance has a positive effect on organizational commitment. These findings indicate that the workload experienced by PPPK teachers in carrying out teaching and learning activities is not a determining factor in their attachment to or involvement in supporting organizational activities and goals. Conversely, teachers who manage a better balance between their work and personal life tend to show stronger commitment toward the organization. This suggests that teachers' capacity to balance work demands with their personal life plays a more decisive role in building organizational commitment.

Abstract

This study aims to analyze the influence of digital leadership, digital competence, and self-efficacy on employee performance and examine the role of work engagement in mediating this relationship among employees at village offices throughout Tegal City. The study population was all village employees in Tegal City, with a sample size of 265 respondents determined using a census sampling technique. This study employed a quantitative approach with a survey method through questionnaire distribution. Data analysis was performed using Partial Least Squares (PLS)-based Structural Equation Modeling (SEM) with the assistance of SmartPLS software, which included testing the measurement model (outer model) and the structural model (inner model). The results showed that digital leadership had no direct effect on employee performance, digital competence had a positive effect on employee performance, self-efficacy had a positive effect on employee performance, digital leadership had a positive effect on work engagement, digital competence had no effect on work engagement, self-efficacy had a positive effect on work engagement, and work engagement had a positive effect on employee performance. Furthermore, work engagement mediates the influence of digital leadership and self-efficacy on employee performance, but fails to mediate the influence of digital competence on employee performance.

Abstract

Regional financial management accountability depends not merely on the presence of an oversight apparatus, but on the ability of the Government Internal Supervisory Apparatus (APIP) to transform auditor resources and institutional support into governance improvements. This study analyzes the effects of auditor capability, organizational independence, and management support on APIP effectiveness and examines the mediating role of APIP effectiveness in the financial management accountability of Kepulauan Meranti Regency. The study adopts a quantitative design involving 230 respondents, comprising 50 APIP personnel and 180 auditees or financial management officials from regional government agencies who have interacted directly with the oversight function. Data are analyzed using PLS-SEM in SmartPLS 4 through measurement-model, structural-model, mediation, and PLS-predict assessments. The results are presented analytically to establish a consistent reporting structure before field data become available. The model indicates that auditor capability (β = 0.286), organizational independence (β = 0.238), and management support (β = 0.352) positively affect APIP effectiveness. APIP effectiveness affects accountability (β = 0.451) and mediates all three relationships. The model explains 64.1% of the variance in APIP effectiveness and 59.6% of the variance in accountability. Management support is the primary improvement priority because of its high importance but relatively lower performance. Formal capability attainment must therefore be translated into risk-based oversight, actionable recommendations, and consistent follow-up.

Abstract

The profitability of mining companies in Indonesia experienced fluctuations and tended to decline during the 2021–2024 period due to commodity price volatility, rising operational costs, and increasing demands for sustainable business practices. This condition highlights the importance of examining factors that influence profitability, particularly Environmental, Social, and Governance (ESG) performance and Intellectual Capital (IC), while considering the moderating role of stock prices. This study aimed to analyze the effects of ESG and Intellectual Capital on profitability, proxied by Return on Assets (ROA), and to examine whether stock prices moderate these relationships in mining companies listed on the Indonesia Stock Exchange during 2021–2024. This study employed a quantitative research approach using purposive sampling, resulting in a sample of 22 mining companies selected from a population of 63 companies. Secondary data were collected from annual reports and sustainability reports and analyzed using multiple linear regression and Moderated Regression Analysis (MRA) with SPSS version 23. The findings revealed that ESG had a positive and significant effect on profitability. Likewise, Intellectual Capital positively and significantly affected profitability. Simultaneously, ESG and Intellectual Capital significantly explained variations in corporate profitability. However, stock prices were unable to moderate the relationship between ESG and profitability or between Intellectual Capital and profitability. These findings indicate that strengthening sustainability practices and effectively managing Intellectual Capital are essential for improving the financial performance of mining companies, whereas stock price movements do not reinforce these relationships.

Abstract

The healthcare landscape is undergoing change, driven by a significant shift towards digital health services aimed at improving care efficiency, within the context of heightened healthcare demands and financial constraints. Open Innovation emerges as a pivotal concept, fostering collaboration between healthcare providers and external partners to drive the creation of innovative healthcare products and services. Concurrently, Artificial Intelligence (AI) emerges as a transformative tool, offering potential to reshape disease management and streamline healthcare operations. However, a notable gap exists in comprehending the nuances of AI innovations and their associated challenges, particularly within collaborative innovation frameworks. Employing a qualitative case study design, this study focuses on Scotland's healthcare innovation landscape, utilising semi-structured interviews with the stakeholders. The findings reveal six challenges in collaborative AI innovations: funding, problem definition, human resources, governance, regulation, and data quality and access. The study also presents recommended strategies for stakeholders to enhance the innovation process. Moreover, the research highlights that contest-based collaborations and strategic partnerships offer distinct models with trade-offs relating to expertise and inclusivity, underlining the significance of understanding these challenges for effective collaborative AI innovation in healthcare.

Abstract

This study analyzes the effectiveness of digital personnel administration services in an archipelagic region by examining the interplay among technological quality, service capacity, user experience, and geographical conditions. A qualitative evaluative case study was conducted at the Regional Civil Service and Human Resources Development Agency (BKPSDM) of Meranti Islands Regency. The DeLone and McLean framework was employed to examine system quality, information quality, service quality, use, user satisfaction, and net benefits, while the archipelagic setting was treated as a cross-cutting context. The empirical analysis drew on 20 informants and 168 service-request records. The comparison of interview, documentary, and observational evidence generated six principal themes. Digital channels reduced initial office visits and accelerated the completion of fully documented requests; however, their effectiveness was constrained by connectivity problems, inconsistent requirements information, reliance on informal communication, and the continued use of physical documents. Mandatory or frequent use did not, in itself, indicate success. Effectiveness emerged when reliable systems and actionable information were reinforced by responsive operators, recovery mechanisms, and end-to-end digital processes. The study proposes a conditional effectiveness model for archipelagic regions: an enabling configuration produces equitable access, process certainty, and sustainable benefits, whereas a constraining configuration produces hybrid bureaucracy and uneven benefits. Practical implications include low-bandwidth design, consolidated requirements, corrective notifications, standardized escalation procedures, and location-sensitive performance evaluation.

Abstract

The digitalization gap in village public services within Pekalongan Regency constitutes the central urgency of this study, given the stark disparities in information access and service quality between coastal and mountainous areas. This study aims to analyze the strategic role of the Village Community Empowerment Agency (DPMD) in mitigating this divide to realize inclusive digital governance. A descriptive qualitative approach was employed through purposive sampling, involving informants from DPMD leadership and village officials. Data analysis was conducted using the Miles and Huberman interactive model, encompassing data reduction, data display, and conclusion drawing. The findings indicate that DPMD plays a vital role as a regulator through the Village Information System (SID) policy and simultaneously as an infrastructure facilitator. However, mitigation effectiveness is hampered by disparities in technological literacy among village officials, particularly in mountainous areas with limited accessibility. The study concludes that DPMD’s role is critical in providing sustainable asymmetric assistance to reduce the digital divide and ensure the standardization of digital public services across all village levels.
