Abstract

The issuance of the Regulation of the Minister of Higher Education, Science, and Technology No. 39 of 2025 marks a strategic shift in Indonesia's higher education toward an information-based and continuous quality assurance system. This qualitative case study synthesizes the perspectives of lecturers and administrative staff at the State Islamic Institute (IAIN) Sorong, an Islamic higher education institution in a frontier, outermost, and underdeveloped (3T) region, regarding policy implementation. Data were gathered through in-depth interviews, observations, and document analysis. Findings reveal that stakeholders view the policy as a vital step to strengthen internal and external quality assurance, optimize cost-effectiveness, and enhance educational standards. Specifically, lecturers emphasized learning outcome enhancements and curriculum development, whereas administrative staff focused on operational standardization and assessment improvement. However, implementation faces severe contextual challenges, including limited human resources, low digital literacy, tight funding, and geographical barriers inherent to 3T regions. This study concludes that successful policy adoption requires robust governance, adaptive leadership, capacity building, and context-specific support mechanisms to strengthen quality assurance in marginalized higher education contexts.

Abstract

This research aims to assess the extent to which the strategies implemented are able to meet the needs of students and society, while adjusting to the development of science, technology, and global dynamics that continue to change. This study uses a qualitative approach with a descriptive research type, which is chosen to describe in detail the processes, policies, and practices implemented in the context of National Knowledge Standard (SNP) fulfillment. Data collection was carried out through in-depth interviews with purposively selected key informants. The results of the study show that MTs Negeri Sorong City is able to optimally utilize the available educational resources to achieve institutional goals. This is achieved through the implementation of strategies that are systematically designed and carried out efficiently, so that the learning process and education management take place more effectively. This study summarizes that the implementation of SNP in MTs Negeri Sorong City contributes significantly to improving the quality of institutions through a structured strategy, supported by the commitment of madrasah residents, effective leadership, and cooperation with stakeholders. Despite the challenges, continuous improvement and innovation are key in strengthening the quality of education and the ability of institutions to compete.

Abstract

This study aims to analyze the influence of school accreditation on the increase in the number of new students in MTs Al-Ma'arif 1 Sorong Regency. This study uses a descriptive qualitative approach, with the main informant being the Head of the Madrasah, who was selected by purposive sampling. Data were collected through semi-structured interviews, observations, and documentation studies (PPDB data, evaluation reports, and official publications), and then analyzed in a methodical descriptive manner. The results of the study show that the achievement of A accreditation contributes significantly to increasing public trust in the quality of teaching, learning activities, and character development. This encourages parents' interest in registering their children. However, the rate of increase in the number of students cannot be explained solely by the accreditation factor. There are other supporting variables that also influence it, such as institutional involvement, socio-economic conditions of the community, the number of school competitors, accessibility, and education costs. It can be concluded that accreditation plays a crucial role as an indicator of school quality and competitiveness. However, its influence does not stand alone but must be supported by superior programs, effective management, and sustainable socialization.

Abstract

Despite their unique learning systems, Kiai leadership, and character building, pesantren salaf struggle to develop structured, documented, and sustainable quality assurance systems to meet accountability demands. This study aims to analyze strategies for adapting Islamic education quality assurance systems within pesantren salaf by integrating Total Quality Management (TQM) principles. Employing a descriptive qualitative approach and library research methods, the study utilizes data sources including books, scholarly journal articles, and academic documents relevant to quality assurance, TQM, and pesantren education. Data analysis was conducted through content analysis and conceptual synthesis to formulate a contextually appropriate adaptation model. The findings indicate that TQM principles such as quality-oriented leadership, the involvement of the entire pesantren community, the establishment of value-based quality standards, and continuous improvement can be adapted in harmony with the character and traditions of pesantren salaf. This adaptation holds the potential to strengthen internal quality assurance systems without compromising the institution's unique pesantren identity. The study offers a conceptual contribution to the development of research on Islamic education quality assurance systems and serves as a practical reference for pesantren salaf administrators.

Abstract

This study aims to analyze Islamic educational management strategies in addressing the challenges of the Sustainable Development Goals (SDGs) 2025 within the Indonesian educational context. The research employed a qualitative approach using a literature review method by examining relevant books, scientific journals, policy documents, and previous studies related to Islamic education and sustainable development. The findings indicate that Islamic education has a strategic role in supporting the achievement of the SDGs, particularly in promoting quality education, strengthening moral values, fostering social responsibility, and developing sustainable human resources. However, Islamic educational institutions continue to face several challenges, including disparities in educational quality between urban and rural areas, limited infrastructure, low teacher professionalism, and the inadequate integration of digital technology into learning processes. In addition, conventional learning approaches and limited innovation in educational management also affect the effectiveness of educational development. The study further reveals that strengthening educational management through strategic planning, improving educators’ competencies, utilizing digital learning technologies, developing contextual curricula, and enhancing institutional collaboration are essential efforts in improving educational quality sustainably. Therefore, adaptive and innovative Islamic educational management is necessary to support inclusive, competitive, and sustainable education in achieving the SDGs 2025.

Abstract

Islamic Values Education plays a vital role in developing students' spiritual, moral, intellectual, and social character. However, many educational institutions continue to rely on conventional assessment approaches that primarily measure cognitive achievement while neglecting the affective, spiritual, and behavioral dimensions of Islamic values. This study proposes a Comprehensive Evaluation Model for Islamic Values Education applicable to both formal schools and traditional and modern Mada’ris. The model integrates curriculum evaluation, instructional practices, student character development, institutional culture, community involvement, and long-term behavioral outcomes. Employing a qualitative library research design, the study synthesizes contemporary educational evaluation theories and Islamic educational principles derived from the Qur’an, Sunnah, and classical Islamic scholarship. The findings reveal that effective Islamic values education requires a multidimensional evaluation encompassing knowledge acquisition, value internalization, behavioral manifestation, and social impact. The proposed model offers a systematic framework for educators, administrators, policymakers, and researchers to assess and improve the implementation of Islamic values education across diverse educational settings.
