Abstract

Market revitalization is not only physical development. Management, economic and social development is needed. The phenomenon of contemporary coffee shops appearing in traditional markets has attracted researchers to identify market revitalization problems. The aim of this research is to identify problems regarding revitalization. The research perspective is what the problem is, what is the government's attitude and what is the orientation of policy holders. Literature review method to verify data related to the implementation of revitalization in a number of markets. Shows that there are still problems such as communication and perceptions about revitalization, while policy holders have shown a clear policy direction. Market classification and revitalization that must be carried out.

Abstract

Trust in the context of communication is a description of the hope that words, promises, verbal or written statements from other individuals or groups can be trusted. In an organization or institution, trust is the most important capital in its survival. Organizations or institutions will not be able to survive for long if they do not gain the trust of the community. This public trust will be one of the factors in the occurrence of a crisis. For this reason, it is considered very important for communication strategies in dealing with crises that occur in institutions and organizations. The crisis of confidence experienced by most government hospitals regarding the quality of health services has an impact on the existence and existence of Abdul Manaf Hospital, Jambi City, which incidentally is also the core of public health services in Jambi City. With the increasingly mushrooming growth of competitors such as private clinics and hospitals, this is used as a benchmark for continuous improvement in service quality. The tendency of people to prefer clinics, private hospitals or to seek treatment in extreme conditions abroad, this is evidence that government hospitals are starting to be abandoned by the public in entrusting their health. The communication strategy of government hospital public relations practitioners must be able to overcome this so that it does not have a broad impact on the continuity of health institutions in Indonesia.

Abstract

One of the public services engaged in services provided by the government is transportation services. Transportation is one of the various basic human needs and this is an inseparable part of social life, especially for urban communities, because in daily activities when traveling, access is required to reach every place within a specified effective time. The aim of this research is to find out and analyze the obstacles in implementing the economical, easy, reliable and comfortable transportation policy (Bus Friends) in Denpasar City. The presence of TEMAN BUS in Bali is the third service in the Buy The Service (BTS) program by the Ministry of Transportation of the Republic of Indonesia. The operator that runs the TEMAN BUS service operations is PT. Trans Metro Dewata. The implementation of the Trans Sarbagita Program for 5 (five) years has been able to develop the existence of public transportation, but is still unable to deal with the problem of congestion that occurs on several roads. Implementation of SPM (Minimum Service Standards) is the minimum service standard for Trans Sarbagita Mass Public Transport. The factor that is classified as an obstacle is that Sarbagita does not have a special route, this results in it being unable to reach small areas/areas. Another inhibiting factor is the existence of buses that are starting to break down, so the service provided is less than optimal.

Abstract

The research results found that the DPRD Secretariat's strength factors include the availability of skilled personnel resources, the existence of measurable work programs and work mechanisms, and the existence of operational standards for providing services. Weaknesses include a lack of understanding of the implementation of the laws and regulations used, a lack of adequate facilities and infrastructure to support the implementation of duties and functions, the availability of skilled human resources in accordance with their field of work, limited budget for improving services to the DPRD. The opportunity for the Pekanbaru City DPRD Secretariat is a commitment to increasing the capacity of regional people's representative institutions to carry out their duties and functions, providing adequate facilities and infrastructure to support the implementation of their duties, providing skilled human resources in accordance with their field of duties. The threats that arise are the fulfillment of the DPRD members' obligations which is not yet optimal, the interaction between the DPRD and the Pekanbaru City DPRD Secretariat which can affect professionalism as an apparatus, mobility and workload which is quite high, the limited number of qualified and competent employees, the availability of facilities and infrastructure which is still lacking.

Abstract

Regional government policy is a legal product because every village government has this authority. The purpose of this research is to find out the Implementation of Regional Government Policy Regarding Main Programs in North Luwu Regency and what are the supporting and inhibiting factors. The method used in this study was qualitative, using data collection techniques namely observation, interviews and documentation. Based on the results of field research, it was obtained that the Implementation of Regional government's policy Regarding Main Programs in North Luwu Regency was not optimal because it can be seen from several supporting and inhibiting aspects of inplementating this superior program. Then the facilities and infrastructure provided by the regional government are still far from the expectations of the community. In addition, there is also the factor of a lack of community involvement in building communication with the North Luwu District Government because the government builds sectoral communication and the community is also tend to be indifferent regarding local government policies.

Abstract

Village government policy is a legal product because every village government has this authority. The purpose of this research is to find out the Village Government Policy in Improving Community Empowerment in Kanandede Village, Rongkong District, North Luwu Regency and what are the supporting and inhibiting factors.The method used in this study was qualitative, using data collection techniques namely observation, interviews and documentation. Based on the results of field research, it was obtained that the village government's policy in increasing community empowerment in Kanandede Village, Rongkong District, North Luwu Regency was not optimal because it can be seen from several empowerment programs which have not been realized. Then the facilities and infrastructure provided by the village government are still far from the expectations of the community. In addition, there is also the factor of a lack of community involvement in village development and empowerment because the community is more concerned with their respective activities.

Abstract

Public service is defined as providing services (serving) the needs of people or society who have an interest in the organization in accordance with the basic rules and procedures that have been determined. Therefore, to improve public services, the effectiveness of a service program is needed, where the greater the contribution of the output produced to the specified goals or targets, the more effective the work process of an organizational unit. E-Samsat is an application carried out by the Regional Revenue Agency (BAPENDA) of Riau Province. The aim of this research is to find out how effective the E-Samsat program is in increasing the receipt of motor vehicle tax payments and to find out the inhibiting factors in the implementation of E-Samsat services. This E-Samsat program has several problems, namely network problems so that sometimes it is difficult to access it, platform limitations which can only be accessed via the Play Store. This research method uses descriptive qualitative methods and data collection techniques through primary and secondary data sources obtained through observations, interviews and documentation by researchers and then analyzed. The research results show that the E-Samsat program services have been carried out according to plan, but there is a problem in the banking sector, then related to network problems which still frequently occur, and finally regarding the government's role in responding to the E-Samsat program services.

Abstract

Licensing services are one of the administrative services carried out by the government, as well as the Surabaya City Government through the One Stop Integrated Services and Investment Service (DPM-PTSP) which has even implemented a system Online Single Submission (OSS) so that the quality of service becomes better. This research aims to determine the effectiveness of the LKPM Online program in collecting NIB data on the OSS system at the Surabaya City One Stop Investment and Integrated Services Service. Program Online Single Submission (OSS) makes it easier for the government to register business actors in the city of Surabaya quickly, efficiently and transparently. The method used to carry out this research is descriptive research with a qualitative approach. This research was chosen because it presents data systematically, factually and accurately regarding the facts in the field. This research uses a descriptive research design with a qualitative approach aimed at exploring facts regarding the quality of public services in the field of business license administration. The research results show that the quality of service with the OSS-based LKPM Online program shows several supporting factors that must be improved in service delivery in order to realize the quality of administrative services in an agency in creating a community environment that is aware of the administration of business permits. This research recommendation aims to explain the effectiveness of the OSS-based Online LKPM program which can simplify the administration of business license numbers.

Abstract

Management of the Rokan Palace Cultural Heritage Site, Rokan Hulu Regency, where this Cultural Heritage is managed by the Center for the Preservation of Cultural Values of Riau Islands Province, the Rokan Palace cultural heritage site has several problems, namely human resources that are not yet professional, lack of promotion of the Rokan Palace tourist destination, there are still too many facilities and Infrastructure in tourist destinations is damaged and inadequate, and rehabilitation budgeting is not yet optimal. The aim of this research is to describe how the Rokan Palace Cultural Heritage Site is managed and to find out the factors inhibiting the management of the Rokan Palace Cultural Heritage in Rokan Hulu Regency. This research method uses a qualitative method with a phenomenological approach. This research was conducted in Rokan Hulu Regency and in Koto Ruang Village, Rokan IV Koto District, Rokan Hulu Regency, Riau Province. There were 5 informants for this research. The type of research data used in this research is primary data in the form of data and information originating from primary sources and research informants, and secondary data in the form of documents obtained from related documents. Data collection techniques in this research are interview, documentation and observation techniques. The management of the Rokan Palace Cultural Heritage is managed by the cultural preservation center (BPK) Region IV with indicators of Planning, Organizing, Supervising and Evaluation. Then there are inhibiting factors, namely internal and external inhibiting factors. So the researchers concluded that the management was not optimal, because the Rokan Palace Cultural Heritage was still neglected, there was a lack of community participation in preserving the Rokan Palace, a lack of visits, and a lack of maximum performance by the custodian due to the lack of human resources in the management tasked by BPK.

Abstract

This research aims to analyze how the Merdeka Curriculum is implemented at the Kalanganayar State Elementary School, with a focus on the learning process and outcomes carried out by educators. The research method used is a qualitative approach using data collection techniques through observation, interviews and document analysis. The research results show that the implementation of the Independent Curriculum at Kalanganayar State Elementary School faces a number of challenges, including limited resources, the need for training for teachers, and efforts to integrate the curriculum with the local context. However, the research also found significant achievements, such as increased student engagement in learning, development of skills relevant to the 21st century, and increased learning motivation.
