Abstract

The city of Bekasi has very rapid development, which is different compared to the surrounding areas and cities. The Bekasi City Government plays a very important role in the progress of public transportation, one of which is the KRL. Because the city of Bekasi itself is one of the centers of economic growth and activities in various regions/cities. With the population increasing every year, the community really needs practical, fast and affordable modes of transportation for daily use to avoid traffic jams. However, this KRL still has many problems related to services that are not yet optimal. This research is motivated by how the Electric Rail Public Transportation Service by PT. Kereta Commuter Indonesia Bekasi City Branch, this research uses a qualitative approach with a descriptive method. This research aims to find out how the Electric Railway Public Transportation Service by PT. Indonesian Commuter Train, Bekasi City Branch, Data sources used include secondary data and primary data. Data collection techniques in this research are document study, interviews and observation. The Bekasi city government has provided electric rail public transportation facilities, there are several service evaluation factors that must be carried out. Namely safety and comfort which should be adequate facilities for public transportation users.

Abstract

Fiscal problems often escape the attention of regions responsible for developing smart cities as part of the implementation of the 100 Smart Cities movement initiated by the central government. The Ministry of Communication and Information is the initiator of implementing the smart city program. To be able to build a smart city, what must first be done is the readiness of a local government to be able to prepare the main elements. Referring to the Ciamis Regency smart city master plan (2023), Ciamis Regency is one of the districts that implements the smart city policy. However, in implementing the smart city, the Ciamis Regency Government faces various complex problems. Therefore, this research focuses on smart governance which aims to increase the efficiency of Ciamis Regency government governance. This research uses a descriptive qualitative research methodology with data collection techniques for primary subjects in the form of interviews with several officials from the Ciamis Regency Communication and Information Service as well as secondary subjects in the form of literature, documents, reports and statutory regulations to strengthen research data.

Abstract

The housing development policy network is a system or framework used by the government or related organizations to plan, coordinate, and implement various policies related to housing development. The main objective of the housing development policy network is to create decent, affordable, and sustainable settlements for the population. According to the Ministry of Public Works and Public Housing (PUPR), there are 81 million millennial Indonesians who do not yet own a house. To overcome this problem, strong collaboration between the government and related stakeholders is needed in creating new residential locations. Not only that, marketing millennial housing requires a marketing strategy that is close to young people, namely through social media. Thus, it is hoped that it will open up greater opportunities for the millennial age group to have housing.

Abstract

The regional government of Pelalawan Regency, through the Population and Civil Registration Service of Pelalawan Regency, designed and implemented the Saber Mempro Innovation Program in collaboration with health actors (Puskesmas, Clinics, Hospitals and Village Midwives) in Pelalawan Regency to improve easy population administration services, processes fast, and free. Saber Mempro is a one file program with at least four products where this program aims to make it easier for pregnant women to take care of population administration. This research aims to describe and analyze how collaboration in implementing the Saber Mempro Program is carried out, as well as identifying and analyzing factors that support collaboration in implementing the Saber Mempro Program in Bandar Sei Kijang District, Pelalawan Regency. The method used in this research is qualitative with data collection techniques, namely interviews, observation and documentation which are then analyzed so that final conclusions can be drawn. The research results show that collaboration between parties involved in implementing the Saber Mempro Program runs well and optimally, this is due to several supporting factors that make the collaboration process in implementing the Saber Mempro program run well, namely budget, facilities and infrastructure, communication, and user participation. program.

Abstract

Micro, Small and Medium Enterprises (MSMEs) have a crucial role in the economic dynamics of a region. MSMEs are not only a source of job creation, but also have great potential to encourage inclusive economic growth. Empowering MSMEs is a strategic key to optimizing the contribution of MSMEs to the economy. This involves various efforts, such as education and training to improve the skills of MSME entrepreneurs, easier access to financial resources, and support in marketing and product promotion. There are obstacles in empowering MSMEs in Pelalawan Regency, namely that the Human Resources (HR) owned by the department are inadequate, so they are less effective in empowering MSMEs in Pelalawan Regency. Lack of government budget to empower MSMEs. The aim of this research is to find out how the Department of Cooperatives, SMEs, Industry and Trade attempts to empower MSMEs in Pelalawan Regency. The theory used is the Stages of Empowerment by Ambar firm. S. (2013:162). The research method uses qualitative methods with a descriptive approach. The results of this research are the Department of Cooperatives, SMEs, Industry and Trade, Kab. Pelalawan has made efforts in several aspects, community empowerment, but it is still not optimal. The research recommendation is that it is hoped that empowerment parties will be more active and more innovative in the future to maintain this empowerment achievement.

Abstract

The purpose of this study is to evaluate the policies regarding the organization and empowerment of street vendors (PKL) in Pasar Larangan Sidoarjo. This research was conducted in the PD. Pasar Larangan Sidoarjo area using data collection methods such as interviews, observations, and documentation. The study employs a qualitative approach based on William N. Dunn's policy evaluation theory, which includes six indicators: effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The results indicate that the policy has not been fully maximized, especially in terms of infrastructure improvements such as drainage systems and main roads, which still require attention and enhancement. However, the policy has yielded positive outcomes in several aspects, such as improved cleanliness, aesthetics, and traffic flow in Pasar Larangan. Nonetheless, to achieve optimal effectiveness, adjustments and additional measures are needed to address critical infrastructure issues and ensure that the policy fully meets its established goals.

Abstract

This study aims to find out the implementation of the City Without Slums Program (KOTAKU) in Babussalam Village, Rambah District, Rokan Hulu Regency, as well as what factors hinder its implementation. These policy programs include the development of environmental road infrastructure and environmental drainage. The parties involved are the Rokan Hulu Regency Bappeda, the Rokan Hulu Regency Housing and Residential Areas Office, the Babussalam Village Government, the Babussalam Madani BKM, KSM and the Community. This study aims to analyze the Implementation of the City Without Slums Program (KOTAKU) in Babussalam Village and its Obstacles. The theory used is George C. Edward III (2011) In the book Arifin Tahir (2019), there are 4 indicators of Communication, Resources, Disposition, and Bureaucratic Structure. This study uses a type of qualitative research that is descriptive. With Interview, Observation, and Documentation Data Collection Techniques. The results of the study found that the factors that hinder the implementation of the City Without Slums Program (KOTAKU) in Babussalam Village, Rambah District, Rokan Hulu Regency are: 1.) Difficulties in land acquisition. 2.) The geographical condition of the undulating environment of Babussalam Village. The suggestions from theresearch are expected to be 1. The local government of Rokan Hulu Regency and the Babussalam Village government must further increase efforts in alleviating slum areas, especially in Babussalam Village. 2. It is important for the government to consider revisions or improvements to existing compensation policies, by ensuring that the system provides fair and transparent compensation to affected landowners. 3. Use the scope of in-depth technical studies to understand soil characteristics, select appropriate construction technologies, and involve the active participation of the community in infrastructure maintenance.

Abstract

The Family Quality Village Program is an initiative to improve the quality of life of communities at the village level or similar in order to create small, prosperous and quality families. The level of community participation plays an important role in determining the success of the KB Village Program. This study aims to explore the level of community participation in the implementation of the KB Village Program and to identify factors that hinder community participation in Air Dingin Village, Bukit Raya Subdistrict, Pekanbaru City. The theory that forms the basis of this research is Dwiningrum's theory which carries 4 indicators, namely participation in decision making, participation in implementation, participation in utilization of results, and participation in evaluation. The research method used is qualitative with a descriptive approach, and data collection through observation, interviews, and documentation which is then analyzed based on the problems identified in the research. The findings of this research show that although the KB Village Program in Air Dingin Village is already running, it still does not involve the community as a whole. The main obstacles in this program are budget limitations and lack of community enthusiasm.

Abstract

UPT RSUD Meranti Islands Regency is a regional hospital that provides services in the medical field, one of the services is outpatient services. Adoption of Innovation in SIMRS providing outpatient services has improved but is not yet optimal. This research aims to determine the adoption of Hospital Management Information System (SIMRS) innovations at the UPT RSUD Meranti Islands Regency. In this study, researchers used 5 criteria for measuring Innovation Adoption by Rogers with five indicators, namely Knowledge, Persuasion, Decision Making, Implementation, and Confirmation. This research uses qualitative methods with data collection techniques based on observation, interviews and documentation. The results of this research show that the adoption of innovation in outpatient services at the UPT RSUD Meranti Islands Regency has not been optimal but is considered to have improved from before. The hospital has made new breakthroughs such as online registration and conducting evaluations every month. It is hoped that outpatient services can continue to improve so that they can get satisfaction from patients. Factors that become obstacles in implementing the Adoption of Hospital Management Information System Innovation (SIMRS) are limited internet connection, untrained human resources and difficulty using the system.

Abstract

Servant leadership style is a form of leadership that starts from an inner sincere intention to serve, prioritizing the interests of followers, collaborating with others to achieve common goals. In the context of the village head, the application of the Servant Leadership style is very relevant, but the issue that has been developing for a long time is that the role of the village head in public services is often not in accordance with community expectations. The existence of this issue makes the Servant Leadership style an important topic to discuss, one of which is by analyzing the Servant Leadership style of the Pakkanna Village Head, Tanasitolo District, Wajo Regency. The study aims to analyze how the Servant Leadership leadership style of the Pakkanna Village Head of Tanasitolo District, Wajo Regency. In addition, this research was conducted to find out the obstacles and determinants faced by the Pakkanna Village Head of Tanasitolo District, Wajo Regency in carrying out the Servant Leadership leadership style. From the results of the study, it is known that the Pakkanna Village Head has a Servant Leadership style that prioritizes service to others as the main goal of leadership. The challenges are in the form of limited resources (funds), while the determinants are commitment and supportive leadership skills and good synergy between the village head and his subordinates in carrying out public services to the Pakkanna Village community.
