Abstract

This study aims to analyze the effect of Regional Revenue (PAD) and Balancing Funds on Regional Financial Independence, with Capital Expenditure as a moderating variable in districts and cities across East Kalimantan Province from 2019 to 2024. Employing a quantitative approach with a causal-comparative design, this research uses panel data derived from secondary sources, specifically the Regional Budget Realization Reports (LRA) published by BPKAD and DJPK. The analytical method applied is Moderated Regression Analysis (MRA) using SPSS version 22.0 to test both the direct and moderating effects among variables. The results indicate that Regional Revenue (PAD) has a positive and significant effect on regional financial independence, suggesting that higher PAD enhances local fiscal capacity. In contrast, Balancing Funds have a negative and significant impact, implying that greater reliance on central government transfers diminishes fiscal independence. Capital Expenditure functions as a dual moderator: it weakens the positive effect of PAD on regional independence but strengthens the impact of Balancing Funds on fiscal capacity when allocated effectively. The study recommends that local governments prioritize the expansion of PAD sources through more efficient tax and retribution management. Additionally, the effective and productivity-oriented allocation of capital expenditure should be emphasized to enhance long-term regional fiscal independence.

Abstract

This study aims to determine the influence of training and work motivation on the performance of employees of PT. Surya Nusantara Sentosan in the Jabodebatek and West Java regions. The analysis method in this study uses demographic descriptive analysis methods, validity test, reliability test, normality test, multicollinearity test, heteroscedasticity test, multiple linear analysis test, t test, f test and determination coefficient test. The data used in this study used case studies in journals and books that were continuous in this study and used questionnaire instruments, and valid data were collected by 100 respondents. This study uses the SPSS 29.0 testing tool. The results of this study show that the variables that the job training variable has a positive value and has a partial effect on employee performance, the work motivation variable has a positive value and has a partial effect on employee performance. Job training and work motivation have a positive value and have a simultaneous effect on employee performance. And the contribution of the variables of job training and work motivation simultaneously to employee performance is quite small, which is 23.7%.

Abstract

Supervisor II, dr. Leny Candra, A. Md. Akp., MM Lumbar pain due to Lumbosacral Instability is one of the musculoskeletal complaints that is often found. Acupuncture as a complementary therapy has been used to reduce pain in cases of low back pain. This study is to determine the benefits of Acupuncture Care for Clients with Low Back Pain Due to Lumbosacral Instability at Griya Sehat BSA Holistik Pontianak comprehensively. The subject of the study was a 43-year-old male client who experienced lumbar pain and underwent acupuncture therapy at Griya Sehat BSA Holistik Pontianak. The research design uses a qualitative approach of the case study type. In-depth data collection is carried out using instruments in the form of Client Data Sheets. The data was processed based on Observation (Wang), Hearing and Smell (Wen), Interview (Wen), and Touch (Qie), hence the diagnosis of client syndrome Cold Moist Pathogen Attacking the Taiyang Meridians of the Bladder Leg. The intervention was carried out by needle insertion at acupuncture points according to the syndrome from the results of diangnose six meetings with an interval of three days. The results showed a significant decrease in the level of lumbar pain in clients after receiving acupuncture care. Pain complaints disappear, movement reflexes increase. In order for clients to stay healthy, it is recommended to avoid lifting heavy objects, exercise regularly, air conditioning or fans do not be directed at the body directly, drink enough water, and sunbathe every morning.

Abstract

This study aims to find out how the design of Arabic Language Learning at Mohammad Natsir Institute of Da’wah, inhibiting factors of learning Arabic, and the steps to overcome these obstacles. The research uses a qualitative approach. The data collection employs observation techniques, interviews, and documentation. Checking the validity of the data uses three techniques, namely the extension of the researcher's presence, observational persistence, and triangulation. For data analysis, three stages are used: data reduction, data presentation, and conclusion/verification. Based on the results of the analysis, the conclusions are as follows: First, the design of the students’ Arabic learning is applied from the first semester to the fourth semester, especially for the students of the first and second semesters who must focus on learning Arabic, so that Indonesian language courses are studied in the next semester. Second, the inhibiting factor of Arabic learning is that the initial ability of the students is still very low, and the core issue is that the resources who become the mobilizer and the figure in language have not been instrumental in building Arabic language skills. Thirdly, some steps have been taken, such as increasing the hours of Arabic lessons, specializing Arabic materials in the first and second semesters, classifying students by ability, providing additional materials to students with special needs, and making extracurricular programs, playing Arabic audio, and translating some announcements both spoken and written in Arabic.

Abstract

The main target of the third goal of the Sustainable Development Goals (SDGs) regarding health and well-being is to reduce the Maternal Mortality Rate to below 70 per 100,000 live births by 2030. Preeclampsia is the leading cause of maternal death in 2023. Reducing the Maternal Mortality Rate will not be effective if it relies solely on government programs without support and participation from all parties. The Quality Improvement Collaborative is a form of cooperation among staff, professions, and work units focused on maximizing the use of resources to achieve the shared goal of improving patient care quality. This activity aims to deepen the understanding of the Quality Improvement Collaborative in reducing preeclampsia cases, using a socialization method involving several work units. The community service on Quality Improvement Collaborative to reduce preeclampsia cases was held on January 17, 2025, in two sessions. It used the Participatory Learning and Action (PLA) approach and included three stages: preparation, implementation, and evaluation. The evaluation results of the pre-test and post-test using the Wilcoxon test showed a significant increase in knowledge, with a p-value of 0.000. This service effectively increased knowledge, which serves as the main foundation for taking action. Similar activities can be continued by utilizing more innovative media to enhance their effectiveness.

Abstract

Child marriage is a form of child abuse with multifaceted impacts. The child marriage rate was included as a development target in the 2020-2024 National Medium-Term Development Plan (RPJMN) and was achieved in 2024. This target is supported by various cross-sectoral efforts at both the national and regional levels. However, challenges remain, such as unregistered child marriages, teenage births, and a suboptimal referral system for child victims and integrated data. In the next planning document, the 2025-2029 RPJMN, the child marriage rate remains a priority indicator, necessitating a re-sharpening of the strategy to ensure that efforts are not only quantitative but also qualitative, ensuring that every child's rights are met. This policy brief is designed to provide recommendations for alternative policies to strengthen child marriage prevention efforts through a qualitative approach with descriptive analysis to illustrate achievements and identify challenges, systematic analysis to generate policy alternatives, and assessment of priority policy alternatives using five decision-making and public policy criteria. The evaluation results indicate strengthening norms in various regulations, a clear role structure between stakeholders, and collaborative processes at both the national and regional levels. To address future challenges, a transformation is needed by expanding the scope of policy from prevention to prevention and management of child marriage. Four alternative strategies were identified: strengthening asymmetric policies tailored to regional characteristics, enhancing reproductive health education to increase adolescent resilience and raise awareness in the immediate environment, strengthening referral services for victims of child marriage, and improving the integrated data system.

Abstract

Military threats in global waters are increasingly complex and significantly impact Indonesia's maritime security. Regional geopolitical dynamics, major power rivalries, and foreign military activities in strategic waters demand resilient maritime defense readiness toward the Golden Indonesia 2045 vision. This study analyzes the implications of global military threats on Indonesia's maritime security and formulates defense strategies aligned with the Golden Indonesia 2045 vision. The research uses a qualitative approach with descriptive analysis methods. Data were collected through literature studies of primary and secondary sources, including policy documents, international reports, and recent academic publications. Data analysis was conducted through data reduction, data presentation, and conclusion drawing. The findings indicate that global military threats significantly impact Indonesia's maritime security, particularly through foreign military presence in the South China Sea, uncoordinated military exercises, and hybrid technology developments. These threats require modernization of maritime defense systems, enhanced human resource capacity, and strengthened maritime diplomacy. Strong maritime security is a fundamental pillar in realizing the Golden Indonesia 2045 vision. Indonesia's maritime defense strategy needs to comprehensively integrate military, diplomatic, legal, and economic aspects. Modernization of primary weapons systems, human resource development, and regional cooperation are key to addressing global military threats and supporting Indonesia's achievement as a sovereign developed nation

Abstract

The South China Sea (SCS) is a strategically vital maritime area, rich in resources and international trade routes, yet prone to territorial disputes. Although Indonesia does not claim the SCS, it faces challenges regarding the Natuna Sea Exclusive Economic Zone (EEZ) due to unilateral claims by China. This study analyzes the dynamics of the SCS conflict and Indonesia’s strategies toward achieving Indonesia Emas 2045 through strengthened maritime security, diplomacy, and resource management. A qualitative descriptive method with document and statistical data analysis is applied. Findings indicate that maritime surveillance, defense modernization, and multilateral cooperation are essential to safeguarding sovereignty and enhancing Indonesia’s regional position.

Abstract

Law No. 40 of 2007 is a Lex Superior for Limited Liability Companies in the Implementation of the General Meeting of Shareholders (GMS), as regulated in Chapter VI articles 75 to 91. When the Limited Liability Company becomes a Public Company, the holding of the GMS is subject to the Financial Services Authority Regulation (POJK) No. 15 of 2020, so that POJK No. 15 of 2020 is an inferior Legi to Law No. 40 of 2007. In the decision of the Panel of Judges of the South Jakarta District Court No. 91/Pdt.P/2024/PN Jkt on the application to reduce the number of quorums in the Extraordinary General Meeting of Shareholders at PT Exploitasi Energi Indonesia, Tbk, the Panel of Judges made a determination decision granting the application of PT Exploitasi Energi Indonesia, Tbk, with legal considerations: (a) The Articles of Association of PT Exploitasi Energi Indonesia, Tbk Article 22 letter F state that in the event that the quorum of the Second GMS is not reached, then at the request of the Company, the quorum is determined by the Chairman of the District Court whose territory includes the Company's domicile (b) Article 86 paragraph 5 of Law No. 40 of 2007 states that in the event that the quorum of the Second GMS as referred to in paragraph 4 is not reached, The Company may request the Chairman of the District Court whose jurisdiction includes the Company's domicile on the request to establish a quorum for the Third GMS (c) Article 78 paragraph (4) of Law No. 40 of 2007 that other GMS may be held at any time based on the need for the benefit of the Company (d) Article 22 paragraph 2 of the Articles of Association of PT Exploitasi Energi Indonesia, Tbk that the Second GMS is valid and has the right to make binding decisions if attended by shareholders who are representing at least 1/3 (one-third) of the total number of shares with valid voting rights (d) Because from 2021-2023 PT Exploitasi Energi Indonesia, Tbk could not hold the EGMS due to lack of quorum, the Panel of Judges deemed it necessary to hold other EGMS to accommodate the impasse experienced by the Company. The above legal considerations can explain the decision of the Panel of Judges which applies the Principle of Lex Superior Derogate Legi Inferiori in the implementation of EGMS in Public Companies which is final and has permanent legal force in accordance with article 86 paragraph 7 of Law No. 40 of 2007.

Abstract

This study analyzes cyber threats and the use of marine drones in the context of national maritime security. As illegal activities and potential conflicts increase in Indonesian waters, drone technology and cyber defense systems are becoming important instruments to improve surveillance, early detection, and rapid response. This study uses a descriptive qualitative approach based on the analysis of documents, literature, and official secondary data. The results show that the integration of marine drones and cyber defense increases patrol effectiveness by up to 40% and reduces the risk of territorial violations and piracy. This research emphasizes the need for a holistic strategy to deal with future maritime challenges.
